15 years of attacks on the working class and the popular strata

These days mark 15 years since the social-democratic PASOK government announced the activation of the “support mechanism” for the Greek economy by the EU and the IMF.

This was followed by three agreements (memoranda) with the EU for the “salvation” of the Greek economy, accompanied by thousands of anti-people laws at the expense of the working class and the popular strata. We are talking about savage cuts in wages and pensions, heavy taxation, the dismantling of social security and collective agreements, a fierce attack on trade union action, the mass bankruptcy of the self-employed, small tradesmen and poor farmers, the privatization of critical sectors, the underfunding and shutdowns in health and education.

These measures gave capital a breath of fresh air to overcome the crisis, restore its profitability, and shield its competitiveness. The goal of reviving the capitalist economy by intensifying the exploitation of the working class and strangling small businesses united all political representatives.

The first memorandum (2010) was voted by the PASOK government and a total of 172 MPs. The second memorandum (2012) was voted by the coalition government of ND, PASOK and the far-right LAOS and a total of 199 MPs. The third memorandum (2015) was voted by the coalition government of the “left-wing” SYRIZA and the far-right ANEL (a group that split from New Democracy) and a total of 222 MPs from all the bourgeois parties.

The experience of the people confirmed what the KKE had revealed about the statements of the “left-wing” SYRIZA about a “different economic mix” when it was vying for power.

Only the KKE took up a fighting position against illusions, the stance of an idle observer, fatalism, and resignation, against the current of the so-called “anti-memorandum front” that led to the change of government and the “left-wing government” led by SYRIZA that fed false hopes to broad sections of the population.

The KKE’s stance helped to keep the seedbeds of resistance alive and prevent resignation from taking hold. It helped prevent the people from being paralyzed when they felt betrayed by the stance of the social-democratic SYRIZA in September 2015. It helped the working class and the popular forces to set a militant pace as quickly as possible, to organize the struggle in the workplaces and sectors, and to develop their just demands from a better position in the coming years.

Today, the people are called upon to believe in their strength and to counterattack, following the path laid out by the KKE, to overthrow the power of capital, to take hold of power and the economy, to fight for socialism, which will consign crises, wars, and exploitation to the dustbin of history.

15 лет нападок на рабочий класс и народные слои

Недавно исполнилось15 лет со дня объявления социал-демократическим правительством ПАСОК запуска механизма финансовой помощи греческой экономике со стороны ЕС и МВФ.

За этим последовало подписание трех соответствующих соглашений (меморандумов) с ЕС о спасении греческой экономики, которые сопровождались принятием тысяч антинародных законов. Речь идет о резком сокращении зарплат и пенсий, высоком налогообложении граждан, об сужении системы социального обеспечения, упразднении коллективных договоров, нападках на деятельность профсоюзов, массовом банкротстве самозанятых, бедных крестьян, приватизации важнейших секторов экономики, недофинансировании и закрытии образовательных и медицинских учреждений.

Эти меры дали капиталу передышку для преодоления кризиса, восстановления прибыльности и сохранения конкурентоспособности. Всех его политических представителей объединяла  одна цель - восстановление капиталистической экономики путем усиления эксплуатации рабочего класса и удушения самозанятых.

Первый меморандум (2010 г.) был принят правительством ПАСОК, за него проголосовали 172 депутата, второй меморандум (2012 г.) был принят коалиционным правительством НД-ПАСОК-крайне правой партией ЛАОС, за него проголосовало 199 депутатов, а третий меморандум (2015 г.)  - коалиционным правительством «левой» СИРИЗА - крайне правой партией АНЭЛ (выходцы из «НД»), за который проголосовали 222 депутата от всех буржуазных партий.

Народ на своем опыте убедился в правильности того, о чем говорила КПГ относительно «левой» партии СИРИЗА, когда та претендовала стать правительством, обещая провести «иную смесь экономической политики».

Только КПГ выступила против иллюзий, выжидательной позиции, фатализма и отказа от борьбы, боролась против так называемого «фронта против меморандума», приведшего к смене правительства и приходу к власти «левого правительства» СИРИЗА, что создало ложные ожидания среди широких народных слоев.

Занятая КПГ позиция способствовала сохранению очагов сопротивления и предотвращению отказа от борьбы.Предательство, которое почувствовал  народв сентябре 2015 года со стороны социал-демократической партии СИРИЗА, не парализовало его. Позиция КПГ помогла трудящимся как можно быстрее найти боевой ритм, организоваться на борьбу на рабочих местах, ​​в отраслях производства и выдвинуть справедливые требования с лучших позиций в последующие годы.

Сегодня народ должен поверить в свои силы, перейти в контрнаступление, идти по пути, который предлагает КПГ, - по пути свержения власти капитала, установления народной власти и экономики, борьбы за социализм, который отправит кризисы, войны и эксплуатацию на свалкуистории.

15 ans d'attaques contre la classe ouvrière et les couches populaires

Cela fait 15 ans que le gouvernement social-démocrate du PASOK annonça la mise en place du «mécanisme de soutien» de l'économie grecque par l'UE et le FMI.

Trois accords (ou mémorandums) ont suivi pour «sauver» l'économie grecque avec l'UE, accompagnés de milliers de lois antipopulaires au détriment des travailleurs et des couches populaires. Nous avons assisté à des réductions dramatiques des salaires et des retraites, à un pillage fiscal du peuple grec, au démantèlement de ce qui restait de la sécurité sociale et des conventions collectives, ainsi qu'à une attaque violente contre l'action syndicale. La faillite massive des travailleurs indépendants, des petits artisans et des agriculteurs pauvres, la privatisation de secteurs essentiels, le sous-financement et la fermeture des services de santé et d'éducation ont également été constatés.

Ces mesures ont donné un «répit» au capital pour surmonter la crise, rétablir sa rentabilité et renforcer sa compétitivité. L'objectif de relancer l'économie capitaliste en intensifiant l'exploitation de la classe ouvrière et en étouffant les petits commerçants a «uni» tous ses représentants politiques.

Le premier mémorandum (2010) a été voté par le gouvernement du PASOK et 172 députés, le deuxième mémorandum (2012) a été voté par le gouvernement de coalition ND-PASOK-LAOS (d’extrême droite) et 199 députés, et le troisième mémorandum (2015) par le gouvernement de coalition de SYRIZA "de gauche" et d’ANEL (formé par des personnes ayant quitté la ND) et 222 députés de tous les partis bourgeois.

L'expérience du peuple a démontré la véracité des avertissements du KKE concernant les promesses de SYRIZA de «gauche» lorsqu'il revendiquait le pouvoir, invoquant un «autre mélange économique».

Seul le KKE combattit les illusions, l'attentisme, le fatalisme et la résignation, s'opposant au courant du soi-disant «front anti-memorandum» qui a conduit à une alternance gouvernementale  et au «gouvernement de gauche» de SYRIZA, et qui a nourri de faux espoirs chez de larges couches populaires.

L’attitude du KKE a contribué à maintenir des foyers de résistance et à empêcher le découragement de prendre le dessus. Elle a permis d'empêcher le peuple de se laisser paralyser lorsqu'il s'est senti «trahi» en septembre 2015 par l'attitude du parti social-démocrate de SYRIZA. Elle a aidé les forces ouvrières et populaires à trouver leurs repères le plus rapidement possible dans la lutte, à organiser leur lutte sur les lieux de travail et dans différents secteurs, et à développer leurs justes revendications dans des conditions plus favorables pour les années à venir.

Aujourd'hui, le peuple est appelé à croire en sa force, à passer à la contre-attaque en suivant la voie indiquée par le KKE: celle du renversement du pouvoir du capital, de la revendication de son propre pouvoir et de sa propre économie, de la lutte pour le socialisme qui reléguera aux marges de l'Histoire les crises, les guerres et l'exploitation.

15 عاماً من الهجمة على الطبقة العاملة والشرائح الشعبية

يكتملُ خلال هذه الأيام انقضاء 15 عاماً منذ إعلانِ حكومة حزب الباسوك الاشتراكي الديمقراطي تفعيل "آلية دعمٍ" للاقتصاد اليوناني من جانبِ الاتحاد الأوروبي وصندوق النقد الدولي.

تلا ذلك إبرامُ ثلاث اتفاقيات (مذكرات) ذات صلة بـ"إنقاذ" الاقتصاد اليوناني مع الاتحاد الأوروبي، ترافقت مع سنِّ آلاف القوانين المناهضة للشعب على حساب الطبقة العاملة والشرائح الشعبية. إننا نتحدث هنا، عن تخفيضات كبيرة في الرواتب والمعاشات التقاعدية، و عن نهبٍ ضريبي وتفكيك الضمان الاجتماعي، و اتفاقيات المفاوضات الجماعية مع شن هجمة عنيفة على العمل النقابي. عن إفلاس جماعي للعاملين لحسابهم الخاص، والمهنيين الصغار، والمزارعين الفقراء، و عن خصخصة القطاعات الحيوية و اقتطاعات في تمويلها وإغلاق منشآتٍ لخدمات الصحة والتعليم.

هذا و أتاحت هذه التدابير لرأس المال "مساحة للتنفس" من أجل تجاوز أزمته، واستعادة ربحيته، وحماية تنافسيته. هذا و كان هدف إنعاش الاقتصاد الرأسمالي من خلال تكثيف استغلال الطبقة العاملة وخنق صغار المهنيين، قد "وحَّد" جميع ممثليه السياسيين.

جرت المصادقةُ على المذكرة الأولى (2010) من جانب حكومة حزب الباسوك بأصوات 172 نائباً، و صودِقَ على المذكرة الثانية (2012) من جانب حكومة الائتلاف المكونة من حزب الجمهورية الجديدة وحزب الباسوك وحزب لاوس اليميني المتطرف، مع تصويت 199 نائب لصالحها، و أقرَّت المذكرةُ الثالثة (2015) من قبل الحكومة الائتلافية لحزب سيريزا "اليساري"  مع حزب اليونانيين المستقلين اليميني المتطرف (تشكيلٌ سياسي من قبل من انسحبوا من حزب الجمهورية الجديدة) مع التصويت لصالحها من قبل 222 نائباً يتبعون لسائر الأحزاب البرجوازية.

لقد التقت تجربة الشعب نفسها مع ما كشفه الحزب الشيوعي اليوناني بشأن إعلانات حزب سيريزا "اليساري" عندما كان يطالب بالحكومة، مستشهداً بـ "مزيج اقتصادي مختلف".

هذا و كان الحزب الشيوعي اليوناني وحده قد تواجد في موقع المعركة، مُحارباً للأوهام والانتظار و نزعة القدرية والاستسلام،  حيث ناهضَ تيار ما يسمى بـ"جبهة مناهضة المذكرة" التي أدت إلى قيام التداول الحكومي عبر "حكومة سيريزا اليسارية" التي غذت تطلعات واهية في صفوف قطاعات واسعة من الشعب.

أسهمَ موقف الحزب الشيوعي اليوناني في الحفاظ على بؤر مقاومة مع عدم سيطرة نزعة التخلِّي. لكي لا يُصاب الشعب بالشلل بعد شعوره "بالخيانة" في أيلول\سبتمبر 2015، نظراً لموقف حزب سيريزا الاشتراكي الديمقراطي. و ساعد الحزبُ القوى العمالية والشعبية بأسرع وقت ممكن على العثور على إيقاعِ خُطىً كفاحي، و في تنظيم الصراع في مواقع العمل والقطاعات، و في فتح طيات المطالب العادلة من مواقع أفضل خلال السنوات اللاحقة.

إن الشعب مدعو اليوم إلى الإيمان بقوته و الانتقال نحو الهجوم المضاد، مع السير على الطريق الذي يطرحهُ الحزب الشيوعي اليوناني، طريق إسقاط سلطة رأس المال، والمطالبة بسلطة واقتصاد شعبيين، طريق الصراع من أجل الاشتراكية التي ستضع الأزمات والحروب والاستغلال على هامش التاريخ.
