          Sub:-Immediate introduction of proportional representation system in elections

 

Dear Sir, 

Ours is a democratic country. Our constitution says India is a Democratic, Secular and socialist Republic. Democracy implies, every step of government should be by the people and to the people but slowly on the name of democracy, dictatorship is prevailing upon in the country. Democracy means every body should have a right to franchise and have a right to elect of their choice as their representative in legislative bodies. In the same way legislators also should have a right to elect their chief Minister of their choice. More over this is the age of united fronts. No single party can form the governments until and unless have clear majority. Hence numbers should be taken into consideration certain like minded parties are taken together. Governors should not act as puppets of one political party, but as highest seat of the state they should be impartial and use their wisdom. 

- In 2014 elections to the parliament BJP could secure just 32 percent of votes to their credit while 68 percent of people either rejected or not voted to BJP. But the same BJP is ruling the country negating democratic principles. 

-  Several decisions are made with out discussing in parliament and many decisions on issues of national importance are arbitrarily and unilaterally taken with out consent of parliament which is a replica of Democracy. Mere Government orders are being released on several issues. In democracy on every issue elected peoples representatives should discuss on pros and cons in the parliament and make a legislation. Parliament has become a paradise of debates on unnecessary issues which are not concerned with peoples. 

Karnataka elections are manifestation of killing democracy on broad day light. Though congress party got majority votes, but due to “First Past The Post (FPTP) system BJP was asked to form the govt. Here peoples will is not being honored. 

Electronic Voting Machines are also being mechanically manipulated by ruling parties many times. Hence the same old method of ballot paper system be reintroduced. 

Despite fixation of monetary limits, bundles of high denomination are flowing on just one day prior to polling. Official machinery is used by ruling parties. Money and muscle power is used rampantly. Gifts like TV sets, coolers, cricket kits, Mixers etc are given to voters in order to lure them. Earlier Late Sheshan could suppress these methods of luring voters to some extent. Such strict methods are need of the hour. 

Modi in place of considering the proposal of state funding has adopted the poll bond system. This is nothing but to allow the corporate sector to whiten their black money and fund parties of their choice. 

Democracy means it should be inclusive of all sections of society. They should not be influenced or lured by money or gifts or by any other things like liquor etc. Many times voters lists are also being altered just one day before of the polling, in order to omit the votes of opposition and include votes of ruling parties. 

If proportional representation system is introduced all parties will get representation, apart from all sections of all walks of life like Dalits, Tribal people, Minorities, backward classes, most backward classes, who constitute all together more than 80 percent of population. 

Hence a debate initiated by Nirvachan Sadan, should take place on electoral reforms and several recommendations of various committees be taken into consideration by election commission. Among the prominent are Indrajit Gupta committee report and Gita Mukherjee committee report etc. 

Above all “First Past The Post" system be replaced by proportional representation system. To begin with partial proportional representation system which was implemented in Nepal can be introduced.
