On the expulsion of Carolus Wimmer and Ursula Aguilera from the PCV’s ranks 

The XII Plenum of the Central Committee of the Communist Party of Venezuela (PCV), elected at the XVI National Congress (Nov. 2022), after hearing and discussing the report presented by the National Commission of Discipline and Control of Cadres, in which it was proven that the members Carolus Wimmer and Úrsula Aguilera have joined the liquidation plan executed by the Government of Nicolás Maduro against the historic PCV, agreed on the disciplinary measure of expulsion from the ranks of the Communist Party of Venezuela.

 Wimmer and Aguilera had been under investigation since May of this year for their repeated failure to comply with the directives and decisions of the Central Committee and the Political Bureau of our party. Finally, last June 16, they organized a press conference to announce their non-recognition of the agreements and resolutions of the XVI National Conference of the PCV and to publicly assume the campaign that the leadership of the United Socialist Party of Venezuela (PSUV) has undertaken to try to link the PCV with plans of violence in view of the presidential elections.

Background 

 In April 2023, the Central Committee ratified its support of Carolus Wimmer as President of the International Solidarity Committee (COSI) and proposed Comrade Yul Jabour to the General Secretariat of this important instrument created by the PCV in 1971, with outstanding membership and recognized performance in the World Peace Council (WPC).

 Wimmer not only refused to work in coordination with the new Secretary General of COSI but, soon after, began to present Ursula Aguilera as Secretary General of this solidarity organization.

 With the clear purpose of aligning the work and actions of COSI with the official policy of the authoritarian Government of Nicolás Maduro ─responsible for the judicial intervention of the PCV in August 2023─ Wimmer and Aguilera subscribed numerous formal communications before national and international instances, thus usurping the competences of the General Secretariat. 

 The most serious events occurred in May of this year, when Wimmer and Aguilera sent a letter to the Latin American Coordination of the World Peace Council in which they disavowed Jabour's status as Secretary General of COSI. 

 The missive was sent on the day that the WPC regional meeting was taking place in Havana, Cuba, specifically minutes before Jabour intervened on behalf of the COSI; a matter that compromised the security and integrity of the organization and of our cadre, and therefore also constituted dishonest and treacherous conduct, betraying the trust that the party had placed in them for years. 

 Today we have full certainty that the contempt of these two ex-militants of the PCV for the resolutions of the Central Committee was aimed at keeping the COSI under the control of the foreign policy of the anti-working class and anti-popular government of Nicolás Maduro, and particularly, of the Venezuelan Foreign Ministry.

Public betrayal of the Venezuelan working class and its party

 Last July 16, Carolus Wimmer and Ursula Aguilera decided to publicly dissociate themselves from the policy of the PCV through a press conference held in the name of the branch in which they were members.

 It is revealing the fact that at no time do they mention the theft of the legal personality of our party by the leadership of the Government-PSUV and much less the systematic violation of the democratic and electoral rights of the communist militancy, which could not present its own presidential candidacy due to the theft of our electoral card and the maneuvers of the governing leadership. On the contrary, this press conference repeated the same scheme implemented by the mercenaries currently usurping the acronym of the PCV: it was held in a space under government control, with coverage by media subordinated to the PSUV and presented activists of the ruling party and other satellite organizations as if they were communist party members. 

 In their statements, Wimmer and Aguilera questioned the decisions of the XVI National Conference which had debated the electoral strategy of the PCV for more than eight months and in whose discussion they did not participate, nor did they express their political positions, even though they were effective delegates. In such a way, their current call for an "internal debate" is not only a sign of cynicism but also represents a flagrant violation of the principle of democratic centralism, source of communist morals and ethics.

 On the other hand, Wimmer and Aguilera used arguments that are part of the arsenal of attacks of the reactionary government of Nicolás Maduro against the PCV, and that served as pretexts for the persecution of our organization in August 2023. For example, they speak of an alleged "pact" of the PCV with the "extreme right". Furthermore, they assure in their statement that in Venezuela "Socialism is being built" and they clothe their opportunism with a false anti-imperialism, when the reality is that the PSUV-Government is working laboriously to protect the rate of profit of the business leaders while unloading the weight of the crisis on the shoulders of the workers and handing over concessions to transnational capital, detrimental to national sovereignty. 

 It is also necessary to make known that while the XII Plenum of the Central Committee was debating the case last July 24, Wimmer -who once again decided not to participate in this leadership body- was in a theater supporting an event organized by the Venezuelan Foreign Ministry to wash the face of the anti-communist government of Nicolás Maduro before international delegations and observers who were in Caracas for the presidential elections.

 We regret to have to report this news, particularly for those who know Carolus Wimmer for his long trajectory at the head of our party’s international relations, but it is clear that both Wimmer and Aguilera not only betrayed the Political Line, the Program and the principles of organization of the PCV, but also aligned themselves with the plan of the authoritarian Government of Nicolás Maduro to try to destroy our glorious organization with more than 90 years of history. 

 Likewise, we alert the membership of the legitimate PCV, allied sectors and the international communist movement, that this new phase of government aggression seeks to achieve three clear objectives that, until now, have been impossible for them: (1) to divide the PCV, to which effect Wimmer and Aguilera have dedicated themselves to contacting militants of the PCV and the Communist Youth in order to counterpose what they call "their morale" to the abidance of Democratic Centralism, which establishes that after a broad debate, the decision adopted is assumed by the whole organization; (2) to influence the international communist movement, using Carolus Wimmer to carry out a work of confusion and neutralize forces allied to the PCV; (3) to influence the opinion of members and sectors friendly to the PCV with the intention of leading them to support Nicolás Maduro and his reactionary anti-worker, anti-popular and anti-national policies. 

 Once again they will be defeated by the unity, cohesion and fighting determination of the legitimate and historic Communist Party of Venezuela.

Sobre la expulsión de Carolus Wimmer y Úrsula Aguilera de las filas del PCV

El XII Pleno del Comité Central del Partido Comunista de Venezuela (PCV), electo en el XVI Congreso Nacional (Nov. 2022), tras conocer y debatir el informe presentado por la Comisión Nacional de Disciplina y Control de Cuadros, en el que se constató que los militantes Carolus Wimmer y Úrsula Aguilera se han sumado al plan de liquidación que ejecuta el Gobierno de Nicolás Maduro contra el histórico PCV, acordó la medida disciplinaria de expulsión de las filas del Partido Comunista de Venezuela.

 Wimmer y Aguilera se encontraban bajo investigación desde mayo del presente año por sus reiterados desacatos a las directrices y decisiones del Comité Central y del Buró Político de nuestro partido. Finalmente, el pasado 16 de junio, organizaron una rueda de prensa para desconocer los acuerdos y resoluciones de la XVI Conferencia Nacional del PCV y asumir públicamente la campaña que la cúpula del Partido Socialista Unido de Venezuela (PSUV) ha emprendido para tratar de vincular al PCV con planes de violencia de cara a las elecciones presidenciales.

Antecedentes 

 En abril de 2023, el Comité Central ratificó su respaldo a la presencia de Carolus Wimmer como Presidente del Comité de Solidaridad internacional (COSI) y propuso al camarada Yul Jabour a la Secretaría General de este importante instrumento creado por el PCV en 1971, con destacada membresía y reconocida actuación ante Consejo Mundial de la Paz (CMP).

 Wimmer no soló se negó a trabajar en coordinación con el nuevo Secretario General del COSI sino que, al poco tiempo, comenzó a presentar a Úrsula Aguilera como Secretaria General de esta organización de solidaridad.

 Con el claro propósito de alinear el trabajo y las actuaciones del COSI con la política oficial del Gobierno autoritario de Nicolás Maduro ─responsable de la intervención judicial del PCV ejecutada en agosto de 2023─ Wimmer y Aguilera suscribieron numerosas comunicaciones formales ante instancias nacionales e internacionales, usurpando así las competencias de la Secretaría General. 

 Los hechos más graves ocurrieron en mayo de este año, cuando Wimmer y Aguilera enviaron una carta a la Coordinación de América Latina del Consejo Mundial de la Paz en la que desconocen la condición de Yul Jabour como Secretario General del COSI. 

 La misiva fue enviada el día que se desarrollaba en La Habana, Cuba, la reunión regional del CMP, específicamente minutos antes de que Jabour interviniera en nombre del COSI; cuestión que comprometió la seguridad y la integridad de la organización y de nuestro cuadro, por lo que también constituye una conducta deshonesta y alevosa, que traiciona la confianza que el partido por años había depositado en ellos. 

 Hoy tenemos plena certeza de que el desacato de estos dos exmilitantes del PCV a las resoluciones del Comité Central tenía por objetivo mantener al COSI bajo el control de la política exterior del Gobierno antiobrero y antipopular de Nicolás Maduro, y particularmente, de la Cancillería venezolana.

Traición pública a la clase obrera venezolana y a su partido

 El pasado 16 de julio, Carolus Wimmer y Úrsula Aguilera decidieron desmarcarse públicamente de la política del PCV a través de una rueda de prensa realizada en nombre de la célula en la que militaban.

 Es revelador el hecho de que en ningún momento hacen mención al robo de la personalidad jurídica de nuestro partido por parte de la cúpula del Gobierno-PSUV y mucho menos de la violación sistemática de los derechos democráticos y electorales de la militancia comunista, que no pudo presentar una candidatura presidencial propia por el robo de la tarjeta electoral del Gallo Rojo y las maniobras de la cúpula gobernante. Por el contrario, esta rueda de prensa repitió el mismo esquema que implementan los mercenarios que actualmente usurpan las siglas del PCV: fue realizada en un espacio bajo control gubernamental, con una cobertura de medios subordinados al PSUV y presentaron a activistas del partido gobernante y de otras organizaciones satélites como si fueran militantes comunistas. 

 En sus declaraciones, Wimmer y Aguilera cuestionaron las decisiones de la XVI Conferencia Nacional que durante más de ocho meses debatió sobre la estrategia electoral del PCV y en cuya discusión ellos no participaron, ni expresaron sus posiciones políticas, aun cuando contaban con la condición de delegados efectivos. De tal modo que su actual llamado a un «debate interno» no solo es una muestra de cinismo sino que representa una flagrante violación del principio del centralismo democrático, fuente de la moral y la ética comunistas.

 Por otro lado, Wimmer y Aguilera usaron argumentos que forman parte del arsenal de ataques del Gobierno reaccionario de Nicolás Maduro en contra el PCV, y que sirvieron de pretextos para la judicialización de nuestra organización en agosto de 2023. Por ejemplo, hablan de un supuesto «pacto» del PCV con la «extrema derecha». Además, aseguran en su declaración que en Venezuela «se está construyendo el Socialismo» y revisten su oportunismo de un falso antiimperialismo, cuando la realidad es que el Gobierno-PSUV trabaja laboriosamente para proteger la tasa de ganancia de las cúpulas empresariales mientras descarga el peso de la crisis sobre los hombros de los trabajadores y entrega concesiones al capital trasnacional, lesivas a la soberanía nacional. 

 Es necesario dar a conocer también que mientras el XII Pleno del Comité Central debatía sobre el caso el pasado 24 de julio, Wimmer ─que decidió una vez más no acudir al llamado de este organismo de dirección─ se encontraba en un teatro respaldando un evento organizado por la Cancillería venezolana para lavarle la cara al Gobierno anticomunista de Nicolás Maduro ante delegaciones y observadores internacionales que se encuentran en Caracas a propósito de las elecciones presidenciales.

 Lamentamos tener que informar esta noticia, particularmente para quienes conocen a Carolus Wimmer por su larga trayectoria al frente de las Relaciones Internacionales de nuestro partido, pero está claro que tanto Wimmer como Aguilera no sólo traicionaron la Línea Política, el Programa y los principios de organización del PCV, sino que también se alinearon al plan del Gobierno autoritario de Nicolás Maduro para intentar destruir a nuestra gloriosa organización con más de 90 años de historia. 

 Asimismo, alertamos a la militancia del legítimo PCV, a sectores aliados y al movimiento comunista internacional, que esta nueva fase de agresión gubernamental busca lograr tres claros objetivos que, hasta ahora, les ha sido imposible: (1) dividir al PCV, a cuyo efecto Wimmer y Aguilera se han dedicado a contactar militantes del PCV y la JCV, con el fin de contraponer lo que ellos llaman "su moral" al acatamiento del Centralismo Democrático, que establece que luego de un amplio debate, la decisión que se adopta es asumida por toda la organización; (2) incidir en el movimiento comunista internacional, utilizando a Carolus Wimmer para realizar una labor de confusión y neutralizar fuerzas aliadas al PCV; (3) influenciar la opinión de militantes y sectores amigos del PCV, con la intención de llevarles a respaldar a Nicolás Maduro y sus reaccionarias políticas antiobreras, antipopulares y antinacionales. 

 Nuevamente serán derrotados por la unidad, cohesión y decisión de lucha del legítimo e  histórico Partido Comunista de Venezuela.
