Dear comrades,

First of all we would like to thank the Communist Party of Greece and the Communist Party of Turkey for organising this teleconference which brings together Communist and Workers' Parties from all over the world in the particularly difficult conditions of the pandemic under the theme: The international economic, political and military developments. The experience from the struggle of the Communist and Workers' Parties and the peoples. Solidarity with Cuba, the Palestinian and all the peoples struggling against sanctions, machinations and imperialist aggression. This teleconference comes as we celebrate this year the centenary of the foundation of the Communist Party of Belgium in September 1921. Unfortunately, we had to postpone our commemoration because of the governmental anti-covid measures. In this respect, we take this opportunity to thank all the sister parties of the World Conference who sent greetings to our party for our centenary. For us, this was a proof of the vivacity of proletarian Internationalism continuing the glorious legacy of the 3rd International. Our party was born precisely as a result of the merger at the request of the Comintern of two communist parties rejecting the social-chauvinism linked to the Second International and the participation in the Sacred Union and the participation in the governments which precipitated the 1st great imperialist war. At our last congress, we broke with the reformism and opportunism that had plagued our party and laid the foundations for a return to the fundamentals of the 1921 fusion congress, which set out the path for organising the struggle towards socialism-communism.

This is why today's teleconference is all the more important to exchange on our struggles, to converge them and to strengthen the international communist movement on revolutionary bases following the principles of Marxism-Leninism. In this respect, it is important in our struggles to remember that imperialism is a Leninist concept, above all economic, which ultimately leads to war. Thus, communists must remain firm in their analysis and their struggles not to choose between the imperialist blocs that are being recomposed on a global scale. It was with these positions that we opposed the main threat to peoples and peace, US imperialism, that we demonstrated against the NATO summit in Brussels last June. This was all the more important as Belgium is a loyal ally and plays an active role in the Atlanticist coalition, especially in Afghanistan. We have continually denounced Belgium's participation and called for its withdrawal from all imperialist coalitions in which it participates, whether it be NATO, the European Union or France, whose auxiliary it is in Mali. We also fight against Belgium's own imperialist aims, especially in the Democratic Republic of Congo. We also continue to oppose the purchase of the F-35 by the Belgian state, which is trying to defend its own position on the imperialist ladder by arbitrating between the greatest powers, since Belgium has chosen Lockheed Martin over Dassault. Finally, during our campaigns or actions carried out by the Belgian peace movement, we always combined the demand for peace with the need for socialism.

It was with the same determination that we stood by the side of the Sudanese in Belgium who were demonstrating against the coup d'état in their country, which illustrated the inter-imperialist recomposition and contradictions. It is a big job that our party has done with the Sudanese in Belgium to support their struggle against the coup and for their rights in our country. We would like to express our solidarity with the struggle of the Sudanese Communist Party.

At the same time, we support the heroic resistance and struggle of the Palestinian people for the liberation of their country from the oppression and colonisation of the Zionist state, and for the construction of a single Palestinian state.

Another people that has been pursuing the socialist path of development for 60 years and is an example for the youth and revolutionaries of the whole world, deserves our full solidarity. For 60 years, Cuba has resisted all the attempts and machinations of US imperialism to overthrow the socialist government and leadership of the country that has brought emancipation to an entire people. We salute the Cuban people and their party, the Communist Party of Cuba, for defending the achievements of the Revolution in the development of popular democracy, in terms of education and the fight against illiteracy, and in terms of quality of life. We would also like to salute the proletarian internationalism shown by Cuba in its efforts to alleviate the suffering of the peoples of the world by offering its aid and medical expertise with the Henry Reeves Brigades. In this regard, we relay as much as possible the technological and medical advances offered by Cuba in the fight against the Covid-19 pandemic with the development of its vaccines. We call for the immediate end of the blockade imposed by the United States and we have demonstrated in several cities and again recently with progressive trade union organisations for the end of the blockade and against the refusal of two banks based in Belgium to transfer money to Cuba.

Comrades, we have been living with the Covid-19 pandemic for two years, during which we have been able to observe how the decisions and policies of bourgeois governments do not protect health and do not serve the interests of the population, of young people, but rather the interests of the monopolies, particularly the pharmaceutical industry, and their profits. The health crisis has thus shown what we were already denouncing, namely the repeated attacks on the public health system weakened by decades of austerity and privatisation. At the same time, we were able to put forward our position on the need for a single public and national health centre. The crisis has also shown how much governments are subject to monopolies and the competition they engage in, refusing 1) the abolition of patents on vaccines for which we have campaigned and continue to campaign with many sister parties of the IMCWP, 2) certain vaccines produced by the People's Republic of China, the Federal Republic of Russia or Cuba, to defend the interests of the Western monopolies, 3) the takeover of vaccine production, even though many of them are based in Belgium.

Faced with these facts, it is difficult to affirm that there is a health dictatorship as some voices have tried to make out in recent months. Rather, we are faced with the increasingly authoritarian and repressive expression of the dictatorship of capital. Thus in Belgium and in many other countries the governments have put in place measures that do not respond to any health objective, such as the prohibition or restriction of demonstrations during the first confinements, or the implementation of a curfew that we have fought against in several demonstrations. These measures serve to stifle the popular anger that is rising at a time when the effects of the crisis of overproduction, which has been delayed but also amplified by the criminal management of the pandemic, are being felt hard by the working class. This crisis of overproduction allows capital to launch a generalised and global offensive against workers' rights: pensions, wages, flexibility, mass dismissals, mass unemployment, precariousness, poverty...).

While we have experienced a right-wing reformist and opportunist split which has rejected the theses of our last congress, our immediate task is to strengthen the party, by developing and strengthening class consciousness, by working in the trade union organisations for a class and revolutionary trade unionism without concessions to the bosses, by relaying the positions of the World Federation of Trade Unions and by aiming to build a class against class front at the base by unmasking the opportunist and reformist positions. Thus, in each struggle, especially in the logistics and steel sectors, we work to broaden our scope by building links on an international scale that responds to the global offensive of capital.

Comrades, we are convinced that this conference will be useful for the strengthening of revolutionary positions within the international communist movement and for cooperation between our parties.

Nous voudrions tout d’abord remercier le Parti Communiste de Grèce et le Parti Communiste de Turquie pour l’organisation de cette téléconférence qui réunit les Partis Communistes et ouvriers du monde entier dans les conditions particulièrement difficiles de la pandémie sous le thème : The international economic, political and military developments. The experience from the struggle of the Communist and Workers' Parties and the peoples. Solidarity with Cuba, the Palestinian and all the peoples struggling against sanctions, machinations and imperialist aggression. Cette téléconférence intervient alors que nous fêtons cette année le centenaire de la fondation du Parti Communiste de Belgique en septembre 1921. Nous avons malheureusement dû reporter notre commémoration en raison des mesures gouvernementales anti covid. À cet égard, nous prenons cette occasion pour remercier tous les partis frères de la conférence mondiale qui ont salué notre centenaire. Pour nous, ce fut une preuve de la vivacité de l’Internationalisme prolétarien poursuivant le glorieux héritage de la 3e Internationale. Notre parti est précisément né à la suite de la fusion à la demande du Komintern de deux partis communistes rejetant la social-chauvinisme lié à la IIe Internationale et la participation à l’Union sacrée et la participation aux gouvernements qui ont précipité la 1e grande guerre impérialiste. Lors de notre dernier congrès, nous avons rompu avec le réformisme et l’opportunisme qui gangrenait notre parti et nous avons établi les bases d’un retour aux fondamentaux du congrès de fusion de 1921 traçant la voie pour l’organisation de la lutte vers le socialisme-communisme.

C’est pourquoi la téléconférence de ce jour est d’autant plus importante pour échanger sur nos luttes, les faire converger et renforcer le mouvement communiste international sur des bases révolutionnaires en suivant les principes du marxisme-léninisme. À cet égard, il est important dans les luttes que nous menons de rappeler que l’impérialisme est un concept léniniste avant tout économique qui conduit in fine à la guerre. Ainsi, les communistes doivent rester fermes dans leur analyse et leurs luttes pour ne pas choisir entre les blocs impérialistes qui se recomposent à l’échelle mondiale. C’est avec ces positions que nous nous sommes opposés à la principale menace pour les peuples et la paix, l’impérialisme étasunien, que nous avons manifesté contre le Sommet de l’OTAN qui se tenait à Bruxelles en juin dernier. C’était d’autant plus important que la Belgique est un fidèle allié et joue un rôle actif dans la coalition atlantiste, notamment en Afghanistan. Nous avons continuellement dénoncé la participation et appelé au retrait de la Belgique de toutes les coalitions impérialistes auxquelles elle participe, que ce soit l’OTAN, l’Union européenne ou la France dont elle est le supplétif au Mali. Nous combattons également les propres visées impérialistes belges notamment en République Démocratique du Congo. Nous continuons aussi à nous opposer à l’achat de F-35 par l’État belge qui essaie de défendre sa propre position dans l’échelle impérialiste en arbitrant entre les plus grandes puissances puisque la Belgique a choisi Lockheed Martin au détriment de Dassault. Enfin, lors de nos campagnes ou des actions menés par le mouvement pacifiste belge, nous allions toujours l’exigence de la paix à la nécessité du socialisme.

C’est avec la même de détermination que nous nous sommes tenus aux côtés des Soudanais de Belgique qui manifestaient contre le Coup d’état dans leur pays qui illustre la recomposition et les contradictions interimpérialistes. C’est un gros travail que notre parti a mené avec les Soudanais de Belgique pour soutenir leur lutte contre le Coup d’État et pour leurs droits dans notre pays. Nous tenons à manifester notre solidarité avec la lutte menée par le Parti Communiste Soudanais.

Parallèlement, nous soutenons la résistance et la lutte héroïques du peuple palestinien pour la libération de leur pays de l’oppression et la colonisation de l’État sioniste, et pour la construction d’un seul État Palestinien.

Un autre peuple qui poursuit la voie socialiste de développement depuis 60 ans et qui est un exemple pour la jeunesse et les révolutionnaires du monde entier, mérite notre entière solidarité. Depuis 60 ans, Cuba résiste à toutes les tentatives et machinations de l’impérialisme étasunien de renversement du gouvernement et de la direction socialistes du pays qui a permis l’émancipation de tout un peuple. Nous tenons à saluer le peuple cubain et son parti, le Parti Communiste de Cuba qui défendent les conquêtes de la Révolution dans le développement de la démocratie populaire, en termes d’enseignement et de lutte contre l’analphabétisme, ou de qualité de vie. Nous tenons également à saluer l’internationalisme prolétarien dont fait preuve Cuba pour soulager les peuples du monde en offrant son aide et son expertise médicale avec les Brigades Henry Reeves. À cet égard, nous relayons autant que possible les avancées technologiques et médicales qu’offrent Cuba dans la lutte contre la pandémie de Covid-19 avec le développement de ses vaccins. Nous appelons à la levée immédiate du Blocus imposé par les États-Unis et nous avons manifesté dans plusieurs villes et encore récemment avec les organisations syndicales progressistes pour la levée du blocus et contre le refus de deux banques implantées en Belgique de transférer de l’argent vers Cuba.

Camarades, nous vivons la situation de pandémie de Covid-19 depuis deux ans pendant lesquels nous avons pu observer combien les décisions et politiques des gouvernements bourgeois ne protégeaient pas la santé et ne servaient pas les intérêts de la population, des jeunes mais bien celui des monopoles, en particulier pharmaceutiques, et leurs profits. La crise sanitaire a ainsi montré aux yeux de tous, ce que nous dénoncions déjà, à savoir les attaques répétées contre le système de santé publique affaibli par des décennies d’austérité, de privatisation. Parallèlement nous avons pu avancer notre position de la nécessité d’un seul pôle public et national de la santé. La crise a également montré combien les gouvernements étaient soumis aux monopoles et à la concurrence à laquelle ils se livrent, refusant ainsi 1) la levée des brevets sur les vaccins pour laquelle nous avons mené et continuons à mener campagne avec de nombreux partis frères de l’IMCWP, 2) certains vaccins produits par la République Populaire de Chine, la République Fédérative de Russie ou Cuba, pour défendre les intérêts des monopoles occidentaux, 3) la reprise en main de la production des vaccins alors que plusieurs sont installés en Belgique.

Face à ces faits, il est difficile d’affirmer qu’il y a une dictature sanitaire comme des voix ont tenté de le faire entendre ces derniers mois. Nous sommes plutôt face à l’expression de plus en plus autoritaire et répressive de la dictature du capital. Ainsi en Belgique et dans de nombreux autres pays les gouvernements ont mis en place des mesures qui ne répondaient à aucun objectif sanitaire telles que l’interdiction ou la restriction des manifestations lors des premiers confinements, ou la mise en place d’un couvre-feu que nous avons combattu lors de plusieurs manifestations, Ces mesures servent à étouffer la colère populaire qui monte alors que se font sentir durement pour la classe ouvrière les effets de la crise de surproduction qui a été retardée mais également amplifiée par la gestion criminelle de la pandémie. Cette crise de surproduction permet au capital une offensive généralisée et mondiale du capital contre les droits des travailleurs : pensions, salaires, flexibilité, licenciements en masse, chômage de masse, précarité, pauvreté…).

Alors que nous avons connu une scission droitière réformiste et opportuniste qui a refusé les thèses de notre dernier congrès, notre tâche immédiate est de renforcer le parti, en développant et renforçant la conscience de classe, en travaillant dans les organisations syndicales pour un syndicalisme de classe et révolutionnaire sans concession au patronat, en relayant les positions de la Fédération Syndicale Mondiale et en visant à la construction d’un front classe contre classe à la base en démasquant les positions opportunistes et réformistes. C’est ainsi que dans chaque lutte, en particulier dans les secteurs logistique et sidérurgique, nous travaillons à son élargissement en construisant des liens à l’échelle internationale qui répond à l’offensive mondiale du capital.

Camarades, nous sommes convaincus que cette conférence sera utile au renforcement des positions révolutionnaires au sein du mouvement communiste international et à la coopération entre nos partis.
