APPEAL OF THE 9^TH CONGRESS OF THE PCP

Deep and broad unity for socialism

Those of us, who are part of the Paraguayan Communist Party, embrace the entire working class, of our country and the world, with emotion for the great amount of greetings and encouragement that we have received in the framework of our 9th National Congress.

Between June 25 and 27 recently, with the slogan "Broad and deep unity for socialism", we held our 9th National Congress. In continuity of the rich 93-year process of struggle and militancy that the Paraguayan Communist Party built by flawless fighters such as, Antonio Maidana and Carmen Soler, to name just two of an extensive list of political references, present in each militant action of the PCP.

As long as capitalist social relations prevail, there will be no equal opportunities or true democracy, since the dominant system is built on the exclusion and exploitation of the majority of the countryside and the city. The Fraud Government, led by the corrupt and stronist^[1] Abdo Benítez, represents the interests of the owners of big companies, landowners, banks, drug traffickers and politicians, who operate according to the objectives set by the foreign imperialist monopolies, organized by the capitalist system in its imperialist phase.

Defending the interests of the exploitative minority it represents, the Abdo government loots our resources and maintains a criminal health policy. It contracted millionaire loans that the people will be required to pay, and is not even capable of ensuring the basic measures to face the health crisis that every day takes more than a hundred compatriots, sadly inaugurating a new type of crime against humanity at this time.

The working majority, along with the thousands of unemployed and marginalized people, are the ones who suffer from this criminal policy. The broad and deep unity that we insist on is found in this large population, those that do not own companies, large tracts of land or banks; and do have experience in the production of goods and services, in collective effort and in daily struggle.

This unity is what we need to overthrow the Government of Fraud, to dismantle this miserably disposed State for a few millionaires and build a new State at the service of the majority.

In our workplaces, public and private companies, factories and farms, in our neighborhoods and communities, schools and universities, there are millions of Paraguayans who detest politicking and corruption. Those of us, who are no longer willing to tolerate being governed by thugs or exploiters, have the task of getting closer, sharing ideas and articulating projects that will drive us towards a country with equal opportunities to work and live with dignity.

In this 9th Congress, as members of the Paraguayan Communist Party, we reaffirm our conviction and commitment to the construction of socialism, capable of destroying the relations of exploitation and submission that push each Paraguayan family to misery. So that each person can really dispose of the fruit of their labor, having access in a dignified way to housing, healthy food, transportation, education and quality health, paying back and contributing with the development of their capacity and talent, to social progresion.

Strengthening unions, small farmers, students, neighborhood, cultural, indigenous movements, strengthening the organization of popular power, recovering trust and unity from below, is the way we will continue to insist.

We pay tribute to Evaristo González, IdalinaGaona, Toto Ramírez, Antonio Carreras, Alberto Barrett and Joel Filártiga, outstanding references who were part of the ranks of the PCP, comrades recognized for their courage and tenderness, who during these last 4 years left us an irreducible legacy that reinforces our socialist commitment.

Reiterating the appeal to "unite in an organized way, work and demonstrate with our practice that we can trust our project, and that it is being built day by day with the multiple experiences of working people", we share the same resolutions held at our 8th Congress today in the 9th Congress.

Our Congressional Theses will be published soon, elaborated under the light of the collective effort to understand the structural crisis of capitalism and the need for a revolutionary and socialist solution, at the height of inventiveness and the potential of those of us who produce everything: who are the workers.

The General Resolutions of the 9th National Congress of the PCP:

1. The broad and deep unity among the working majorities will continue to be the center of our militant practice, holding the debate with social and political organizations according to our objectives.
2. We ratify: not having any type of alliances with sectors of the coup or stronism
3. It is a priority for the PCP to move towards the Trial and Punishment of torturers and looters, as well as in the recovery of lands and property ill-gotten during the stronist tyranny still happening today.
4. With the aim of contributing to the renewal of the social and political leadership of the working majority in our country, we will continue to emphasize political work with the youth and working women.
5. We will intensify efforts for a sustained and planned growth of our organic party, consolidating the work we have been doing and contributing to the debate and organization in new spaces.
6. Within the framework of our growth policy, working with the small farmers is another defined priority.
7. We commit ourselves to contribute more decisively to proletarian internationalism, consistent with the necessary revolutionary strategy of the working majorities on a world scale.
8. We will continue with our policy of further deepening the ideological formation of communist militancy, to contribute more effectively to the construction of the worker, small farmers and popular social alliance.

LLAMAMIENTO DEL 9º CONGRESO DEL PCP

Unidad amplia y profunda por el socialismo

Quienes formamos parte del Partido Comunista Paraguayo, estrechamos en un abrazo a toda la clase trabajadora, de nuestro país y del mundo, con emoción por la gran cantidad de saludos y alientos que hemos recibido en el marco de nuestro 9° Congreso Nacional.

Entre el 25 y el 27 de junio reciente, con el lema “Unidad amplia y profunda por el socialismo”, realizamos nuestro 9° Congreso Nacional, dando continuidad al nutrido proceso de lucha y militancia de 93 años que lleva adelante con coraje y coherencia el Partido Comunista Paraguayo, construido por intachables luchadores como Antonio Maidana y Carmen Soler, por nombrar solo a dos de una extensa lista de referentes políticos presentes en cada acción militante del PCP.

Mientras predominen las relaciones sociales capitalistas, no habrá igualdad de oportunidades ni verdadera democracia, pues el sistema dominante se erige sobre la exclusión y la explotación de las mayorías del campo y la ciudad. El Gobierno del Fraude, liderado por el corrupto y stronistaAbdo Benítez, representa los intereses de los dueños de las grandes empresas, latifundistas, bancarios, narcos y politiqueros, que operan de acuerdo a los objetivos trazados por los monopolios imperialistas extranjeros, organizados por el sistema capitalista en su fase imperialista.

Defendiendo los intereses de esa minoría explotadora a la que representa, el gobierno de Abdo saquea nuestros recursos y sostiene una política criminal de salud. Contrajo millonarios préstamos que el pueblo deberá pagar, y ni siquiera es capaz de asegurar las medidas básicas para enfrentar la crisis sanitaria que cada día se lleva a más de un centenar de compatriotas, inaugurando tristemente un nuevo tipo de crimen de lesa humanidad en este tiempo.

Las mayorías trabajadoras, junto con las miles de personas desocupadas y marginadas, somos quienes padecemos esta criminal política. La amplia y profunda unidad en la que insistimos se encuentra en esta gran población que no es dueña de empresas, grandes extensiones de tierras ni bancos; y que sí tiene experiencia en la producción de los bienes y servicios, en el esfuerzo colectivo y en la lucha diaria.

Esta unidad es la que necesitamos para tumbar al Gobierno del Fraude, para desmontar este Estado miserablemente dispuesto para unos pocos millonarios y construir un nuevo Estado al servicio de las mayorías.

En nuestros lugares de trabajo, empresas públicas y privadas, fábricas y chacras, en nuestros barrios y comunidades, colegios y universidades, se encuentran millones de paraguayas y paraguayos que detestan la politiquería y la corrupción. Quienes ya no estamos dispuestos a tolerar que nos gobiernen mafiosos ni explotadores, tenemos la tarea de acercarnos, compartir ideas y articular proyectos que nos impulsen hacia un país con igualdad de oportunidades para trabajar y vivir dignamente.

En este 9° Congreso, como militancia del Partido Comunista Paraguayo, nos reafirmamos en la convicción y el compromiso por la construcción del socialismo, capaz de destruir las relaciones de explotación y sometimiento que empujan a la miseria a cada familia paraguaya, para que cada persona pueda disponer realmente del fruto de su trabajo, teniendo acceso de forma digna a vivienda, alimentación sana, transporte, educación y salud de calidad, retribuyendo y aportando con el desarrollo de su capacidad y talento, al desarrollo social.

Fortalecer los sindicatos, los movimientos campesinos, estudiantiles, barriales, culturales, indígenas, fortalecer la organización de poder popular, recuperando la confianza y la unidad desde abajo, es el camino en el que seguiremos insistiendo.

Rendimos homenaje a Evaristo González, Idalina Gaona, Toto Ramírez, Antonio Carreras, Alberto Barrett y Joel Filártiga, destacados referentes que formaron parte de las filas del PCP, camaradas reconocidos por su coraje y ternura, que durante estos últimos 4 años partieron dejándonos un legado irreductible que refuerza nuestro compromiso socialista.

Reiterando el llamado a “unirnos organizadamente, trabajar y demostrar con nuestra práctica que podemos confiar en nuestro proyecto, y que este se está construyendo día a día con las múltiples experiencias del pueblo trabajador”, realizado en nuestro 8° Congreso, a continuación, compartimos las resoluciones generales de nuestro 9° Congreso.

Próximamente serán publicadas nuestras Tesis Congresales, elaboradas a la luz del esfuerzo colectivo por comprender la crisis estructural del capitalismo y la necesidad de una salida revolucionaria y socialista a la altura del ingenio y la potencialidad de quienes todo producimos, que somos las trabajadoras y los trabajadores.

Resoluciones Generales del 9º Congreso Nacional del PCP

1. La unidad amplia y profunda entre las mayorías trabajadoras seguirá siendo el centro de nuestra práctica militante, manteniendo el debate con organizaciones sociales y políticas en función a nuestros objetivos.
2. Ratificamos: ningún tipo de alianzas con sectores golpistas ni stronistas.
3. Es prioridad para el PCP avanzar hacia el Juicio y Castigo a torturadores y saqueadores, así como en la recuperación de tierras y bienes malhabidos durante la tiranía stronista hasta la actualidad.
4. Con el objetivo de aportar a la renovación de las direcciones sociales y políticas de las mayorías trabajadoras en nuestro país, seguiremos enfatizando en la labor política con la juventud y las mujeres trabajadoras.
5. Intensificaremos esfuerzos por un crecimiento sostenido y planificado de nuestra orgánica partidaria, consolidando los trabajos que venimos realizando y aportando al debate y la organización en nuevos espacios.
6. En el marco de nuestra política de crecimiento, el trabajo con el campesinado es otra prioridad definida.
7. Nos comprometemos a aportar de manera más decidida al internacionalismo proletario, consecuente a la necesaria estrategia revolucionaria de las mayorías trabajadoras a escala mundial.
8. Continuaremos con nuestra política de mayor profundización en la formación ideológica de la militancia comunista, para contribuir con mayor eficacia a la construcción de la alianza social obrera, campesina y popular.
