The Coalition to Ban the Development and Proliferation of Biological Weapons, established in January 2021, believes that the outbreak of the Covid-19 coronavirus pandemic has exposed a huge danger that threatens all of humanity.

We believe that the 100 million people infected with Covid-19 and the two million who died as a result of it are direct victims of capitalism, which was unable to withstand the pandemic. In the conditions created by the growth of poverty, hunger, unemployment and underemployment, as well as due to the destruction of the health system, it is impossible to save humanity from this disaster without large-scale population losses.

Agreements concluded between governments and pharmaceutical giants, the details of which are hidden from the public eye, provide the opportunity to make super profits on the disaster of the population.

The cynicism of the accomplices of the criminal conspiracy is also evident in the uneven and unfair distribution of vaccines in the world. Thus, according to the People's Vaccine alliance, developed capitalist countries, which account for only 14% of the world's population, have purchased 53% of all the most promising COVID-19 vaccines, with which they can vaccinate their entire population several times. Responded the head of the world health organization (who), TedrosGhebreyesus. At the end of January this year, he said that the world is on the verge of a" catastrophic moral collapse " because of the unfair distribution of vaccines.

We are witnessing a repeat of the scenario of 2009, when, during the H1N1 swine flu pandemic, several rich countries restricted the global supply of vaccines, depriving the vast majority of countries of access to them. Even the international structure created specifically to overcome this threat under the WHO - the Global Mechanism to Guarantee the Availability of Coronavirus Vaccines (COVAX) - has so far only declared a desire to help the peoples of Africa and Asia.

This once again confirms the lack of prospects in the coming years to cope with the Covid-19 pandemic. The virus will return from the third world countries back to the developed ones. For poor countries, it is generally unknown when they will be able to start vaccinating the population. Moreover, uncontrolled mutations of the coronavirus are already occurring, when more infectious and deadly ones take the place of its former species.

Mass vaccination in developed capitalist countries can only temporarily muffle the pandemic, reducing the rate of its spread. It is becoming clear that capitalism, represented by specific pharmaceutical companies and Western governments, is condemning many poor countries and billions of people to torment, suffering and death from various strains of the virus.

In this situation, the declared sanctions and blockades against a number of countries, such as Cuba, Venezuela, Iran and others, declared by rogue states and "sponsors of terrorism", are criminal.

Meanwhile, speculation continues about where the first Covid-19 outbreak originated. The visit of the WHO delegation to Wuhan Province in China in January-February did not add clarity to this issue. The delegation members practically excluded the leakage of infection from the laboratory of the Wuhan Institute of Virology. At the same time, the possibility that Covid-19 came to China from another country, for example, on the packaging of frozen products, is still not excluded.

It should be noted that from the very beginning, Washington and Beijing accused each other of creating the virus in the laboratory and deliberately leaking it to undermine the economy and political stability of the opposite side. This shows that the theme of the pandemic is actively used in the confrontation of the leading powers and in their international competition.

Against this background, the exploitation and oppression of workers is increasing, as well as the restriction of the democratic rights of peoples under the guise of the need to fight the coronavirus. A number of countries have already passed laws restricting the rights to freedom of assembly, strike action,and protest. The blow is aimed at destroying the trade unions and the remaining social gains of the working class.

At the same time, the imperialist forces continue to build up their military potential, and NATO is stepping up exercises around the world, under the guise of the UN Partnership for Peace program. The Covid-19 pandemic has not only not stopped the process of arms buildup, but on the contrary has spurred the military-industrial complex, which increases the threat of new interventions, the development of regional conflicts and even global war.

The danger of using accumulated biological warfare agents against agriculture and the population in this situation increases many times, as they can be skillfully disguised as natural outbreaks of local diseases. In a situation destroyed by neoliberal reforms of the health system, the results of such attacks will be simply disastrous.

In this regard, we call on parties and public associations to join our initiative, to create a single information network and an international resource for the exchange of information and coordination of joint actions.

The Coalition to Ban the Development and Proliferation of Biological Weapons believes:

- All countries should be provided with equal access to vaccines and medicines against coronavirus, which should be distributed free of charge.

- Funds spent on the development of biological and other deadly weapons should be directed to scientific research to combat the pandemic and to develop the health system.

"The American military biological laboratories, numbering several thousand around the world, should be closed immediately, and all work on the development of new weapons should be stopped immediately.

-The blockade against Cuba, Venezuela, Iran and other countries that have been wrongly declared rogue states should be lifted immediately.

- All laws and measures against trade unions, strikes and rallies and adopted under the pretext of a pandemic must be repealed!

Коалиции по запрещению разработок и распространению биологического оружия

Коалиция по запрещению разработок и распространения биологического оружия, созданная в январе 2021 года, полагает, что вспыхнувшая пандемия коронавируса Covid-19 обнажила огромную опасность, несущую угрозу всему человечеству.

Мы считаем, что 100 миллионов человек, заразившихся Covid-19 и два миллиона погибших по его причине, являются прямыми жертвами капитализма, оказавшимся неспособным противостоять пандемии. В условиях, порождаемых им роста бедности, голода, безработицы и неполной занятости, а также вследствие разрушения системы здравоохранения избавить человечество от этой беды без масштабных потерь населения невозможно.

Соглашения, заключённые между правительствами и фармацевтическими гигантами, подробности которых скрыты от глаз общества, дают возможность получения сверхприбыли на бедствии населения.

Цинизм соучастников преступного сговора проявляется и в неравномерном и несправедливом распределении вакцин в мире. Так, по оценкам альянса People‘sVaccine, развитые капиталистические страны, на которые приходится лишь 14% населения мира, закупили 53% всех наиболее перспективных вакцин от COVID-19, которыми они могут вакцинировать все свое население несколько раз. На это отреагировал глава Всемирной организации здравоохранения (ВОЗ) ТедросГебреисус. В конце января этого года он заявил, что мир находится на грани «катастрофического морального падения» из-за несправедливого распределения вакцин.

На наших глазах повторяется сценарий 2009 года, когда во время пандемии «свиного гриппа» H1N1 несколько богатых стран ограничили глобальные поставки вакцин, лишив к ним доступа подавляющее большинство стран. Даже созданная специально для преодоления этой угрозы при ВОЗ международная структура - Глобальный механизм по гарантии доступности вакцин против коронавируса (COVAX), пока лишь только декларирует желание помочь народам Африки и Азии.

Это еще раз подтверждает отсутствие перспективы в ближайшие годы справиться с пандемией Covid-19. Вирус будет возвращаться из стран третьего мира обратно в развитые. Для бедных стран вообще неизвестно, когда они смогут приступить к вакцинации населения. Тем более, уже сейчас происходят неконтролируемые мутации коронавируса, когда на место прежних его видов приходят более заразные и смертельные.

Массовая вакцинация в развитых капиталистических странах сможет лишь на время приглушить пандемию, снизив темпы её распространения. Становится очевидным, что капитализм, в лице конкретных фармацевтических компаний и правительств западных стран, обрекает многие бедные страны и миллиарды людей на мучения, страдания и гибель от разных штаммов вируса.

В данной ситуации преступными являются объявленные санкции и блокада в отношении ряда стран, таких как Куба, Венесуэла, Иран и других, объявленными государствами изгоями и «спонсорами терроризма».

Тем временем, не прекращаются спекуляции о том, где возник первый очаг Covid-19. Поездка делегации ВОЗ в провинцию Ухань Китая в январе - феврале не добавила ясности в этот вопрос. Участники делегации утечку инфекции из лаборатории Уханьского института вирусологии практически исключили. При этом возможность того, что Covid-19 попал в Китай из другой страны, например, на упаковке с замороженной продукцией, по-прежнему не исключается.

Надо отметить, что с самого начала Вашингтон и Пекин обвиняли друг друга в создании вируса в лабораторных условиях и намеренной его утечки для подрыва экономики и политической стабильности противной стороны. Это показывает, что тема пандемии активно используется в противоборстве ведущих держав и в их международной конкуренции.

На этом фоне усиливается эксплуатация и угнетение трудящихся, а также происходит ограничение демократических прав народов под прикрытием необходимости борьбы с коронавирусом. Ряд стран уже приняли законы, ограничивающие права на свободу собраний, забастовок и организацию акций протеста. Удар нанесен с целью разрушения профсоюзов и оставшихся социальных завоеваний рабочего класса.

В тоже время империалистические силы продолжают наращивать своей военный потенциал, а НАТО активизирует проведение учений по всему миру, прикрываясь программой ООН «партнерство ради мира». Пандемия Covid-19 не только не остановила процесс наращивания вооружений, а наоборот подстегнула обороты военно-промышленного комплекса, что усиливает угрозу новых интервенций, развития региональных конфликтов и даже глобальной войны.

Опасность использования в данной ситуации накопленных боевых веществ биологического оружия против сельского хозяйства и населения возрастает многократно, так как они могут искусно маскироваться под природные вспышки местных заболеваний. В ситуации разрушенной неолиберальными реформами системы здравоохранения результаты таких атак будут просто катастрофическими.

В связи с изложенным мы призываем партии, общественные объединения присоединяться к нашей инициативе, создавать единую информационную сеть и международный ресурс для обмена сведениями и координации совместных действийпротив военной биологической угрозы.

Коалиция по запрещению разработок и распространению биологического оружия считает:

- Всем странам на равных условиях должен быть обеспечен доступ к вакцинам и лекарственным средствам против коронавируса, которые должны распространяться бесплатно.

- Средства, расходуемые для разработки биологического и другого смертоносного оружия должны быть направлены на научные исследования для борьбы с пандемией и для развития системы здравоохранения.

- Американские военно-биологические лаборатории, исчисляемые в несколько тысяч по всему миру, должны быть немедленно закрыты, а все работы по разработке новых видов оружия немедленно прекращены.

- Должна быть немедленно снята блокада с Кубы, Венесуэлы, Ирана и других стран, которые безосновательно были объявлены государствами-изгоями.

- Все законы и меры, направленные против профсоюзов, забастовок и митингов и принятые под предлогом пандемии должны быть отменены!
