Dear comrades of the Communist Party, Turkey,

Dear Comrades:

On behalf of the Central Committee of the Communist Party of the Peoples of Spain I would like to convey fraternal internationalist greetings to all the fraternal parties present here. We also send our warmest greetings and our best wishes for success in the struggles they carry out to those parties who have not been able to come to Istanbul.

The topic of this 17th International Meeting obliges us to reflect on the tasks of the Communist and Workers' Parties to strengthen the struggle of the working class in all areas. For our Party, this is a very suitable occasion to express our opinions on the matters that we consider essential within the International Communist Movement.

As you surely know, very important general elections will be held in less than two months in Spain. Our Party is preparing the work to be developed in this campaign with a fundamental objective: to increase the influence of PCPE among the working masses to raise the level of revolutionary consciousness and thus promote the maturation of the revolutionary subjective factor in our country.

As we have expressed in numerous documents, we believe that the objective conditions for the revolutionary transition to socialism already exist in Spain. The wealth produced by the Spanish working class, with a centrally planned economy, would fully meet the needs of the entire population. But the subjective factor is not mature enough: there is not yet a revolutionary consciousness developed among the masses.

Although the working class and popular sectors of Spain have been able to live and experience, in the recent years, what the limits of the capitalist system are, for two years we have been witnessing a campaign aimed at promoting new political parties which are “refreshment parties”, parties that can replace the Social Democrats or the Conservatives who have managed the capitalist crisis and have been managing Spanish capitalism in the last 30 years.

This operation, conducted from mass-media linked to sectors of the oligarchy, is just another step in the diversion that began in May 2011 with the movement of the squares, the “indignados”. It aims to keep the working class and the popular sectors within the framework of capitalist management, relying on hypothetical reforms that will not solve the fundamental problem of every capitalist society: the contradiction between capital and labour.

The only alternative, comrades, comes through the strengthening of the Communist Party and the development of a policy that, trying to widen the alliances of the working class, is mainly directed towards the working class. Respecting the political positions of social sectors who are near the working class, but never getting behind those alien political positions. To achieve that goal, it is essential that the Communist Party is present in the workplaces, there where the contradiction between capital and labour is clearly seen.

Without an organized presence of the communists in the workplaces there is no possible strengthening of the communist project and the conquest of political power will remain distant.

Therefore, in our 10^th Congress, to be held in June 2016, the PCPE will very seriously discuss how we should take steps to be stronger within the labour and trade union movement, how can we build our organization in the workplaces, while our youth strengthens in the student movement and the youth movement in general. As comrade Pedro Checa, secretary of organization of the Communist Party during our National Revolutionary War, the strength of the Party is found in the factories, that is where the Party branch must work, following Lenin's words when he noted that "the main strength of the movement lies in the organisation of the workers at the large factories, for the large factories (and mills) contain not only the predominant part of the working class, as regards numbers, but even more as regards influence, development, and fighting capacity”. That is the path we have to follow in order to strengthen Communist and Workers' Parties, complementing it with a restless struggle against the influence of the bourgeois ideology within the working masses.

Overall, the communist work should be complemented by an accurate assessment of the international situation and the effects that this situation has on the work of the Communist and Workers' Parties.

The depletion of the socio-historical capitalist formation is evident. Monopoly capitalism, imperialism, is a system that needs to destroy productive forces in order to survive as a system. It needs to destroy the living and working conditions of the working class, thus leading millions of workers to a situation of wage slavery.

Imperialism is socializing labour to incredible limits. Monopolies of any country are closer than ever to be able to exploit the working class of any country or, put another way, the whole working class of the world can be exploited by the capitalists of all countries. Therefore internationalism is today one of the key elements in the work of the communists, raising the economic struggle of the class to political struggle, which means a general conception of the processes of capitalist exploitation at a world level.

The contradictions between the major capitalist powers have exponentially sharpened and this creates a very high level of unstability and great dangers for the world's working class. This sharpening is an accelerated phenomenon since the triumph of the counterrevolution in the Soviet Union and the European socialist bloc.

Scarcity of resources, compounded by the anarchy in production reigning in capitalism, the growing importance of their transportation routes and the need for markets, all of them are factors that multiply the clashes between monopoly groups and their political-military structures. This brings closer the danger that any spark triggers a contend of big dimensions.

The war is intrinsic to capitalist development in the present imperialist stage and it is necessary to maintain the rate of profit of the monopolies. The war is a tool of imperialism and therefore the struggle against imperialist war should be one of the main areas of work of the Communist and Workers' Parties, on the basis that the struggle against imperialist war is inseparable from the struggle against the system that generates it.

Currently, we see how the war has torn countries such as Syria, Libya and Iraq; we also see how the Palestinian people are suffering; periodically we witness the agressions against the Lebanese and the attacks against the progressive sectors in Turkey. To all these peoples we express our deepest international solidarity.

Comrades, in the framework of the sharpening inter-imperialist conflicts, the communists have the obligation of not falling in the trap of favouring one or the other imperialism. We have to tirelessly fight against the imperialist powers and structures in which our countries participate. In the case of Spain, it is very clear that it is the EU and NATO, mainly. But we also consider it necessary to firmly address the debate on the role of the different powers in the current global scenario and fight against theories such the one of the multi-polarity. Those theories ignore the Leninist analysis on the state and imperialism.

Assuming that, in face of every aggression, our actions must always be marked by denouncing the aggressive power, we should never confuse with the consequent anti-imperialist discourse and positions the opposition of other powers, being it cyclical or sustained over time, to the specific maneuvers of one imperialist power. A confusion of this magnitude would lead to the working class and the peoples of the world to new undesirable situations ini which they would become cannon fodder for the greater glory of the respective capitalists.

We formally request the participants in this International Meeting that, in future editions, some issues such as the characterization of imperialism and the imperialist state alliances are systematically addressed. For us this is a central issue in the development of a joint strategy in the International Communist Movement.

Comrades, we hope that the works in this meeting will be fruitful and that our discussions here will help the development of all Communist and Workers' Parties in their struggles.

En nombre del Comité Central del Partido Comunista de los Pueblos de España quiero trasladar a todos los partidos hermanos presentes un fraternal saludo internacionalista. A los partidos que no han podido venir a Estambul les enviamos igualmente nuestros más calurosos saludos y nuestros deseos de éxito en las luchas que llevan a cabo.

El tema de este 17 Encuentro Internacional nos obliga a reflexionar sobre las tareas de los Partidos Comunistas y Obreros para fortalecer la lucha de la clase obrera en todos los ámbitos. Para nuestro Partido es una ocasión muy adecuada para expresar nuestras opiniones sobre los asuntos que nos parecen esenciales en el Movimiento Comunista Internacional.

Como seguramente saben, en menos de dos meses se celebran en España unas elecciones generales muy importantes. Nuestro Partido está preparando el trabajo a desarrollar en esa campaña electoral con un objetivo fundamental: incrementar la influencia del PCPE entre las masas trabajadoras para poder elevar el nivel de conciencia revolucionaria y así favorecer la maduración del factor subjetivo revolucionario en nuestro país.

Como hemos señalado en numerosos documentos, consideramos que en España las condiciones objetivas para el tránsito revolucionario al socialismo ya existen. La riqueza que produce la clase obrera española, con una planificación centralizada de la economía, serviría para satisfacer ampliamente las necesidades de toda la población. Pero el factor subjetivo no está lo suficientemente maduro: no existe todavía una conciencia revolucionaria desarrollada entre las masas.

A pesar de que, en los últimos años, la clase obrera y los sectores populares de España han podido vivir y experimentar cuáles son los límites del sistema capitalista, desde hace dos años venimos viendo cómo se desarrolla una campaña dirigida a promocionar a nuevos partidos políticos de refresco que pueden sustituir a los socialdemócratas o a los conservadores que han gestionado la crisis capitalista y llevan gestionando el capitalismo español en los últimos 30 años.

Esta operación, dirigida desde medios de comunicación vinculados a sectores oligárquicos, no es más que un nuevo paso en la maniobra de distracción que se inició en mayo de 2011 con el movimiento de las plazas, los “indignados”. Tiene como objetivo mantener a la clase obrera y a los sectores populares dentro del marco de gestión capitalista, confiando en hipotéticas reformas que seguirán sin resolver el problema fundamental de toda sociedad capitalista: la contradicción entre capital y trabajo.

La única alternativa, camaradas, pasa por el fortalecimiento del Partido Comunista y de la elaboración de una política que, buscando ampliar las alianzas de la clase obrera, se dirija fundamentalmente hacia la clase obrera. Respetando otras posiciones políticas de sectores sociales cercanos a la clase obrera pero sin ponerse jamás detrás de esas posiciones políticas ajenas. Para poder lograr ese objetivo, lo esencial es que el Partido Comunista esté presente en los centros de trabajo, allí donde se ve con absoluta claridad esa contradicción entre capital y trabajo.

Sin presencia organizada de los y las comunistas en los centros de trabajo no hay fortalecimiento posible del proyecto comunista y la conquista del poder político seguirá estando lejana.

Por ello, en nuestro próximo X Congreso, que se celebrará en junio de 2016, el PCPE va a discutir con absoluta seriedad cómo debemos dar los pasos para ser más fuertes en el seno del movimiento obrero y sindical, cómo podemos construir nuestra organización en los centros de trabajo, mientras nuestra juventud se fortalece en el movimiento estudiantil y juvenil en general. Como decía Pedro Checa, secretario de organización del Partido Comunista durante nuestra Guerra Nacional Revolucionaria, la fortaleza del Partido se encuentra en las fábricas, ahí es donde debe trabajar la célula del Partido, siguiendo las palabras de Lenin cuando señalaba que “la fuerza principal del movimiento reside en las organizaciones de los obreros en la grandes fabricas y talleres, porque estas agrupan la parte predominante de la clase obrera, no sólo por su numero, sino por su influencia, su desarrollo y por su capacidad de lucha”. Por ese camino debemos transitar para fortalecer los partidos comunistas y obreros, complementándolo con una lucha incansable contra la influencia de la ideología burguesa entre las masas trabajadoras.

A nivel general, el trabajo comunista debe ser complementado con una valoración adecuada sobre la situación internacional y los efectos que ella tiene para el trabajo de los partidos comunistas y obreros.

Es evidente el agotamiento de la formación socio-histórica capitalista. El capitalismo monopolista, el imperialismo, es un sistema que, para sobrevivir como sistema, necesita destruir fuerzas productivas, necesita arrasar las condiciones de vida y trabajo de la clase obrera, llevando a millones de trabajadores y trabajadoras a una situación de esclavitud asalariada.

El imperialismo está socializando el trabajo hasta límites increíbles. Los monopolios de cualquier país están más cerca que nunca de poder explotar a la clase obrera de cualquier otro país o, dicho de otra forma, toda la clase obrera mundial puede ser objeto de explotación por parte de los capitalistas de todos los países. Por ello el internacionalismo es hoy uno de los elementos clave en el trabajo de los y las comunistas, elevando la lucha económica de la clase a lucha política, lo que implica una concepción general de los procesos de explotación capitalista a escala mundial.

Las contradicciones entre las principales potencias capitalistas se han agudizado exponencialmente y ello genera un muy alto grado de inestabilidad y grandes peligros para la clase obrera mundial. Esta agudización es un fenómeno acelerado desde el triunfo de la contrarrevolución en la Unión Soviética y el campo socialista europeo.

La escasez de recursos, agravada por la anarquía en la producción que reina en el capitalismo, la creciente importancia de sus rutas de transporte y la necesidad de mercados, multiplican los enfrentamientos entre grupos monopolistas y sus estructuras político-militares, lo que acerca el peligro de que cualquier chispa desate una contienda de grandes dimensiones.

La guerra es un elemento intrínseco al desarrollo capitalista en la fase actual imperialista y es necesaria para mantener la tasa de beneficio de los monopolios. La guerra es una herramienta del imperialismo y por ello la lucha contra la guerra imperialista debe ser uno de los ejes centrales de trabajo de los partidos comunistas y obreros, partiendo de la base de que la lucha contra la guerra imperialista es inseparable de la lucha contra el sistema que la genera.

Actualmente, vemos cómo la guerra ha destrozado países como Siria, Libia o Irak; también comprobamos cómo sufre el pueblo palestino; asistimos cada cierto tiempo a agresiones al pueblo libanés y ataques contra los sectores progresistas de Turquía. A todos estos pueblos queremos expresar nuestra más profunda solidaridad internacionalista.

Camaradas, en el marco de las pugnas interimperialistas que se agudizan, los y las comunistas tenemos la obligación de no caer en la trampa de favorecer a uno u otro imperialismo. Tenemos que luchar sin descanso contra las potencias y las estructuras imperialistas en las que nuestros países participan. En el caso de España, está muy claro que se trata de la UE y de la OTAN, principalmente. Pero además consideramos que es necesario afrontar con firmeza el debate sobre el papel de unas y otras potencias en el escenario mundial actual y combatir teorías como la de la multipolaridad, que ignoran los análisis leninistas sobre el Estado y el imperialismo.

Partiendo de la base de que, ante cada agresión, nuestra acción debe estar marcada siempre por la denuncia de la potencia agresora, tampoco debemos confundir la oposición, coyuntural o sostenida en el tiempo por parte de otras potencias, a las maniobras concretas de una potencia imperialista, con el discurso y las posiciones antiimperialistas consecuentes. Una confusión de tal envergadura conduciría a la clase obrera y los pueblos del mundo a nuevas situaciones indeseables en las que se convertirían en carne de cañón a mayor gloria de los capitalistas respectivos.

Solicitamos formalmente a los participantes en este Encuentro Internacional que, en las próximas ediciones, se aborden de forma sistemática algunos temas como la caracterización del imperialismo y las alianzas estatales imperialistas, que nos parece un asunto central en la elaboración de una táctica conjunta para el MCI.

Camaradas, esperamos que los trabajos en este Encuentro sean fructíferos y que nuestros debates aquí ayuden al desarrollo de todos los partidos comunistas y obreros en sus luchas.
