Dear comrades of the Vietnam Communist Party.

Dear comrades of the international delegations.

First of all, we would like to send our warmest greetings to the Vietnam Communist Party for being the organizer of this international meeting. For the Communist Party of the Peoples of Spain (PCPE), it´s also very nice to be here in Vietnam, a country that during decades lead from the front line the struggle against several imperialisms; here in Vietnam, whose heroic people inspired the communists all over the world; here, in the socialist Vietnam, that accomplished all its duties with the World Revolution, placing itself at the vanguard of the struggle in all Indochina.

The international class warfare is marked today by the current and deep economic international crisis; that is no less than a current expression of the capitalism´s general crisis in its imperialist stage.

Due to this economic crisis linked to the capitalist´s system last stage, all the features related to over-production crisis get bigger and bigger, and express themselves with a higher degree of violence never seen before.

A dying capitalism faces greater difficulties to resolve its present inability to recover its earnings rate.

Nowadays, the high degree of concentration and centralization of capital also brings more and greater difficulties to the recovering of this earning rate. All over-production crisis are resolved with a leap forward in the process of concentration and centralization of capital. The huge dimensions of the current degree of capital´s concentration implies the need for an all out aggressiveness in the struggle among the various factions of the monopolist´s capitalism – trying to impose their rule on other through an enormous dictatorial power. There are no limits in this game of violence apart from the conveniences and advantages of these monopolist capitals in order to improve their positions in this inner war. Everything else is secondary.

The weak growing of the main world economies and the current slow-pace of international trade are the most evident features of the current situation of capitalist crisis.

The social results of this crisis can be clearly seen: three thousand millions of people are starving and suffering a high degree of poverty; almost two hundred million workers are unemployed; massive migrations of people looking for better options of life; the further destruction of social identities of peoples under present attack from the monopolies and the great world superpowers. Apart from that, millions of refugees that risking their lives try to reach countries mistakenly considered safe, where they are welcome with police force, wire and concentration camps – as is happening in the European Union and the United States.


In its desperation arisen from the constant failure of its assorted economical strategies (monetary policies, budget cuts on social issues, privatizations, etc) designed to overcome the present crisis, the great capitalists powers turn to war so, through pillage and plundering, trying to change this situation that started with the burst of the economic crisis of 2007. The war and extreme violence situation in Irak, Lybia, Mali, Syria, etc, are clear features of the violence needed by the capital to resolve its current difficulties.

The arms race runaway with the production of high-tech weapons of lethal capacities that increase the risk of massive destruction, being at the same time the possible origin of future wars on a wider basis that brings a new menace to the human race. Governments whose budgets doesn´t cover social expenses are spending big amounts of money in weapons that turn to be obsolete in a few years. NATO is an international crime organization playing the main role in this arms race, and in the encouragement of the war policies.

The predatory nature of capitalism, that comes from its anarchic economic system, today sharpened and in its last stage, affects to the conditions for further development of life on earth. Great natural resources that cannot be replaced are massively destroyed, pollution is growing everywhere, virgin soils are turned useless and there´s a

lack of food reserves.

In Spain, the management of the crisis, either the social-democratic or the liberal-conservative, has brought upon the working class the worst consequences, with high unemployment rates, a loss in workers´s rights, deep cuts in social services, the increase of privatizations, and precarity at jobs, that has taken to an important part of the working class to a situation of poverty and social marginalization. More that 25% of the children lives under the risk of poverty, with a poor feeding that will affect their biological and social development. At the same time, in an attempt to stop the struggle waged by the working class and other social sectors punished by these measures, new laws have been passed to increase repression through high fines and even terms in prison for those taking active part in strikes and demonstrations.

Almost one year of temporary government shows the deep crisis that affects Spanish capitalism, unable to provide itself the structures to legitimate the capital´s dictatorship. A general crisis that extends to the party system, the unity of the territory, the corruption and the monarchy.

The result of this management of the capitalist crisis express itself in a very clear data: 22% of those actually working receive a monthly salary of less than 300€: 3.694.852 workers as 2014 data. Working women, as well as the youth, are the biggest part of this over-exploited group of people.

The capitalist management policies undertaken by organizations that, calling themselves representatives of the working class have made easier the line of collaboration between classes as well as social peace play an important role in the demobilization and the annulment of the fighting capacities of the working class.


PCPE answers to this situation working for the establishment of a workers and popular front for the socialism that as a block of social alliances will work under the hegemony of the working class while fighting for class unity through the establishment of Committees for the Workers´ Unity (CUO), able to overcome the dramatic division of the trade union organizations that weakens the workers´ struggle.

A line of work with the masses (workers´ and trade union movement, women, against the NATO, against privatizations, against European Union, etc) is, for the PCPE, the main element to revert the current situation unfavorable in the framework of class struggle in Spain, with the willingness to change the correlation of forces and to create the conditions to a step forward in the offensive and the counter-attack against the current strategies of the capital´s dictatorship.

The next government to be formed, that seems imminent, will proceed with the brutal adjustments dictated by the monopolies at Brussels. New cuts that will mean thirty thousand million Euros in a few years and that will make even more difficult the living conditions of the working class and the popular sectors.

The great development of the productive forces is creating, inside capitalism, the material basis to move forward to the future communist and socialist society. Is the current capital dictatorship the main obstacle that stops the historical advance, impending the transfer of this intense development of productive forces to a general betterment in the living conditions of the working masses. The sharpening of contradictions between the high development of the productive forces and the capitalist production relations place us at the beginning of a deep revolutionary crisis. This crisis will bring revolutionary changes only if the communist parties intervene leading the working class in each country to a victorious outcome. The absence of this revolutionary intervention in the current situation will open the doors to more violent forms of capital´s dictatorship, to more militaristic expressions, to a police state more repressive and to new forms of fascism.

In this situation, the International Communist Movement has the great historical responsibility to place itself at the vanguard and to lead the needed political direction able to take the international working class and the peoples to a leverage of its combat capacities, and from here to victory.

This requires the strengthening of the working struggles, of its class conscious trade union organizations, bringing new forces to the WTUF to reach the hegemonic position in front of the positions held by the reformist trade union linked to pact and conciliation.

Communist and Workers Parties currently face the challenge to advance in our political and ideological unity, laying down the basis that will make possible that the present situation of weakness – and the current deviations – will be overcome through political debate and through the unified intervention in everything that bind us together.


The struggle against imperialist war is of the greatest importance for the Communist and Workers Parties. Our

responsibility is to set up, and to lead, a wide mass movement against war and for peace. PCPE makes an urgent appeal to reach an agreement to establish a general working line on this front and to establish a yearly world date against imperialist war and for peace, as a first step to face the serious dangers of wars of greater dimension to which imperialism is taking us today.

The defeat of capitalism and imperialism is still the greatest pending task for the communist and workers parties that meet here today. That is why, comrades, this meeting will be a success if we are able to take the steps forward, real and effective, through a greater coordination among communist parties, with the sole and clear objective of the defeat of capitalism.

The future is revolution, the future is socialism and communism.

INTERVENCIÓN DEL PARTIDO COMUNISTA DE LOS PUEBLOS DE ESPAÑA (PCPE)

Estimados y estimadas camaradas del Partido Comunista de Vietnam.

Estimados y estimadas camaradas de las delegaciones participantes:

En primer lugar, nos gustaría saludar el trabajo del Partido Comunista de Vietnam a la hora de organizar este encuentro. Para el Partido Comunista de los Pueblos de España (PCPE), además, es muy grato estar en el Vietnam que, durante décadas, se mantuvo en primera línea de lucha contra varios imperialismos; en el Vietnam cuyo heroico pueblo inspiró a los comunistas de todo el mundo; en el Vietnam socialista, que cumplió sus obligaciones con la Revolución Mundial, poniéndose a la vanguardia de la lucha en toda Indochina.

La lucha de clases internacional está marcada hoy por la actual, y profunda, crisis económica internacional, que es una expresión actualizada de la crisis general del sistema capitalista en su fase imperialista.

En cuanto que tal crisis económica en la fase última del sistema capitalista, todas las características inherentes a las crisis de sobreproducción y sobreacumulación se agigantan y se expresan con un grado de violencia superior, como nunca antes en la historia.

Un capitalismo agónico enfrenta mayores dificultades para resolver la actual incapacidad para recuperar la tasa de ganancia.

El altísimo grado de concentración y centralización del capital también añade mayores dificultades para la recuperación de la tasa de ganancia capitalista en el momento presente. Todas las crisis de sobreproducción se resuelven con un necesario salto cualitativo en este proceso de concentración y centralización del capital. Las gigantescas dimensiones del actual grado de concentración del capital implican la necesidad de una elevada agresividad en la disputa entre las distintas fracciones del capital monopolista por imponerse unas sobre otras, todas ellas dotadas de un enorme poder dictatorial. En este ejercicio de la violencia no hay más límite que la conveniencia de unos u otros capitales monopolistas para mejorar su posición en esta guerra interna, todo lo demás es accesorio.

El muy débil crecimiento de las principales economías mundiales, y la ralentización grave del comercio internacional, son las expresiones económicas evidentes de la actual situación de crisis capitalista.

La proyección social de esta crisis se concreta en casi mil millones de hombres y mujeres que padecen hambre y pobreza extremas. Casi doscientos millones de trabajadoras y trabajadores sin empleo. Las migraciones masivas buscando otras opciones para la vida. La destrucción de las identidades sociales de los pueblos, violentamente agredidos por los monopolios y las grandes potencias mundiales. Millones de personas refugiadas, jugándose la vida, tratan de llegar a países que consideran seguros, donde son recibidos con policías, alambradas y campos concentración, como hacen la Unión Europea y los Estados Unidos.

En su desesperación por el fracaso continuado de las distintas estrategias económicas (políticas monetarias, recortes sociales, privatizaciones, etc) para remontar esta crisis, las grandes potencias capitalistas recurren a la guerra para, a través del pillaje y del expolio, tratar de revertir esta situación que se prolonga desde el estallido de la crisis en 2007. Las situaciones de violencia extrema y guerra en Irak, Libia, Mali, Siria, etc., son la manifestación más visible de la violencia que necesita ejercer el capital para tratar de revertir sus actuales dificultades.

El gasto armamentista se dispara , con la producción de armamentos de alta tecnología de una capacidad destructiva letal, que incrementan los riesgos de destrucción masiva de las personas y el germen de escenarios de guerra más generalizados que amenazan hoy a la Humanidad. Gobiernos, cuyos presupuestos no cubren servicios sociales básicos, gastan cantidades ingentes en la compra de armamentos de alta tecnología que, al poco tiempo, quedan obsoletos. La OTAN es la organización criminal internacional que juega el papel principal y determinante en la carrera mundial de armamentos, y en el impulso a las políticas de guerra.

El carácter depredador del capitalismo, derivado de su sistema económico anárquico, y hoy agudizado en su fase última, afecta ya a las mismas condiciones para el desarrollo de la vida en el planeta. Se destruyen de forma masiva recursos no renovables, aumenta la contaminación de la tierra, el agua, el aire y el mar, se agostan las tierras fértiles y las reservas de alimentos, rompiendo los ciclos necesarios de reposición vital.

En España la gestión de la crisis, tanto en su versión socialdemócrata cómo en su versión liberal, ha descargado sobre la clase obrera las peores consecuencias, con altísimas tasas de paro, retroceso en los derechos laborales, recortes en prestaciones sociales, aumento de las privatizaciones y precarización del empleo, que han llevado a una parte importante de la clase obrera a una situación de pobreza y marginalidad social. Más de la cuarta parte de la infancia está en situación de riesgo de pobreza, con una alimentación deficitaria que afectará a las condiciones de su futuro desarrollo biológico y social. Paralelamente, para tratar de evitar las luchas organizadas de la clase obrera y los sectores populares castigados con estas medidas, se introducen leyes (Ley Mordaza) que aumentan la represión mediante multas administrativas de desmesurada cuantía y hasta cárcel por participación activa en las huelgas convocadas.

Casi un año de Gobierno en funciones expresa la profunda crisis que afecta al capitalismo español, incapaz de dotarse de las necesarias estructuras legitimadoras para el ejercicio de la dictadura del capital. Una crisis general que se extiende al sistema de Partidos, a la unidad territorial, a la corrupción, a la monarquía, etc.

El resultado de la gestión de la crisis capitalista por los gobiernos de turno se expresa en un dato clarificador: el 22% de quienes tienen trabajo cobran un salario de menos de 300 euros al mes, 3.694.852 trabajadores/as en datos de 2014. Las mujeres trabajadoras forman parte mayoritaria de este colectivo sobreexplotado, y también la juventud.

Las políticas de gestión capitalista de organizaciones que, reclamándose de la clase obrera, han facilitado una línea de colaboración de clases y paz social, han jugado un papel fundamental en la desmovilización y anulación de la capacidad de lucha de la clase obrera.

El PCPE responde a esta situación trabajando por la formación de un frente obrero y popular por el socialismo, como bloque de alianzas sociales hegemonizado por la clase obrera, y por la unidad de la clase mediante las formación de Comités para la Unidad Obrera (CUO), que superen el dramático fraccionamiento de las organizaciones sindicales que debilita la lucha obrera. Una línea de trabajo de masas (movimiento

obrero y sindical, mujer, contra la OTAN, privatizaciones, UE, etc.) es, para el PCPE, el factor fundamental para revertir la actual situación desfavorable en el marco de la lucha de clases en España, con la voluntad decambiar la correlación de fuerzas y crear las condiciones para un paso a la ofensiva y al contraataque frente a las actuales estrategias de la dictadura del capital.

El próximo gobierno que se forme, que parece ya inminente, procederá a ejecutar unos brutales ajustes en aplicación del dictado de los monopolios desde Bruselas. Unos recortes , que se cifran en treinta mil millones de euros en unos pocos años, que endurecerán aún más las condiciones de vida de la clase obrera y los sectores populares.

El altísimo desarrollo de las fuerzas productivas está creando ya, dentro del capitalismo, la base material para avanzar hacia la futura sociedad socialista y comunista. Es la actual dictadura del capital el obstáculo que impide el avance histórico, impidiendo trasladar ese intenso desarrollo de las fuerzas productivas a una mejora generalizada de las condiciones de vida de las masas obreras. La agudización extrema de las contradicciones entre el altísimo desarrollo de las fuerzas productivas y las relaciones de producción capitalistas nos sitúa ante los prolegómenos de una profunda crisis revolucionaria. Crisis que sólo se trasladará a profundos cambios revolucionarios si los Partidos Comunistas intervienen conduciendo la lucha de clases a un desenlace victorioso para la clase obrera en cada país. La ausencia de una intervención revolucionaria en esta situación abriría la puerta a formas más violentas de la dictadura del capital, a formas más militaristas, un estado policial más represivo, y nuevas formas del fascismo histórico.

El Movimiento Comunista Internacional tiene la alta responsabilidad histórica de situarse a la vanguardia ante esta situación, y abanderar la conducción política necesaria capaz de llevar a la clase obrera internacional y a los pueblos a la elevación de sus capacidades de combate, hasta la victoria.

Ello requiere del fortalecimiento de las luchas obreras, de sus organizaciones sindicales clasistas, reforzando la capacidad de la FSM para ganar la posición hegemónica frente a las posiciones del reformismo sindical de pacto y conciliación.

Los Partidos Comunistas y Obreros nos enfrentamos al reto de avanzar en nuestra unificación política e ideológica, estableciendo los cauces que posibiliten que la actual situación de debilidad, y las desviaciones existentes, sean superadas en el ámbito del debate político y de la intervención unitaria en todo aquello que nos unifica hoy.

Tiene una especial importancia la lucha de los Partidos Comunistas y Obreros contra la guerra imperialista. Nuestra responsabilidad es poner en marcha, y conducir, un amplio movimiento de masas contra la guerra y en favor de la paz. El PCPE hace un llamamiento a tomar el acuerdo ya de establecer una línea general de trabajo en este frente y, en lo más concreto, a acordar una jornada mundial anual contra la guerra imperialista y por la paz, como un primer paso concreto ante los graves peligros de guerras de mayores dimensiones a que nos está llevando el imperialismo hoy.

La derrota del capitalismo y del imperialismo sigue siendo una tarea pendiente para los partidos comunistas y obreros que hoy nos reunimos aquí. Por eso, camaradas, este encuentro será un éxito si somos capaces de dar pasos efectivos y reales hacia una mayor coordinación entre partidos comunistas, con el objetivo claro del derrocamiento del capitalismo.

El futuro es la revolución, el futuro es el socialismo y el comunismo.
