In solidarity with the struggles of the working class and the peoples of Latin America [En, Es]

Proposal presented by PCM & PCB

The Communist and Workers' Parties gathered in Guayaquil in the XVI Meeting express our internationalist solidarity with the struggles of the workers and peoples of Latin America for their rights, against capitalist exploitation, against imperialist interventions. We particularly reiterate our solidarity with the people of socialist Cuba, against the imperialist blockade, the "common position" of the EU, and the various US interventions. We demand the release of three revolutionary Cubans imprisoned in the US.

In Latin America, as in the rest of the world, the working class is facing the onslaught of capital that, to ensure its profits, takes steps to devalue labor force, intensify exploitation and plunder natural resources.

With the full coordination of monopolies new initiatives and agreements that reinforce capitalism in its imperialist phase take place, interstate unions that do not serve the needs of the working class and popular sectors are signed. Mining monopolies settle with exploitation for the working class and dispossession of land to the peasants.

The capital / labor conflict intensifies, and simultaneously manifests the limits of alternative administrations of capitalism. In them capital’s profits are strengthened while welfare policies have ultimately not solved the deep problems the working class faces, showing that they are only targeted to restrain class struggle. There is the danger that in several southern countries on behalf of alternative administrations -such as progressiveness- restructuration that gives continuity to capitalism can occur.

In several countries, especially in Venezuela, Bolivia and Ecuador interventions and destabilization plans by the imperialist centers and reactionary forces are increasing. At the same time, some of the government policies do not confirm the expectations of the people, which can lead to the weakening of popular support.

Today the positions of “Socialism of the XXI Century" are being refuted, for which it is therefore even more important to be in solidarity with those fighting to overthrow capitalist relations and the power of capital.

We reiterate our solidarity with the struggle of FARC-EP for peace with social justice, with the efforts of Colombia's popular movement for a social and political solution to the conflict in favor of the people. We denounce the killings, persecution and threats against activists of the popular movement, paramilitary mechanisms, the existence of thousands of displaced people, the characterization of FARC-EP as a terrorist organization. We demand freedom of Colombian political prisoners that are held in the dungeons of their country and those who are incarcerated in the US.

We condemn State terrorism in Mexico that has been executed against the Ayotzinapa students.

We denounce that Paraguay is becoming a strategic platform for imperialist action in the Southern Cone.

We repudiate the military occupation of Haiti by troops from South American countries, under the command of Brazil and that has lasted over ten years.

In the present scenario the irreplaceable force of profound and radical change is expressed by the working class and its vanguard parties, communist and worker’s parties. We express our internationalist solidarity with the Communist parties who are facing attacks from state and para-state mechanisms, we condemn any threat and manifestation of anti-communism. We express our full solidarity with the Communist Party of Ecuador, against those who seek to build a substitute to supplant its name.

En solidaridad con las luchas de la clase obrera y los pueblos de América Latina

Propuesta presentada por el PCM y PCB

Los Partidos Comunistas y Obreros, reunidos en Guayaquil en el XVI Encuentro, expresamos nuestra solidaridad internacionalista con las luchas de los trabajadores y los pueblos de América Latina por sus derechos, contra la explotación capitalista, contra las intervenciones imperialistas. Reiteramos en particular nuestra solidaridad con el pueblo de Cuba socialista, contra el bloqueo imperialista, la “Posición Común” de la UE, las diversas intervenciones de los EE.UU. Demandamos la libertad de los tres cubanos revolucionarios encarcelados en EE.UU.

En América Latina, igual que en el resto del mundo, la clase obrera se está enfrentando al ataque del capital que, para asegurar su rentabilidad, toma medidas para infravalorar el trabajo, intensificar la explotación y saquear los recursos naturales.

Con la plena coordinación de los monopolios se lanzan nuevas iniciativas y acuerdos que refuerzan el capitalismo en su fase imperialista, con uniones interestatales que no sirven las necesidades de la clase obrera y de los sectores populares. Los monopolios de la minería se asientan con la sobreexplotación para la clase obrera y el despojo de tierra a los campesinos.

El conflicto capital/trabajo se agudiza, y simultáneamente se van manifestando los límites de las gestiones alternativas del capitalismo. En ellas se han reforzado los beneficios del capital en tanto que las políticas asistencialistas en definitiva no han resuelto los problemas profundos que afectan a la clase obrera, demostrándose que solo van dirigidas a contener la lucha de clases. Se corre el peligro de que en varios países del sur en nombre de gestiones alternativas –como el progresismo- se produzcan restructuraciones que le den continuidad al capitalismo.

En varios países, sobre todo en Venezuela, Bolivia y Ecuador, se están aumentando las intervenciones y los planes de desestabilización por parte de los centros imperialistas y de las fuerzas reaccionarias. Al mismo tiempo, algunas de las políticas gubernamentales no confirman las expectativas del pueblo, lo cual puede llevar al debilitamiento del apoyo popular.

Hoy día se están desmintiendo las posiciones del llamado “Socialismo del siglo XXI” por lo tanto es aún más importante estar solidarios con los que luchan por derrocar las relaciones capitalistas y el poder del capital.

Reiteramos nuestra solidaridad con la lucha de las FARC-EP por paz con justicia social, con los esfuerzos del movimiento popular de Colombia para una solución política al conflicto social y armado a favor del pueblo. Denunciamos los asesinatos, las persecuciones y las amenazas contra luchadores del movimiento popular, los mecanismos paramilitares, la existencia de miles de personas desplazadas, la caracterización de las FARC-EP como una organización terrorista. Demandamos la libertad de los presos políticos colombianos que se encuentran en las mazmorras de su país y los que se encuentran encarcelados en los EEUU.

Condenamos el terrorismo de Estado que en México se ejecutó contra los estudiantes de Ayotzinapa.

Denunciamos que el Paraguay se está transformando en una plataforma estratégica de la acción imperialista en el Cono Sur.

Repudiamos la ocupación militar de Haití por tropas de países sudamericanos, bajo el comando de Brasil y que ya dura más de diez años.

En el actual escenario la fuerza insustituible de cambios profundos y radicales la expresa la clase obrera y sus partidos de vanguardia, los partidos comunistas y obreros. Expresamos nuestra solidaridad internacionalista con los partidos comunistas que se enfrentan a los ataques de mecanismos estatales y paraestatales, condenamos cualquier amenaza y manifestación de anticomunismo. Expresamos nuestra total solidaridad al Partido Comunista del Ecuador, frente a quienes buscan construir un sucedáneo suplantando sus siglas.
