Contribution of the PCTE in the 21^th International Meeting of Communist and Workers’ Parties 

 “100^th Anniversary of the Founding of the International Communist. The Fight for Peace and Socialism Continues!”

The 100^th anniversary of the founding of the Comintern is a crucial fact for the International Communist Movement. Many of the parties that are here today were born as national sections of the Communist International. Others, such as ours, were born some time later, but still are willing to highlight the importance of the Comintern and believe that it is important to pay tribute to it in these times, when the anti-communist persecution is hardening at the same time that the attempt to equate Communism and Nazi-Fascism is strengthening.

As we have said many times before, we are convinced that it is essential for the contemporary International Communist Movement not only to claim against every manipulation, but also mainly to extract political-ideological conclusions in order to keep advancing, even more steadfastly, towards revolution and towards the building of Socialism-Communism.

That is why, among other tasks, we are currently undertaking the study of the Communist Movement’s History in Spain, where a significant role was played by the Comintern from which it was not only born the Communist Party – as Spanish Section of the International Communist – with its later Bolshevization, but also the glorious International Brigades.

Internationalism is one of the highest values the working class and ourselves count with, and as a consequence so do all the Communist and Workers’ Parties in the world. Humbly and not willing to minimize even a bit all the important fights and examples of internationalism that we can find in the 20^th century, the Communists from PCTE believe that one of the most beautiful and enlightening examples of proletarian internationalism was the presence of the International Brigades in the National Revolutionary War developed in Spain between 1936 and 1939.

The Brigades played quite an important role in our war that, soon afterwards, continued in the battlefields of World War II. It has been asserted, very truthfully, that the battle against Fascism in Spain was the first battle of the peoples against Nazi-Fascism. The support received by the working class and the Spanish people, mainly because of the International Communist and its sections’ actions and because of the Soviet Union, turned later to be an important force in the battlefields of World War II and contributed as well to the strengthening of the anti-fascist battle in those countries were the confrontation did not escalate to the international level. Also, the Spanish exile, in which thousands of Communist members took part, contributed to the development of Communist and Workers’ Parties in the countries that received them. It was therefore proven in practice the Marxist principle that states that the revolution is national in form, but not in content. The fight was carried out with the conscience of belonging to the same international working class.

The International Communist therefore played a determinant role in the anti-fascist struggle that can be clearly seen in the Spanish example: those were days when proletarian internationalism took shape in the bodies of tens of thousands of comrades from 52 countries who, armed with the teachings of Marxism-Leninism and under the leadership of the International Communist, became soldiers of the same international working class. That is why in PCTE, not only in this contribution but also in our daily work, wants to pay tribute to the men and women from the International Brigades and to all those who contributed in one way or another to their enrollment, to help them travel, those who were part of the underground system in charge of the fake documents, those who helped by sending food, clothes, weapons and ammunition…The volunteers for freedom are still part of our ranks, always with us in every struggle for the interests of the working class, helping us forward. We will not allow their name being wiped out of History. To all of them, honor and glory. Also our most sincere and eternal gratitude to the Communist and Workers’ Parties that enrolled those fighters to help our country.

But the role of the International Communist in Spain was not limited to the creation of the International Brigades. The International played a decisive role in the creation, development and bolshevization of the Communist Party in our country, which played a leading role in the anti-fascist struggle. Cadres from the International worked on the ground, acted as organizers and leaders, helped making a correct analysis of the situation and overcoming the mistakes. Many of the Communist cadres that played a significant role in both the political and the military struggle, were educated in the International School in Moscow. The International became, therefore, an organizational center of huge importance.

As we remembered back in April, when we presented the PCTE publicly, the Communist Party was born in Spain under the influence of the October Revolution but, above all, and we proudly state it, the Spanish Communists are sons and daughters of the International, the result of the necessary and mandatory split from social-democracy that happened in the beginning of the 20^th century due to the shameful support the parties in the II International were giving to “their” bourgeoisie, to “their” landlords, to “their” imperialists against the workers from the other countries.

The International was for its international sections an irreplaceable direction center. Most of the Communist Parties were created, developed and matured thanks to its existence, its ability to foresee the main developments of class struggle in a global scale and in each country, preparing and moving the forces of the working class, splitting positions, opening the way towards the defeat of Nazi-Fascism and the consolidation of the workers’ power in the Soviet Union and the rest of Socialist countries.

The legacy of the International Communist has acquired a huge importance nowadays, when the inter-Imperialist contradictions are hardening and the threat of a general war is becoming more possible, while at the same time the importance of splitting with social-democracy is being proven – once again – a necessary task.

The crisis Capitalism plunged into from 2008 to 2014 was overcome through a massive destruction of productive forces that kicked millions of Spanish workers into unemployment. The exploitation of the working class increased dramatically, life and labor conditions worsened. Labor, social and civil rights went backwards. It was the working class and the people who paid the capitalist crisis.

Today’s available data confirms that a new crisis is coming, and with it more strengthening of the class struggle and new attacks from the bourgeoisie against the workers’ majority. The bourgeoisie will pretend again to face the crisis by attacking the already deteriorated life and labor conditions of the working class.

The instability and strengthening of class struggle that is coming will be characterized as well by the fact that the new social-democracy, which in Spain has based its whole strategy on entering the government after the failed elections in April, in spite of its promises, its only will was to manage Capitalism and try to guarantee the rule of capitalists in alliance with the old social-democracy of PSOE.

In spite of the promises that were made, labor and life conditions of our people have not been changed at all. The commitment to the EU and NATO has been kept, as have been kept the anti-workers’ measures that were passed through the labor reforms in 2010 and 2012.  

After the motion of no coincidence against Mariano Rajoy was passed in June 2018, our Party warned the workers and the ensemble of the people not to trust even a little bit in PSOE. We launched the slogan: “Not a minute for break to the new capitalist Government!”. We also warned about the false illusions about the possibility of a progressist Government being formed. History has confirmed, time after time, that it is not possible to manage capitalism for the benefit of the people, that there is no way out for the working class within capitalism.

This is why the working class must stop believing in democratic-bourgeois illusions. There will be no improvements without a tough workers’ and people’s fight. The paths that social-democracy is showing to us are a dead-end maze.

A new crisis will break out and the bourgeoisie and its State will answer by intensifying the exploitation, together with an increase of the repression against the workers’ and people’s movement. To face this situation, the working class must achieve its ideological, political and organizational independence.

We must strengthen the communist field, in which PCTE tries to act with all the responsibility the present moment demands. The workers’ and people’s movement needs a strong Communist Party, capable of orienting and unifying all the people’s struggles around a program that represents the immediate and future interests of the working class and the broad majority of the people. A Party completely independent from the bourgeoisie and its State, an organization of the whole working class.

From these keys, the PCTE will take part in the repetition of the forthcoming General Elections aiming to denounce the plans of the employers and the political parties that represent them; aiming to unveil the illusions social-democracy is seeding; aiming to gather working-class forces in the communist field and regroup the people’s movement with an anti-capitalist perspective. 

The Socialist-Communist Spain we want to build will not become real all of a sudden. It will be the result of a process to accumulate workers’ and people’s forces, organized to fight for their immediate needs, which can only be definitively and completely fulfilled by seizing power from capitalist through the overthrow of the capitalist system and the building of Socialism-Communism.

Conclusion 

For the fight for peace and Socialism to go on fully, our Party considers it is crucial the study of the experience of the International, the collective study of its many Congresses, of its internal debates, of the thesis that were proven in practice and of those that were not.

This theorical effort, that we consider a duty of every Communist Party, is decisive in the overcome of the crisis the International Communist Movement is still going through. It is urgent for us to, through a scientific debate, be able to get conclusions of our own history and, together with the teachings of the current practice, be able to define the unified strategy the international working class needs. In this path, the role of the Communist and Workers’ Parties is as important and irreplaceable as the need to keep developing higher levels of collaboration.

Contribución del PCTE al 21 Encuentro Internacional de Partidos Comunistas y Obreros 

“100 aniversario de la fundación de la Internacional Comunista. La lucha por la paz y el socialismo continúa”

El centenario de la Comintern es un hecho de suma importancia para el Movimiento Comunista Internacional. Muchos de los partidos aquí presentes nacieron como secciones nacionales de la Internacional Comunista. Otros Partidos, como el nuestro, nacidos tiempo después, reivindicamos la importancia de la Comintern y creemos que es fundamental rendirle homenaje en estos tiempos en que se recrudece la lucha anticomunista y la despreciable equiparación entre comunismo y nazi-fascismo. 

Como hemos afirmado en múltiples ocasiones, estamos convencidos de que es esencial para el Movimiento Comunista Internacional contemporáneo no sólo reivindicar nuestra historia frente a toda manipulación, sino principalmente extraer conclusiones de naturaleza político-ideológica que nos permitan seguir avanzando, con paso más firme, hacia la revolución y hacia la construcción del socialismo-comunismo.

Por ello, entre otras tareas, hemos emprendido el estudio de la historia del movimiento comunista en España, donde juega un papel determinante la actividad de la Comintern, de la que no sólo resultó el nacimiento del Partido Comunista - como Sección Española de la Internacional Comunista - y su posterior bolchevización, sino también las gloriosas Brigadas Internacionales.

El internacionalismo es uno de los más altos valores con que cuenta la clase obrera y con que contamos, en consecuencia, los Partidos Comunistas y Obreros del mundo. Con toda humildad, y sin querer desmerecer lo más mínimo otras importantes luchas y ejemplos de internacionalismo vividos durante el siglo XX, los comunistas del PCTE creemos que uno de los más hermosos y ricos ejemplos de internacionalismo proletario fue la presencia de las Brigadas Internacionales en la Guerra Nacional Revolucionaria que se desarrolló en España entre 1936 y 1939. 

Las Brigadas jugaron un papel de gran importancia en nuestra guerra que, poco después, continuaría en los campos de batalla de la II Guerra Mundial. Con razón se ha dicho que la guerra contra el fascismo en España fue la primera batalla de la guerra de los pueblos contra el nazi-fascismo. El apoyo recibido por la clase obrera y el pueblo español, fruto principalmente de la acción de la Internacional Comunista y sus secciones y de la Unión Soviética, se convirtió después en una fuerza importante en los campos de batalla de la II Guerra Mundial y sirvió también al fortalecimiento de la lucha antifascista en aquellos países donde la confrontación no adquirió un carácter internacional. A su vez, el exilio español, del que formaron parte miles de militantes comunistas, contribuyó al desarrollo de los partidos comunistas y obreros en los países de acogida. Se comprobó en la práctica el principio marxista de que la revolución es nacional en su forma, pero no en su contenido. Se luchó con la conciencia de pertenecer a una misma clase obrera internacional.

La Internacional Comunista, por tanto, jugó un papel determinante en la lucha antifascista que se aprecia con toda claridad en el caso español: fueron días en que el internacionalismo proletario tomó cuerpo en decenas de miles de camaradas de 52 países que, armados con las enseñanzas del marxismo-leninismo y bajo dirección de la Internacional Comunista, se convirtieron en soldados de una misma clase obrera mundial. Por ello el PCTE, tanto en esta contribución como en nuestro trabajo diario, queremos rendir un sentido homenaje a los hombres y mujeres de las Brigadas Internacionales y a todos aquellos que contribuyeron de una u otra forma al reclutamiento, a garantizar las rutas de acceso, al aparato clandestino de falsificaciones, al envío de alimentos, de ropas, de armamento y municiones… Los voluntarios de la libertad continúan nutriendo nuestras filas, continúan acompañándonos en cada lucha por los intereses de la clase obrera, convocándonos a seguir adelante. No permitiremos que su nombre se borre de la Historia. A todos ello, honor y gloria. También nuestro agradecimiento sincero y eterno a los Partidos Comunistas y Obreros que reclutaron a esos luchadores para ayudar a nuestra patria.

Pero el papel de la Internacional Comunista en España no se limitó a la creación de las Brigadas Internacionales. La Internacional fue decisiva en la creación, desarrollo y bolchevización del Partido Comunista en nuestro país, que jugó un papel principal en la lucha antifascista. Cuadros de la Internacional trabajaron sobre el terreno, actuaron como organizadores y dirigentes, ayudaron a analizar correctamente la situación y a superar los errores cometidos. Muchos de los cuadros comunistas que jugaron un papel destacado en la lucha, tanto política como militar, fueron formados en la Escuela de la Internacional, en Moscú. La Internacional se convirtió, por tanto, en un centro organizador de primera magnitud.

Como ya recordábamos el pasado mes de abril, cuando presentábamos públicamente al PCTE, el Partido Comunista nace en España al calor de la Revolución de Octubre pero, sobre todo, y lo decimos con orgullo, los comunistas españoles somos hijos de la Internacional, somos el resultado de la necesaria y obligada escisión de la socialdemocracia a comienzos del siglo XX debido al vergonzoso apoyo de los partidos de la II Internacional a “su” burguesía, a “sus” terratenientes, a “sus” imperialistas frente al resto de trabajadores y trabajadoras de otros países.

La Internacional fue un centro dirigente insustituible en la acción de sus secciones internacionales. La mayor parte de los partidos comunistas, se formaron, crecieron y maduraron gracias a su existencia, a su capacidad de prever los principales desarrollos de la lucha de clases a escala internacional y en cada país, preparando y movilizando fuerzas de la clase obrera, deslindando posiciones, abriendo el camino hacia la derrota del nazi-fascismo y la consolidación del poder obrero en la Unión Soviética y el resto de los países socialistas.

El legado de la Internacional Comunista adquiere una inmensa importancia en nuestros días, en los que crecen las contradicciones interimperialistas y cada vez se hace más presente el riesgo de una guerra generalizada, y en los que al mismo tiempo se comprueba – una vez más – la necesidad de deslindar campos con la socialdemocracia.

La crisis que atravesó el capitalismo entre los años 2008 y 2014 fue superada a través de una masiva destrucción de fuerzas productivas que condenó al desempleo a millones de trabajadores españoles. Se incrementó brutalmente la explotación de la clase obrera, empeoraron las condiciones de vida y trabajo. Retrocedieron los derechos laborales, sociales y civiles. Fueron la clase obrera y el pueblo trabajador quienes pagaron la crisis capitalista.

Hoy, todos los indicadores confirman que se avecina una nueva crisis que traerá consigo un endurecimiento de la lucha de clases y nuevos ataques de la burguesía contra la mayoría trabajadora. La burguesía pretenderá nuevamente hacer frente a su crisis golpeando las ya mermadas condiciones de vida y trabajo de la clase obrera.

La inestabilidad y el recrudecimiento de la lucha de clases que se avecina viene caracterizada también por la constatación de que la nueva socialdemocracia, que en España ha basado toda su estrategia en entrar en el Gobierno tras las fallidas elecciones de abril, a pesar de todas sus promesas, venía únicamente a gestionar el capitalismo y a tratar de garantizar el dominio de los capitalistas en alianza con la vieja socialdemocracia del PSOE.

A pesar de las promesas realizadas, las condiciones de vida y trabajo de nuestro pueblo no se han alterado en absoluto. Se ha mantenido el compromiso con la UE y de la OTAN, se han mantenido  incólumes las medidas antiobreras aprobadas mediante las reformas laborales de 2010 y 2012. 

Tras el triunfo de la moción de censura contra Mariano Rajoy en junio de 2018, nuestro partido advirtió a los trabajadores y al conjunto del pueblo que no se debía depositar la más mínima confianza en el PSOE. Lanzamos la consigna: ¡Ni un minuto de respiro al nuevo gobierno capitalista! También advertimos sobre las falsas ilusiones y sobre la posibilidad de conformar un gobierno progresista. La Historia ha confirmado, una vez tras otra, que no es posible gestionar el capitalismo en beneficio del pueblo, que en el capitalismo no hay salida para la clase obrera.

Por eso la clase obrera debe romper con toda esperanza democrático-burguesa. No habrá ninguna mejoría sin una dura lucha obrera y popular. Los caminos que nos propone la nueva socialdemocracia son un laberinto sin salida. 

Estallará una nueva crisis capitalista y la burguesía y su Estado responderán intensificando la explotación y con altas dosis de represión contra el movimiento obrero y popular. Frente a esta situación, la clase obrera debe conquistar su independencia ideológica, política y organizativa.

Debemos fortalecer el campo comunista, en el que el PCTE trata de actuar con toda la responsabilidad que exige el momento. El movimiento obrero y popular necesita un fuerte Partido Comunista, capaz de orientar y de unificar todas las luchas del pueblo sobre la base de un programa que represente los intereses inmediatos y futuros de la clase obrera y de las amplias mayorías populares. Un Partido completamente independiente de la burguesía y de su Estado, una organización de toda la clase obrera.

Desde esas claves, el PCTE concurrirá en la repetición de las próximas Elecciones Generales con el propósito de denunciar los planes de la patronal y de los partidos políticos que la representan, con el propósito de desenmascarar las falsas ilusiones que siembra la nueva socialdemocracia, con el propósito de concentrar fuerzas obreras en el campo comunista y de reagrupar al movimiento popular en una perspectiva anticapitalista.

La España socialista-comunista que queremos construir no se hará realidad de un día para otro. Será el resultado de un proceso de acumulación de fuerzas obreras y populares organizadas para luchar por las necesidades inmediatas de nuestro pueblo, que sólo pueden ser definitiva y plenamente satisfechas arrebatando el poder a la burguesía mediante el derrocamiento del sistema capitalista y la construcción del socialismo-comunismo.

Conclusión

Para que la lucha por la paz y el socialismo continúen con fuerza, nuestro Partido considera que tiene una importancia decisiva el estudio de la experiencia de la Internacional, el análisis colectivo de sus distintos congresos, de sus debates internos, de las tesis que fueron comprobadas en la práctica y de las que no lo fueron.

Ese esfuerzo teórico, que para nosotros es un deber de cada Partido Comunista, resulta decisivo en la superación de la crisis que continúa atravesando el Movimiento Comunista Internacional. Es urgente que, a través de un debate científico, seamos capaces de extraer conclusiones de nuestra historia que, junto a las enseñanzas de la práctica actual, nos permitan ir definiendo la estrategia unificada que la clase obrera internacional necesita. En ese camino, el papel de los Partidos Comunistas y Obreros resulta tan insustituible como necesario el que seamos capaces de avanzar hacia niveles superiores de colaboración.
