STATEMENT OF THE POLITICAL BUREAU OF THE PCTE

More Communist Party to Conquer a Country for the Working Class!

On September 28^th 2019 a plenary session of the Political Bureau of the PCTE was held to analyze the political juncture and the immediate tasks we have in front of us. In compliance with the agreements adopted we make the present statement public and address it to workers, professionals, the youth, working women and all the social sections that suffer the capitalist exploitation and oppression.

A new capitalist crisis is looming.

The crisis through which capitalism went between the years 2008 and 2014 was overcome through a massive destruction of productive forces that sentenced millions of Spanish workers to unemployment. The exploitation of the working class was brutally increased, our life and labor conditions were worsened. Our labor, social and civil rights were brought down. In short: it was us, the working class and the people, those who paid the crisis.

Today, all the indicators confirm that a new crisis is looming. The labor and trade union movement, the youth and the students, the working women and the ensemble of the people must get ready to face a hardening of class struggle and to slow down the new measures the bourgeoisie is preparing. They want to face the capitalist crisis by blowing again our life and labor conditions.

The State is an apparatus of domination at the service of the bourgeoisie which, by different means, is trying to constitute a government capable of facing the new crisis that is looming. In this context, the failure of the Pedro Sánchez’s investiture is explained and the call of new General Elections for next November 10^th is produced. The stance of the CEOE and the Círculo de Empresarios for a new election call confirms it so.

The new social-democracy has failed.

The new social-democracy, whose leading role was assumed by PODEMOS, has led the people’s strata to a dead end. PODEMOS based all of its strategy to the entrance in the Council of Ministers, they wanted to manage capitalism and naïvely trusted, as they themselves recognise, in a bourgeois party like the PSOE.

In spite of the promises made, the life and labor conditions for our people have not changed at all. Almost all the measures collected by the PSOE and PODEMOS in the 2019 Budgetary Agreement, under the rhetoric of reaching a social budget, have remained in mere promises. They are dead letters. During the investiture debates there has been no kind of programmatic discussion. On the contrary, we have witnessed an embarrassing renounce by the PODEMOS leaders, willing to assume the EU and NATO policies, the State policies in Catalonia, even settling for clarifying the last labor reform, leaving the anti-people measures approved through the 2010 and 2012 reforms unscathed. Everything has been reduced to the discussion of a mere share of quotas in the Council of Ministers which was sentenced to failure since July.

After the triumph of the motion of no-confidence against Mariano Rajoy, our party warned workers and the ensemble of the people that not even the slightest trust should be placed in the PSOE. We launched the slogan Not even a minute for break to the new capitalist government!  We also warned about the false illusions and about the possibility to form a progressive government. History has confirmed, time after time, that it is not possible to manage capitalism for the benefit of the people, that there is no way out for the working class within capitalism.

After the failure of PODEMOS in its aimof managing capitalism along with the PSOE, Más País has emerged with the support of the different springs of power. The bourgeoisie needs a government with operational capacity, without inner tensions. To do so, and by employing the guidebook already used in the mid-90’s to create the Democratic Party of the New Left, the operation Más País is now boosted to fraction the election space of the new social-democracy, placing value on the transversal – cross-class – speech. ÍñigoErrejón, one of the PODEMOS fathers, offers himself to provide capitalism the stability it needs. He shows himself as a responsible bourgeois politician.

They want a PSOE government based on what they call “variable geometry”, able to blow the working class by supporting themselves in parties like Ciudadanos, in the different capitalist forces or in State agreements with the People’s Party. At the same time, they need to hold workers, the youth and students, the working women and all the people’s strata submitted to bourgeois politics and parliamentarism. To do so, they need that the new social-democracy conserves certain influence that can go on deceiving the labor and people’s movement with the opium of false illusions with due media support.

More Communist Party to raise a strong labor and people’s movement.

A period characterized by instability and a hard deepening of class struggle is looming. Workers must break with all democratic-bourgeois hope. There will be no improvement without a tough workers’ and people’s struggle. The paths social-democracy suggests to us are a dead-end maze.

A new capitalist crisis will outbreak and the bourgeoisie and its State will answer by increasing exploitation and with high doses of repression against the labor and people’s movement, just like they are today practicing in Catalonia against the imminent sentence of the Supreme Court against the procés leaders.

In the next weeks the PCTE will specifically speak out for the last events related to Catalonia. Our principled position is to fight every sort of nationalism within the labor and people’s movement, as all of them express the interests of one or another section of the bourgeoisie. We have repeatedly warned that the working class had nothing to win with the procés, which only brought more division and frustration. We have warned that under the current conditions self-determination is impossible within the framework of the Spanish capitalist formation. At the same time, we emphatically speak out against repression in Catalonia. We denounce the huge operation of mass manipulation carried out by the State apparatus, by employing next generation techniques of psychological war against the people. We warned against the advance of Spanish nationalism, a basis for the ideological and political reaction which will be used against all the working class and the people in the hard forthcoming struggles. Nobody should try to dye nationalism red. The fatherland of work should struggle without any concession against the fatherland of capital.

The working class should conquer its ideological, political and organizational independence. We should strengthen the communist camp, where the PCTE is trying to act with all the responsibility the moment demands. The labor and people’s movement needs a strong Communist Party, able to guide and unite all the people’s struggles on the basis of a program that represents the immediate and future interests of the working class and the broad people’s majorities. A Party completely independent from the bourgeoisie and its State, an organization of the whole working class.

From these keys, the PCTE will take part in the next General Elections aiming to denounce the plans of the employers and the political parties that represent them, aiming to unmask the false illusions sowed by the new social-democracy, aiming to concentrate working-class forces in the communist camp and to regroup the people’s movement under an anti-capitalist outlook.

Organize the struggle for a country for the working class.

We struggle for a Spain under the leadership of the working class. We want to build a country based on the steady unity of its working class and its working people, regardless of the different cultural and linguistic traditions or the existing feelings of national belonging, which are a common heritage for all the workers from Spain. A socialist country based on the principle of free union by free peoples, a fatherland of work.

We struggle for a country where the strategic economic sectors are socially owned, in a regime of centrally planned economy to satisfy our people’s needs and not to increase the profits of a bunch of parasites; where what is produced and how it is produced will be democratically decided by workers, by implementing different forms of people’s participation and workers’ control.

We struggle for a Spain which breaks the chains that ties us up to the European Union and NATO, which defends its sovereignty by closing the foreign military bases in our land and putting an end to the British occupation in the Rock of Gibraltar, turned into a threat for the peaceful future that we want to build. A country based on the principles of Internationalism, willing to severally co-operate with all the peoples in the world to mutual benefit.  A country which breaks with the imperialist war plans that threaten the future of humankind, where the Spanish soldiers are immediately withdrawn from the imperialistic missions they have been entrusted with.

The socialist-communist Spain we want to build will not become true from one day to another. It will be the result of a process for the accumulation of the working-class and popular forces organized to strive for the immediate needs of our people, which can be definitely and fully satisfied only by taking the power away from the bourgeoisie through the overthrow of the capitalist system.

To struggle for a country for the working class is the immediate task of those who live from our work. It should be a goal for the ensemble of the labor and people’s movement. To this effect we should strengthen the trade union movement in the workplaces of all the productive sectors. The organization of working women to end up with the macho burden we are condemned to within capitalism, from an independent and class-oriented outlook, is urgent. It is urgent to organize the working-class youth and the people’s students to struggle for future, facing the severe campaigns of ideological manipulation our youth is being submitted to, fighting the burden of drugs and betting houses that plague our neighborhoods.

In the General Elections the people should choose what is necessary.

Our main goal in the election period that is looming is to advance a programmatic and organizational proposal able to concentrate working-class and people’s forces. All our activities in the election period will be headed to accomplish such goal.

But we are fully aware that we cannot do it alone. We need the support of those who, all over the past years, have convinced themselves that there is no way out within capitalism, of those who have understood that it is essential to break with the logic of the lesser evil that chains our people’s forces if we want to progress. What is possible, within capitalism, is more misery and more exploitation. What is necessary, for our people, is more organization, more struggle, more Communist Party.

Regardless of the choice everyone had made in past elections, we call the workers from our country, the working-class youth and students, professionals and all those who live from your own work, to help the PCTE, to add your grain of sand in order to realize, rather sooner than later, the country for the working class we are struggling for.

DECLARACIÓN DEL BURÓ POLÍTICO DEL PCTE

¡Más Partido Comunista para conquistar un país para la clase obrera!

El día 28 de septiembre de 2019 se celebró un plenodel Buró Político del PCTE para analizar la coyuntura política y las tareas inmediatas que tenemos por delante.  En cumplimiento de los acuerdos adoptados hacemos pública la presente declaración, dirigida a los trabajadores, a los profesionales, a la juventud, a las mujeres trabajadoras y a todos los sectores sociales que sufrís la explotación capitalista y la opresión.

Se avecina una nueva crisis capitalista.

La crisis que atravesó el capitalismo entre los años 2008 y 2014, fue superada a través de una masiva destrucción de fuerzas productivas que condenó al desempleo a millones de trabajadores españoles. Se incrementó brutalmente la explotación de la clase obrera, empeorando nuestras condiciones de vida y trabajo. Retrocedieron nuestros derechos laborales, sociales y civiles. En pocas palabras: fuimos la clase obrera y el pueblo quienes pagamos la crisis.

Hoy, todos los indicadores confirman que se avecina una nueva crisis. El movimiento obrero y sindical, la juventud y el estudiantado, las mujeres trabajadoras y el conjunto del pueblo, debemos prepararnospara enfrentar unendurecimiento de la lucha de clases y para frenarlas nuevas medidas que prepara la burguesía. Quieren hacer frente a la crisis capitalista golpeando de nuevo nuestras condiciones de vida y trabajo.

El Estado es un aparato de dominación al servicio de la burguesía que, por diversos medios, está tratando de constituir un gobierno capaz de hacer frente a la nueva crisis que se avecina.En ese contexto, se explica el fracaso de la investidura de Pedro Sánchez y se produce la convocatoria de nuevas Elecciones Generales para el próximo 10 de noviembre. La postura de la CEOE y del Círculo de Empresarios, favorable a la nueva convocatoria electoral, así lo confirma.

La nueva socialdemocracia ha fracasado.

La nueva socialdemocracia, cuyo papel dirigente asumió PODEMOS, ha conducido a los sectores populares a un callejón sin salida. PODEMOS basó toda su estrategia a la entrada en el Consejo de Ministros, quisieron gestionar el capitalismo y confiaron ingenuamente, como ellos mismos reconocen, en un partido burgués como el PSOE.

A pesar de las promesas realizadas, las condiciones de vida y trabajo de nuestro pueblo no se han alterado en absoluto. La práctica totalidad de las medidas recogidas por el PSOE y PODEMOS en el Acuerdo Presupuestario2019, bajo la retórica de alcanzar un presupuesto social, han quedado en meras promesas. Son papel mojado. Durante los debates de investidura no se ha producido ningún tipo de discusión programática. Por el contrario, hemosasistido a una vergonzosa renuncia por parte de los dirigentes de PODEMOS, dispuestos a asumir las políticas de la UE y de la OTAN, las políticas del Estado en Cataluña, conformándose incluso con matizar la última reforma laboral, dejando incólumes las medidas antiobreras aprobadas mediante las reformas de 2010 y 2012. Todo se ha reducido a debatir un mero reparto de cuotas en el Consejo de Ministros que desde el mes de julio estaba condenado al fracaso.

Tras el triunfo de la moción de censura contra Mariano Rajoy, nuestro partido advirtió a los trabajadores y al conjunto del pueblo de que no se debía depositar la más mínima confianza en el PSOE. Lanzamos la consigna de ¡Ni un minuto de respiro al nuevo gobierno capitalista!También advertimos sobre las falsas ilusiones y sobre la posibilidad de conformar un gobierno progresista. La Historia ha confirmado, una vez tras otra, que no es posible gestionar el capitalismo en beneficio del pueblo, que en el capitalismo no hay salida para la clase obrera.

Tras el fracaso de PODEMOS en su propósito de gestionar el capitalismo con el PSOE, hasurgido Más País con el apoyo de los distintos resortes del poder. La burguesía necesita un gobierno con capacidad operativa, sin tensiones internas. Para ello, empleando el manual ya utilizado a mediados de los años 90 para crear el Partido Democrático de la Nueva Izquierda, se impulsa ahora la operación Más País para fraccionar el espacio electoral de la nueva socialdemocracia, poniendo en valor el discurso trasversal –interclasista-. Iñigo Errejón, uno de los padres de PODEMOS, se ofrece a aportar al capitalismo la estabilidad que necesita. Se muestra como un político burgués responsable.

Quieren un gobierno del PSOE basado en lo que denominan “geometría variable”, capaz de golpear a la clase obrera, apoyándose en partidos como Ciudadanos, en las distintas fuerzas capitalistas o en acuerdos de Estado con el Partido Popular. Al mismo tiempo, necesitan mantener a los trabajadores, a la juventud y el estudiantado, a las mujeres trabajadoras y a todos los sectores populares, supeditados a la política burguesa y al parlamentarismo. Para ello necesitan que la nueva socialdemocracia conserve cierta influencia que, con el debido apoyo mediático, continúe engañando al movimiento obrero y popular con el opio de las falsas ilusiones.

Más Partido Comunista para levantar un fuerte movimiento obrero y popular.

Se avecina un periodo caracterizado por la inestabilidad y por una dura intensificación de la lucha de clases. Los trabajadores debemos romper con toda esperanza democrático-burguesa. No habrá ninguna mejoría sin una dura lucha obrera y popular. Los caminos que nos propone la nueva socialdemocracia son un laberinto sin salida.

Estallará una nueva crisis capitalista y la burguesía y su Estado responderán intensificando la explotación y con altas dosis de represión contra el movimiento obrero y popular, tal y como hoy ensayan en Cataluña ante la inminente sentencia del Tribunal Supremo contra los dirigentes del procés.

Durante las próximas semanas el PCTE se pronunciará específicamente sobre los últimos sucesos relacionados con Cataluña. Nuestra posición de principios es combatir en el seno del movimiento obrero y popular todo tipo de nacionalismo, pues todos ellos expresan los intereses de uno u otro sector de la burguesía. Hemos advertido reiteradamente que la clase obrera nada tenía que ganar con el procés, que tan sólo trajo más división y más frustración. Hemos advertido de que en las condiciones actuales, la autodeterminación es imposible en el marco de la formación capitalista española. Al mismo tiempo, nos pronunciamos con toda rotundidad en contra de la represión en Cataluña. Denunciamos la inmensa operación de manipulación de masas llevada a cabo por el aparato estatal, empleando técnicas de guerra psicológicade última generación contra el pueblo. Alertamos contra el avance del nacionalismo español, base de la reacción ideológica y política que será empleada contra toda la clase obrera y el pueblo en las duras luchas que están por venir. Que nadie trate de vestir el nacionalismo de rojo. La patria del trabajo debe luchar sin concesiones contra la patria del capital.  

La clase obrera debe conquistar su independencia ideológica, política y organizativa. Debemos fortalecer el campo comunista, en el que el PCTE trata de actuar con toda la responsabilidad que exige el momento. El movimiento obrero y popular necesita un fuerte Partido Comunista, capaz de orientar y de unificar todas las luchas del pueblo sobre la base de un programa que represente los intereses inmediatos y futuros de la clase obrera y de las amplias mayorías populares. Un Partido completamente independiente de la burguesía y de su Estado, una organización de toda la clase obrera.

Desde esas claves, el PCTE concurrirá a las próximas Elecciones Generales con el propósito de denunciar los planes de la patronal y de los partidos políticos que la representan, con el propósito de desenmascarar las falsas ilusiones que siembra la nueva socialdemocracia, con el propósito de concentrar fuerzas obreras en el campo comunista y de reagrupar al movimiento popular en una perspectiva anticapitalista.

Organicemos la lucha por un país para la clase obrera.

Luchamos por una España bajo dirección de la clase obrera. Queremos construir un país basado en la firme unidad de su clase obrera y de su pueblo trabajador, con independencia de las diferentes tradiciones culturales, lingüísticas o de los sentimientos de pertenencia nacional existentes, que son patrimonio común de todos los trabajadores y trabajadoras de España. Un país socialista basado en el principio de unión libre de pueblos libres, una patria del trabajo.

Luchamos por un país en el que los sectores estratégicos de la economía sean propiedad social, en un régimen de economía centralmente planificada para satisfacer las necesidades de nuestro pueblo y no para incrementar los beneficios de un puñado de parásitos; en el que lo que se produzca y cómo se produzca sea decidido democráticamente por los trabajadores y trabajadoras, implantado diferentes formas de participación popular y control obrero.

Luchamos por una España que rompa las cadenas que nos atan a la Unión Europea y ala OTAN; que defienda su soberanía, clausurando las bases militares extranjeras en nuestro suelo y poniendo fin a la ocupación británica del Peñón de Gibraltar, convertido en una amenaza para el futuro en paz que queremos construir. Un país basado en los principios del internacionalismo, dispuesto a cooperar solidariamente con todos los pueblos del mundo en provecho mutuo. Un país que rompa con los planes de guerra imperialista que amenazan el futuro de la humanidad, en el que los soldados españoles sean retirados de inmediato de las misiones imperialistas que les han encomendado.

La España socialista-comunista que queremos construir no se hará realidad de un día para otro. Será el resultado de un proceso de acumulación de fuerzas obreras y populares organizadas para luchar por las necesidades inmediatas de nuestro pueblo, que sólo pueden ser definitiva y plenamente satisfechas arrebatando el poder a la burguesía mediante el derrocamiento del sistema capitalista.

Luchar por un país para la clase obrera es la tarea inmediata de quienes vivimos de nuestro trabajo. Debe ser un objetivo del conjunto del movimiento obrero y popular. Para ello debemos fortalecer el movimiento sindical en los centros de trabajo de todos los sectores productivos. Es urgente la organización de las mujeres trabajadoras para terminar con la lacra machista a la que somos condenadas en el capitalismo, desde una perspectiva independiente y de clase. Urge organizar a la juventud obrera y al estudiantado popular para luchar por el futuro, haciendo frente a las intensas campañas de manipulación ideológica a que nuestra juventud está siendo sometida, combatiendo la lacra de las drogas y de las casas de apuestas que plagan nuestros barrios.

En las Elecciones Generales el pueblo debe elegir lo necesario.

Nuestro principal objetivo en el periodo electoral que se avecina es hacer avanzar una propuesta programática y organizativa capaz de concentrar fuerzas obreras y populares. Todas nuestras actividades en periodo electoral irán dirigidas a cumplir con ese objetivo.

Pero somos plenamente conscientes de que no podemos hacerlo solos. Necesitamos el apoyo de quienes, a lo largo de los últimos años, se han convencido de que no hay salida en el capitalismo, de quienes han comprendido que, si queremos avanzar, es imprescindible romper con la lógica del mal menor que encadena a las fuerzas populares. Lo posible, en el capitalismo, es más miseria y más explotación. Lo necesario, para nuestro pueblo, es más organización, más lucha, más Partido Comunista.

Con independencia de la opción que cada cual haya votado en las pasadas elecciones, llamamos a los trabajadores y trabajadoras de nuestro país, a la juventud obrera y estudiantil, a los profesionales y a todos aquellos que vivís de vuestro trabajo, a ayudar al PCTE, a aportar vuestro grano de arena para que, más temprano que tarde, hagamos realidad el país para la clase obrera por el que luchamos.
