Dear comrades,

first of all I would like to thank the organizers of this meeting and their fraternal resoluteness.

Mine are not customary thanks. I believe that, in this moment of intensification of imperialist aggression and very serious dangers of war, it is urgent to be able to arrive at a shared worldwide, political, but also organizational, platform to synchronize the international communist movement in its slogans and in the mobilizations in the streets and in the workplace.

The proposed statement says the essential and we fully support it. So, I will limit myself to additional marginal considerations in order not to waste time, reiterating the same concepts.

The enormous novelty that characterizes this last year is the total submission of the European bourgeoisie to Washington’s bellicose policies. This is not new. But previously, the European monopolies had always found it convenient to stay within this line-up, albeit in a differentiated position as regards the advantages, and the United States proved to be able to manage costs and benefits for each of the members.

For example, in 2011 Italy was plunged into an aggression against Gaddafi's Libya against its own interests, being used as an advanced stepping stone for NATO aircraft. However, after a few years, Italian smugglers are now trading illegal Libyan oil, in league with Tripoli's cutthroats and this is allowed and tolerated by the EU and NATO.

Other illuminating examples could be given for the role of countries such as France and Germany.

Now the situation has radically changed. The costs for European economies of continuing sanctions on Russia and sending weapons to Zelensky's Nazi regime are there for all to see: inflation, skyrocketing energy costs, recession, unemployment.

In US from 2020 the gas price remains quite stable, while in Europe it is soaring, passing from the same US price to 10 times than before. Energy costs of American industries is one third of those in Europe. The European economy is out of business.

The advantages are just not seen even for the European high bourgeoisie, with exception of very few corporations.

The European political classes are either wholly in collusion with Washington – like Draghi, von der Leyen and the resigned Truss – or they are crushed, beaten and put in line, like the German chancellor.

During the informal Summit of the European Council, held in Prague on 7/8 October, Draghi proved once again to be the most obedient servant of the interests of NATO and USA. Europe must see through the bitter end of recession. No exceptions are allowed.

The US is out of their minds, because Germany is resisting at the crucial moment. After they blew up the Nord Stream, the sorcerers of Washington thought they had finally tamed the Germans, but the German Parliament rejected the proposal to increase to send weapons to Ukraine.

Even their strongest ally in the Middle East, Saudi Arabia, turns its back on them, voting together with Russia in OPEC to reduce oil production. "The White House calls the decision of Russia and Saudi Arabia to lower oil production by 1 million barrels per day" an "hostile act".

In Italy, the economic ruling classes are silent, begging from Washington not to be too damaged (see statements by Confindustria, the national association of industrialists).

Draghi escaped just in time to prevent that further increases in bills run over his government. The Italian people, although in the polls the majority declare themselves against sanctions and against sending weapons to Ukraine, or vote for the same parties that have promoted all this (or even moving to a right wing that even calls for tightening of those measures), or does not go to vote for about half, setting the record for abstention in Italy.

The political proposal that my party put forward did not have the expected success in the elections;an electoral alliance with socialist and/or anti-system forces, which hinged on the program mainly on leaving NATO and the EU. Unfortunately, the very short timeframe of the electoral campaign, the boycott of the regime media, the almost total absence of financial means and the creation of noise lists, prevented success. But this is not the time to make excuses. The path in Italy and in the rest of Europe is long and arduous. However, one diaphragm was broken. The voice of the communists is not only testimonial, but is echoed in a larger part of the Italian movement against the capitalist system.

In Italy, as in the rest of Europe, there is a very large space to unite all the working, employees and self-employed classes, countering the battle of the have-nots and exposing the politics of the ruling upper-bourgeois classes, which have sold off the interests of the whole nation. For this, and only for this reason, we must make harsh critics of the politics of European bourgeois governments. Not to suggest adjustments within the capitalist system, but to clarify that the dominant classesare now completely incapable of ensuring even the slightest survival even for itself and the entire Nation.

The Communists won when they managed to embody the interests of the overwhelming majority of the working people, placing themselves at the head of the national demands in an anti-imperialist key. To do this, it is necessary to articulate a minimum program that brings together the broadest popular forces, to raise the flag of national independence against aggressive and warmongering imperialism, to confront the bourgeois forces with their planned suicide by US imperialism and to wrest the hegemony they had regained, even within the working class, after the defeat following the collapse of socialism in Europe and the destruction of the historic mass communist parties.

We must articulate a proposal that follows the teachings of the Popular Fronts, knowing well what are the dangers and contradictions that it entails, the Communists must be able to place themselves at the head of this movement not only by waving their own glorious flags, but above all by succeeding to speak again to the broader masses of the people, who are frighteningly backward today.

But hic Rhodus, hic salta. We do not choose the forms and modes of the class struggle and only a materialistic-dialectical examination of reality can guide the politics of the communists.

We are well aware of the risks involved when mixing with heterogeneous forces. It is up to us to know how to create hegemony within them and not to be sucked into the quagmire of indifference and anti-ideological rebellion.

The alternative is the political irrelevance of the Communists, where the bourgeoisie wants to relegate us.

Cari compagni,

anzitutto vorrei ringraziare gli organizzatori di questo incontro e la loro fraterna risolutezza.

I miei non sono ringraziamenti di circostanza. Credo che, in questo momento di intensificazione dell'aggressione imperialista e di gravissimi pericoli di guerra, sia urgente poter arrivare a una piattaforma condivisa mondiale, politica, ma anche organizzativa, per sincronizzare il movimento comunista internazionale nei suoi slogan e nei le mobilitazioni nelle piazze e nei luoghi di lavoro.

La dichiarazione proposta dice l'essenziale e lo sosteniamo pienamente. Mi limiterò quindi ad ulteriori considerazioni marginali per non perdere tempo, ribadendo gli stessi concetti.

L'enorme novità che caratterizza quest'ultimo anno è la totale sottomissione della borghesia europea alle politiche bellicose di Washington. Questo non è nuovo. Ma in precedenza i monopoli europei avevano sempre ritenuto conveniente rimanere all'interno di questo schieramento, seppur in posizione differenziata per quanto riguarda i vantaggi, e gli Stati Uniti si sono dimostrati in grado di gestire costi e benefici per ciascuno dei membri.

Ad esempio, nel 2011 l'Italia è stata gettata in un'aggressione contro la Libia di Gheddafi contro i propri interessi, essendo usata come trampolino di lancio avanzato per gli aerei della NATO. Tuttavia, dopo alcuni anni, i contrabbandieri italiani stanno ora commerciando illegalmente petrolio libico, in combutta con i tagliagole di Tripoli e questo è consentito e tollerato da UE e NATO.

Altri esempi illuminanti potrebbero essere forniti per il ruolo di paesi come Francia e Germania.

Ora la situazione è radicalmente cambiata. I costi per le economie europee delle continue sanzioni alla Russia e dell'invio di armi al regime nazista di Zelensky sono sotto gli occhi di tutti: inflazione, costi energetici alle stelle, recessione, disoccupazione.

Negli USA dal 2020 il prezzo del gas rimane abbastanza stabile, mentre in Europa è in forte rialzo, passando dallo stesso prezzo USA a 10 volte rispetto a prima. I costi energetici delle industrie americane sono un terzo di quelli europei. L'economia europea è fuori mercato.

I vantaggi non si vedono nemmeno per l'alta borghesia europea, con l'eccezione di pochissime grandi aziende.

Le classi politiche europee o sono del tutto colluse con Washington – come Draghi, von derLeyen e la dimissionaria Truss – o sono schiacciate, battute e messe in riga, come il cancelliere tedesco.

Durante il Vertice informale del Consiglio europeo, svoltosi a Praga il 7/8 ottobre, Draghi si è dimostrato ancora una volta il più obbediente servitore degli interessi della NATO e degli USA. L'Europa deve bere il calice amaro della recessione fino alla fine. Non sono ammesse eccezioni.

Gli Stati Uniti sono fuori di testa, perché la Germania sta resistendo nel momento cruciale. Dopo aver fatto saltare in aria il Nord Stream, gli stregoni di Washington pensavano di aver finalmente addomesticato i tedeschi, ma il parlamento tedesco ha respinto la proposta di aumentare l'invio di armi in Ucraina.

Anche il loro più forte alleato in Medio Oriente, l'Arabia Saudita, gli volta le spalle, votando insieme alla Russia nell'OPEC per ridurre la produzione di petrolio. “La Casa Bianca definisce “un atto ostile” la decisione di Russia e Arabia Saudita di ridurre la produzione di petrolio di 1 milione di barili al giorno”.

In Italia le classi dirigenti economiche tacciono, elemosinando da Washington di non essere troppo danneggiate (v. dichiarazioni della Confindustria).

Draghi è scappato giusto in tempo per impedire che ulteriori aumenti di bollette investissero il suo governo. Il popolo italiano, sebbene nei sondaggi la maggioranza si dichiari contro le sanzioni e contro l'invio di armi in Ucraina, o voti per gli stessi partiti che hanno promosso tutto questo (o addirittura si muova verso una destra che addirittura chiede un inasprimento di quelle misure), oppure non va a votare per circa la metà, stabilendo il record di astensione in Italia.

La proposta politica avanzata dal mio partito non ha avuto il successo sperato alle elezioni; un'alleanza elettorale con forze socialiste e/o antisistema, imperniata principalmente sul programma dall'uscita dalla NATO e dall'UE. Purtroppo i tempi molto brevi della campagna elettorale, il boicottaggio dei media di regime, la quasi totale assenza di mezzi finanziari e la creazione di liste di disturbo, hanno impedito il successo. Ma questo non è il momento di trovare scuse. Il percorso in Italia e nel resto d'Europa è lungo e faticoso. Tuttavia, un diaframma era rotto. La voce dei comunisti non è solo testimoniale, ma trova eco in gran parte del movimento italiano contro il sistema capitalista.

In Italia, come nel resto d'Europa, c'è uno spazio molto ampio per unire tutte le classi lavoratrici, dipendenti e autonome, contrastando la battaglia tra poveri e smascherando la politica delle classi dirigenti dell'alta borghesia, che hanno svenduto gli interessi di tutta la nazione.

Per questo, e solo per questo, dobbiamo criticare aspramente la politica dei governi borghesi europei. Non per suggerire aggiustamenti all'interno del sistema capitalista, ma per chiarire che le classi dominanti sono ormai del tutto incapaci di assicurare anche la minima sopravvivenza anche a se stessa e all'intera Nazione.

I comunisti hanno vinto quando sono riusciti a incarnare gli interessi della stragrande maggioranza dei lavoratori, ponendosi a capo delle rivendicazioni nazionali in chiave antimperialista. Per fare ciò, è necessario articolare un programma minimo che riunisca le più ampie forze popolari, alzare la bandiera dell'indipendenza nazionale contro l'imperialismo aggressivo e guerrafondaio, affrontare le forze borghesi con il loro suicidio pianificato dall'imperialismo statunitense e strappare l'egemonia avevano recuperato, anche all'interno della classe operaia, dopo la sconfitta seguita al crollo del socialismo in Europa e alla distruzione degli storici partiti comunisti di massa.

Bisogna articolare una proposta che segua gli insegnamenti dei Fronti Popolari, pur sapendo bene quali sono i pericoli e le contraddizioni che esso comporta, i comunisti devono sapersi mettere a capo di questo movimento non solo sventolando le proprie gloriose bandiere, ma soprattutto riuscendo a parlare ancora alle masse popolari, che oggi sono spaventosamente arretrate.

Ma hic Rhodus, hic salta. Non scegliamo noi le forme ei modi della lotta di classe e solo un esame materialistico-dialettico della realtà può guidare la politica dei comunisti.

Siamo ben consapevoli dei rischi che si corrono quando si mescolano forze eterogenee. Sta a noi saper creare egemonia al loro interno e non essere risucchiati nel pantano dell'indifferenza e della ribellione antiideologica.

L'alternativa è l'irrilevanza politica dei comunisti, dove la borghesia vuole relegarci.
