Speech by First Secretary of the Communist Party of Ukraine Pyotr Simonenko at the XXII Meeting of Communist and Workers’ Parties, Havana, Cuba, October 2022

 

Dear comrades!

I cordially welcome the participants in the 22nd International Meeting of Communist and Workers’ Parties on behalf of the Communist Party of Ukraine. The party which has been illegally banned in my country where our comrades and like-thinking people suffer political persecution, arrests and physical violence on the part of the ruling Neo-Nazi-olygarchic regime, a regime which is, in essence,  reactinary and Fascist.

We have gathered here on the Island of Freedom at a difficult time. The forces of international imperialism, the sharks of globalization in their struggle for redrawing the political map of the world, for resources and commodity markets resort to any methods and in fact act as instigators of the Third World War. The tragedy is that the reactionary forces make active use of Neo-Nazism and Neo-Fascism to achieve their goals.

Analysis of the international situation shows growing aggressiveness of imperialism and a dramatic sharpening of its internal contradictions in two areas:

• the ideological – between the US-led imperialist West and Communist China which, in the wake of the collapse of the USSR, they consider to be “an empire of evil,”as well as Vietnam and Cuba;
• and the inter-imperialist –The USA seeks to preserve its hegemony and the world order under which it plays the dominant role.

The USA is creating new miliary blocs in Southeast Asia, stoking up tensions  in the Middle East and North Africa, and is pursuing an aggressive policy in using Ukraine against Russia, and Taiwan against China. The provocatie visit of Pelosi to Yerevan and her pledges of support for Armenia inevitably lead to a widening of the conflict in the Caucasus between Armenia and Azerbaijan. The situation in Central Asia gives grounds for concern (recent conflict between Tajikistan and Kyrgyzstan).

After the breakup of the USSR it was the USA and Britian that set about creating a neo-Fascist state on the territory of the former Soviet Ukraine and became the main sponsors and beneficiaries of it.

The reforms they were foisting on Ukraine put capital in control of all the spheres of society’s life and ensured total control of transnational corportions over the coutnry’s socio-economic life and as a result created the material basis for the advent and establishment, as a reuslt of an armed coup in February 2014, of the power of the most reactionary forces: the comprador bourgeoisie allied with neo-Fascists and organized crime. 

It was these forces in Ukraine that were instrumental in destroying all the socilaist gains, economic sovereignty and bringing about a profound lumpenization of society.

It is through these forces that the USA formed a puppet vertical power structure and introduced external control of the country.

It was through these forces that the USA uleashed in Ukraine a fratricidal civil war, a war against the citizens of Donbass who are upholding their constitutinal rigths and freedoms. It was these forces which, at the instigation of the US ruling circles, brought about a development of the civil war in Donbass into a war against Russia.

Humankind has in fact already been dragged into a new world war. I would like to draw  one of the many tragic parallels.

During the Second World War Europe was working for Hitler in the war against the USSR. Today, acting in the interests of the USA, Europe is supplying weapons to the pro-Fascist regime in Ukraine and is strengthening it financially.

The continuation of this policy will inevitably lead to the spread of the theatre of hostilities to the territory of the EU.

The aggressive attempts of some new European countries, notably Poland, Hungary, Romania and the Baltic states, to revise the post- World War II borders will merely speed up this process.

The former Foreign Minister of Romania,  Marga, recently said without mincing words: “Ukraine is within unnatural borders. It should cede territories: Transcarpathia to Hungary, Galicia to Poland, Bukovina to Romania. These are the territories of other countries.”

US senator Lindsey Graham said cyniclly that with American weapons Ukraine will fight Russia to the last man.

Civilians, innocent people—old folks, women and chilcren -- are dying in Ukraine. This is a tragedy.

In backing the fascist regime in Ukraine, the USA and NATO are pursuing a policy which former US senator Richard Blake outlined like this: “ we don’t care how many Ukrainians die. How many women, children, civilians and military die. We don’t care. It is like a football match and we want to win. Ukraine cannot accept a peace solution. It is up to Washington to take the peace decision, but in the meantime we want to continue this war, we will fight to the last Ukrainian.”

Such statements by war hawks vindicate our position and the warnings the Ukrainian communists voiced in Izmir last week: the threat of a Fascist offensive is real, the war which the USA and NATO are waging with Ukrainian hands on Ukrainian territory is a war solely in the interests of the USA imperialists.

Billions of dollars are funnelled into the production of lethal weapons and ammunition, Britain’s new-baked Prime Minister Liz Truss is prepared to use nuclear weapons, huge numbers of NATO troops are concentrated on the borders of Ukraine and Belarus. 

The imperialists turn a blind eye to the fact that Zelensky’s pro-Fascist regime is ruthlessly doing away with political opponents. Any manifestations of free thinking are quashed by punitive units. The crimes of Hitlerites and their accomplices during the Second World War who burned people alive in Oswiecim and who staged Gernica and Khatyn massacres are being glorified.

The monuments and graves of Soviet soldiers who gave their lives to have the flames in the furnaces of Nazi death camps doused are being destroyed.

This happens not only in Ukraine but all over Europe. The Moloch of glorification of Nazi criminals devours minds turning homo sapiens (“the wise man”) into a “mad man.”

The process of recreating a semblance of the Nazi Third Reich is practically underway.

This “Reich,” like its prototype nurtured by transnational capital, American and Birtish corporations, bases its ideology on the superiority of the “indigenous” race. Hence the law on indigenous peoples which has turned into outcasts the Russians who have always lived on Ukrainian territory, including Donbass, Kharkov, Odessa, Nikolayev, Kherson, indeed the whole territory of our country. Like Jews in Nazi Germany. We know from history what tragedy it visited on millions of people.

 

Comrades!

In view of what is happening in Ukraine, I would like first of all to note that unfortunately, there is no consensus between Communist and workers' parties on the nature of the armed conflict in Ukraine, as well as on the position of the Communist Partyof the Russian Federation, which has supported the special operation.

Since any military confrontation has its own specific features, the very first task of any Marxist is to identify its class oriented nature with appropriate assessment. 

As we believe, the war of Donbass against the Kiev regime should be considered as national liberation struggle, in essence, a war for independence from the ruling fascist regime, for the right of the people to speak their native Russian language and not to follow the anti-Russian course imposed by the United States.  

Hence, on the basis of Marxist theory, the military conflict in Ukraine should not be considered as an imperialist war in a literal sense of the word, and moreover in view of Russia, it is considered as the  struggle against an external threat to national security and fascism.

We all understand that people's militia of Donbass was not able to resist the  Ukrainian army of many thousands equipped with foreign weaponry, so their defeat would have inevitably lead to the total destruction of the Russian-speaking population, many of whom were citizens of Russia.

The army of thousands of Ukrainian nationalists under the command of American and NATO instructors concentrated on the borders of the republics, the detailed invasion plan had been developed by Washington generals in advance. They all were waiting for the command.

Accordingly, in order to protect its citizens and ensure national security, Russia had no other choice but to deliver a preventive strike.  

In accordance with the Constitution of the Russian Federation, the President has taken the actions stipulated by the Law, since it was impossible to resist aggression in any other way.

In addition, the negotiation process within the framework of the Minsk agreements has been deliberately sabotaged by Kiev with the support of the United States and the European Union, since the establishment of peace in Ukraine is not stipulated by the plans of Washington and NATO.

In this regard, the position of the Communist Party of the Russian Federation seems to us quite reasonable.

The increasingly reactionry character of modern imperialaism is the result of several factors that have brought about a decline of the workers’ movement and the weakining of the communist and  workers’ parties.

Ukrainian communists believe that in working out the tactics of our actions and defining the main areas of struggle it is necessary to proceed on the basis that the modern balance of forces in the world has tilted in favour of reaction which is making use of Fascism.

Sowing discord within the working classes, using puppet regimes, Neo-Fascists and Neo-Nazis, imperilaism intensifies the exploitation of countries and peoples and destroys the foundations of people’s democracy and a just world order.

Modern world trends and constant economic crises, unfortunately, diminish the revolutionary potential of the principles of proletarian internationalaism and undermine the unity of the working classes. This is happening also in Ukraiane where a special “working” class of war is being created, the class which lives off the war and cannot imagine itself without it.

The sanctions policy initiated by the USA and Britain and their political satellites inevitably worsens the life of common people, weakens the states’ economic potential, provokes unemployment and consequently increases social discontentand, unfortunately, disunites the workers’ movement. World imperialism uses all these phenomena as a weapon in the class struggle.

What do we see today in Europe and indeed in the USA? Prices and tariffs have grown many times over. Enterprises are shutting down, people publicly burn their bills for gas, electricity and water, stage protest actions against their governments demanding, among other things, an end to the sanctions madness and the war in Ukraine. All this is hapening against the background of militarization of the economy, politics and the media hysteria around the nuclear war.

I am convinced that the communist and workers’ parties must channel  people’s economic and social demands towards political struggle. The struggle against the threat of Fascism and a change of the social system that engenders it, that is, the capitalist system as such.

Today the progressive forces – we have to admit it honestly – are losing the cognitive battle for the minds of people. It is our task to win it. This is the only way if we want to prevent the catastrophe of a Third World War.

In this connection I believe that in the context of the goals and tasks of our meeting and considering the situation in the world and the need to struggle for an end to the war and the establishment of a just world order we –the communist and workers’ parties – should concentate our eforts on the following areas:

• the srengthening of our solidarity, solidarity with otherprogressie forces in the struggle against Neo-Fascism and the instigators of a Third World War;
• organising a system of truthful public information about what is taking place in Ukraine today, how it threatens Europe and how it threatens humankind;
• explaining to people that the civil war in Donbass (2014-2022), like the Ukraine-Russia war, have been provoked and unleashed by the pro-Fasicst regimes in Ukraine on the demand and in the interests of the USA in order to create a bridgehead for the dismemberment and destruction of Russia as a geopolitical rival;
• stepping up the struggle against any attempts to glorify the Nazi ideology, restoring the true history of the Second World War;
• supporting (without going back on our ideological principles) those who come out for a peaceful settlement and an end to the war in Ukraine regardless of their political affiliation. Such politicians and such forces exist in every country.

I also consider it necessary to bend every effort at the level of national parliaments and the European parliament to neutralise the provocative actions of the USA and its allies in the Asia Pacific Region against China. Combined with the war in Ukraine and the possible direct clash of nuclear powers, China and the USA, especially against the background of declartions about a Russian “nuclear threat” the worst forecasts may, unfortunately, become a reality.

Dear comrades!

The struggle to put an end to the fratricidal war in Ukraine unleashed by the transnational corporations and their stooges in the governments of European and not only European states, the war in which Washington-led NATO is a de facto side to the conflict (supply of arms, ammunition and training of Ukrainian armed forces, funding and controlling the  millitary campaign) is the struggle for preventing a Third World War which is but a step away. We must do everything to prevent it.

Once again, thank you for the opportunity to address the participants in this inernaional meeting and to express confidence of our victory, a victory of “light” over “darkness”.

¡Estimados camaradas!

Permítanme transmitirles un cordial saludo a los participantes del XXII Encuentro Internacional de los partidos obreros y comunistas en nombre del Partido Comunista de Ucrania. Somos un partido que fue ilegalizado arbitrariamente  y nuestros compañeros y correligionarios son ahora elblanco de las persecuciones políticas, de las detenciones y violencia física cometidos por el régimen oligárquico neonazi que en realidad es fascista y reaccionario por su naturaleza.

Nos reunimos en la Isla de la Libertad en los tiempos muy duros. Las fuerzas del imperialismo, los tiburones de la globalización en la lucha por el reparto político del mundo, las materias primas y los mercados de bienes de consumo recurren a todo tipo de métodos y desempeñan de hecho el papel de los instigadores de la Tercera Guerra mundial. La tragedia de la situación es que para lograr sus objetivos recurren muy activamente el neonacismo y neofascismo.

El análisis de la situación internacional demuestra la radicalización del carácter agresivo del imperialismo y la agudización severa de sus contradicciones actuales en dos campos:

• el ideológico, entre el Occidente imperialista encabezado por Estados Unidos y la China comunista, que luego de la desintegración de la URSS la consideran como “Imperio del mal” , así como Vietnam y Cuba.
• el interimperialista, Estados Unidos lleva a cabo la lucha por la hegemonía global y la conservación de un orden mundial en el que juegan el rol protagónico.

Estados Unidos viene creando nuevos bloques militares en el Sudeste Asiático, muy aguda es la situación en el Cercano Oriente y la África del Norte, implementa una política agresiva de manipulación de Ucrania en contra de Rusia, del Taiwán contra China. Un viaje provocador de Pelossi a Ereván y sus promesas de respaldar a Armenia llevan inevitablemente a la ampliación del conflicto en el Cáucaso entre Armenia y Azerbaiyán. Tampoco tranquila es la situación en la Asia Central (recordemos el conflicto reciente entre Tadzhikistán y Kirguizia).

Son precisamente Estados Unidos y Gran Bretaña que luego de la destrucción de la URSS acometieron en el territorio de la ex Ucrania soviética la creación de un Estado neofascista, y se convirtieron en su principal patrocinador y beneficiario.

Las reformas que imponen condujeron al control por el capital de todas las esferas de la vida de la sociedad y el control total de las transnacionales sobre la vida económica y social en el pais, y, como resultado, sentaron la base material para el ascenso y consolidación en el poder de las fuerzas más reaccionarias como resultado del golpe armadoperpetrado en febrero de 2014, es decir de la burguesía compradora en alianza con neofascistas y la delincuencia organizada.

Son precisamente estas las fuerzas en Ucrania que destruyeron todas las conquistas socialistas, la soberanía económica y llevaron a cabo una lumpenización profunda de la sociedad.

Con ayuda de estas fuerzasEstados Unidos formó la columna vertebral del poder e introdujo la administración externa total.

Son estas las fuerzas estadounidenses que desencadenaron en Ucrania la guerra civil fratrícida contra los habitantes de Donbass que defienden sus derechos constitucionales y libertades.Y estas son las fuerzas que por el encargo de los círculos gobernantes condujeron a la transformación de la guerra civil en Donbass en la guerra contra Rusia.

La Humanidad ya está involucrada en una nueva guerra mundial.Quisiera recordar uno de los hechos trágicos semejantes.

En los años de la Segunda Guerra mundial contra la URSS Europa trabajó para Hitler. Ahora, en intereses de EEUU, Europa suministra armamentos al régimen profascista en Ucrania y lo fortalece con finanzas.

La continuación de esta política conducirá inevitablemente a la ampliación del teatro de operaciones bélicas hacia el territorio de la Unión Europea.

Los intentos agresivos de varios paises europeos “jóvenes”, en primer lugar por parte de Polonia, Hungría, Rumania ylos Estados del Báltico, de revisar las fronteras nacionales establecidas como resultado de la Segunda Guerra mundial acelerarían inmenentemente este proceso.

El ex canciller de Rumania Marga declaró recientemente que Ucrania se halla dentro de las fronteras no naturales. Tiene que ceder tierrasde Transcarpatiaa Hungria, Galicia a Polonia, Bukovina a Rumania. Estos son territorios de otros países.

El senador norteamericano Lindsey Graham declara cínicamente que “Me gusta la vía por la que marchamos. Con dinero americano y armamentos Ucrania va a luchar con Rusia hasta el último hombre”.

En Ucrania mueren personas pacíficas que no tienen la culpa: ancianos, mujeres, niños, es una tragedia.

Al apoyar el régimen fascista en Ucrania, Estados Unidos y la OTAN llevan a cabo la política cuyo objetivo lo caracterizó el ex senador estadounidense Richard Black: “Nos da igual cuántos ucranianos morirán. Cuántos mujeres, niños, civiles morirán. No nos importa. Es como un partido de fútbol, y queremos vencer… Ucrania no puede tomar una decisión sobre la paz. La decisión sobre la paz la puede tomar únicamente Washington,  pero por ahora queremos continuar la guerra hasta que muere el último ucraniano”.

Estas declaraciones de los halcones de la guerra confirman una vez más nuestra justeza de lo que los comunistas ucranianos advirtieron en el último encuentro de Izmir: la amenaza de la ofensiva del fascismo es real y la guerra que libran Estados Unidos y la OTAN con manos de los ucranios y en territorio de Ucrania es guerra en intereses de los imperialistas de EEUU.

Miles de millones de dólares se dirigen a la producción de los armamentos y municiones  mortíferas, y la flamante primera ministra de Bretaña Liz Truss está dispuesta a usar las armas nucleares.Unenorme número de tropas de la OTAN se han concentrado en la frontera de Ucrania con Bielorrusia.

Los imperialistas cierran los ojos ante el hecho de que el régimen profascista de Zelenski aniquila sin alguna piedad a los opositores políticos. Cualquier expresión del librepensamiento “se limpia” por unidades punitivas. Se glorifican las fechorías de los hitlerianos y sus secuaces durante la Segunda Guerra mundial, de quienes quemaban vivas a las personas en los hornos de Auschwitz, quienes cometieron masacres en Guernica y Khatyn.

Se derriban masivamente los monumentos y tumbas de los soldados soviéticos que entregaron sus vidas para apagar los hornos de los campos de concentración fascistas.

Esto no solamente sucede en Ucrania sino en toda Europa. EL Moloch de la glorificación y heroización de los criminales nazi devora las mentes convirtiendo al homo sapiens en homo insipiens.

De hecho se desarrolla el proceso de la creación de una especie del Tercer Reich nazi.

Y este “Reich”, al igual que su prototipo amamantando por el capital transnacional y las corporaciones norteamericanas y británicas, construye su propia ideología sobre la superioridad de la así llamada raza autóctona. De ahí la Ley de los pueblos autóctonos que declararon a los rusos, que desde antaño habitaban en territorio de Ucrania incluyendo el mismo Donbass, Járkov, Odessa, Nikolayev, Jersón  -prácticamente en todo el territorio de Ucrania-  como parias.Como hebreos en la Alemania nazi. La historia conoce la tragedia de millones de personas como resultado de esa situación.

¡Camaradas!

A la luz de los acontecimientos que se operan en Ucrania, quisiera señalar, en primer lugar,  que, lamentablemente, entre los partidos comunistas no  existe una postura única en cuanto al enfoque del conflicto armado en Ucrania, así tampoco hacia la posición del PCFR que respaldó la Operación especial.

Puesto que cualquier confrontación militar tiene sus propias particularidades específicas, la tarea primordial del marxista es determinar su carácter clasista y formular su evaluación marxista.  

Así, como entendemos, la guerra del Pueblo de  Donbass contra el régimen kievliano es lucha de liberación nacional, es guerra por la independencia contra el régimen fascista gobernante, por el derecho de hablar su idioma natal -el ruso- y no seguir el rumbo antirruso impuesto por EEUU.   

Es decir, partiendo  de la teoría marxista, el conflicto  bélico en Ucrania no puede ser calificado en el sentido  directo de la palabra, y, además, desde el punto de vista de Rusia, es la lucha contra la amenaza externa para la seguridad nacional y el fascismo.

Entendemos todos que hacer frente con sus propias fuerzas al ejército ucraniano multitudinario, dotado de armamentos extranjeros, la milicia popular de Donbass no pudo y su derrota conduciría inevitablemente al exterminio total de la población rusohablante, con muchas personas, entre otras cosas, que son ciudadanos de Rusia.

En las fronteras de las repúblicas se concentraron muchos miles de efectivos del ejército de nacionalistas ucranianos bajo el mando de instructores norteamericanos y de la OTAN, los generales de Washington confeccionaron un plan detallado de la invasión. Solamente se esperaba la orden. Lógicamente, para defender a sus ciudadanos y garantizar la seguridad  nacional, Rusia no tenía otra salida sino asestar un golpe preventivo. 

En conformidad con la Constitución de la Federación Rusa, el presidente de Rusia emprendió acciones previstas legalmente puesto que no existía ninguna otra posibilidad de hacer frente a la agresión.

Además, el proceso negociador en el marco de los Acuerdos de Minsk se sabotea intencionalmente por Kiev con apoyo de Estados Unidos y la Unión Europea, ya que la instauración de la paz en Ucrania no figura en los planes de Washington y la OTAN.

Pues, tomándolo todo en consideración, la posición del PCFR nos parece muy argumentada.

Hoy las fuerzas progresistas, hay que reconocerlo honestamente, están perdiendo la guerra cognitiva que se libra por las mentes de las personas. Nuestra tarea es ganarla.Solamente así podremos prevenir la catástrofe de la Tercera Guerra mundial.

El carácter reaccionaio muy pronunciadodel imperialismo moderno se ha hecho posible como resultado de varios factores que condujeron al retroceso del movimiento obrero y el debilitamiento de los partidos comunistas y obreros.

En la determinación de las tácticas de nuestras acciones y las principales acciones de la lucha, en opinión de los comunistas ucranios, es necesario tomar en consideración que el equilibrio de fuerzas actual en el mundo cambió a favor de la reacción que recurre al fascismo.

Al dividir a las clases obreras, utilizando a los regímenes títeres, neonazis y neofascistas, el imperialismo refuerza la explotación de los paises y pueblos, destruye las bases de la democracia popular y del orden mundial justo.

Las tendencias globales modernas y las crisis económicas permanentes están nivelado desgraciadamente la significación revolucionaria de los principios del internacionalista proletario, socavando las bases de la consolidación de los principios del internacionalismo proletario, minando la consolidación de la clase obrera. Ello sucede también en Ucrania, formando la así llamada clase “especial” que vive gracias a las guerras y no piensa su existencia sin ellas.

La política de sanciones que siempre promueven Estados Unidos y Gran Bretaña y sus satélites políticos conduce inevitablemente a la degradación de la vida de la gente común, debilita el potencial económico de los Estados, provoca el crecimiento del desempleo y, por consiguiente, provoca el incremento del descontento social y, lamentablemente, la división dentro del movimiento  obrero. Todo ello se opera en el contexto de la militarización de la economía, de la política y la psicosis en torno a la guerra nuclear. Todos estos fenómenos el imperialismo global los utiliza como armas en la lucha de clases.

Lo que observamos precisamente en Europa  y, también,  en Estados Unidos. Los precios y tarifas crecieron varias veces. Se cierran las empresas, la gente quema de una forma demostrativa las facturas de gas, electricidad, agua, y organiza las acciones de protesta contra la política de su propio gobierno reivindicando a sus gobiernos, entre otras cosas,poner fin a las sanciones de locura y a la guerra en Ucrania.

Estoy convencido de que los partidos comunistas y obreros deberían encabezar directamente las demandas económicas y sociales en el cauce de la lucha política.De la lucha contra la amenaza del fascismo y por el cambio del sistema socio-económico que lo origina, es decir el sistema capitalista como tal.

Hoy las fuerzas progresistas, hay que reconocerlo honestamente,pierden la guerra cognitiva, por las mentes de las personas. Nuestra tarea es ganarla.Solamente así podremos conjurar la hecatombe de la Tercera Guerra mundial.

Con relación a ello considero que en el contexto de las tareas y objetivos de nuestro encuentro, habida cuenta de la situación internacional y la necesidad de luchar por el cese de la guerra y el establecimiento de un orden mundial justo, nosotros, los partidos comunistas y obreros, tenemos que centrar los esfuerzos en los siguientes frentes:

• Fortalecer nuestra solidaridad y la solidaridad con otras fuerzas progresistas en la lucha contra el neofascismo y los instigadores de la Tercera Guerra mundial ;
• Organizar un sistema de información veraz sobre los acontecimientos en Ucrania y qué amenazas representa para Europa y toda la Humanidad;
• Explicar a la gente que la guerra civil en Donbass (2014-2022), al igual que la guerra entre Rusia y Ucrania, fueron provocadas y desencadenadas por los regímenes profascistas de Ucrania por exigencia y en intereses de Estados Unidos con el objetivo de crear una plaza de armas para desmembrar y exterminar a Rusia como competidor;
• Activar la lucha contra todo intento de glorificar la ideología del nacismo, recuperar la verdad sobre la historia de la Segunda Guerra mundial ;
• Respaldar (sin ceder en nuestros principios ideológicos) a quienes luchan por el arreglo pacífico y el cese de la guerra en Ucrania independientemente de su militancia política. Estas fuerzas y estos políticos los hay en cada país. .

Además, considero necesario aplicar el máximo de esfuerzos a nivel de parlamentos nacionales y el Europarlamento para neutralizar las acciones provocativas de EEUU y sus aliados en la región de Asia del Pacífico contra China. En combinación con la guerra en Ucrania y una eventual confrontación nuclear de las potencias nucleares como China y Estados Unidos, especialmente a la luz de las declaraciones sobre la “amenaza nuclear”  por parte de Rusia, las previsiones más terroríficas pueden convertirse en una realidad.

¡Estimados camaradas!

La lucha por el cese de una guerra fratrícida en Ucrania desencadenada por las transnacionales y sus títeres en los gobiernos de paises europeos, y no solo europeos, las guerras en las que la OTAN, con Washingtón oficial a la cabeza, son de facto parte del conflicto (suministro de armamentos, municiones, entrenamieto de militares de las Fuerzas Armadas de Ucrania, financiamiento y dirección de la campaña miliar) es lucha por prevenir la Tercera Guerra mundial de la cual nos separa solamente un paso. Tenemos que hacerlo todo para impedirlo.

Les agradezco una vez más por la oportunidad de hablar ante los participantes delEncuentro internacional y expresar la seguridad del triunfo de nuestra causa, de la victoria de la “luz” sobre las “tinieblas”.

Петра Симоненко на XXII встрече коммунистических и рабочих партий

Куба, Гавана, октябрь 2022 года

 

Уважаемые товарищи!

Сердечно приветствую участников 22 Международной встречи коммунистических и рабочих партий от имени Компартии Украины. Партии, которую в моей стране незаконно запретили, а наши товарищи и единомышленники подвергаются политическим преследованиям, арестам и физическому насилию со стороны праящего неонацистско-олигархического режима, режима реакционного, фашистского по своей сути.

Мы собрались на Острове Свободы в тяжелое время. Силы международного империализма, акулы глобализации в борьбе за политический передел мира, сырьевые ресурсы и товарные рынки используют любые методы и фактически выступают сегодня поджигателями Третьей мировой войны. Трагизм ситуации в том, что силы реакции для достижения своих целей активно используют неонацизм и неофашизм.

Анализ международной обстановки свидетельствует о радикализации агрессивности империализма и резком обострении его современых противоречий по двум направлениям:

• идеологическом – между империалистическим Западом во главе с США и коммунистическим Китаем, который после разрушения СССР они считают не иначе как «империей зла», а также Вьетнамом и Кубой;
• межимпериалистическом –США ведут борьбу за мировую гегемонию и сохранение миропорядка в котором они играют главенствующую роль.

 

США создают новые военные блоки в Юго-Восточной Азии, острой остается ситуация на Ближнем Востоке и в Северной Африке, проводят агрессивную политика по использованию Украины против России, Тайваня против Китая.

Провокационный визит Пелосси в Ереван и ее заверения в поддержке Армении неизбежно ведут к расширению конфликта на Кавказе между Арменией и Азербайджаном. Неспокойно в Средней Азии (недавний вооруженный конфликт между Таджикистаном и Киргизстаном).

Именно США и Британия после разрушения СССР приступили к созданию на территории бывшей советской Украины неофашистского государства, стали его главными спонсорами и выгодополучателями.

Внедряемые ими реформы привели к контролю капитала над всеми сферами жизни общества, обеспечили полный контроль транснациональных корпораций над социально-экономической жизнью в стране и, как результат, создали материальную основу прихода и утверждения у власти в результате вооруженного переворота в феврале 2014 года наиболее реакционных сил: компрадорской буржуазии в союзе с неофашистами и организованной преступностью.

Именно через эти силы в Украине уничтожены все социалистические завоевания, экономический суверенитет, осуществлена глубокая люмпенизация общества.

Именно через эти силы США сформировали марионеточную вертикаль власти, ввели полное внешнее управление.

Именно через эти силы США развязали в Украине братоубийственную граджданскую войну против жителей Донбасса, отстаивающих свои конституционные права и свободы. Именно эти силы по требованию правящих кругов США привели к перерастанию гражданской войны на Донбассе к войне с Россией.

Человечество, по-сути, уже втянуто в новую мировую войну. Хочу напомнить одну из трагических параллелей.

В годы Второй мировой войны, в войне против СССР Европа работала на Гитлера. Сегодня в интересах США Европа поставляет оружие профашистскому режиму в Украине и укрепляет его финансами.

Продолжение такой политики неизбежно приведет к расширению театра военных действий на территорию ЕС.

Агрессивные попытки ряда младоевропейских стран, в первую очередь со стороны Польши, Венгрии, Румынии, прибалтийских государств пересмотреть границы, установленные по итогам Второй мировой войны, тольо ускорят этот процесс.

Бывший министр иностранных дел Румынии Марга недавно прямо заявил, что «Украина находится в неестественных границах. Она должна уступить земли: Венгрии — Закарпатье, Польше — Галицию, Румынии — Буковину. Это территории других стран".

Сенатор США Линдси Грэм цинично заявляет: «Мне нравится путь, по которому мы идём. С американским оружием и деньгами Украина будет сражаться с Россией до последнего человека…».

В  Украине гибнут мирные, ни в чем не повинные люди: старики, женщины, дети. Это трагедия.

Поддерживая фашистский режим в Украине США и НАТО проводят политику, цель которой прямо охарактеризовал  экс-сенатор США Ричард Блэк: «Нам всё равно сколько украинцев умрет. Сколько умрёт женщин, детей, гражданских, военных. Нам всё равно. Это как футбольный матч, и мы хотим победить... Украина не может принять решение про мир. Решение про мир может быть принято только в Вашингтоне, но пока мы хотим продолжать эту войну, мы будем воевать пока не умрёт последний украинец».

Эти заявления ястребов войны лишний раз подтверждают нашу правоту, то, о чем коммунисты Украины предупреждали на прошлой встрече в Измире: угроза наступления фашизма реальна, война, которую США и НАТО ведут руками украинцев и на территории Украины – это война исключительно в интересах империалистов США.

Миллиарды долларов направляются на производство смертоносного оружия и боеприпасов, новоиспеченный премьер-министр Британии Лиз Трасс готова применить ядерное оружие, огромное количество натовских войск сконцентрировано на границах Украины и Белоруссии.

Империалисты закрывают глаза на то, что профашистский режим Зеленского безжалостно расправляется с политическими оппонентами. Любые проявления свободомыслия “зачищаются” карательными подразделениями. Глорифицируются преступления гитлеровцев и их пособников во время Второй мировой войны, тех, кто живьем сжигал людей в печах Освенцима, кто устроил Гернику и Хатынь.

Массово сносятся памятники и могилы советских воинов, отдавших жизнь, чтобы потушить печи фашистских концлагерей.

И это не только в Украине – это по всей Европе. Молох глорификации и героизации нацистских преступников пожирает умы, превращая “человека разумного” в “человека безумного”.

Практически идет процесс создания подобия нацистского Третьего рейха.

И этот «рейх», также как и его праобраз, взлелеянный транснациональным капиталом, американскими и британскими корпорациями, строит свою идеологию на превосходстве так называемой «коренной» расы.

Отсюда и закон о коренных народах, объявивший русских, которые исконно проживали на территории Украины, в частности на том же Донбассе, в Харькове, Одессе, Николаеве, Херсоне – да практически на всей территории нашей страны, изгоями. Как евреи в нацистской Германии. К какой трагедии для миллионов людей это привело - известно из истории.

Товарищи!

В свете происходящих на Украине событий, я хотел бы прежде всего, отметить, что к  сожалению, среди коммунистических и рабочих партий нет единого взгляда на характер вооруженного конфликта на Украине, а также на позицию КПРФ, которая поддержала спецоперацию.

Поскольку, любое военное противостояние имеет свои специфические особенности, первейшая задача марксиста – выявить их классовый характер и дать им классовую оценку. 

В нашем понимании, война народа Донбасса против киевского режима является национально - освободительной борьбой, по своей сути, войной за независимость от правящего фашистского режима, за право разговаривать на своем родном – русском – языке и не следовать антироссийским курсом, навязанным США.   

То есть, исходя из марксистской теории, военный конфликт в Украине не может рассматриваться в качестве империалистической войны в прямом смысле этого слова, а, кроме того, с точки зрения России - это борьба с внешней угрозой национальной безопасности и фашизмом.

Мы все понимаем, что самостоятельно противостоять многотысячной, вооруженной иностранным оружием, украинской армии народное ополчение Донбасса было не в состоянии, а их поражение неминуемо привело бы к тотальному уничтожению русскоязычного населения, многие из которых, к тому же, являлись гражданами России.

На границах республик сосредоточилась многотысячная армия украинских националистов под командованием  американских и натовских инструкторов, генералами из Вашингтона был разработан детальный план вторжения. Ждали только команды. Соответственно, для защиты своих граждан и обеспечения национальной безопасности у России не было другого выхода, кроме нанесения превентивного удара.  

В соответствии с Конституцией РФ, Президент России предпринял предусмотренные Законом действия, поскольку иными способами противостоять агрессии было невозможно.

К тому же, переговорный процесс в рамках Минских договоренностей умышленно саботируется Киевом при поддержке США и Евросоюза, поскольку установление мира на Украине не входит в планы Вашингтона и НАТО.

В связи с этим, позиция КПРФ представляется нам вполне обоснованной.

 

Усиливающийся реакционный характер современного империализма стал возможен в результате целого ряда факторов, приведших к спаду рабочего движения, ослаблению сил коммунистических и рабочих партий.

В определении тактики наших действий и основных направлений борьбы, по мнению коммунистов Украины, необходимо исходить из того, что современный баланс сил в мире изменился в сторону реакции, использующей фашизм.

Разобщая рабочие классы, используя марионеточные режимы, неофашистов и неонацистов иприализм резко усиливает эксплуатацию стран и народов, разрушает основы народной демократии и справедливого миропорядка.

Современные мировые тенденции и постоянные экономические кризисы, к сожалению, нивелируют революционную значимость принципов пролетарского интернационализма, подрывают сплоченность рабочих классов. В том числе, как это происходит и в Украине, создавая особый «рабочий» класс войны, живущий за счет войны и не мыслящий себя без этого.

Санкционная политика, инициатором которой выступают США и Британия и их политические сателиты неизбежно ведет к ухудшению жизни простых людей, ослабляет экономический потенциал государств, провоцирует рост безработицы, а следовательно ведет к росту социального недовольства и, к сожалению, разобщенности рабочего движения.  И все это происходит на фоне милитаризации экономики, политики и информационного психоза вокруг ядерной войны. Все эти явления мировой империализм использует как оружие в классовой борьбе.

Что мы сегодня и наблюдаем в Европе, да и в США. Цены и тарифы выросли в разы. Закрываются предприятия, люди демонстративно сжигают уведомления об оплате за газ, электроэнергию, воду, выходят на акции протеста против действий своих правительств, требуя, в том числе, прекратить санкционное безумие и войну в Украине.

Убежден, что коммунистические и рабочие партии должны непосредственно направлять  экономические и социальные требования людей в русло политической борьбы. Борьбы против угрозы фашизма и за смену социально-общественной системы его порождающей, то есть системы капитализма как таковой.

Сегодня прогрессивные силы, и это надо честно признать, проигрывают когнитивную войну – войну за умы людей. Наша задача, выиграть ее. Только так мы сможем предотвратить катастрофу Третьей мировой.

В этой связи считаю, что в контексте целей и задач нашей встречи, учитывая ситуацию, сложившуюся в мире и необходимость борьбы за прекращение войны и установление справедливого миропорядка, нам – коммунистическим и рабочим партиям - надо сосредоточить усилия на следующих направлениях:

• укреплять нашу солидарность, солидарность с другими прогрессивными силами в борьбе с неофашизмом и поджигателями Третьей мировой войны;
• дать классовую оценку происходящих в Украине событий, организовать систему правдивого информирования людей о том, чем это грозит Европе, чем это грозит человечеству;
• разъясненить людям, что гражданская война на Донбассе (2014-2022 годы), как и вооруженное столкновение между Украиной и Россией, было спровоцировано и развязано профашистскими режимами Украины по требованию и в интересах США с целью создания плацдарма для расчленения и уничтожения России, как геополитического конкурента;
• активизировать борьбу с любыми попытками глорификации идеологии нацизма, восстановлении правды истории о Второй мировой войне;
• поддерживать (не поступаясь нашими идеологическими принципами) тех, кто выступает за мирное урегулирование и прекращение войны в Украине независимо от их политической принадлежности. А такие политики и такие силы есть в каждой стране.

Также считаю необходимым приложить максимум усилий на уровне национальных парламентов и Европарламента для нейтрализации провокационных действий США и их союзников в Азиатско-Тихоокеанском регионе против Китая. В сочетании с войной в Украине и возможном прямом столкновении ядерных держав Китая и США, особенно на фоне заявлений о «ядерной угрозе» со стороны России, самые страшные прогнозы могут, к сожалению, стать реальностью.

Уважаемые товарищи!

Борьба за прекращения братоубийственной войны в Украине, развязанной транснациональными корпорациями и их ставленниками в правительствах европейских и не только европейских государств; войны в которой НАТО во главе с официальным Вашингтоном де-факто выступают стороной конфликта (поставки вооружений, боеприпасов, обучения ВСУ, финансирование и управление военной кампанией) – это борьба за предотвращения Третьей мировой войны до которой всего один шаг. И мы должны сделать все, чтобы его  предотваратить.

Еще раз благодарю за возможность выступить перед участниками международной встречи и выразить уверенность в нашей победе - в победе «света» над «тьмой».
