Speech by the Representative of the CPRF at the 22^nd International Meeting of Communist and Workers’ Parties in Havana

 

Dear comrades,

First of all, I would like to convey fraternal greetings from the Central Committee of the Communist Party of the Russian Federation and Gennady Andreyevich Zyuganov to all the participants in the Meeting and to wish you successful and creative work.

On behalf of the party I would like to thank the Communist Party of Cuba for organizing this Meeting which is being held after a long break thanks to its efforts.

Comrades, the CPRF is asking for the time allotted to the CPRF and the UCP-CPSU to be merged so that the participants in the Meeting should get the fullest possible information on the events taking place in Ukraine and their proper assessment.

For my part I would like to set forth the reasons that guided the CPRF in supporting the Special Military Operation in Ukraine. 

The beginning of the 21^st century was marked by an unprecedented world crisis. Of late, the class essence of the global and internal processes has been manifesting itself ever more dynamically, powerfully and noticeably, having swept practically all the countries and continents.  Against this background social cleavages have been growing rapidly.

The growing planetary appetites of world capital provoke internal conflicts in various parts of the world; in pursuit of its goals capital uses armed forces, technologies of “colour revolutions,” terrorists and avowed Neo-Fascists it has nurtured.

The trend is mounting. Today we are witnesses and contemporaries of geopolitical catastrophes on a historic scale.

Yugoslavia, Iraq, Libya and Syria and undisguised threats to other countries provide vivid illustrations of how US imperialism acts in the world.

All the countries which have refused to bow to American diktat and pursue independent foreign policies are branded as sponsors of terrorism. Cuba and Venezuela are salient examples.

Possessed with rabid Russophobia, hatred of Russia and the whole Russian world, the imperialist circles of the USA and Europe, using the situation of redivision of spheres of influence between different national groups of oligarchs, capitalists in Ukraine, the situation they have themselves created, have unleashed a fratricidal war in Donbass where blood is still being shed and people are being killed. Again, Fascism is being used to foment war.   

Western leaders openly speak about the start of a new Cold War, an open confrontation with Russia and the need to teach Russian aggressors a lesson by coming out on Ukraine’s side.

Another task is to drag Russia into a military conflict in order to weaken and eventually enslave it.

The offensive is being waged on many fronts, including economic and diplomatic pressure and military threats. Information and ideological offensive plays a key role.    

Comrades,

Coming back to the situation in Ukraine, I would like to say that unfortunately, the position of the CPRF in supporting the Special Operation being conducted by Russia has met with a mixed reception among the communist and workers’ parties.

The party is openly accused of pro-government, i.e. pro-imperialist position.

Some parties have shown solidarity with the opinion of the Greek comrades who maintain that what it taking place in Ukraine is an imperialist war in the interests of the Russian bourgeoisie and that by supporting the Special Operation the CPRF “pursues the line of solidarity with the ruling United Russia party and President Putin.”

We categorically disagree with such a utilitarian approach because any war has its specific features, which it is the Marxist’s prime task to determine.

As we see it, the war of the people of Donbass against the Kiev regime has an obvious national liberation character. It is essentially a war of independence from the ruling Fascist regime, and from Russia’s point of view it is a struggle against an external threat to national security and against Fascism.

In accordance with the Constitution of the RF the President took actions envisaged by Law because it was impossible to stop aggression by other means. Russia had no other way but to deliver a pre-emptive strike in order to ensure its national security.

Besides, Kiev, backed by the USA and the European Union, deliberately sabotages the negotiating process in the framework of the Minsk Agreements.

Comrades,

We have been and still are very critical of the policy pursued by the Russian leadership and have always condemned the virtual neglect of the interests of the peoples which were once part of the single Soviet state.

It is the CPRF that has since 2014 persistently called for Russian recognition of the Donetsk and Lugansk People’s Republics, constantly sending humanitarian convoys and rendering all-round support to the people fighting Fascism.

No other political party in Russia has done so much to support the population of Donbass. We have all along come out for the return of Donbass to Russia.

It is not that the CPRF that “has shown solidarity with United Russia and President Putin,” but they, owing to historical imperatives, have to follow the path the CPRF has persistently called for over three decades.

Comrades, the CPRF is voicing its solidarity with the struggle of the peoples of Cuba, Venezuela and all the countries which have embarked on the path of struggle against international imperialism.

In conclusion, I would like to make several announcements.

The CPRF and the RCWP have prepared a joint statement “The Struggle Against US Imperialism and NATO Striving Toward World Hegemony Is the Key Task of the Progressive Forces!” We urge you to support it.

Unfortunately, the events to mark the 100^th anniversary of the formation of the USSR have been postponed until a later date in connection with the current situation in the world and great logistical problems. The new date of the event is to be announced.

Long live proletarian internationalism!

Palabras del representante del PCFR en el 22 Encuentro Internacional de Partidos Comunistas y Obreros en la Habana

 

¡Queridos camaradas!

 

Permítanme transmitirles un saludo fraternal del Comité Central del Partido Comunista de la Federación de Rusia y Guennadi Ziugánov a todos los participantes en el  Encuentro y desearles una labor fructífera y creativa.

En nombre de mi partido quisiera agradecer al Partido Comunista de Cuba por la organización de este evento que después de haber pasado un largo trecho volvió a realizarse gracias a su esfuerzo.

Camaradas, el PCFR solicita unificar el tiempo para las intervenciones de los representantes del PCFR y UPC – PCUS, para que los participantes reciban lo máximo de la información sobre los acontecimientos en Ucrania con su respectiva evaluación.

Por mi parte quisiera tratar de los motivos del apoyo de la Operación Militar Especial por el PCFR.

El comienzo del siglo XXI se caracterizó por una crisis global sin precedentes. Últimamente, de una manera cada vez más dinámica, pronunciada y notoria se expresa precisamente la esencia clasista de los procesos globales e internos internacionales, que afectan prácticamente a todos los países y continentes y se produce en este contexto la división de la sociedad.

Los apetitos planetarios acrecentados del capital mundial provocan conflictos internos en diferentes puntos del mundo; para lograr sus objetivos el capital  usa las fuerzas armadas, las tecnologías de revoluciones de color, a los terroristas criados por ellos y neofascistas incubiertos.

La tendencia se acelera. Hoy somos testigos y contemporáneos de las catástrofes geopolíticas de dimensiones históricas.

Yugoslavia, Irak, Libia y Siria, así como las amenazas directas a otros países son ilustraciones elocuentes de las acciones del imperialismo norteamericano en el mundo.

A la lista de los Estados patrocinadores del terrorismo se incluye a todos los países que no desearon subordinarse al dictado norteamericano y  que llevan a cabo su propia política exterior. Un brillante ejemplo de ello son Cuba y  Venezuela.

Dominados por la rusofobia beligerante, el odio a Rusia y todo el  mundo ruso, los círculos gobernantes de EEUU y Europa, aprovechando la situación que ellos mismos han creado, del reparto de las esferas de influencia entre distintos  grupos nacionales de oligarcas capitalistas en Ucrania, desencadenaron una guerra fratricida en Donbáss donde hasta hoy día se derrama la sangre y mueren las personas. Como arma para instigar la guerra se recurre una vez más al fascismo.

Los líderes occidentales hablan abiertamente sobre el comienzo de una nueva “Guerra fría” y la necesidad de castigar a los agresores rusos que se atrevieron a defender a Ucrania.     

Otra tarea suya es atraer a Rusia al conflicto bélico, provocar su debilitamiento  máximo y, finalmente, la esclavización.

La ofensiva se lleva cabo en todos los frentes, donde se usa cualquier  cosa: desde la presión económica y diplomática hasta las amenazas militares. Un importantísimo rol lo desempeña la ofensiva informativa e ideológica.

¡Camaradas!

Al volver a la situación en Ucrania, quisiera señalar que lamentablemente la posición del PCFR en cuanto al apoyo de la operación especial que lleva a cabo Rusia se entiende por los partidos comunistas y obreros de una manera  diferente.

Se lo culpa al partido por la posición progubernamental, es decir posición proimperialista.

Algunos partidos son solidarios con la opinión de los camaradas griegos de que en Ucrania tiene lugar una guerra imperialista en intereses de la burguesía rusa y al respaldar la operación especial el PCFR “mantiene la línea de solidaridad con el partido gobernante “Rusia Unida” y el presidente Putin.

No estamos de acuerdo decididamente con esta estimación simplista porque cualquier guerra tiene sus particularidades específicas y determinarlas es la tarea de primer orden para el marxista.

Así, como entendemos, la guerra del pueblo de Donbáss contra el régimen de Kiev tiene carácter de liberación nacional evidentemente. Por su esencia, es la guerra por la independencia frente el régimen fascista y desde el punto de vista  de Rusia es el combate contra la amenaza externa para la seguridad nacional y el fascismo.

De acuerdo con la Constitución de la FR el presidente emprendió acciones previstas por la Ley, puesto que es imposible hacer frente a la agresión con otros medios. Para garantizar la seguridad nacional no había otra salida sino que asestar un golpe preventivo.

Además, el proceso negociador en el marco de los  Acuerdos de  Minsk se sabotean deliberadamente por Kiev con el apoyo de EEUU y la Unión Europea.

¡Camaradas!

Es de manera muy crítica que calificábamos y calificamos la política exterior de la dirección de Rusia, siempre criticamos el desconocimiento real de los intereses de los pueblos que no hace mucho integraban el Estado soviético único.

Es precisamente el PCFR que desde 2014 planteaba reiteradamente la demanda del reconocimiento por Rusia de las Repúblicas de Donetsk y Lugansk, enviaba continuamente los camiones con ayuda humanitaria y brindaba un apoyo diversificado al pueblo que lucha contra el fascismo.

Ningún otro partido político ruso no hecho tanto para respaldar al pueblo de Donbáss. Desde el inicio  apoyamos el retorno de Donbáss dentro de Rusia.

Propiamente dicho, no es el PCFR que “es solidario con Rusia Unida y el presidente Putin” sino que ellos a tenor de los imperativos históricos se ven obligados a ir por el camino que durante treinta años planteaba firmemente el PCFR.

Camaradas, el PCFR expresa nuestra solidaridad con los pueblos de Cuba, Venezuela y demás países que libran la lucha contra el imperialismo internacional.

Antes de terminar mi intervención, quisiera hacer varios comunicados. 

El PCFR y el POCR prepararon un comunicado conjunto “¡Lucha contra el imperialismo de EEUU y la OTAN que aspiran a implantar su hegemonía es  una tarea importantísima de las fuerzas progresistas!”  Les pedimos que lo apoyen.

Lamentablemente, los eventos de la celebración del 100  aniversario de la URSS se postergan debido a la situación actual en el  mundo y grandes dificultades logísticas. Les comunicaremos oportunamente sobre la fecha de celebración de este evento.

Выступление представителя КПРФ на 22 Международной встрече коммунистических и рабочих партий в Гаване.

 

Дорогие товарищи!

Прежде всего, мне хотелось бы передать братский привет от Центрального Комитета Коммунистической партии Российской Федерации и Геннадия Андреевича Зюганова всем участникам Встречи и пожелать им успешной и творческой работы.

От имени партии я хочу поблагодарить Коммунистическую партию Кубы за организацию нашей встречи, которая после длительного перерыва вновь состоялась благодаря её усилиям.

Товарищи, КПРФ просит объединить время для выступления представителей КПРФ и СКП – КПСС для того, чтобы участники встречи получили максимально полную  информацию о происходящих на Украине событиях с их надлежащей оценкой.

Со своей стороны я бы хотел изложить причины, которыми руководствовалась КПРФ.   поддержав Специальную военную операцию на Украине.

Начало XXI века ознаменовалось беспрецедентным мировым кризисом. В последнее время все динамичнее, все сильнее и заметнее проявляется именно классовая сущность глобальных и внутренних мировых процессов, охвативших практически все страны и континенты, на этом фоне стремительно происходит размежевание общества.

Растущие планетарные аппетиты мирового капитала провоцируют внутренние конфликты в разных точках мира;  для достижения своих целей  капитал использует вооруженные силы, технологии цветных революций, вскормленных террористов и откровенных неофашистов.

Тенденция набирает обороты. Сегодня уже мы являемся свидетелями и современниками геополитических катастроф исторического масштаба.

Югославия, Ирак, Ливия и Сирия, а также недвусмысленные угрозы в адрес других стран являются достаточно яркими иллюстрациями того, как действует американский империализм в мире.

В государства - спонсоры терроризма записываются все страны, не пожелавшие подчиниться американскому диктату и проводящие свою собственную внешнюю политику. Яркий пример тому – Куба и Венесуэла.

Одержимые оголтелой русофобией, ненавистью к России и всему русскому миру, империалистические круги США и Европы, используя созданную ими же самими ситуацию по переделу сфер влияния между различными национальными группами олигархов – капиталистов на Украине, развязали братоубийственную войну на Донбассе, где до сих пор льется кровь и гибнут люди. В качестве оружия для разжигания войны вновь используется фашизм.   

Западные лидеры открыто говорят о начале новой «холодной войны, об открытом противостоянии с Россией и необходимости проучить русских агрессоров, заступившись за Украину.

Еще одной задачей, является втягивание России в военный конфликт, ее максимальное ослабление и, в конечном итоге порабощение.

Наступление ведется по многим фронтам, где используется все  - от экономического и дипломатического давления до военных угроз. Важнейшую роль здесь играет информационное и идеологическое наступление.    

Товарищи!

Возвращаясь к ситуации на Украине, хотел бы отметить, что, к сожалению, позиция КПРФ в отношении поддержки спецоперации, проводимой Россией, воспринимается среди коммунистических и рабочих партий неоднозначно.

Партию открыто обвиняет в проправительственной, т.е, соответственно, проимпериалистической позиции.

Некоторые партии солидарны с мнением греческих товарищей о том что, на Украине идет империалистическая война в интересах российской буржуазии и, поддерживая специальную операцию, КПРФ, таким образом, «проводит линию на солидарность с правящей партией «Единая Россия» и президентом Путиным».

Мы категорически не согласны с такой утилитарной оценкой, потому, что любая война имеет свои специфические особенности и определить их - первейшая задача марксиста.

В нашем понимании, война народа Донбасса против киевского режима носит очевидный национально освободительный характер. По своей сути - это война за независимость от правящего фашистского режима, а с точки зрения России - это борьба с вешней угрозой национальной безопасности и фашизмом.

В соответствии с Конституцией РФ Президент предпринял предусмотренные Законом действия, поскольку иными способами противостоять агрессии было невозможно. Для обеспечения национальной безопасности России не было другого выхода, кроме как нанести превентивный удар.

К тому же, переговорный процесс в рамках Минских договоренностей умышленно саботируется Киевом при поддержке США и Евросоюза.

Товарищи!

Мы весьма критически относились и относимся к внешней политике, проводимой руководством России, всегда осуждали и осуждаем фактическое игнорирование интересов народов, еще недавно входивших в состав единого советского государства.

Именно КПРФ с 2014 года настойчиво выдвигала требование о признании Россией Донецкой и Луганской народных республик, постоянно направляла колонны с гуманитарной помощью и оказывала всестороннюю поддержку народу, воюющему с фашизмом.

Ни одна другая политическая партия России не сделала так много для поддержки населения Донбасса. Мы изначально поддерживали и поддерживаем возвращение Донбасса в состав России.

Собственно, не КПРФ «проявляет солидарность с Единой Россией и президентом Путиным», а они, в силу исторических императивов, вынуждены пойти по пути, на котором в течение трех десятилетий упорно настаивала КПРФ.

Товарищи, КПРФ выражает свою солидарность с борющимися народами Кубы, Венесуэлы и всех стран, вставших на путь борьбы с международным империализмом.  

В заключение, я хотел бы сделать несколько сообщений.

КПРФ и РКРП подготовили совместное заявление «Борьба с империализмом США и НАТО, рвущимся к мировой гегемонии – важнейшая задача прогрессивных сил!». Просим его поддержать.

К сожалению, мероприятия по празднованию 100-летия образования СССР переносятся на новый срок в связи с текущей ситуацией в мире и большими трудностями в логистике. О новой дате проведения мероприятия мы сообщим.
