Intervention of the Palestinian Communist Party and the 23rd International Meeting of the Communist and Workers’ Parties

Dear comrades

We send you a Bolshevik greeting in this great international meeting, the twenty-third meeting. We are grateful to the comrades in the Turkish Communist Party for their hospitality and reception, despite the catastrophic earthquake that struck Turkey several months ago, and the Turkish people are still suffering from its consequences until now. Twenty-three is proof that we are still standing. In the face of the frenzied attack of the bourgeoisie against our peoples and parties. This attack took different forms, from direct military intervention, such as in Iraq, Afghanistan, Libya, and Syria recently, to indirect intervention through terrorist gangs, such as ISIS in Iraq after the expulsion of the American army, or the aggressive war by Saudi Arabia and its allies on Yemen, to the economic blockade, such as the blockade imposed on Syria, Lebanon. Yemen and the Gaza Strip.

The international communist movement confronted the counter-revolution armed with two things: the first was ideological weapons, and the second was international solidarity between itself and its peoples as well. However, after the twentieth congress of the Soviet Communist Party and the Khrushchev apostasy, revisionist currents appeared in the movement, led by the parties that began to abandon a major pillar of the Marxist-Leninist theory. That is, Leninism, saying that Leninism is only suitable for the Russian situation and that the peculiarities of their countries differ from the situation in Russia before the revolution, or that capitalism has developed such that confronting it requires different tools, such as non-governmental organizations with fundingSuspicious, and from here began the distortion and fabrication, and the matter reached the point of considering human heritage in all its aspects as a source of analysis. Various communists, such as European, Arab, and other communists, appeared in different regions of the world, and some of them came to the point of considering religion as human thought as part of the sources of analysis.

The central task of the international communist movement today is, in addition to the daily struggle against the bourgeoisie, the struggle to educate party cadres and members in Marxist-Leninist thought and theory.

Of course, the communist parties have a clear and clear vision about what imperialist colonialism is, and certainly each party has its own extensive reading of the political, economic, and social reality in their countries, but efforts must be unified - the efforts of the communist parties to stand up to imperialism by forming one unified front cooperating together. Without exaggerating the reality of the policies of governments that conflict with the policies of the communist parties, and their cooperation together to create an influential and pressing interaction, open broader horizons, and confront together the global imperialist policy against the peoples from this standpoint in which we call for the formation of that desired axis.

To uncover and expose lies

- Communist comradely cooperation between parties with a clear communist orientation, without ambiguity, fraud, or using names that have nothing to do with communism.

- Develop a study, strategy, and clear vision on how to deal with the hotbeds of the bourgeoisie and expose its discoloration and deception from beneath the murky waters.

-Working to frame the communist youth movement in parent organizations in colleges, institutes, universities, and intermediate secondary education, and raise the efficiency of the intellectual performance of male and female youth, with continuous incitement to clarify class interests, advance sustainable development programs, and axes of cultural exchange, such as culture and arts for peoples, community participation, and technology incubators.

-Strengthening the work within communist women’s frameworks and activating their role in societies, integrated with their comrades as a strong and influential support at the forefront of the ranks as an activist, and we believe in their ability to continuously give without limits.

-Activating the work of trade union frameworks in factories and the streets to clarify the nature of these bourgeois systems and their work that obstructs the historical development of humanity.

-Working on issuing a monthly magazine or joint media newspaper between the communist parties as a special electronic platform managed by youth delegates and in all languages, which is published through the exchange of ideas and granting the editorial staff an effective contribution in finding points of interaction with the main axes of the communist parties, similar to the Comintern. - Detailed appendix -.

-Working to adhere to and adopt Marxism-Leninism and adhere to the Leninist principle of democratic centralism in organizational work.

-Agreement and work on the spread of an international cooperation organization between communist parties only, for the exchange of information, “the International Cooperation Council for Communist Parties.”

-Forming safety nets for the ongoing struggle, and let the Palestinian Communist Party and Palestine always be the center of global action to lift the historical oppression that was planted in its side like a deadly cancer, preventing communication and life within it.

The lack of clarity of vision among the communists left the door open for populism and neo-fascism to exploit the plight of the peoples with their resonant slogans to distort their struggle from a struggle against the bourgeois system to a struggle under empty slogans, as happened in Germany on the eve of World War II, and these slogans turned into a graveyard for the peoples.

Another of our missions is to struggle for the democratic rights of youth and women and the rights of the people, for freedom of party and trade union organization, freedom of education and work, to eliminate man’s exploitation of his fellow man and build a communist society.

Comrades

The crisis of the capitalist system is getting deeper and taking the form of stagflation that will lead to the collapse of this system, and in its attempt to survive, it is heading towards igniting wars. From here we see that the war taking place today in Ukraine is a war of the bourgeoisie to share influence, markets, and sources of raw materials such as energy, precious metals, such as lithium., gold and other raw materials. This war affects the people of the entire world by disrupting the world’s supply of food and agricultural medicines. Therefore, our party demands an end to this war, for which the Ukrainian and Russian peoples are paying with their blood and infrastructure.

The bourgeoisie’s feeling of the depth of its crisis leads to an increase in its brutality. American imperialism, by its nature, constitutes the main and greatest danger to peoples who yearn for liberation from slavery in all its forms. This brutality is clearly demonstrated in our country by preventing any political solution to the Palestinian issue, and despite all attempts at a solution because of international legitimacy resolutions. However, American imperialism and its protégé, the Entity State, rejected and refuse any attempt at a peaceful and just solution to the Palestinian issue. It was not satisfied with this, but it escalated its attack on our people by accelerating the construction of colonies and inflating the size of the buildings in them, which leads to demographic and geographical change and the transformation of the ruling regime from a Zionist to a fascist religious Zionist. Its mission is to abuse the Palestinian people and displace them, voluntarily or unintentionally, taking advantage of the weak Oslo Accords that divide the Palestinian territories into A, B, and C. The scandal here is that Area A falls under the full control of the authority administratively and security-wise, and Area B is only administratively, while Area C falls under the direct control of the occupation and constitutes more than 60% of the land area on which the Palestinian state is supposed to be built, within the June 4 borders. Unfortunately, here, instead of the authority supporting the struggle of our people in all its forms, it is coordinating security with the occupation, chasing, arresting, and killing the freedom fighters and handing them over to the occupation.

Our party believes that a just and lasting solution to the Palestinian issue is achieved through all forms of struggle to restore legitimate national rightsthe Palestinian Arab people have the right of return, self-determination, and the establishment of their free and independent state on the entire Palestinian national territory, a state for all its people, with unified Jerusalem as its capital.

مداخلة الحزب الشيوعي الفلسطيني واللقاء الأممي 23 للأحزاب الشيوعية والعمالية

رفاقنا الأعزاء

تحية بلشفية نرسلها لكم في هذا اللقاء الأممي الكبير اللقاء الثالث والعشرين، شاكرين للرفاق في الحزب الشيوعي التركي حسن الضيافة والاستقبال، رغم كارثة الزلازل التي ضربت تركيا قبل عدة أشهر، ولا يزال الشعب التركي يعاني من تبعاتها لغاية الآن، ثلاثة وعشرين إثباتاً بأننا ما زلنا صامدين في وجه الهجمة المسعورة للبرجوازية ضد شعوبنا وأحزابنا. هذه الهجمة أخذت أشكال مختلفة فمن التدخل العسكري المباشر كالعراق، افغانستان، ليبيا وسورية مؤخراً إلى التدخل الغير مباشر من خلال العصابات الأرهابية كداعش في العراق بعد طرد الجيش الامريكي، أو الحرب العدوانية من قبل السعودية وحلفائها على اليمن إلى الحصار الاقتصادي كالحصار المفروض على سورية، لبنان،اليمن وقطاع غزة.

لقد واجهت الحركة الشيوعية العالمية الثورة المضادة متسلحة بأمرين الأول السلاح الأيدولوجي، والثاني التضامن الأممي فيما بينها وبين شعوبها أيضاً، لكن وبعد المؤتمر العشرين للحزب الشيوعي السوفيتي والردة الخروتشوفية ظهر في الحركة تيارات تحريفية على رأسها الاحزاب التي بدأت بالتخلي عن عامود رئيسي من أعمدة النظرية الماركسية اللينينية آلا وهي اللينينية قائلين بأن اللينينية لا تصلح إلا على الوضع الروسي وأن خصوصيات دولهم تختلف عن الوضع في روسيا قبل الثورة أو أن الرأسمالية تطورت بحيث أصبح مواجهتها تحتاج إلى أدوات مختلفة كالمنظمات الغير حكومية ذات التمويل

 المشبوه، ومن هنا بدء التحريف والتخريف، ووصل الأمر إلى اعتبار التراث  الإنساني بكل مشاربه مصدر من مصادر التحليل. فظهرت شيوعيات مختلفة كالأوروبية، العربية وغيرها في مناطق العالم المختلفة، ووصل الأمر ببعضهم لاعتبار الدين كفكر انساني جزء من مصادر التحليل.

إن المهمة المركزية للحركة الشيوعية العالمية اليوم هي بالاضافة للنضال اليومي في وجه البرجوازية، النضال من أجل تثقيف كوادر وأعضاء الحزب على الفكر والنظرية الماركسية اللينينية.

بطبيعة الحال إن الأحزاب الشيوعية لديها رؤية واضحة وجلية حول ماهية الاستعمار الإمبريالي، وبالتأكيد أن كل حزب لديه قراءة مستفيضة خاصة به عن الواقع السياسي والاقتصادي والاجتماعي في دولهم ، ولكن لابد من توحيد الجهود " جهود الأحزاب الشيوعية للوقوف في مواجهة الامبريالية بتشكيل جبهة واحدة موحدة متعاونة معاً دون الإفراط بواقع سياسة الحكومات التي تتعارض مع سياسة الأحزاب الشيوعية وتعاونها معا لخلق تفاعل مؤثر و ضاغط وفتح آفاق أوسع والتصدي معا للسياسة الامبريالية العالمية ضد الشعوب من هذا المنطلق الذي ندعو فيه لتشكيل ذاك المحور المنشود

-       لكشف الأكاذيب وفضحها

-       التعاون الرفاقي الشيوعي بين الأحزاب ذات التوجه الشيوعي الواضح دون مواربة أو تحايل أو استخدام اسماء ليست لها علاقة بالشيوعية.

-       وضع دراسة واستراتيجية ورؤية واضحة في كيفية التعامل مع بؤر البرجوازية وفضح تلونها وخداعها من أسفل المياه العكرة .

-       العمل على تأطير الحركة الشبابية الشيوعية في المنظمات الأم في الكليات والمعاهد والجامعات والتعليم الثانوي المتوسط ورفع كفاءة الأداء الفكري لليافعين واليافعات مع التحريض المستمر بتوضيح المصالح الطبقية ودفع برامج التنمية المستدامة ومحاور التبادل الثقافي من ثقافة وفنون للشعوب والمشاركة المجتمعية وحاضنة التكنولوجيا .

-       تقوية العمل في الإطر النسائية الشيوعية وتفعيل دورها في المجتمعات مندمجة مع الرفاق كسند قوي ومؤثر في مقدمة الصفوف كفاعلة و نؤمن بقدرتها على العطاء المستمر بلا حدود.

-       تنشيط عمل الإطر النقابية في المصانع والمعامل والشوارع من أجل توضيح ماهية هذه الأنظمة البرجوازية وعملها المعيق للتطور التاريخي للبشرية.

-       العمل علي استصدار مجلة شهرية أو صحيفة اعلامية مشتركة بين الاحزاب الشيوعية كمنصة خاصة الكترونية يديرها مفوضين من الشباب وبكل اللغات والتي يتم النشر عليها عبر تبادل الأفكار ومنح طاقم التحرير للمساهمة الفاعلة في ايجاد نقاط تفاعلية مع المحاور الرئيسية للاحزاب الشيوعية على غرار الكومنتيرن . – ملحق تفصيلي -

-       العمل علي التمسك وتبني الماركسية اللينينية والتمسك بالمبدأ اللينيني للمركزية الديمقراطية بالعمل التنظيمي .

-       الاتفاق والعمل علي انتشار منظمة تعاضد أممي بين الأحزاب الشيوعية فقط ، لتبادل المعلومات " مجلس التعاضد الأممي للأحزاب الشيوعية.

-       تشكيل شبكات الأمان للنضال المستمر وليكن الحزب الشيوعي الفلسطيني وفلسطين هي مركز الحدث العالمي علي الدوام لرفع المظلومية التاريخية التي زرعت في خاصرتها كسرطان قاتل ، يمنع التواصل والحياة فيها.

إن عدم وضوح الرؤية لدى الشيوعيين ترك الباب مفتوحاً للشعبوية والفاشية الجديدة لتستغل مأسي الشعوب بشعاراتها الرنانة لتحرف نضاله من نضال ضد النظام البرجوازي إلى نضال تحت شعارات فارغة كما حصل في ألمانيا عشية الحرب العالمية الثانية، وتحولت هذه الشعارات إلى مقبرة للشعوب.

من مهماتنا الأخرى هو النضال من أجل حقوق الشباب والنساء الديمقراطية وحقوق الشعب من أجل حرية التنظيم الحزبي والنقابي، حرية التعليم والعمل وصولا للقضاء على استغلال الانسان لأخيه الإنسان وبناء المجتمع الشيوعي.

رفاقنا الأعزاء

إن أزمة النظام الرأسمالي تزداد عمقاً وتأخذ شكل الركود التضخمي الذي سيؤدي إلى انهيار هذا النظام، وفي محاولته للبقاء يتجه نحو أشعال الحروب، من هنا نرى أن الحرب الدائرة اليوم في أكرانيا هي حرب البرجوازيات لتقاسم النفوذ، الأسواق ومصادر المواد الاولية كالطاقة، المعادن الثمينة، كالليثيوم، الذهب وغيرها من المواد الأولية، هذه الحرب تؤثر على شعوب العالم بأسره من خلال تعطيل امداد العالم بالأغذية والأدوية الزراعية، لذا يطالب حزبنا بوقف هذه الحرب التي يدفع ثمنها الشعبين الأكراني والروسي بدمائهم وبنيتهم التحتية.

رفاقنا الاعزاء

إن شعور البرجوازية بعمق أزمتها يؤدي إلى زديادة وحشيتها، فالامبريالية الامريكية بطبيعتها تشكل الخطر الاساسي والاكبر على الشعوب التواقة للتحرر من الاستعباد بكافة اشكاله، وتظهر جلياً هذه الوحشية في بلادنا من خلال وأد أي حل سياسي للقضية الفلسطينية، ورغم كل محاولات الحل على أساس قرارات الشرعية الدولية إلا أن الأمبريالية الأمريكية وربيبتها دولة الكيان رفضت وترفض أي محاولة لحل سلمي وعادل للقضية الفلسطينية، ولم تكتفي بهذا بل سعرت هجومها على شعبنا من خلال تسريع بناء المستعمرات وتضخيم حجم المبني فيها مما يؤدي إلى التغير الديمغرافي والجغرافي ً وتحول النظام الحاكم من صهيوني إلى صهيوني ديني فاشي مهمته التنكيل بالشعب الفلسطيني وتهجيره طوعاً أو قصراً مستغلةً اتفاقية أوسلو الهزيلة التي تقسم الأراضي الفلسطينية إلى أ ب وج، ومن الفضيحة هنا أن منطقة أ تقع تحت السيطرة الكاملة للسلطة إدارياً وأمنياً ومنطقة ب فقط ادارياً أما المنطقة ج تقع تحت السيطرة المباشرة للاحتلال وتشكل ما يزيد عن 60% من مساحة الاراضي المفروض أن تبنى عليها الدولة الفلسطينية حدود الرابع من حزيران. وللأسف هنا بدل من أن تقوم السلطة بدعم نضا ل شعبنا بكافة أشكاله تقوم بالتنسيق الامني مع الاحتلال تطارد، تعتقل وتقتل المناضلين وتسلمهم للإحتلال.

إن حزبنا يرى أن الحل العادل والدائم للقضية الفلسطينية يتم من خلال النضال كافة أشكال النضال من أجل استعادة الحقوق الوطنية المشروعة

للشعب العربي الفلسطيني المتمثلة بحق العودة وتقرير المصير واقامة دولته الحرة المستقلة على كامل التراب الوطني الفلسطيني دولة لكافة أبنائها وعاصمتها القدس الموحدة.
