Dear comrades,

This is the second time that an International Meeting of Communist and Workers’ Parties is taking place on Latin American land. This fact has historical significance for our movement. The continent’s Communist Parties, inspired by the Cuban revolution, have for many years waged a struggle against dictatorships, for freedom and the rights of the working people. Today Communists in many countries play an important role in shaping and implementing the policy of reforms in the interests of the peoples of their countries and of an independent foreign policy.

The CPRF is extending its greetings to all the participants in the Meeting and wishes them successful work. We would like especially to greet the comrades from Ecuador who have carried out a large amount of work to enable us to meet here.

During the course of previous Meetings, regional and national events we have stressed that international meetings are important and necessary because they enable us not only to exchange information, but to work out common assessments of the events and phenomena in the world. This is all the more necessary in connection with sometimes tragic events that occur in various regions. We have done so at each of the Meetings and tried to act jointly to counter their negative consequences. Our assessments have proved to be right in many ways. However, the development of events demands that we revisit these issues. For example, in Lebanon and Lisbon we talked a great deal about the Arab Spring. Some saw this movement as a kind of revolution. In reality, this was not so. The whole Middle East is engulfed by the flames of extremism. Unfortunately, we have not managed to implement the proposal of the Arab comrades on organizing a seminar on these problems.

We have long been warning about the resurgence of Fascism and the growth of nationalism and xenophobia in Europe. Few people at the time could imagine that all this would manifest itself in such forms and on such a scale as it happened in Ukraine. Our task today is to defend the Communist Party of Ukraine and its people.

Next year will see the 70^th anniversary of the Great Victory over Fascism. Five years ago we were confronted with an ugly campaign to discredit the role of the Soviet people and the Resistance movement in achieving that Victory. We expect a repeat of such a campaign. In this connection we propose to include joint celebration of the 70^th Anniversary of Victory in our action plan for 2015. We believe that our common joined-up actions will provide a potent answer to the encroachments of the Fascist and extremist forces that have reared their heads.

At every Meeting we discuss one of the key topics for the Communist and Workers’ Parties, and that is the role of these parties in the struggle for the rights of the working class and all the working people. For the CPRF this is the priority area of activity. The problem is that our party had no experience of organizing the struggle of the working people for their rights, experience of interacting with the trade unions. For many years during the period of socialist construction, we regarded the trade unions as “a school for Communism.” But today’s Communists in Russia had no experience of cooperation with the trade unions under capitalism. Our party is a party of the working class and the struggle for its rights is the key part of its activities. In late October of this year the CPRF Central Committee Plenum considered the issue “The Position of the Working Class in Russia and the Tasks of the CPRF in Increasing its Influence in the Proletarian Milieu.” The Party’s position is that the capitalism restored in Russia is regressive and parasitic, oligarchic and comprador capitalism that is not viable and is historically doomed.

Russia is witnessing a temporary retreat of socialism and restoration of the omnipotence of private property. Capitalism has split the country into two main social classes: the bourgeoisie and the proletariat. The developments in recent years confirm that the working class is interested in socialism and that it is the most numerous social group in Russia. This means that it can become the leader of the struggle for a radical transformation of society. Our Party believes that the working class still has a real chance to become the vanguard in the confrontation with the bourgeoisie. The political goal of moving towards socialist construction is to destroy the dictatorship of capital. Our party believes that it can only be replaced by the dictatorship of the proletariat. The CPRF sees this not only as the ability to defend the foundations of socialism against capitalism’s attacks, but above all its creative character that can ensure the victory of socialism.

In this struggle the slogan “Proletarians of All Lands, Unite” is more relevant than ever.

¡Queridos compañeros!

Es la segunda vez que el Encuentro internacional de los partidos comunistas y obreros se celebra en la tierra latinoamericana. Ese hecho tiene una significación histórica para nuestro movimiento. Los partidos comunistas del continente latinoamericano inspirados por la Revolución cubana durante largos años libraron la lucha contra las dictaduras, por la libertad y los derechos de los trabajadores. Hoy, en muchos países los comunistas juegan un importante papel en el diseño y la materialización de la política de reformas en intereses de sus pueblos y la política exterior independiente.

El Partido Comunista de la Federación de Rusia (PCFR) les transmite el saludo comunista y desea éxitos en el trabajo a todos los participantes del Encuentro. Es de manera especial que saludamos a los compañeros ecuatorianos por un gran trabajo realizado para que podamos encontrarnos aquí.

En las reuniones anteriores, en los eventos regionales y nacionales señalamos la importancia y necesidad de los encuentros internacionales que no solamente nos permiten intercambiar de la información sino también elaborar las estimaciones conjuntas sobre los acontecimientos y fenómenos de la vida internacional. Ello es especialmente necesario frente a los acontecimientos a veces trágicos que se producen en diferentes regiones. Lo hacíamos en cada encuentro y tratamos de emprender acciones conjuntas frente a las consecuencias negativas. En numerosos aspectos nuestras estimaciones fueron correctas. Sin embargo el desarrollo de los acontecimientos requiere que volvamos más de una vez a ellas. Por ejemplo, en Líbano y Lisboa dialogamos mucho sobre la “Primavera árabe”. Para algunos, ese movimiento era una especie de la revolución. Pero en realidad era lo distinto. En todo el Cercano Oriente arden las llamas del extremismo. Lamentablemente, no logramos llevar a la práctica la propuesta de nuestros compañeros árabes de celebrar un seminario sobre estos problemas.

Hablamos desde hace tiempo sobre el renacimiento del fascismo y la xenofobia en Europa. Eran muy pocos quienes creían que todo podría revestir formas y dimensiones tan grandes como lo es en Ucrania. Hoy nuestra tarea es defender al Partido Comunista de Ucrania y al pueblo de este país.

El año que viene se celebrará el Aniversario de los setenta años de la Victoria sobre el fascismo. Hace cinco años, nos enfrentamos con una sucia campaña del desprestigio de rol del pueblo soviético y el movimiento de resistencia en la victoria. Prevemos que esa campaña se repita de nuevo. Con relación a esto, proponemos incluir en el plan de acción para 2015 la celebración conjunta del 70 Aniversario de la Victoria. Consideramos que nuestras acciones comunes y amistosas serán una respuesta seria a las artimañas de las fuerzas fascistas y extremistas que de nuevo levantan la cabeza.

¡Compañeros!

En cada Encuentro discutimos uno de los temas principales para los partidos comunistas y obreros: el papel de estos partidos en la lucha por los derechos de la clase obrera y todos los trabajadores. Para el PCFR esta línea de acción es la prioritaria. El problema es que nuestro partido no tenía experiencias de organización de la lucha de los trabajadores por sus derechos y experiencias de acción mutua con los sindicatos. Muchos años, en condiciones de la construcción socialista considerábamos que los sindicatos son la “escuela del comunismo”. Pero las experiencias de la colaboración con los sindicatos en condiciones del capitalismo moderno los comunistas rusos de hoy no las tenían. Nuestro partido es partido de la clase obrera y la lucha por sus derechos es lo principal en nuestra acción. A fines de octubre de este año, se celebró la Reunión plenaria del Comité Central del PCFR que estudió el problema de la “Situación de la clase obrera de Rusia y las tareas del PCFR para fortalecer su influencia en el proletariado”. Nuestro partido considera que el capitalismo restaurado en Rusia es regresivo y parasitario, oligárquico y comprador, falto de la vitalidad y condenado históricamente.

Rusia vive el retroceso provisional del socialismo y la restauración del poder omnímodo de la propiedad privada. El capitalismo dividió al país en dos clases principales: la burguesía y el proletariado. El desarrollo de los acontecimientos de los últimos años confirma que la clase obrera está interesada en el socialismo y que es el grupo social más numeroso de Rusia. Ello significa que es capaz de ocupar la posición protagónica en la lucha por la transformación cardinal de la sociedad. Nuestro partido considera que como antes la clase obrera posee una posibilidad real de hacerse la vanguardia en el enfrentamiento con la burguesía. El objetivo político del paso a la construcción socialista es la destrucción de la dictadura del capital. Nuestro partido opina que únicamente se puede sustituirla con la dictadura del proletariado. Esta misma significa para el PCFR no solamente la capacidad de defender los fundamentos del socialismo frente a los ataques del capital sino, antes que nada, su carácter creador capaz de garantizar la victoria del socialismo.

En esa lucha, como nunca antes, es actual la consigna “¡Proletarios de todos los países, uníos!”.

Дорогие товарищи!

Во второй раз Международная встреча коммунистических и рабочих партий проходит на латиноамериканской земле. Этот факт имеет историческое для нашего движения значение. Коммунистические партии этого континента, вдохновленные кубинской революцией, многие годы вели борьбу против диктатур, за свободу и права трудящихся. Сегодня во многих странах коммунисты играют важную роль в формировании и осуществлении политики реформ в интересах народов своих стран, независимой внешней политики.

КПРФ передает всем участникам Встречи коммунистический привет и пожелания успешной работы. Мы особо приветствуем эквадорских товарищей, проделавших большую работу для того, чтобы мы здесь встретились.

На предыдущих Встречах, на региональных и национальных мероприятиях мы отмечали важность и необходимость международных встреч, которые позволяют нам не только обмениваться информацией, но и выработать совместные оценки событий и явлений, происходящих в мире. Это тем более необходимо в связи с, порой, трагическими событиями, происходящими в различных регионах. Мы это делали на каждой из состоявшихся Встреч и старались предпринять совместные акции по противодействию их негативным последствиям. Во многом наши оценки были правильными. Однако, развитие событий требует от нас ещё не раз к ним возвращаться. Например, в Ливане и Лиссабоне мы много говорили об «арабской весне». Некоторые увидели в этом движении своего рода революцию. На самом деле это оказалось не так. Весь Ближний Восток полыхает в огне экстремизма. К сожалению, нам не удалось реализовать предложение арабских товарищей об организации семинара по этим проблемам.

Мы давно говорили о возрождении фашизма и росте национализма и ксенофобии в Европе. Мало кто тогда думал, что все это может проявиться в таких формах и таких масштабах, как это случилось в Украине. Наша задача сегодня – защитить Коммунистическую партию Украины и народ этой страны.

В следующем году исполняется 70 лет великой Победы над фашизмом. Пять лет тому назад мы столкнулись с грязной кампанией по дискредитации роли в победе советского народа и движения сопротивления. Мы ожидаем, что эта кампания повторится. В этой связи предлагаем включить в план действий 2015 года совместное празднование 70-летия Победы. Мы исходим из того, что наши общие и дружные акции станут серьезным ответом на происки поднявших головы фашистских и экстремистских сил.

Товарищи!

На каждой Встрече мы обсуждаем одну из главных для коммунистических и рабочих партий тем – роль этих партий в борьбе за права рабочего класса, всех трудящихся. Для КПРФ это направление деятельности является первостепенным. Проблема заключается в том, что у нашей партии отсутствовал опыт организации борьбы трудящихся за свои права, опыт взаимодействия с профсоюзами. Многие годы, в условиях социалистического строительства, мы рассматривали профсоюзы в качестве «школы коммунизма». Но опыта сотрудничества с профсоюзами в условиях капитализма у современных российских коммунистов не было. Наша партия-это партия рабочего класса и борьба за его права является главным в её деятельности. В конце октября этого года состоялся Пленум Центрального комитета КПРФ, который рассмотрел вопрос «Положение рабочего класса в России и задачи КПРФ по усилению влияния в пролетарской среде». Партия исходит из того, что реставрированный в России капитализм является регрессивным и паразитическим, олигархическим и компрадорским, нежизненным и исторически обреченным.

Россия переживает временное отступление социализма и реставрацию всевластия частной собственности. Капитализм расколол страну на два основных класса: буржуазию и пролетариат. Развитие событий последних лет подтверждает, что рабочий класс заинтересован в социализме и что он является самой многочисленной социальной группой в России. Это означает, что он способен занять ведущее положение в борьбе за коренное переустройство общества. Наша партия считает, что рабочий класс по- прежнему обладает реальной возможностью стать авангардом в противостоянии с буржуазией. Политическая цель перехода к социалистическому строительству- уничтожение диктатуры капитала. Наша партия считает, что заменить её можно только диктатурой пролетариата. Под ней КПРФ понимает не только способность защищать основы социализма от атак капитала, но, прежде всего, её созидательный характер, способный обеспечить победу социализма.

В этой борьбе, как никогда, актуален лозунг «Пролетарии всех стран, соединяйтесь!».
