Dear comrades,

First of all permit me to convey to you fraternal greetings from the Central Committee of the Communist Party of the Russian Federation.

We are grateful to the Communist party of Turkey for organizing the 17th Meeting and for inviting us to take part in it.

Comrades,

Only a year has passed since the previous meeting. And yet we see a totally different international situation before us. A totally different state of the capitalist world. Events are developing fast, influencing one another, giving space to a vast number of interpretations and reaching every country and every home.

However, one important and major conclusion can be drawn at once. All the long-term forecasts and predictions the CPRF has made in the twenty years since its recreation are coming true with a vengeance. They have all been based on class analysis. The class essence of the global and internal processes is manifesting itself ever more noticeably and dynamically.

We have named from the outset the central threat to the whole world: the planetary appetites of “the golden billion” will keep growing. At the stage of peaceful development of capitalism they were measured in figures. Thereafter they have been measured in blood. Imperialism, the highest stage of capitalism, has provoked in various parts of the world internal conflicts using armed force, the technology of “colour” revolutions and fostering terrorists and neo-fascists. The trend has been gaining momentum faster than one could imagine. Today we are witnesses and contemporaries of geopolitical catastrophes on a historic scale.

The United States and its allies in Europe have practically destroyed the Middle East in its former shape. Entire states and peoples have been derailed. The terrorist army of the Islamic State, which has neither borders nor a government, is filling the free space, has got out of control of its Transatlantic masters and is throwing a bloody challenge to the whole mankind.

Hundred of thousands of migrants from North Africa and the Middle East are besieging the borders of European states. The leaders of the European Union, who have hanging round their necks serious economic problems and the problem of Greece which they have ruined, are making a show of humanism and flinging their doors open. They are afraid to admit that along with the destitute people a socially active “migration maidan” is striving to get into the centre of Europe, a group which will finally undermine not only the traditional way of life, but the economy of he European Union. It will strike at the interests of the working people in these countries. Far from being resolved, the problems of poverty and inequality will multiply.

Still counting on the failed experiment of “multi-culturalism” the liberal elites of Europe are betraying the future of their peoples. Without international unity in class struggle prolonged coexistence of different ethnic communities will lead to ethnic clashes. It will dramatically strengthen the positions of radical nationalism in Europe.

In the meantime the project of collective Europe is falling apart under the onslaught of the problems created by American imperialism. The potential for conflict is growing. Britain threatens to withdraw from the European Union. The relations between Serbia and Croatia have reached a flash point and the Balkans may be engulfed in flames once again. Eastern Europe has come out against the EU plan of introducing migrant quotas.

The USA has dealt a double blow to its European allies by forcing them to minimize their trade and economic cooperation with Russia and letting the jinn of radical Islam out of the bottle. And now they are creating an economic belt declaring their goal publicly, cynically and arrogantly: they will not allow the rules of global economy and trade to be written by anyone but themselves.

All these processes are being initiated and are going on against the background of the continuing neo-Nazi witches’ Sabbath in Ukraine, the US plans to place nuclear weapons in Germany and active preparation of new “colour” crises in Armenia and Azerbaijan. For the first time since the end of the Second World War the Japanese military has been given leave by parliament to take part in combat action to defend “friendly countries” even if Japan itself is not attacked. The question of stripping Russia of its right of veto at the Security Council or dumping that unique mechanism altogether is being raised openly, aggressively and at the high level.

All this seems to be inconceivable. It is inconceivable for non-class analysis when one can talk about the “sunset of Europe”, the “ambitions” of the USA, religious fanatics and about the problems of terrorism in the 21^st century. From the class point of view we witness the sunset of capitalism with the bloody dawn of new threats aimed at striking at all the actively developing countries, all he alternative power centres, any other development models that compete with the “the golden billion” for a decent quality of life.

In this context the key task of the communist and workers’ movement is to create a broad front against imperialism, against the spread of fascism and international terrorism. We hope that at this Meeting we will make another step towards fulfilling that important task by proposing a plan of joint actions for the future.

This year we marked the 70^th anniversary of our common great victory over Fascism. Unfortunately, the events of recent years show that the world has not become more secure. Wars, generated by Fascism and Nazism, are raging in various regions, and every attempt is being made to distort the history of the Second World War and rehabilitate Fascism. The call, “People, be vigilant” is becoming relevant again.

The CPRF in our country has carried out a series of events devoted to that momentous date. Above all it was the Meeting of international democratic organizations created after the Victory over Fascism and whose activities over the past seven decades have greatly contributed to preserving world peace, the achievement of independence by many countries, to social and political progress. They are the World Peace Council, the World Federation of Trade Unions, the Women’s International Democratic Federation, the International Association of Democratic Lawyers and the International Federation of Resistance Fighters – Association of Anti-Fascists. The Appeal adopted by the participants in the Meeting calls for joint actions of all the progressive forces of the world against the resurgence and spread of Fascism.

Our representatives have also taken part in similar events organized by the communists of the Czech Republic, Germany and Switzerland. We are pleased to note that many communist and workers’ parties on all continents have organised their events, issued statements and appeals not to allow a repeat of humankind’s tragedy of the 20 century.

Comrades,

At our meeting today we are discussing the tasks of our parties in strengthening the struggle of the working class against capitalist exploitation, imperialist wars and Fascism, and for Socialism. Capitalism with its ruthless exploitation of cheap labour of workers is wittingly or unwittingly contributing to the development of class consciousness. Our task is to introduce this consciousness into the minds of workers and support any attempts of the workers to fight for their rights, for improving their social position, against the arbitrariness and depredations of the exploiters.

Present-day Russia is not an exception in the capitalist world. The Communists are aware that the lack of class maturity of the Russian proletariat is a temporary phenomenon. It is all the more important to conduct this work persistently and painstakingly in the workers’ milieu.

Our country is not only the target, but also a hostage of the transnational capitalist system. Russia today is experiencing pressure from outside, it is surrounded by hot spots and is hamstrung by Western sanctions. The Trojan horse of the “golden billion” resides first and foremost in the oligarchic comprador policy geared to the external market.

The CPRF today is opposing the authorities which pursue such a course, the sway of the oligarchs who are protecting the interests of Big Business, corrupt officials, the authorities which despise the interests of their people.

Against all the odds, the CPRF has proved its ability to broaden its nationwide support.

This is borne out by the results of the recent regional elections and elections of the governors of some regions. Most notably, the victory in the election of the governor of the Irkutsk region. Our candidate, Member of the Presidium of the CC CPRF, Sergey Levchenko, became the governor of a very important region which is in the top third of the Russian regions in terms of population and gross regional product. Fourteen of our candidates were runners-up in these elections and five came third.

This is a very valuable result considering the difficult conditions in which we are working, the situation of political diktat, information terror, endless provocations against the party and the atmosphere of anti-Communism and anti-Sovietism.

Painstaking and persistent work lies ahead for our party. We understand that only the Communist Party represents the most impressive world-view doctrine. Long after Marx, Engels and Lenin the great scientist Albert Einstein in a 1949 article “Why Socialism?” declared that the only way to get rid of the terrible evils of capitalism is to create a socialist economy. At this critical moment we must be the centre of consolidation of all sober-thinking people, above all working people.

Not so long ago the CC CPRF held a plenary meeting on the position of the working class of Russia and the tasks of increasing influence in the proletarian milieu. The solution of these tasks coupled with active work will make possible important steps on the way towards political victory and will be the best gift for the jubilee that we all hold sacred: the 100^th Anniversary of the Great October Socialist Revolution.

Дорогие товарищи!

Прежде всего, позвольте передать вам братский привет от Центрального комитета Коммунистической партии Российской Федерации.

Мы благодарим Коммунистическую партию Турции за организацию 17-й Встречи и приглашение принять в ней участие.

Товарищи!

Со времени предыдущей Встречи прошел всего год. А перед нами совершенно другая международная обстановка. Совсем иное состояние капиталистического мира. События стремительно развиваются, влияют друг на друга, создают поле для огромного числа трактовок и интерпретаций, попадают в каждую страну и каждый дом.

Однако есть важный и крупный вывод, который мы можем сделать сразу. В концентрированном виде сбываются все долгосрочные прогнозы и предсказания нашей партии с момента воссоздания КПРФ, в течение двадцати лет. Все они основывались на классовом анализе. Именно классовая сущность глобальных и внутренних процессов начинает всё сильнее, всё заметнее, всё динамичнее проявляться.

Мы с самого начала озвучивали центральную угрозу для всего мира: планетарные аппетиты «золотого миллиарда» будут всё больше. На этапе мирного развития капитализма они измерялись цифрами. А дальше – кровью. Империализм, высшая стадия капитализма, спровоцировал в разных точках мира внутренние конфликты с использованием вооруженных сил, технологий цветных революций, вскормленных террористов и неофашистов. Тенденция набирала обороты куда быстрее, чем могло представляться. Сегодня мы уже являемся свидетелями и современниками геополитических катастроф исторического масштаба.

Соединенными Штатами и их союзниками в Европе практически уничтожен ближневосточный регион в его прежнем виде. Под откос пущены целые государства и народы. Террористическая армия «Исламского государства», не имеющего границ, ни правительства, заполняет собой все свободное пространство, вышла из-под контроля заокеанских хозяев и бросает кровавый вызов всему человечеству.

Сотни тысяч мигрантов из Северной Африки и Ближнего Востока штурмуют границы европейских государств. Лидеры Евросоюза, на шее которых висит груз серьёзных экономических проблем, разоренная ими Греция, играют в показной буржуазный гуманизм, распахивают двери. Боятся признать, что в центр Европы, помимо обездоленных людей, рвется молодой, социально активный «миграционный майдан», который окончательно подорвет не только традиционный уклад жизни, но и экономику Евросоюза. Ударит по интересам трудящихся этих стран. Проблемы бедности и неравенства не решатся, а умножатся.

Продолжая и дальше рассчитывать на провалившийся опыт «мультикультурализма», либеральные элиты Европы предают будущее своих народов. Без интернационального единства в классовой борьбе продолжительное сосуществование разных этнических общностей будет выливаться в межэтнические столкновения. Приведет к резкому укреплению позиций радикальных европейских националистов.

Пока же под натиском созданных американским империализмом проблем проект коллективной Европы разваливается. Конфликтный потенциал нарастает. Грозится выйти из Евросоюза Британия. Накалились взрывоопасные отношения Сербии и Хорватии, снова могут вспыхнуть Балканы. Против плана ЕС по квотам на мигрантов выступила Восточная Европа.

Двойной удар по своим европейским союзникам нанесли США: заставили максимально снизить торгово-экономическое сотрудничество с Россией и выпустили из бутылки джина радикального ислама. А теперь ещё создают особый экономический пояс, публично, цинично и нагло объявляя свою цель: они не позволят писать правила глобальной экономики и торговли никому, кроме себя самих.

Всё эти процессы завариваются и кипят на фоне не прекращающегося неонацистского шабаша на Украине, планов США по размещению ядерного оружия в Германии, активной подготовки новых цветных кризисов: в Армении и в Азербайджане. Впервые с окончания Второй мировой войны японские военнослужащие получили от парламента право участвовать в боевых действиях для защиты «дружественных стран», даже если сама Япония нападению не подвергается. Впервые открыто, остро, на высоком уровне ставится вопрос о лишении России права вето в Совете Безопасности или отказе от этого уникального механизма как такового.

Кажется, что всё это просто немыслимо. Это немыслимо для внеклассового анализа, где можно рассуждать про «закат Европы», про «амбиции» США, про религиозных фанатиков, про проблемы терроризма в XXI веке. А с классовой точки зрения – это закат капитализма с кровавым заревом новых угроз, нацеленных на то, чтобы нанести удары по всем активно развивающимся странам, по всем альтернативным центрам силы, по всем иным моделям развития, которые конкурируют с «золотым миллиардом» за достойное качество жизни.

В этих условиях важнейшей задачей нашего коммунистического и рабочего движения является создание широкого фронта борьбы против империализма, против распространения фашизма, международного терроризма. Мы надеемся, что на этой Встрече, наметив план наших совместных действий на будущее, мы сделаем ещё один шаг к выполнению этой важной задачи.

Товарищи!

В этом году мы все отметили 70-летие нашей общей великой Победы над фашизмом. К сожалению, события последних лет показывают, что мир не стал прочнее. В различных регионах полыхают войны, являющиеся порождением фашизма и нацизма, предпринимаются всяческие усилия извратить историю Второй мировой войны и реабилитировать фашизм. Вновь актуален призыв «Люди, будьте бдительны!».

КПРФ провела в нашей стране целый ряд мероприятий, посвященных этой знаменательной дате. Прежде всего это - Встреча международных демократических организаций, созданных на волне Победы над фашизмом и деятельность которых за семь десятилетий в значительной степени способствовала сохранению мира во всем мире, достижению многими странами национальной независимости, социальному и политическому прогрессу. Это: Всемирный совет мира, Всемирная федерация профсоюзов, Международная демократическая федерация женщин, Всемирная федерация демократической молодежи, Международная ассоциация юристов-демократов, Международная федерация борцов Сопротивления-Ассоциация антифашистов. В Обращении, принятом участниками Встречи, звучит призыв к совместным действиям всех прогрессивных сил мира против возрождения и распространения фашизма.

Наши представители также приняли участие в аналогичных мероприятиях, организованных коммунистами Чехии, Германии, Швейцарии. Мы с удовлетворением отмечаем, что многие коммунистические и рабочие партии на всех континентах провели свои мероприятия, выступили с заявлениями и призывами не допустить повторения трагедии человечества ХХ века.

Товарищи!

На нашей сегодняшней встрече мы говорим о задачах наших партий по усилению борьбы рабочего класса против капиталистической эксплуатации, империалистических войн и фашизма, за социализм. Капитализм с его нещадной эксплуатацией дешевого труда рабочих, вольно или невольно, содействует развитию их классового сознания. Наша задача- вносить это сознание в рабочую среду, поддерживать любые попытки рабочих бороться за свои права, за улучшение своего социального положения, против произвола и бесчинств эксплуататоров.

Современная Россия не является исключением в существующем капиталистическом мире. Коммунисты понимают, что отсутствие у российского пролетариата классовой зрелости – явление временное. Тем ещё важнее настойчиво и кропотливо вести эту работу в рабочей среде.

Наша страна является не только направлением удара, но и заложником транснациональной капиталистической системы. Сейчас, когда Россия испытывает давление извне, окружена опасными горячими точками и повязана западными санкциями, троянский конь «золотого миллиарда» сидит, прежде всего, в олигархическом, компрадорском курсе, завязанном на внешнюю конъюнктуру.

КПРФ сегодня ведет борьбу с властью, проводящей этот курс, с властью олигархов, защищающих интересы крупного капитала, коррупционных чиновников, с властью, презревшей интересы своего народа..

Несмотря ни на что, КПРФ доказала главное – свою способность к расширению всенародной поддержки.

Результаты последних региональных выборов и выборов губернаторов ряда областей подтверждают это. Прежде всего – победа на выборах губернатора в Иркутской области. Наш кандидат, член Президиума ЦК КПРФ Сергей Левченко, стал губернатором в очень важном регионе, который входит в первую треть субъектов России и по населению, и по валовому региональному продукту. Ещё 14 наших кандидатов заняли вторые места и 5 – третьи.

И этот итог очень ценен, учитывая сложные условия нашей работы – работы в обстановке политического диктата, информационного террора, нескончаемых провокаций против партии, в атмосфере антикоммунизма и антисоветизма.

Однако, нашей партии предстоит терпеливая и настойчивая борьба. Мы понимаем, что только коммунистическая партия представляет самое внушительное мировоззренческое течение. Уже после Маркса, Энгельса, Ленина величайший учёный Альберт Эйнштейн в 1949 году в статье «Почему социализм?» заявил, что единственным способом избавиться от ужасных зол капитализма является создание социалистической экономики.

В этот острый момент мы должны быть центром консолидации всех здравомыслящих людей и, прежде всего- людей труда.

В недавнем прошлом ЦК КПРФ провел пленум « О положении рабочего класса в России и задачах по усилению влияния в пролетарской среде». Их решение вместе с активной работой позволит сделать важные шаги на пути к политической победе и станет лучшим подарком к святому для нас юбилею: 100-летию Великой Октябрьской социалистической революции!
