"Resistance to Imperialist Aggressiveness. Fronts of
Struggle and Alternatives."

Dear comrades,

On behalf of AKEL I would like to thank the Communist Party
of Greece for the invitation to participate in this very
interesting and topical meeting. The meetings that the
Communist Party of Greece organizes yearly have been
established as a significant forum of debate and exchange
of views of the communist and progressive parties. These
meetings contribute to the exchange of information and
broadening of cooperation between our parties.

The dissolution of the Soviet Union and the change of
regime in the East European countries was accompanied by a
hip of propaganda on behalf of the imperialists about a new
era, an era of the so-called new order. The United States
and its allies were promising peace and stability,
implementation of the International Law, balanced and just
development, democracy and wellbeing for the whole world.
In the then given conditions that propaganda gained ground
even in certain progressive groups. Of course the
communists never had any illusions. For us it was clear
from the beginning that the so-called new order was nothing
but the contemporary manifestation of imperialism, which,
feeling the absence of the opposing force i.e. the
community of the socialist countries begun to behave with
excessive arrogance and aggressiveness. The situation could
not be other, since the character of imperialism, despite
the make-up and the embellishment, remains unaltered. The
communists had from the beginning warned that new
sufferings were in stock for humanity, and hence were in
the first ranks of peoples' struggle against the
imperialist new order.

The warnings made by the communists soon became a reality.
We became witnesses of the first Gulf war, the NATO
aggression against Yugoslavia, the aggression against
Afghanistan, the constantly increasing threats and plots
against Cuba, as well as the undisguised interventions in
Venezuela. Today we are witnesses of the continuing
aggression against Iraq with thousands upon thousands of
victims and the ordeal of a whole people. In Palestine, the
genocide against the Palestinian people is continuing
unabated.

The invocation of the war on terrorism does not in any way
justify or legalize the crimes committed by imperialism
against humanity. Even more so, since it is imperialism
through its policies that creates and fosters the
conditions under which terrorism thrives. And moreover, the
United States and Israel are blamed as the main offenders
of state terrorism.

On the pretext of war against terrorism a significant blow
has already been inflicted on human rights and freedoms
mainly in the USA, while there is an imminent threat of
lifting fully the protection of personal data, in which
case we will all be living in a real "reality show" with
the "big brother" able to observe every move and thought we
make. We need to mobilize to stop this course that leads
also to a blow against organized mass struggle.

Since time immemorial, all kinds of aggressors took care to
hide their real motives under nice slogans. The imperialist
new order, besides war on terrorism, invokes also
consolidation of democracy on the planet. Democracy,
however, is a gain to be achieved through the struggles of
the peoples and their progressive forces and not a
situation to be imposed by armed force. Even more so when
those who attempt to impose it serve as the worse example
of democracy where the content is bended and debased in the
name if the interests of the multinationals and monopolies.

Using democracy as a label and pretext the United States
set at its target the broader area of the Eastern
Mediterranean and the Middle East. First the plan for the
"New American Century" and more recently the "Greater
Middle East" strategy adopted both by the G8 and NATO put
the whole region under extreme threats and a danger of
total submission to the US and allied interests. The
arrogant attitude and complete disregard of the
sovereignty, independence, national integrity and dignity
of the states and peoples of the region have already caused
high concerns and opposition to these plans. The communist
and left forces of the region have already reacted, and are
working towards a more coordinated response.

The new imperialist order has caused the mass reaction of
the peoples. At present the opposing fear to imperialism
can be no other but the struggle of the peoples for peace,
democracy, social justice and socialism. The world antiwar
movement is going through a new stage, of revival, that we
hope will contribute to the strengthening and better
organization of the peoples' resistance against the
aggressiveness of imperialism. The peace-loving, antiwar
movement is multi-voice, pluralist, a broad movement that
is directly related to and inter-supported with the
movement against neo-liberal globalization.

Will the world peace, anti-war movement be able to play a
decisive role in the struggle to avert wars as well as in
putting up resistance to the imperialist order? Which
should the role of the communists be? This is a crucial
issue.

By participating actively in the antiwar movement as well
as in the movement against the globalization of the
monopolies and the multinationals, the communists should
not venture to dominate over these movements. However,
offering them a firm ideological basis, their clear
positions on the nature of imperialism and the content of
the new order, the interrelation of the struggle against
the war and the monopolies with the struggle for social
justice and socialism, strengthening them with the high
organization character of our organizations, the communists
can play a decisive role. They can avert the degeneration
of these movements and help them approach more their aims.

To be able to play this role, however, the communist and
the broader left movement should rally its forces on a
national, regional and international levels, upgrade the
coordination of action among them on the basis of facing up
to the common problems and give a fresh thrust and vigour
to the principle of internationalist solidarity. The people
we express and represent, the people around us who belong
to the vast camp of labour demand from us to find ways of
greater and better coordination and unity of action among
us. We are not, of course, talking about the shaping of
guiding centres. Nor do we seek to flatten the existing
ideological, political and other differences among the
forces of the Left. What we are saying is that with due
respect to the differences and independence of each force,
with respect to the principle of equality between us, we
can and should move on to a qualitatively new stage of
development of relations and common action so as to make
the presence of the Left more tangible and its intervention
more effective on a national, regional and international
levels.

Dear comrades,
The attempt to impose the new order has not spared Cyprus.
In our case the negative repercussion was expressed by the
distancing from the letter and spirit of the UN resolutions
on the solution of the Cyprus problem. This deviation took
place in June 1999 with a relevant decision of the G8,
which, instead of insisting on the need for a solution of
the problem within the parameters defined by the UN
resolutions, left instead the possibility open to discuss
also ideas outside these parameters. The then right-wing
government in Cyprus welcomed the G8 decision as an alleged
manifestation of international interest. Our party, AKEL,
had pointed out the deviation and was warning that Cyprus
will be faced with great difficulties and dilemmas.

The backstage activity of the US and British factors and
the mistakes of the then Cyprus Government led to the
appearance of Anan Plan for the solution of the |Cyprus
problem. The negotiations that followed on the plan failed
to meet the minimum demands of the Greek Cypriot side, that
was related more to issues of security, safeguarding of the
implementation of the solution, workability and viability
of the solution. As a result of this, in the referendum
held last April the Greek Cypriot community rejected the
Anan Plan in the form that it was presented to it then.

The rejection of the plan annoyed its inspirers. The
imperialist "new order" does not tolerate actions of
resistance. They did not, of course, come to bomb us the
way they do in other countries; besides, Cyprus had
suffered a military aggression in 1974 and since then it
has been suffering. From April onwards, however, a policy
of exercising pressures and punishment of Cyprus for the
referendum result has been pursued led by the Americans and
the British. This policy is expressed mainly by actions to
lift the incriminations from Turkey over the occupation in
Cyprus and activities to upgrade the status of the
so-called Turkish Republic of Northern Cyprus, i.e. of the
shape created by the Turkish army in the occupied part of
Cyprus. These actions objectively deepen partition that
exists for more than thirty years on the island.

As AKEL we are fully conscious as to how we got to Anan
Plan, who worked it out and which are its negative aspects.
On the other hand, we know that the unproductive refusal to
the plan would lead nowhere. The Turkish occupation of part
of Cyprus has been on for 30 years now. This situation
consolidates the partition not only on the land, but what
is even more worrying, it gradually consolidates it in the
minds of many people who tend to accept the partition as
natural and even as a desirable state. We believe that we
do not have the luxury of time to wait for the change in
international balances that would perhaps crate better
preconditions for the settlement of the Cyprus problem.
Because simply until then there will no longer be a Cyprus
problem. The partition will by then be an irreversible
reality.

Thus, we choose to use the positive elements of the plan,
we work to bring to it those changes that will meet the
concerns of the Greek Cypriots, and together with our
Turkish Cypriot compatriots to proceed to a historical
compromise that will rid Cyprus from foreign occupation and
will allow all Cypriots Greek Cypriots and Turkish
Cypriots to live in conditions of peace and security in a
common, federal state in Cyprus.

After April (24/4/2004 Referendum) the nationalist voices
in the Greek Cypriot community that refuse a bizonal
bicommunal federation, refuse a compromise with our Turkish
Cypriot compatriots and in essence prefer to have a second
Greek state even on half the island of Cyprus, have become
stronger. It is remarkable that these positions are often
manifested under an anti-imperialist wrapping. On the
other hand, there are others who fully align themselves
with the imperialists, in essence pressurizing for a
comeback of the Annan Plan without any change. AKEL fights
consistently and resolutely against both these trends,
because by means of different paths they lead to the same
result, i.e. the perpetuation of the partition.

There is currently a dialogue between AKEL and the
President of the Republic aiming to reach a common
understanding on those elements of the Annan Plan on which
we shall seek changes when the conditions are created for a
new mobility in the Cyprus problem. We are working and hope
that this dialogue will soon be led to a positive outcome.
We are also working in order to have the best possible
common understanding on the changes to the plan both with
the rest of the Greek Cypriot parties and the Turkish
Cypriot parties.

Comrades,
As you know, AKEL participates in the present government of
the Republic of Cyprus under the presidency of Tassos
Papadopoulos. AKEL, in the framework of the struggle to rid
our country of the Turkish occupation and achieve its
reunification, has all these years been struggling
consistently for the unity of the broadest democratic and
progressive forces of the country. Within the same
framework we had supported in the past governments that
were not from our ideological and political space. This,
however, is the first time that AKEL participates with its
own ministers in government. This cooperation has rid the
country from the neoliberal administration of the
right-wing and has created big expectations in the Cypriot
people.

Our participation in a government of forces that cover a
broad ideological-political spectrum has positive elements
as well as negative ones. Such a cooperation is never easy
and we knew this from the start. It is a continuous
struggle for the implementation of the agreed government
programme. Many times the participation in the
administration has a cost on our Party. Consciously,
however, we have chosen the participation despite the
difficulties and the problems. We could stay in opposition
and exercise criticism to whichever government. That would
have been very easy. We considered, however, that a party
like AKEL, which gathers the appreciation of 1/3 of the
electoral body and which plays a significant role in the
political and social life of Cyprus, had also the
obligation - of course under certain preconditions to
participate in the exercise of executive power.

Our contribution, as I said, has been decisive in
distancing the right-wing from power. Our participation in
the government strengthens the possibilities to resist to
neoliberal policies and pressures. It strengthens the
struggle of a correct solution of the Cyprus problem. Our
participation in government helps the Republic of Cyprus to
resist to pressures exercised by the so-called new order.
Cyprus continues to be in solidarity with the struggle of
the Palestinian people for the establishment of an
independent state, as well as with the struggle of Cuba for
the lifting of the US embargo. The Party Congress that will
be convened next year will certainly make an evaluation of
this participation.

Comrades,
Concluding my intervention, I would like to thank once
again the Communist Party of Greece for the opportunity it
has given us to share with you certain thoughts and
analysis. Dialogue is always useful and we believe that it
will contribute to the further development of our relations
and coordination of our actions.

Addressing myself to the comrades of the honoured Communist
Party of Greece, besides our thanks, I would like to convey
once again the great appreciation of AKEL and the
supporters of the Left in Cyprus for the positions and
struggles of the Communist Party of Greece.

Estimados Compa�eros:

En nombre del AKEL, deseo expresarle nuestro agradecimiento
al Partido Comunista de Grecia por habernos invitado a
participar en esta reuni�n sumamente interesante y
tem�tica. Las reuniones que el Partido Comunista de Grecia
organiza anualmente se han convertido en un foro importante
para el debate y el intercambio de opiniones entre los
partidos comunistas y progresistas. Estas reuniones
contribuyen al intercambio de informaci�n y al desarrollo
de la cooperaci�n entre nuestros partidos.

Junto con la desintegraci�n de la Uni�n Sovi�tica y el
cambio de sistema en los pa�ses de Europa Oriental, se
produjo un auge de la propaganda imperialista acerca de una
nueva era, la era del llamado "nuevo orden". Los Estados
Unidos y sus aliados prometieron la aplicaci�n del derecho
internacional, un desarrollo justo y equilibrado, paz,
estabilidad, democracia y bienestar para todos los pueblos
del mundo. En las condiciones existentes en aquellos
momentos, esa propaganda gan� terreno, incluso en algunos
c�rculos progresistas. Por supuesto, los comunistas jam�s
nos hicimos ilusiones. Nosotros comprendimos desde el
primer momento que el llamado nuevo orden solo era la
manifestaci�n contempor�nea del imperialismo que,
consciente de la ausencia de la fuerza opositora, es decir,
de la comunidad de los pa�ses socialistas, comenz� a actuar
con excesiva arrogancia y agresividad. La situaci�n no
pod�a ser diferente porque el car�cter del imperialismo
sigue siendo el mismo a pesar del maquillaje y los adornos.
Desde el principio los comunistas hab�amos advertido que la
humanidad padecer�a nuevos sufrimientos y por esa raz�n nos
situamos en las primeras filas de la lucha de los pueblos
contra el nuevo orden imperialista.

Las advertencias formuladas por los comunistas pronto se
hicieron realidad. Fuimos testigos de la primera Guerra del
Golfo, de la agresi�n de la OTAN contra Yugoslavia, de la
agresi�n contra Afganist�n, de las constantes y crecientes
amenazas y planes contra Cuba, as� como de las groseras
intervenciones en Venezuela. Hoy somos testigos de la
continua agresi�n contra Iraq que provoca miles y miles de
v�ctimas y el sufrimiento de todo un pueblo. En Palestina
tambi�n contin�a el genocidio del pueblo palestino.

La invocaci�n de la guerra contra el terrorismo no
justifica o legitima en modo alguno los cr�menes cometidos
por el imperialismo contra la humanidad. Sobre todo porque
es el propio imperialismo el que, con sus pol�ticas, crea y
fomenta las condiciones en las que florece el terrorismo.
Por otra parte, a los Estados Unidos y a Israel los culpan
de ser los principales ejecutores del terrorismo de Estado.

Con el pretexto de la guerra contra el terrorismo ya los
derechos humanos y las libertades civiles han sufrido un
duro golpe, fundamentalmente en los Estados Unidos,
mientras que hay una amenaza inminente de que se suprima
totalmente la protecci�n de los datos personales, en cuyo
caso todos nosotros viviremos en un verdadero "reality
show" (espect�culo de la realidad), con un "Big Brother"
(Gran Hermano) que podr� vigilar todos nuestros movimientos
y pensamientos. Necesitamos movilizarnos para detener esta
tendencia que tambi�n le asestar�a un duro golpe a la lucha
organizada de las masas populares.

Desde tiempos inmemoriales los agresores de toda �ndole se
preocuparon por ocultar sus verdaderos motivos bajo
consignas agradables. Adem�s de invocar la guerra contra el
terrorismo, el nuevo orden imperialista tambi�n invoca la
consolidaci�n de la democracia en nuestro planeta. Sin
embargo, la democracia es un logro que se ha de alcanzar
mediante las luchas de los pueblos y de sus fuerzas
progresistas, no es una situaci�n que se ha de imponer
mediante el uso de la fuerza armada. Y m�s a�n cuando
quienes tratan de imponerla son el peor ejemplo de lo que
debe ser la democracia porque deforman y envilecen su
contenido en nombre de los intereses de los monopolios y
las empresas transnacionales.

Utilizando la democracia como una etiqueta y un pretexto,
los Estados Unidos escogieron la amplia regi�n del este del
Mediterr�neo y el Oriente Medio como blanco de sus planes.
Primero con el plan para el "Nuevo Siglo Americano" y m�s
recientemente con la estrategia para el "Gran Oriente
Medio", adoptada tanto por el G-8 como por la OTAN, han
colocado a toda la regi�n bajo serias amenazas y en peligro
de un sometimiento total a los intereses de los Estados
Unidos y sus aliados. Su arrogante actitud y su total
desprecio por la soberan�a, la independencia, la integridad
nacional y la dignidad de los Estados y los pueblos de la
regi�n ya han provocado una gran preocupaci�n y una fuerte
oposici�n a esos planes. Las fuerzas comunistas y de
izquierda en la regi�n ya han reaccionado y est�n
trabajando con el fin de lograr una respuesta m�s
coordinada.

El nuevo orden imperialista ha provocado la reacci�n en
masa de los pueblos. En estos momentos el factor opuesto al
imperialismo no puede ser otro que la lucha de los pueblos
por la paz, la democracia, la justicia social y el
socialismo. El movimiento pacifista mundial est� entrando
en una nueva etapa de renovaci�n que esperamos que
contribuir� al fortalecimiento y a una mejor organizaci�n
de la resistencia de los pueblos frente a la agresividad
del imperialismo. El movimiento antibelicista y amante de
la paz es un movimiento amplio y plural que cuenta con
m�ltiples voces y est� directamente vinculado con el
movimiento contra la globalizaci�n neoliberal. Ambos
movimientos se apoyan rec�procamente.

�Podr� el movimiento antibelicista y amante de la paz
mundial desempe�ar un papel decisivo en la lucha por
prevenir las guerras y oponer resistencia al nuevo orden
imperialista? �Cu�l debe ser el papel de los comunistas?
Esta es una cuesti�n decisiva.

Al participar activamente en el movimiento antibelicista y
en el movimiento contra la globalizaci�n de los monopolios
y las empresas transnacionales, los comunistas no debemos
tratar de dominar dichos movimientos. No obstante, los
comunistas s� podemos desempe�ar un papel decisivo al
brindarles a esos movimientos una base ideol�gica firme y
una posici�n clara respecto a la naturaleza del
imperialismo, el contenido del nuevo orden y la
interrelaci�n existente entre la lucha contra la guerra y
los monopolios y la lucha por la justicia social y el
socialismo. Tambi�n podemos contribuir a fortalecerlos
mediante el alto nivel organizativo de nuestras
organizaciones. Los comunistas podemos impedir la
degeneraci�n de estos movimientos y ayudarlos a acercarse
m�s al logro de sus objetivos.

Sin embargo, para poder desempe�ar este papel, el
movimiento comunista y la izquierda m�s amplia deben unir
sus fuerzas desde el punto de vista nacional, regional e
internacional, deben elevar el nivel de coordinaci�n de sus
acciones sobre la base de enfrentar los problemas comunes y
deben darle un nuevo impulso y nuevas energ�as al principio
de la solidaridad internacionalista. Nosotros somos la voz
y la representaci�n de las personas que nos rodean. Muchas
de ellas pertenecen a una amplia fuerza laboral que nos
exige que busquemos nuevas formas para lograr una mayor y
mejor coordinaci�n y unidad de acci�n entre nosotros. Por
supuesto, no estamos hablando sobre la formaci�n de centros
de direcci�n. Ni tampoco tratamos de limar las diferencias
ideol�gicas, pol�ticas y de otra �ndole que existen entre
las fuerzas de la izquierda. Lo que estamos diciendo es
que, con el debido respeto hacia las diferencias y la
independencia de cada una de las fuerzas, con el debido
respeto hacia el principio de la igualdad entre nosotros,
podemos y debemos avanzar hacia una etapa cualitativamente
nueva en el desarrollo de las relaciones y las acciones
comunes de forma tal que la presencia de la izquierda se
torne m�s tangible y su intervenci�n resulte m�s eficaz en
el �mbito nacional, regional e internacional.

Queridos compa�eros:

El intento de imponer el nuevo orden no ha excluido a
Chipre. En nuestro caso, la repercusi�n negativa se expres�
mediante el distanciamiento de la letra y del esp�ritu de
las resoluciones de la ONU respecto a la soluci�n del
problema de Chipre. Este alejamiento ocurri� en junio de
1999 cuando el G-8, en lugar de insistir en la necesidad de
solucionar el problema dentro de los par�metros definidos
por las resoluciones de la ONU, tom� la decisi�n de dejar
abierta la posibilidad de discutir tambi�n otras ideas
fuera de esos par�metros. En aquellos momentos el Gobierno
derechista chipriota acogi� con benepl�cito la decisi�n del
G-8 como una supuesta manifestaci�n del inter�s
internacional. Nuestro Partido, el AKEL, hab�a se�alado esa
divergencia y hab�a alertado que Chipre se enfrentar�a a
grandes dificultades y dilemas.

La actividad de los factores estadounidenses y brit�nicos
detr�s del escenario y los errores del Gobierno de Chipre
en aquellos momentos condujeron a la concepci�n del Plan de
Kofi Annan para la soluci�n del problema de Chipre.
Posteriormente las negociaciones respecto a ese plan no
lograron satisfacer las demandas m�nimas de la parte
grecochipriota relacionadas con las cuestiones de la
seguridad, la puesta en pr�ctica de la soluci�n, as� como
la funcionalidad y la viabilidad de la soluci�n. Como
resultado, en el refer�ndum celebrado el pasado mes de
abril, la comunidad grecochipriota rechaz� el Plan de Annan
en la forma en que le fue presentado.

El rechazo del Plan disgust� a sus inspiradores. El "nuevo
orden" imperialista no tolera los actos de resistencia. Por
supuesto, no vinieron a bombardearnos como hacen en otros
pa�ses. Adem�s, Chipre hab�a sufrido una agresi�n militar
en 1974 y desde entonces ha estado sufriendo. No obstante,
debido al resultado del refer�ndum, desde el mes de abril
los Estados Unidos y el Reino Unido han seguido una
pol�tica de presiones y castigos contra Chipre. Esta
pol�tica se expresa fundamentalmente mediante acciones para
suprimir las incriminaciones procedentes de Turqu�a
respecto a la ocupaci�n en Chipre y mediante actividades
para elevar el estado legal de la llamada Rep�blica Turca
de Chipre Septentrional, es decir, de lo que el ej�rcito
turco ha creado en la parte ocupada de Chipre. Estas
acciones profundizan de un modo objetivo la partici�n que
existe en la isla desde hace m�s de treinta a�os.

Nuestro Partido, el AKEL, conoce plenamente c�mo se lleg�
al Plan de Annan, qui�n lo elabor� y cu�les son sus
aspectos negativos. Por otra parte, sabemos que el rechazo
infructuoso del Plan no nos conducir� a ninguna parte.
Turqu�a ha ocupado una parte del territorio de Chipre
durante treinta a�os. Esta situaci�n consolida la partici�n
no s�lo en el terreno, sino tambi�n -y esto es a�n m�s
preocupante- la consolida gradualmente en la mente de
muchas personas que tienden a aceptarla como algo natural y
hasta deseable. Nosotros pensamos que no podemos darnos el
lujo de esperar a que en el equilibrio internacional ocurra
un cambio que tal vez cree mejores condiciones previas para
la soluci�n del problema chipriota porque, para ese
entonces, sencillamente ya no existir� un problema
chipriota. Para ese entonces la partici�n ser� una realidad
irrevocable.

Por lo tanto, nosotros preferimos usar los elementos
positivos del Plan y trabajar por a�adirle los cambios que
satisfar�n los intereses de los grecochipriotas para, en
uni�n de nuestros compatriotas turcochipriotas, llegar a un
compromiso hist�rico que librar� a Chipre de la ocupaci�n
extranjera y permitir� que todos los chipriotas - tanto los
grecochipriotas como los turcochipriotas - vivan en paz y
seguridad en un Estado chipriota com�n y federal.

Despu�s del refer�ndum del 24 de abril de 2004, se han
tornado m�s fuertes las voces nacionalistas de la comunidad
grecochipriota que rechazan una federaci�n bicomunal y
bizonal, que rechazan un compromiso con nuestros
compatriotas turcochipriotas y que, en esencia, prefieren
tener un segundo Estado griego incluso en la mitad de la
isla de Chipre. Es digno de se�alar que estas posiciones a
menudo se manifiestan bajo un manto antiimperialista. Por
otra parte, hay otras voces que se alinean plenamente con
los imperialistas y, en esencia, ejercen presiones para
lograr un retorno al Plan de Annan, pero sin ning�n cambio.
El AKEL lucha firme y resueltamente contra estas dos
tendencias porque ambas conducen por diferentes caminos al
mismo resultado: la perpetuaci�n de la partici�n.

Actualmente el AKEL sostiene un di�logo con el Presidente
de la Rep�blica de Chipre con el fin de llegar a un
entendimiento com�n sobre aquellos elementos del Plan de
Annan en los que trataremos de buscar cambios cuando se
creen las condiciones para un nuevo avance en el problema
de Chipre. Estamos trabajando en ello y confiamos en que
este di�logo pronto conducir� a un resultado positivo.
Tambi�n estamos trabajando con el resto de los partidos
grecochipriotas y turcochipriotas para lograr el mejor
entendimiento com�n posible sobre los cambios del Plan.

Compa�eros:

Como Uds. conocen, el AKEL participa en el actual Gobierno
de la Rep�blica de Chipre, el cual est� presidido por
Tassos Papadopoulos. Durante todos estos a�os, en el
contexto de la lucha por librar a nuestro pa�s de la
ocupaci�n turca y lograr la reunificaci�n nacional, el AKEL
ha estado luchando coherentemente por la unidad de las m�s
amplias fuerzas democr�ticas y progresistas de nuestro
pa�s. Dentro de este mismo contexto, en el pasado tambi�n
hab�amos apoyado a gobiernos que no pertenec�an a nuestro
espacio pol�tico e ideol�gico. Sin embargo, esta es la
primera vez que el AKEL participa con sus propios ministros
en el gobierno del pa�s. Esta cooperaci�n ha librado al
pa�s del gobierno neoliberal de la derecha y ha creado
grandes esperanzas en el pueblo chipriota.

Nuestra participaci�n en un gobierno que abarca a fuerzas
de un amplio espectro pol�tico e ideol�gico tiene elementos
positivos y negativos. Una cooperaci�n de esta �ndole jam�s
resulta f�cil y nosotros lo sab�amos desde el principio. Es
una lucha constante por la puesta en pr�ctica del programa
de gobierno acordado. Muchas veces nuestro partido tiene
que pagar un precio por su participaci�n en el gobierno. No
obstante, a pesar de las dificultades y los problemas,
nosotros hemos optado por participar de un modo consciente.
Pudimos habernos mantenido en las filas de la oposici�n y
haber criticado a cualquier gobierno. Eso hubiera sido muy
f�cil. Sin embargo, pensamos que un partido como el AKEL,
que cuenta con el respaldo de una tercera parte del
electorado y que desempe�a un papel importante en la vida
pol�tica y social de Chipre, tambi�n ten�a la obligaci�n
por supuesto, teniendo en cuenta ciertas condiciones
previas de participar en el ejercicio del poder ejecutivo.

Como se�al�, nuestro aporte ha sido decisivo para mantener
a la derecha alejada del poder. Nuestra participaci�n en el
gobierno aumenta las posibilidades de resistir las
presiones y las pol�ticas neoliberales, fortalece la lucha
por una correcta soluci�n del problema chipriota y ayuda a
la Rep�blica de Chipre a soportar las presiones que ejerce
el llamado nuevo orden. Chipre contin�a expresando su
solidaridad con la lucha del pueblo palestino por el
establecimiento de un Estado independiente, as� como con la
lucha de Cuba por el cese del bloqueo estadounidense contra
ella. Esta participaci�n se evaluar� con toda seguridad en
el Congreso de nuestro Partido que se celebrar� el pr�ximo
a�o.

Para concluir mi intervenci�n, deseo expresar una vez m�s
nuestro agradecimiento al Partido Comunista de Grecia por
la oportunidad que nos ha brindado para poder compartir
algunos pensamientos y an�lisis con Uds. El di�logo siempre
es �til y pensamos que esto contribuir� al futuro
desarrollo de nuestras relaciones y a la coordinaci�n de
nuestras acciones en el futuro.

Al dirigirme a los compa�eros del respetado Partido
Comunista de Grecia, adem�s de nuestro agradecimiento,
tambi�n deseo expresarles una vez m�s el gran
reconocimiento del AKEL y de los partidarios de la
izquierda en Chipre por las posiciones y las luchas del
Partido Comunista de Grecia.
