Political Impact. The Communists' Alternative"
Athens, 18-20 November, 2005

Speech delivered by comrade Fernando Rem�rez de Estenoz

 

Comrades:

Greetings to our comrades of the Communist Party of Greece,
who once again are our hosts. We reaffirm to them our
solidarity and our acknowledgement of their great efforts
in the initiative and organization of this important event.

 

A greeting to all communist and workers' parties who
continue the struggle for a better, more just and more
human world.

During all these difficult and complicated years, our
parties have faced the attempts of imperialism and
international reactionaries to establish a world
dictatorship, based on neo-liberal globalization
principles.

Today it is more essential than ever to see a union of
revolutionary and left wing forces so that they may analyze
the current world situation and propose concrete actions.

After the disintegration of the Soviet Union, the pipe
dreams of those who proclaimed the final victory of
capitalism and the end of history have collided and
shattered with the failure of the system and its
neo-liberal model. Instead of being blessed with the
promised well-being, humanity now faces enormous injustice,
abysmal inequalities, new wars and conflicts, a path that
can only lead to a global holocaust.

As Comrade Fidel expressed in his message at the II
Southern Summit:

"NEVER BEFORE HAS THE WORLD SUFFERED FROM SUCH INEQUALITY,
AND NEVER HAS THIS INEQUALITY BEEN SO PROFOUND.

IN CURRENT WORLD ECONOMY, OUR COUNTRIES ARE INCLUDED FOR
EXPLOITATION AND EXCLUDED FROM DEVELOPMENT.

SUCH A STATE OF AFFAIRS PREVENTS THE DEVELOPMENT OF THE
SOUTH NATIONS IN ORDER TO SUPPORT THE RAMPANT CONSUMERISM
OF THE NORTH, ENVIRONMENTAL AGRESSION AND THE ACCELERATED
DEPLETION OF OUR PLANET'S NATURAL RESOURCES. THE
OVERWHELMING WEALTH OF THE NORTH IS THE RESULT OF THE
SAVAGE COLONIAL AND NEO-COLONIAL EXPLOITATION OF THE
SOUTH".

This meeting takes place during an extremely complex
international situation, at a time when we are not only
bombarded with menacing and arrogant language, but also
with weapons and bombs. It is war that becomes the
functional essential element within this imperialist
domination. For the USA, the conservation of its hegemony
is a crucial condition in its concept of national security.

The Bush administration is involved in the build-up of a
brutal war of conquest in Iraq, it pursues a frenetic arms
race and it murders the environment of the planet, while
humanity's great problems continue becoming more serious.

Today, a tiny minority lives in opulence and extravagance
while in the world there are 852 million starving persons,
almost a thousand million illiterate adults, more than
1,200 million living in poverty, 40 million infected by or
suffering from AIDS most of which having no resources for
life-saving treatment, and, the most horrific, 12 million
children under the age of 5 who die annually due to curable
or preventable diseases.

In 1960, the richest countries had 37 times the income of
the poorest countries. Today that statistic is at 74
times.

The three wealthiest individuals in the world hold shares
that are greater in value than the GDP of 48 of the poorest
countries.

Poverty and inequality are not a privilege of the immense
majority of humanity living in the poor nations. Even in
those exclusive and excluding wealthy countries, misery and
conflict is on the rise, as we have seen in New Orleans and
just a few days ago in France.

Such is the inequality, injustice, poverty and death, which
is being forced on humanity at the point of a gun.

Comrades:

In the case of Latin America and the Caribbean, domination
of our economies makes up a fundamental factor in the
maintaining of U.S. hegemony. To achieve this, the FTAA
(ALCA) has become one of their instruments.

This framework includes the imposition of the idea that
improvement and advancement can only be achieved by US
domination and by the application of the neo-liberal model.

The consequences of these unnatural neo-liberal policies
have only engendered more poverty, more inequality and a
deepening crisis.

Our continent is the most unequal in our planet. The
poverty affecting 222 million people on our continent was
noted in the recent minutes of the Latin American and
Caribbean Economic Commission (CEPAL), dealing with the
UN's millennium achievements.

It has been predicted that in Latin America, the current
year will be characterized by the stagnation of employment
and social coverage, with 44% of the total population
living below the poverty line and 22 million children
engaged in any type of subsistence activity.

Domination and the model imposed upon our continent have
lead to an unprecedented crisis. We only need to mention
the yoke of the foreign debt. In the past 20 years, the
peoples of Latin America have paid 6 times the value of
their foreign debt and today they owe three times the
original amount of two decades ago.

As a response to this deepening crisis, Latin America is in
the midst of a new period of struggle. Popular Latin
American movements have enjoyed several significant
successes.

The recent failure of the Bush administration during the
Summit of the Americas in Mar del Plata, where the FTAA
(ALCA) was defeated, is a clear example of the changes that
are taking place in our continent and of the growth of
progressive and revolutionary movements, whose ability for
exerting pressure and influence cannot be ignored by the
governments and played an important role in the results of
this Summit.

On the other hand, the Summit of the Peoples, the March of
Protest and the rally, that had a mass participation in Mar
del Plata, were a clear example of Latin American peoples'
rejection of Bush Administration, US imperialism and the
neo-liberal model.

The Bolivarian Revolution in Venezuela is a fundamental
factor in this new movement.

The Venezuelan government, lead by President Chavez, has
succeeded in consolidating and advancing the revolution in
spite of US aggressions, an attempted coup d'�tat, an oil
strike, a boycott of many of the companies active in that
country, a ferocious media campaign abounding in lies and
fabrications, and even terrorist and criminal activities.

It is impossible to make a brief summary of the
achievements of the Bolivarian Revolution. Let us just
point out that Venezuela has eradicated illiteracy with its
programme of teaching a million and a half Venezuelans to
read and write; a free-of-cost medical care programme is
being offered to 17 million people who never before had
even seen a doctor; more than 100,000 patients have been
operated on for eye diseases, totally without cost to them;
400,000 young people have been able to enter university and
600,000 people have entered secondary education level
schools.

A chain of popular stores or markets has been created so
that 12 million Venezuelans can buy basic food products at
much more accessible prices.

For this reason and because it is a government of the
people, President Chavez and the Revolution have undeniably
won 10 successive elections and are sure to win again in
the legislative elections to be held on December 4th.

Thanks to Venezuelan support, new projects of integration
in Latin America and the Caribbean are being born with the
Bolivarian Alternative for the Americas (ALBA), such as
Petrosur, Telesur and Petrocaribe.

President Hugo Chavez launched the Framework Document of
the Caribbean Energy Agreement. It was signed in Venezuela
by the representatives of a dozen Caribbean nations,
creating Petrocaribe which will not only include the
supplying of fuel, but also technical collaboration,
storage and the social implementation of the funds which
will result.

Moreover, in partnership with our Venezuelan comrades, and
as part of the Bolivarian Alternative for the Americas,
Cuba and Venezuela have set themselves the goal that, in
the next ten years, they will treat and operate on 6
million patients needing ophthalmologic care from Latin
America and the Caribbean, and will educate 200 thousand
medical doctors in the region who will be able to offer
medical care to the great majorities who were previously
excluded and marginalized.

We are convinced that this is the path and that our
countries have no alternative other than economic
integration.

In Latin America, during the past few decades, we have
accumulated both positive and negative experiences in the
struggle for a better world.

Everything that has been achieved confirms the value of
social revolution as a historical alternative, beyond any
fatalism, framework or prescription.

Likewise, the same crisis may imply different paths and
several options for different countries, but we all agree
on the overwhelming necessity to produce a change and to
achieve a better future.

Progressive and left-wing parties have gained important
victories and electoral advances on our continent in the
last few years.

Communist parties are participants in left-wing coalitions
and even hold government positions, as is the case with our
comrades in the Communist Party of Brazil.

In just a few more days, an important electoral battle will
be waged in Bolivia. The Movement Towards Socialism,
headed by Evo Morales, leads all surveys with its
nationalist and anti-imperialist campaign, in spite of a
ferocious opposition by the Bolivian oligarchy and the Bush
administration.

In Chile, the comrades of the Communist Party are
developing an enormous and creative effort to consolidate
and expand the advance of the Popular Coalition of "Juntos
Podemos M�s" (Together We Can Achieve More) in the
immediate electoral process.

Next year, presidential elections will be held in Mexico,
Brazil and Nicaragua where parties and left-wing coalitions
will be able to achieve new victories.

In the Caribbean, notwithstanding the difficult
circumstances that those nations have to face, integration
projects are being developed and many of the governments of
the region - formed by parties of different ideological and
political orientation - are maintaining their progressive
stances.

In the case of our continent, we have witnessed the
emergence and development of new organizations and groups
comprising social and indigenous movements that share many
of our objectives and we must be able to achieve a common
effort with them.

In Latin America, as in the rest of the world, the subject
of unified strength and of revolutionary sectors, left-wing
and progressive, is decisive. Division is our great
Achilles Heel and it constitutes a weakness that is used to
the advantage of right-wing imperialist forces.

We believe that communist parties have an important role to
play in this essential unity.

For all of these reasons, we would like to propose an
intensification of our support and solidarity with
communist parties and all revolutionary and progressive
organizations in Latin America and the Caribbean, including
a greater effort to increase the participation of brotherly
parties in future meetings with communist and workers'
parties.

There is not enough time to speak of all the tasks and
initiatives that we are carrying out in Cuba in the
construction of socialism.

But, we do wish to reaffirm that our objective of working
to attain a new society based on human solidarity, not on
egoism and material gain, is as firm as ever.

We are advancing on this path, in spite of confronting a
complex international situation and an unprecedented
escalation of the aggressions and the ferocious economic
war waged by the US Government, which has cost our country
a total of $ 82 billion dollars and that was almost
unanimously rejected by the international community some
days ago at the UN General Assembly, when 182 nations voted
against the blockade.

The Bush administration has intensified its aggressions to
unprecedented limits, including growing threats of a
military aggression. An example of this hostility is the
fact that Cuba is included in the list of the 25 countries
that, according to the USA, must be the targets of a future
military intervention, supposedly because of �high levels
of instability and risk�.

However, despite the intensification of the aggressions, we
have increased the battle of ideas, the struggle for the
political education of the Cuban people and the enrichment
of their universal culture.

In spite of the blockade, the worst drought in 100 years
and six hurricanes in 4 years, Cuba today continues in her
struggle to improve the people's standard of living,
especially in the economically disadvantaged sectors,
primarily the senior citizens and retirees.

Just this year, the minimum pension and salaries were
doubled. This, together with other salary hikes, has
improved the lives of 4 million Cubans.

Last year we reached a 5% increase in the economy and we
are showing a 7.3% increase in the first semester of this
year.

We have made important advances in education, public
health, social security, culture, sport and science, which
compare favourably to the levels attained in more developed
countries; however, we are convinced that there is much
left to do.

And it is even more important our firm will to continue our
modest contributions to the well-being of other countries,
as it is evidenced by the presence of more than 24,000
Cuban doctors and other health care workers in 67
countries, and the educational opportunities offered to
20,761 young people from more than 100 countries who are
studying in Cuba, 16 153 of them are studying medicine. We
have also supported the program for the free ophthalmologic
surgery and treatment in Cuba of patients from ____
countries.

The struggle against terrorism gave rise to the
�International Meeting Against Terrorism and for Truth and
Justice� held last June in Cuba. In that event, we
discussed at length the urgent and immediate task of
uncovering the criminal plot that links the
ultra-conservative power of the United States with the
fascist elements in Latin America and the anti-Cuban mafia
in southern Florida.

Much undeniable evidence of this deadly relationship has
surfaced since then. Among other facts, we know that the
four main perpetrators of the 1976 attack on the Cubana
flight in Barbados, which took the lives of 73 innocent
persons, are on the payroll of the US secret services.

One of those terrorists, the self-confessed murderer Luis
Posada Carriles, has been unmasked to be a CIA agent from
1960, specialized in explosives and acts of sabotage. This
is one of the main reasons why the Bush administration
today, in violation of international law and US legislation
itself, is opposing his extradition to Venezuela, thus
rejecting the just demands presented by the political and
judicial authorities of this country.

The murky criminal history of this mercenary, trained by
the CIA and historically associated with the Bush family,
has helped shed light on the sinister role played by
various US administrations in their acts of state terrorism
against the peoples of our hemisphere and other areas. The
White House and its special services have shared this role,
repeatedly, with the terrorist groups in Miami.

These administrations are responsible for the criminal
terrorism that murdered hundreds of thousands of Latin
Americans under the Operation Condor in South America and
under the "dirty wars" and extermination campaigns carried
out in Central America.

All this happens while the Bush administration keeps five
Cuban patriots hijacked in the US territory, precisely
because they were fighting against terrorism.

As further evidence of the colossal injustice against the
Cuban Five, on May 27th this year, the Working Group on
Arbitrary Detentions of the UN Human Rights Commission
determined that the imprisonment of the Five is arbitrary
and illegal and it urged the US government to release them.

On August 9, the Eleventh Circuit Court of Appeals in
Atlanta issued the unanimous ruling of three judges to
annul the false trial held in Miami against the Cuban Five.
This would imply their immediate release, but they are
still hijacked as they await some fresh legal manoeuvres on
the part of the US government, therefore, now it is more
necessary than ever to intensify the efforts to attain
their immediate release.

COMRADES:

We must assimilate all the experiences of the past but,
without a doubt, we must move on to an offensive position
in politics and ideology.

We, the Communist and workers' parties, are heirs to a
beautiful and heroic legacy.

We have always stood shoulder to shoulder with the humble,
the exploited and the discriminated of this world. We have
always struggled for a better world.

Communists played a leading role in the defeat of fascism
and in the fight against colonialism and, as a result,
almost 100 nations in the Third World attained their
independence.

On the other hand, capitalism and imperialism have been and
are the ones that continue to massacre humanity.

Who is lying to unleash new wars of conquest that murder
tens of thousands of people, including their own? Who is
continuing to develop an economic system that is destroying
our planet's environment? Who is torturing and keeping
thousands of prisoners, deprived of any rights, in illegal
prisons? Who is seeking to impose an economic model that
will maintain and increase poverty, injustice,
discrimination, inequality and exclusion?

The answer is short and simple: Imperialism and the
capitalist system and we are all struggling to defeat them.

Due to the power of our ideas, we are firmly convinced that
a better world is possible, a world that will not be ruled
by pre-emptive and unilateral wars, a world that will not
be based on injustice, arrogance, egoism, avarice,
discrimination or brutal strength.

We believe in human beings. We are convinced that
solidarity among peoples is more important than
materialistic interest.

We are optimistic because we are communists and
revolutionaries and we are confident in the struggle of the
peoples to create a world where everyone has equal rights,
a world of solidarity, justice and peace.

As Comrade Fidel expressed on December 14, 2004:

"TODAY THE WORLD IS GOING THROUGH A CRISIS THAT IS NOT AND
CANNOT BE THE CRISIS OF A COUNTRY, OF A SUBCONTINENT OR OF
A CONTINENT; IT IS A GLOBAL CRISIS. THUS, THAT IMPERIAL
SYSTEM AND THE ECONOMIC ORDER THAT IT HAS IMPOSED ON THE
WORLD ARE UNSUSTAINABLE. THE PEOPLES DETERMINED TO
STRUGGLE, NOT ONLY FOR THEIR INDEPENDENCE, BUT ALSO FOR
THEIR SURVIVAL, CAN NEVER BE DEFEATED"

Intervenci�n de la delegaci�n del PCC al encuentro de
partidos comunistas y obreros de Atenas, Grecia

Compa�eras y compa�eros:

Saludamos a los compa�eros del partido comunista de grecia,
que una vez m�s son los anfitriones, y les reafirmamos
nuestra solidaridad y reconocimiento por su gran esfuerzo
en la iniciativa y organizaci�n de este importante
encuentro.

Saludamos a todos los partidos comunistas y obreros que
mantienen la lucha por un mundo mejor, m�s justo y m�s
humano.

Durante todos estos a�os, dificiles y complejos, nuestros
partidos han enfrentado el intento del imperialismo y la
reacci�n internacional por imponer una dictadura a nivel
mundial, basada en la globalizaci�n neoliberal.

Hoy es mas necesario que nunca que las fuerzas
revolucionarias y de izquierda se reunan para analizar la
situaci�n del mundo actual y proponer acciones concretas.

Despues de la desintegraci�n de la uni�n sovi�tica, los
cantos de sirena de aquellos que proclamaban la victoria
definitiva del capitalismo y el fin de la historia, se han
estrellado con el fracaso del sistema y del modelo
neoliberal. En lugar del bienestar prometido, la humanidad
hoy enfrenta enormes injusticias, abismales desigualdades,
nuevas guerras y conflictos; y un curso que conduce a un
holocausto global.

Tal y como se�alara el compa�ero Fidel en su mensaje a la
II Cumbre Sur:

"Nunca antes el mundo fue tan desigual y la inequidad tan
profunda.

En la actual econom�a mundial nuestros pa�ses est�n
incluidos para la explotaci�n y excluidos para el
desarrollo.

Tal orden impide el desarrollo de los pa�ses del sur, para
sostener el consumismo derrochador del norte, la agresi�n
al medio ambiente y agotamiento acelerado de los recursos
naturales del planeta. La riqueza desbordante del norte es
el resultado de la salvaje explotaci�n colonial y
neocolonial del sur". (fin de la cita).

Esta reunion tiene lugar en una coyuntura internacional
extremadamente compleja, cuando se escucha no s�lo un
lenguaje amenazante y prepotente, sino el ruido de las
armas y las bombas. Pues las guerras resultan un elemento
funcional y esencial del actual esquema de dominaci�n
imperialista. Para los estados unidos, la preservaci�n de
su hegemon�a es una condici�n indispensable en su concepto
de seguridad nacional.

La administraci�n bush desarrolla una brutal guerra de
conquista en Iraq, mantiene una desenfrenada carrera
armamentista y asesina al medio ambiente del planeta,
mientras los grandes problemas de la humanidad contin�an
agrav�ndose.

Hoy, una reducida minor�a vive en la opulencia y el
derroche; mientras en el mundo hay 852 millones de
hambrientos, casi mil millones de adultos analfabetos, m�s
de 1200 millones en extrema pobreza; 40 millones de
enfermos o contagiados por el sida, la abrumadora mayor�a
sin recursos para recibir el tratamiento que les puede
salvar la vida; y lo que es mas terrible, 12 millones de
ni�os menores de 5 a�os mueren cada a�o por enfermedades
que se pueden prevenir o curar.

La diferencia de ingresos entre los pa�ses m�s ricos y los
m�s pobres era de 37 veces en 1960. Hoy es de 74 veces.

Las 3 personas m�s ricas del mundo tienen activos que
superan el pib de los 48 pa�ses m�s pobres.

La pobreza y la desigualdad no son privilegio de la mayoria
de la humanidad que vive en las naciones pobres. Tambien en
los exclusivos y excluyentes paises ricos, la miseria y los
conflictos han crecido, como qued� demostrado en new
orleans y hace solo unos d�as en las ciudades francesas.

Esa es la desigualdad, la injusticia, la miseria y la
muerte que se intenta imponer por las armas a toda la
humanidad.

Compa�eras y compa�eros:

En el caso de america latina y el caribe, el dominio de
nuestras econom�as constituye un factor fundamental para el
sostenimiento de la hegemon�a estadounidense. De ah� que el
llamado acuerdo de libre comercio de las Americas (ALCA)
sea una de las v�as para el logro de sus prop�sitos.

Ese esquema incluye la imposici�n del precepto de que s�lo
se podr� lograr una mejor�a y un avance a partir de la
dominaci�n de estados unidos y la aplicaci�n del modelo
neoliberal.

Las consecuencias de estas aberrantes pol�ticas
neoliberales s�lo han aportado m�s pobreza, m�s desigualdad
y una profunda crisis.

Nuestro continente es el m�s desigual del planeta.

En el reciente balance de la comisi�n econ�mica para
Am�rica Latina y el Caribe (CEPAL), sobre el cumplimiento
de los objetivos del milenio de naciones unidas, se
reconoce la situacion de pobreza que afecta a 222 millones
de personas en nuestro continente.

Se pronostica que en Am�rica Latina el actual a�o se
caracterizar� por el estancamiento en materia de empleo y
cobertura social con un 44% del total de la poblaci�n por
debajo del �ndice de pobreza, y 22 millones de ni�os
realizando cualquier actividad que les permita sobrevivir.

La dominacion y el modelo impuesto en nuestro continente
han conducido a una crisis sin precedentes. Solo mencionar
la situacion que presenta el yugo de la deuda externa. En
los �ltimos 20 a�os los pueblos de am�rica latina han
pagado 6 veces el monto de su deuda externa y hoy deben
tres veces la cantidad original de hace dos d�cadas.

Como respuesta a esa crisis profunda, America Latina vive
un nuevo momento de lucha y el movimiento popular
latinoamericano ha experimentado avances significativos.

El reciente fracaso de la administraci�n bush en la cumbre
de las am�ricas en mar del plata, donde se derrot� el ALCA,
es un claro ejemplo tanto de los cambios que se est�n
produciendo en nuestro continente como del auge del
movimiento progresista y revolucionario, cuya capacidad de
presi�n e influencia no puede ya ser desconocida por los
gobiernos y jug� un papel importante en los resultados de
esa cumbre.

Por otra parte, la contracumbre, la marcha de protesta y el
acto, realizados de forma masiva en mar del plata, fueron
del rechazo de los pueblos de America Latina a la
administraci�n bush, al imperialismo norteamericano y al
modelo neoliberal.

Un factor fundamental de este nuevo momento lo constituye
la revolucion bolivariana en Venezuela.

El gobierno Venezolano encabezado por el presidente Ch�vez,
pese a las agresiones de estados unidos, un intento de
golpe de estado, un paro petrolero, un boycot de muchas de
las empresas que operan en ese pais, una feroz campa�a de
prensa repleta de mentiras y tergiversaciones, e incluso
acciones terroristas y criminales, ha logrado la
consolidacion y avance de la revoluci�n.

Es imposible resumir de forma breve los logros de la
Revoluci�n Bolivariana. Solo se�alar que se ha erradicado
el analfabetismo con la educaci�n de un mill�n y medio de
Venezolanos; se ha organizado un sistema de atenci�n m�dica
gratuita a 17 millones de personas que nunca antes hab�an
tenido acceso a los servicios de salud, se han operado m�s
de 100 000 pacientes de enfermedades oculares sin costo
para ellos, 400 000 j�venes han podido iniciar sus estudios
universitarios y 600 000 personas la ense�anza secundaria.

Se ha creado una red de tiendas populares o mercados donde
se venden los alimentos b�sicos a 12 millones de
venezolanos a precios mucho m�s accesibles.

Es por ello, y por ser un gobierno del pueblo, que el
presidente Ch�vez y la revoluci�n han ganado de forma
indiscutible 10 elecciones seguidas, y deben obtener una
nueva victoria en las elecciones legislativas del pr�ximo 4
de diciembre.

Gracias al apoyo de Venezuela, surgen nuevos proyectos de
integracion en Am�rica Latina y el Caribe con la
Alternativa Bolivariana Para las Americas (ALBA), como
PETROSUR, TELESUR y PETROCARIBE.

A propuesta del Presidente Hugo Chavez, fue firmado en
Venezuela, por representantes de una docena de paises del
Caribe, el documento marco del acuerdo energetico caribe�o
creando PETROCARIBE, el cual es una decisiva contribuci�n a
las d�biles econom�as de esas naciones y abarca no solo el
suministro de combustible, sino tambien su almacenamiento,
la colaboracion tecnica y sobre todo, el empleo social de
los fondos que se creen.

Adicionalmente, de conjunto con los compa�eros venezolanos,
y como parte de la Alternativa Bolivariana Para las
Americas, Cuba y Venezuela se proponen en los proximos 10
a�os, atender y operar a 6 millones de pacientes de America
Latina y el Caribe que requieran atencion oftalmologica y
formar 200 mil medicos de toda la region, dispuestos a
llevar los servicios de salud a las grandes mayor�as de
excluidos y marginados.

Estamos convencidos que ese es el camino, y que nuestros
paises no tienen otra alternativa fuera de la integracion
economica.

En America Latina hemos acumulado durante las �ltimas
decadas experiencias positivas y negativas en la lucha por
un mundo mejor.

Todo lo alcanzado confirma a la revoluci�n social como
alternativa hist�rica, ajena a cualquier fatalismo,
esquemas y recetas.

En este sentido, una misma crisis podr� tener, para
diferentes pa�ses, caminos distintos y varias opciones,
pero todos coincidimos en la imperiosa necesidad de
producir un cambio y avanzar hacia un futuro mejor.

Los partidos progresistas y de izquierda han obtenido en
nuestro continente importantes triunfos y avances
electorales en los �ltimos a�os.

Los partidos comunistas participan de coaliciones de
izquierda e incluso ocupan responsabilidades de gobierno
como es el caso de los compa�eros del partido comunista de
Brasil.

En solo unos dias tendr� lugar una importante contienda
electoral en Bolivia, donde el movimiento al socialismo
encabezado por Evo Morales pese a la feroz oposici�n de la
oligarqu�a de ese pa�s y sobre todo de la administracion
Bush, contin�a al frente de las encuestas con un proyecto
nacionalista y antimperialista.

En Chile, los compa�eros del partido comunista est�n
desarrollando un enorme y creativo esfuerzo en consolidar y
ampliar en el inmediato proceso electoral, el avance de la
coalici�n popular "Juntos Podemos M�s".

El pr�ximo a�o se realizar�n elecciones presidenciales en
Mexico, Brasil y Nicaragua donde partidos y coaliciones de
izquierda pueden lograr nuevos triunfos y avances.

En el Caribe, pese a las dif�ciles circunstancias que deben
enfrentar esas naciones, contin�an en desarrollo los
proyectos de integraci�n y se mantienen las posiciones
progresistas de muchos de sus gobiernos, integrados por
partidos de diferente orientaci�n ideol�gica y pol�tica.

En el caso de nuestro continente, han surgido y se
desarrollan nuevas oganizaciones y agrupaciones que
incluyen tanto movimientos sociales como ind�genas que
comparten muchos de nuestros objetivos y con los que
debemos ser capaces de lograr un esfuerzo com�n.

En Am�rica Latina como en el resto del mundo, el tema de la
unidad de las fuerzas y sectores revolucionarios, de
izquierda y progresistas, es decisivo. La divisi�n contin�a
constituyendo un tal�n de aquiles y una debilidad de la que
se aprovechan las fuerzas de derecha y el imperialismo.

Creemos que los partidos comunistas tenemos un rol
fundamental en el logro de esa imprescindible unidad.

Por todo lo anterior, proponemos intensificar nuestro apoyo
y solidaridad con los partidos comunistas y todas las
organizaciones revolucionarias y progresistas de Am�rica
Latina y el Caribe, incluyendo un mayor esfuerzo para
incrementar la participaci�n de los partidos hermanos en
futuros encuentros de los partidos comunistas y obreros.

No tenemos tiempo para hablar de todas las tareas que
realizamos en cuba en la construcci�n del socialismo.

Pero si queremos reafirmar que mantenemos nuestro objetivo
de lograr una nueva sociedad basada en la solidaridad
humana y no en el ego�smo y las ganancias materiales.

Por ese camino avanzamos, pese a enfrentar una compleja
situaci�n internacional y un incremento sin precedentes de
las agresiones y de la feroz guerra econ�mica por parte del
gobierno norteamericano, que en total ha costado a nuestro
pa�s m�s de 82 mil millones de d�lares., y que recibi� el
rechazo practicamente unanime de la comunidad internacional
en dias pasados en las naciones unidas, donde 182 paises
votaron contra el bloqueo.

La administracion Bush ha recrudecido sus agresiones hasta
limites sin precedentes, incluyendo crecientes amenazas de
una agresion militar. Un ejemplo de esa hostilidad lo
constituye la inclusion de cuba en el listado de 25 paises
que, seg�n ee.uu., deben ser blanco de una proxima
intervencion militar, supuestamente por "sus altos niveles
de inestabilidad y riesgo".

Pese a la intensificacion de la agresiones, hemos reforzado
la lucha en el terreno de las ideas, de la educaci�n
pol�tica del pueblo y del enriquecimiento de la cultura
universal de los cubanos.

A pesar del bloqueo, de la peor sequ�a en 100 a�os y de 6
huracanes en 4 a�os, hoy cuba contin�a luchando por mejorar
el nivel de vida de su poblacion y muy especialmente de los
sectores de menos ingresos, en primer lugar los ancianos y
jubilados.

S�lo este a�o se duplic� el salario y la pensi�n m�nima,
incremento que unido a otros aumentos salariales han
beneficiado a m�s de cuatro millones de cubanos.

El a�o pasado logramos un 5% de crecimiento de la econom�a
y un 7,3% durante el primer semestre de este a�o.

Hemos alcanzado metas importantes en educaci�n, salud
p�blica, seguridad social, cultura, deportes y ciencia; que
se comparan con los niveles de los pa�ses m�s
desarrollados, aunque estamos convencidos que a�n nos falta
mucho por lograr.

Y todav�a m�s importante es la firme voluntad de continuar
nuestra modesta ayuda a otros pueblos, como lo hacen hoy
m�s de 24 000 m�dicos y otros trabajadores de la salud
cubanos en 67 pa�ses, ademas de nuestra contribuci�n a la
educaci�n de 20 761 j�venes de m�s de 100 naciones que
estudian en cuba, de ellos 16 153 estudiando medicina.
Tambi�n hemos apoyado el tratamiento y operaci�n
oftalmol�gicos gratuitos, en cuba, de pacientes de ________
paises.

La lucha contra el terrorismo motiv� la celebraci�n en cuba
en junio pasado del "Encuentro internacional contra el
terrorismo, por la verdad y la justicia" donde se discuti�
con amplitud la urgente e impostergable tarea de poner al
descubierto la trama criminal que re�ne al poder
ultraconservador de los Estados Unidos con los elementos
fascistas en Am�rica Latina y la mafia anticubana del sur
de la Florida.

Muchas pruebas irrefutables de esa macabra relaci�n se han
presentado. Entre ellas las que ubican como asalariados de
los servicios secretos de estados unidos a los cuatro
principales responsables del atentado en 1976 a un avi�n de
cubana de aviaci�n en Barbados que provoc� la muerte de 73
personas indefensas.

Uno de esos terroristas, el asesino confeso Luis Posada
Carriles, ha sido puesto al descubierto como agente de la
cia desde 1960, donde se especializ� en explosivos y
sabotajes, lo que constituye una de las causas por las que
la administraci�n Bush, en violacion de las leyes
internacionales y de su propia legislacion, impide su
extradicion a Venezuela, rechazando la justa demanda
presentada por las autoridades pol�ticas y judiciales de
ese pa�s.

La oscura y criminal historia de este mercenario, entrenado
por la cia y vinculado hist�ricamente a la familia Bush, ha
contribuido a arrojar luz sobre el siniestro papel de las
diferentes administraciones norteamericanas en el
terrorismo de estado contra los pueblos de nuestro
hemisferio y de otras latitudes, en el que la casa blanca y
sus servicios especiales han utilizado una y otra vez a los
grupos terroristas de miami.

Estas administraciones son las responsables del terrorismo
criminal que asesin� a cientos de miles de
latinoamericanos, mediante la operaci�n c�ndor en Am�rica
del sur, las guerras sucias y las campa�as de exterminio en
centroam�rica.

Todo ello ocurre, mientras la administraci�n Bush mantiene
secuestrados en estados unidos a cinco patriotas cubanos,
precisamente por luchar contra el terrorismo.

Confirmando la colosal injusticia que se comete contra esos
cinco compa�eros, el 27 de mayo del presente a�o, el grupo
de trabajo sobre detenciones arbitrarias de la comisi�n de
derechos humanos de las naciones unidas, determin� que la
privaci�n de libertad de los cinco es arbitraria e ilegal y
exhort� al gobierno de los eeuu a ponerlos en libertad.

El 9 de agosto, la corte de apelaciones del onceno
circuito con sede en atlanta, emiti� un fallo un�nime de
tres jueces anulando el falso juicio realizado contra los
cinco en Miami, lo que supondr�a su inmediata liberaci�n,
pero se mantienen secuestrados y enfrentando nuevas
maniobras legales del gobierno norteamericano, por lo que
ahora es m�s necesario intensificar el esfuerzo por lograr
su inmediata liberaci�n.

Compa�eras y compa�eros:

Debemos asimilar todas las experiencias del pasado, pero
sin dudas debemos pasar a la ofensiva pol�tica e
ideol�gica.

Como partidos comunistas y obreros, tenemos un hermoso y
heroico legado.

Siempre hemos estado junto a los humildes, los explotados y
los discriminados. Siempre hemos luchado por un mundo
mejor.

Los comunistas tuvieron el rol principal en la derrota del
fascismo y en el combate al colonialismo que permiti� la
independencia a casi 100 naciones del tercer mundo.

Por el contrario, han sido y son el capitalismo y el
imperialismo quienes contin�an masacrando a la humanidad.

�Quien miente para desencadenar nuevas guerras de conquista
que asesinan a decenas de miles de personas incluyendo
norteamericanos?; �Quien contin�a desarrollando un sistema
econ�mico que est� destruyendo el medio ambiente del
planeta?; �Quien tortura, mantiene c�rceles ilegales y
miles de prisioneros sin derecho alguno?; �Quien aspira a
imponer un modelo econ�mico que mantendr� y agudizar� la
pobreza, la injusticia, la discriminaci�n, la desigualdad y
la exclusi�n?

La respuesta se resume en una frase: el imperialismo y el
sistema capitalista contra el cual luchamos todos nosotros.

Por la fuerza de nuestras ideas, tenemos la firme
conviccion de que un mundo mejor es posible, un mundo que
no se rija por guerras preventivas y unilaterales; que no
se base en la injusticia, la arrogancia, el ego�smo, la
avaricia, la discriminacion y la fuerza bruta.

Creemos en el ser humano, seguros de que la solidaridad
entre los hombres es m�s importante que el inter�s
material.

Somos optimistas porque somos comunistas y revolucionarios
y tenemos confianza en la lucha de los pueblos, en su afan
de construir un mundo donde todos tengamos los mismos
derechos, un mundo de solidaridad, justicia y paz.

Como dijera el compa�ero Fidel el 14 de diciembre pasado:

"Hoy la crisis que atraviesa el mundo no es ni puede ser de
un solo pais, de un subcontinente o de un continente; es
tambi�n global. Por ello, tal sistema imperial y el orden
econ�mico que ha impuesto al mundo son insostenibles. Los
pueblos decididos a luchar, no s�lo por su independencia,
sino tambi�n por la supervivencia, no pueden ser jam�s
vencidos"
