The World's Shift to the Left is Evident

Speech by Gennady Zyuganov.

Comrades,

It is deeply symbolic that our meeting is taking place in
the ancient land of Hellas, the beautiful and hospitable
Greece. It is wonderful that the old tradition of meetings
of the Communist Parties to discuss the pressing problems
of the times is being restored. Especially since the Greek
comrades have vast experience of hosting such events. And
it is no accident that the delegations of 73 communist,
workers' and fraternal parties have come to this meeting in
Athens.

The ancient land of Greece is within a stone's throw of the
regions of the modern world where the destinies of
humankind are being decided today. Your little peninsula is
not far away from the Middle East where blood is being
spilled. And I would like to wish the people of Palestine
victory in their struggle for independence and for creating
their own state. I wish the people of Iraq success in the
colossal struggle it is having to wage today for its
sovereignty. I would also like to wish the people of Cyprus
victory in their struggle for the reunification of the
country and a peaceful and constructive life.

The peoples of Greece and Russia have for centuries had a
common faith Orthodoxy whose essence is Love, Truth and
Peace. We have always been loyal to these great and truly
universal, world-wide values.

It is also symbolic that the relay of the Olympic flame is
being handed from Greece to socialist China where the next
Olympic Games will be held in Beijing. The PRC today is a
powerful country with the highest rate of economic growth
in the world. The Chinese comrades have accomplished a
veritable historical feat by taking 400 million people out
of poverty and putting their country on a par with the most
dynamic states.

Africa, too, is only a short distance away from Greece.
This is the continent where the ulcers of capitalism are at
their most bleeding and repulsive. We have always
supported, are supporting and will support the struggle of
the peoples of that continent for their right to life, to a
future, to a worthy place in modern civilization.

Greece is keenly aware of the worries and concerns of the
countries of Latin America. That continent is growing
"redder" before our eyes. This is not surprising if only
because it is the home of the patriarch of the communist
and national-liberation movement, Fidel Castro, who
persistently, against all the odds, continues to foster
ever new generations of fighters for justice and the
happiness of the working people. We welcome those leaders
of Latin American states who recently snubbed US President
Bush who had tried to insult their national dignity and
sovereignty. Perhaps for the first time in the history of
Latin America, a US President received a joint rebuttal
from practically the entire continent.

We sincerely appreciate the Communist Party of Greece for
the excellent organization of this meeting.

To me visiting this land is very important as I have for
many years taught both mathematics and philosophy. I know
that genuine education is inseparable from knowledge of the
history of Ancient Greece, its great thinkers, scholars and
public figures such as Pythagoras, Archimedes, Socrates,
Pericles, Plato, Aristotle, and many others. I am sure that
the discussion of the key problems of the present time will
be conducted on the highest level on the legendary land of
Greece.

The Era of Confrontation between Labour and Capital

The whole 20th century was marked by fierce struggle
between Labour and Capital. The USSR was the embodiment of
Labour in that century. It was born of the October
Revolution and created by Labour. It did everything to
protect the working people. In the ten years prior to the
Great Patriotic War the USSR built 9,000 factories. The
industrial might of the state of Labour ensured victory
over world fascism, that plague of the 20th century. But
for the existence of the USSR, that plague would have
struck and destroyed the whole world civilization. Labour
enabled humanity to go into outer space, ensured
unprecedented progress of science, culture, education and
medicine. The treacherous destruction of the USSR upset the
balance of forces on the planet created by the labour of
many peoples.

Capitalism in the 20th century plunged the planet into two
world wars. It engendered unprecedented violence,
super-exploitation, poverty and humiliation of billions of
people.

After the destruction of the USSR capital committed all its
resources to creating a unipolar world with absolute
dominance of the US and its allies. It is not by chance
that as early as 1992 the US refused to sign the resolution
of the Rio de Janeiro meeting on justice in interstate
relations. And today the US a country which accounts for
just 5% of the world's population does not stop at
anything to suck the vital sap from the rest of the world.
America appropriates 40% of the world raw materials and
discharges 50% of industrial waste, increasingly poisoning
the planet.

Today, in the 21st century, the US is creating a new empire
based on an electronic concentration camp that suppresses
man by total control and turns entire peoples into slaves
and outcasts. Those who refuse to love Bush and Condoleezza
Rice and do not want to give up their national interests
are outlawed and persecuted by the most cruel and inhumane
methods.

No To Dictatorship and Chaos!

The CPRF has been warning for many years that there are
three possible scenarios of world development: US diktat,
balance of interests, and total chaos.

Today it is obvious that the US is going all out to
implement the first scenario. NATO, the IMF and
US-controlled international financial institutions are
spreading over the planet like a cancerous growth driving
entire peoples into the debt pit. Hollywood and the
American mass media are constantly subjecting humankind to
brainwashing, imposing American standards of life.

However, any dictatorship and lust for world domination
inevitably come to grief and therefore generate chaos. The
salvation of mankind and the possibilities of its
development are inseparable from the struggle for the
implementation of the second scenario, that is, the balance
of cultures, traditions and vital interests.

But this goal is impossible to achieve under capitalism. It
can be achieved only by socialist society, a society of
justice. As history would have it, Russia has always played
the role of a countervailing force on the planet. It was
engaged in all the devastating wars. And it was Russia that
sooner or later crushed all the aggressors who coveted
world dominance.

But if it is to play such a role today and in the future
Russia must again become a great power, strong and truly
democratic. And that, again, can only be ensured by a
socialist transformation of Russian society. And the
recreation of the Union State, traditional for our land, is
called upon to play the key role in such transformation.
The first step along that path is the formation of a Union
of Russia, Byelorussia and Ukraine. I am convinced that
this is in the vital interests of the left forces on the
planet, all the peoples on Earth.

We have everything necessary for the recreation of a new
Union: the wish of fraternal peoples to be united, colossal
natural resources and mutually complementary economies, the
extraordinary talent of the people and ancient cultural
traditions and age-old systems of values.

 

Crisis of Liberal Fundamentalism

We see that liberal fundamentalism is suffering a fiasco
all over the planet. This is highlighted by the sinking of
New Orleans. The world's wealthiest country, the USA, has
proved to be helpless and unable to bring relief to its
citizens in distress. The US is also manifesting its
weakness in Iraq, faced with the resistance of
freedom-loving people who have not reconciled themselves to
the treacherous seizure of their land. The American way of
life is ever more bitterly resented in Latin America where
the dominant slogan in life and struggle is "Down with the
Yankees".

But the American globalists aim a very special blow at
Russia. Today's liberal dictatorship spells death for
Russia. In the ten years of so-called reforms foisted on
the country the nation lost 10 million people, of whom 9
million are Russians. The people that underpins the state
is perishing. Old folks and children have been abandoned.
The middle generation, deprived of decent jobs and
prospects for life, is in a semi-marginal state. Entire
regions in Russia are dying out. The North Caucasus is
awash in blood. But Putin's impoverished Russia is in
second place after the US as to the number of millionaires
and multimillionaires.

And yet there are examples of successful and highly humane
development next door. They include the vast socialist
China and the small people's Byelorussia. For example,
while Russia is barely achieving 82% of the output level of
1990, the last Soviet year, while Ukraine is stuck at 60%,
Byelorussia has already topped the 120% mark.

We see vigorous development in socialist Vietnam which
reports more than 8% economic growth a year. Socialist Cuba
is holding out brilliantly and I would like to specially
greet its delegation here. Cuba today is helping 70
countries of the world, having sent there 30,000 of its
doctors, teachers and specialists, setting an example of
being true to its internationalist duty.

Anti-Communism Has No Chance

The world is witnessing an ever more acute clash between
two trends: globalization American-style and socialization
Soviet-style.

Globalization American-style is liberal fundamentalism plus
terrorism, plus state terrorism, plus information and
psychological warfare against the whole planet.

In this struggle the communist and workers' parties today
embody the Soviet tradition of social justice and equality.
There are signs of a shift to the left all over the planet.
The communist movement has recovered from the shock caused
by the break-up of the USSR and the ban on the CPSU. People
do not want to see the triumph of the globalizing
philosophy which extols egotism and private property and
imposes on people the dollar instead of eyes and a rock
instead of heart. So, it is not surprising that one attack
after another is launched against the world communist
movement.

This can only be opposed by the cohesion of the left forces
on the planet. This was highlighted by the clash at the
Political Commission of the Parliamentary Assembly of the
Council of Europe (PACE) in connection with the attempt to
push through an anti-communist report and a resolution
prepared by the special services and extreme reactionary
forces.

The text of my speech at PACE has been distributed to the
participants in this meeting, and in this speech I draw
attention to the fact that such show trials have invariably
failed. Hitler in Germany, McCarthy in the US, Yeltsin in
Russia and many others have tried to put the communist idea
in the dock. But nothing came out of it. I am sure that all
the present anti-communist attacks will fail.

And, as we see, these attacks are pursued in three
directions. First, the use of the rostrum of PACE to stage
a show trial of the communist idea. Second, denigration of
the achievements of socialist China. Already a 40-page
report about alleged communist crimes in that country has
been prepared. Third, attempts are growing stronger to do
away with Soviet history and the symbols of the USSR in
order to erase from people's memories the image of the
great Soviet power as a historical alternative to
capitalism.

The delegations of the Communist Parties of Russia, Ukraine
and Byelorussia are jointly submitting to this meeting a
draft resolution in defense of Soviet history and its
sacred symbols Red Square, the Lenin Mausoleum and the
memorial at the Kremlin Wall.

Our Position

The Communist movement on the territory of the Soviet Union
is today coordinated by the Union of Communist Parties
(UCP-CPSU) which comprises 17 parties from the former Union
Republics of the USSR.

Three main areas of effort have been identified. First, the
development and strengthening of the protest movement in
defense of working people. Second, the holding of a
national referendum for changing the course of the state
and in support of the program of taking the country out of
the crisis proposed by the communists. Third, the
consolidation of communist parties in society in the course
of election campaigns. And there special attention is paid
to the parliamentary and presidential elections in Russia
in 2007-2008, elections to the Supreme Rada in Ukraine in
2006, and all-out support for the course of President
Lukashenko of Byelorussia in the upcoming election campaign
in that country.

The CPRF is a thorn in the flesh of Russian and world
reaction. In the last three years 46 large-scale special
operations have been launched against the CPRF. The
struggle of the Russian communists is described in detail
in the materials of the 11th Congress of the CPRF. Copies
of the newspaper Pravda containing the keynote report and
resolutions have been distributed to the participants of
this meeting.

We are gratified to be able to take part in the powerful
demonstration of Greek comrades against NATO expansion, the
crimes of the "black colonels" and their American
paymasters. We are grateful for such an opportunity.

The CPRF delegation supports the proposals of the General
Secretary of the Central Committee of the Communist Party
of Greece, Aleka Papariga, set forth in the 13
theses-initiatives on joint actions of communists in
2005-2006. These proposals will be considered by the
Presidium of the CC CPRF and the Executive Committee of the
UCP-CPSU.

We urge the participants in the Athens meeting to back the
draft resolutions proposed by the CPRF in defense of Red
Square, the Lenin Mausoleum and the Soviet-era symbols. We
urge you to adopt the resolution in defense of the proud
Byelorussia which is the target of a US "crusade".

Our delegation supports all the resolutions in defense of
political prisoners, wherever they are. These cover
campaigns in defense of the five Cuban patriots being held
in US prisons. These include actions in defense of our
Russian students who symbolically occupied President
Putin's reception room and the office of Minister Zurabov
in protest against official policy, on account of which
they were accused of a state crime, an attempt to seize
power.

We propose adopting resolutions in support of president
Slobodan Milosevic of Serbia who is being kept in prison at
the Hague and in support of the struggles of the peoples of
the Middle East and the Balkans for a worthy life and for
freedom.

We appreciate the fact that the Greek comrades propose to
include in the plan of common actions of communist parties
a campaign in support of the socialist perspective in
connection with the 90th anniversary of the Great October
Socialist Revolution.

Solidarity is our main weapon. So, let us wish each other
success in our work and struggle!

El "Giro A La Izquierda" A Nivel Mundial Es Evidente

Es muy significativo, el que nuestro encuentro tenga lugar
en la antigua tierra de la "Hellada", en la hermosa y
acogedora Grecia. Es magnifico que vayamos recuperando la
vieja tradici�n de encuentros entre partidos comunistas,
para el debate de los acuciantes problemas del mundo
contempor�neo.

Nuestros camaradas griegos tienen amplia experiencia en la
organizaci�n de este tipo de eventos. No es casual que nos
hayamos reunido en esta cita de Atenas 73 delegaciones de
partidos hermanos, comunistas y obreros.

Desde aqu�, desde la vieja tierra de Grecia, estamos a un
paso de aquellas regiones del mundo actual, donde se
deciden hoy los destinos de la humanidad. Desde esta
peque�a pen�nsula, estamos muy cerca de Oriente Pr�ximo,
donde se est� derramando sangre. Quiero desear al pueblo de
Palestina que salga victorioso en su lucha por la
independencia, y la creaci�n de un estado propio. Deseo al
pueblo iraqu� �xito en la colosal lucha que le toca
enfrentar para recuperar su soberan�a. Quiero tambi�n
desear al pueblo chipriota la victoria en la lucha por la
reunificaci�n del pa�s, por una convivencia pac�fica.

Desde tiempos remotos los pueblos griego y ruso est�n
unidos por una fe com�n, la ortodoxa., que se inspira en el
amor, la verdad y la paz. Siempre hemos sido y seguiremos
siendo fieles a estos valores aut�nticamente humanistas.

Al mismo tiempo es especialmente simb�lico, que el relevo
del fuego ol�mpico pase de Grecia a la China socialista,
donde tendr�n lugar en Pek�n los pr�ximos Juegos Ol�mpicos.
La Rep�blica Popular China es hoy una gran potencia, con
los mayores �ndices de crecimiento econ�mico en el mundo.
Los camaradas chinos han logrado una grandiosa haza�a
hist�rica, sacando de la miseria a 400 millones de
personas, colocando al pa�s a la par de los estados m�s
desarrollados.

Tampoco estamos lejos de �frica. En este continente las
�lceras del capitalismo son especialmente sangrientas y
repulsivas. Siempre hemos apoyado, apoyamos y seguiremos
apoyando la lucha de los pueblos de este continente por el
derecho a la vida, al futuro, a un lugar digno en el seno
de la civilizaci�n contempor�nea.

Aqu� en Grecia, son especialmente sensibles con los
problemas e inquietudes de Am�rica Latina. Es un continente
al que estamos viendo "enrojecer" a marchas aceleradas. No
debe sorprendernos, aunque solo sea porque all� viva y
resista el patriarca del movimiento comunista y de
liberaci�n nacional, Fidel Castro, quien frente a viento y
marea prepara a las nuevas generaciones de luchadores por
la justicia y la felicidad de las gentes del trabajo.
Saludamos a los dirigentes de los estados de Am�rica
Latina, que han dado calabazas al presidente Bush y sus
intentos de humillar su dignidad nacional y soberan�a.

Posiblemente haya sido la primera vez en la historia de
Am�rica Latina, en que el presidente de los EE.UU. se haya
topado con la resistencia solidaria de pr�cticamente la
totalidad del continente.

Estamos muy agradecidos al Partido Comunista de Grecia por
la organizaci�n de este encuentro.

Es especialmente emotivo para mi, que he dado clase durante
a�os de matem�ticas y filosof�a, encontrarme en tierra
griega. Una formaci�n que se precie, es indivisible del
conocimiento de la historia de la Antigua Grecia, de sus
grandes pensadores, cient�ficos, y personalidades como
Pit�goras, Arqu�medes, S�crates, Pericles, Plat�n,
Arist�teles y otros muchos. Estoy convencido de que en esta
vetusta tierra, el debate de los m�s importantes problemas
que enfrenta la humanidad, alcanzar� el m�s alto nivel.

�poca de confrontaci�n entre el trabajo y el capital

Todo el Siglo XX ha sido escenario de la m�s aguda
confrontaci�n entre capital y trabajo. La URSS se convirti�
en personificaci�n del trabajo durante esa centuria. Nacida
de la Revoluci�n de Octubre y creada por el trabajo.
Siempre defendi� a los trabajadores. En los 10 a�os que
precedieron a la Segunda Guerra Mundial, en la URSS se
levantaron m�s de 9000 f�bricas. Este potencial industrial
del estado de trabajadores, fue el que asegur� la victoria
sobre el fascismo mundial, peste del siglo XX. De no haber
sido por la URSS, aquella plaga hubiese infectado y
destruido la civilizaci�n mundial.

El esfuerzo de los trabajadores permiti� a la humanidad
salir al espacio, asegur� un avance nunca visto de la
ciencia, la cultura, la educaci�n, la sanidad.

El derrumbe traicionero de la URSS destruy� el equilibrio
de fuerzas en el planeta, nacido del esfuerzo del trabajo
de los pueblos.

Por su parte, el capitalismo del Siglo XX condujo al
planeta a dos guerras mundiales. Engendr� una violencia
nunca antes vista, la explotaci�n despiadada, condenando a
la miseria y a la humillaci�n a miles de millones de
personas.

Tras la ca�da de la URSS el capital puso todo su empe�o en
la creaci�n de un mundo unipolar, que garantizase el
dominio absoluto de los EE.UU. y sus aliados. No es
casualidad que en 1992, los EE.UU. se negasen a firmar la
resoluci�n de la cumbre de R�o de Janeiro sobre el
principio de equidad en las relaciones interestatales.

Hoy los EEUU, un pa�s que apenas supone el 5% de la
poblaci�n mundial, no escatima esfuerzos para sacar el jugo
vital de todo el resto del mundo. Estados Unidos se apropia
del 40% de los recursos mundiales de materias primas,
produciendo el 50% de residuos industriales, envenenando
cada vez m�s nuestro planeta.

Hoy d�a, en el siglo XXI est�n creando un nuevo imperio,
forjado sobre la base de un campo de concentraci�n
electr�nico, que somete a la humanidad a un control total,
y convierte a los pueblos en esclavos y bestias.

Los que se resisten a mostrar su afecto por Bush y Rice, y
no desean entregarles sus intereses nacionales, son
declarados fuera de la ley y son perseguidos del modo m�s
cruel e inhumano.

No a la dictadura y al caos

El PCFR lleva a�os advirtiendo de que hay tres escenarios
posibles para el desarrollo mundial: o el dictado de los
EEUU, o el equilibrio de intereses, o el caos total.

No cabe duda de que los EE.UU. apuestan decididamente por
el primer escenario. La OTAN se expande por el mundo como
un tumor cancer�geno. El FMI y los dem�s institutos
financieros internacionales, que se encuentran bajo control
directo estadounidense acorralan a pueblos enteros en la
fosa de la deuda. Hollywood y los medios de comunicaci�n
americanos se dedican al lavado permanente de cerebros,
imponi�ndonos su estilo de vida.

Sin embargo cualquier dictadura y ansia de dominio mundial
est�n

Irremediablemente condenadas al fracaso. Por eso generan
caos. La salvaci�n de la humanidad y de sus posibilidades
de desarrollo, irremediablemente pasa por la lucha por la
realizaci�n del segundo escenario: el del equilibrio de
culturas, de tradiciones, de intereses vitales.

Este es un objetivo inalcanzable en el capitalismo. Solo
una sociedad socialista, una sociedad justa, es capaz de
lograrlo.

La historia ha querido que ese papel de fuerza niveladora
del equilibrio mundial recayese sobre Rusia. Precisamente
sobre ella se han lanzado las guerras m�s destructivas. Y
precisamente Rusia ha sido la que tarde o temprano ha
acabado derrotando a todos los agresores y aspirantes a
dominar el mundo.

Pero para asumir ese papel hoy y en el futuro, Rusia debe
convertirse de nuevo en una gran potencia, fuerte y
aut�nticamente democr�tica. Algo que de nuevo solo ser�
capaz de lograr una reestructuraci�n socialista de la
sociedad rusa. Adem�s en esta gigantesca tarea, de
reconstrucci�n, un papel predominante deber� tener la
refundaci�n de un estado unitario, como ha sido tradici�n
para nuestros pueblos. Un primer paso en este camino estar�
marcado por la formaci�n de una Uni�n compuesta por Rusia,
Bielorrusia y Ucrania. Estoy convencido de que esto es algo
en lo que est�n interesados las fuerzas de izquierda de
todo el mundo, todos los pueblos de la Tierra.

Tenemos todo lo necesario para la refundaci�n de esa nueva
Uni�n. La aspiraci�n de nuestros pueblos hermanos a la
reunificaci�n, unos colosales recursos naturales y la
complementaci�n de nuestras econom�as, la experiencia de
las viejas tradiciones populares, el talento creador del
pueblo, un sistema de valores forjado durante siglos.

La crisis del fundamentalismo liberal

Estamos viendo como el neoliberalismo fundamentalista est�
resultando un fiasco en todo el planeta. Es algo que ha
quedado claro en el ejemplo de Nueva Orle�ns. El pa�s m�s
rico del mundo, es incapaz de auxiliar a sus propios
ciudadanos. La debilidad de los EE.UU. tambi�n se puede ver
en Irak, frente a la resistencia de un pueblo que no se
resigna a verse sometido, que no acepta la ocupaci�n
depredadora de su tierra.

El modo de vida americano es cada vez m�s rechazado en
Am�rica Latina, donde el grito de guerra "los Yanquis no
pasar�n" se convierte en el lema de la vida y de la lucha.

Sin embargo Rusia se convierte en objetivo especial de los
globalistas estadounidenses. La actual dictadura liberal
significa la muerte de Rusia.

Durante los diez a�os de reformas que se han impuesto a
nuestro pa�s, el pueblo ha perdido 10 millones de personas,
9 de los cuales eran rusos. Es decir, la naci�n que
representa la columna vertebral del estado, est� muriendo.

Los ancianos y ni�os han sido abandonados a su suerte. La
poblaci�n activa queda en un estado semi-marginal, sin un
trabajo pleno ni perspectivas de desarrollo profesional.
Regiones enteras de Rusia est�n muriendo.

El Ca�caso Norte se desangra.

Mientras, la m�sera Rusia de Putin ocupa el segundo lugar,
tras los EE.UU., en n�mero de millonarios y
multimillonarios.

Todo esto mientras al lado tenemos ejemplos de desarrollo
exitoso y humanista. Me refiero a la enorme China
socialista y a la peque�a Bielorrusia popular. Si tomamos
como ejemplo a la Rusia de hoy y la comparamos con el
�ltimo a�o sovi�tico de 1990, veremos que apenas si llega
al 82% de la producci�n de entonces. Ucrania se ha quedado
atascada en el 60%, mientras Bielorrusia ha pasado de la
barrera del 120%.

Vemos con que empuje se desarrolla el Vietnam socialista, a
un ritmo superior al 8% anual. Con que brillantez resiste
Cuba, a cuya delegaci�n quiero mandar un saludo
especialmente afectuoso. Cuba ayuda hoy a 70 pa�ses del
mundo, donde trabajan m�s de 30 mil de sus mejores m�dicos,
maestros, especialistas, demostrando un ejemplo �nico de
cumplimiento de su labor internacionalista.

El anticomunismo no pasar�

En el mundo se agudiza el enfrentamiento de dos tendencias:
la globalizaci�n a la americana y la socializaci�n a lo
sovi�tico.

La globalizaci�n a la americana es igual a: fundamentalismo
liberal m�s terrorismo, m�s terrorismo de estado, m�s la
guerra informativa psicol�gica contra todo el planeta.

Los partidos comunistas y obreros personifican en esta
lucha la tradici�n sovi�tica de justicia social e igualdad.
Gradualmente se est� definiendo un giro global hacia la
izquierda. El movimiento comunista se ha recuperado de la
conmoci�n originada por el derrumbe de la URSS y la
prohibici�n del PCUS. La gente no quiere que triunfe una
filosof�a globalizadora, que predica el ego�smo y la
propiedad privada, que obliga a las gentes a ponerse
d�lares en lugar de ojos y una piedra en lugar del coraz�n.
No nos deben de extra�ar por consiguiente, los continuos
ataques contra el movimiento comunista internacional que se
suceden uno tras otro.

Podemos hacerle frente solo si conseguimos que las fuerzas
de izquierda del planeta permanezcan unidas.

Es algo que qued� demostrado en el enfrentamiento que se
produjo en la Asamblea Parlamentaria del Consejo de Europa,
cuando se propuso a debate un informe preparado por los
servicios secretos y las fuerzas m�s reaccionarias, que
pretend�a criminalizar el comunismo.

Hemos repartido entre los asistentes de este encuentro el
texto de mi intervenci�n en el "PACE", donde en concreto se
hace hincapi� en demostrar que los juicios farsa como ese,
siempre han fracasado. El ideal comunista es algo que
pretendieron juzgar Hitler en Alemania, McCarthy en EE.UU.,
Yeltsin en Rusia y muchos otros. No consiguieron nada.
Igual que no lo har�n ninguno de los intentos sucesivos.

Por lo que podemos ver, el anticomunismo se mueve en tres
direcciones. La primera es la utilizaci�n de la tribuna de
la PACE para difamar el ideal comunista. La segunda, la
descalificaci�n y difamaci�n de los logros de la China
socialista. Ya hay un informe preparado de cuarenta p�ginas
sobre los cr�menes del comunismo en este pa�s. En tercer
lugar, asistimos a nuevos y feroces intentos de ajustar
cuentas con la historia sovi�tica y los s�mbolos de la
URSS, con el fin de borrar de la conciencia de la gente la
imagen de la gran superpotencia sovi�tica, como alternativa
hist�rica al capitalismo.

Las delegaciones de los partidos comunistas de Rusia,
Ucrania y Bielorrusia incluimos un proyecto de resoluci�n
en esta cumbre, en defensa de la historia sovi�tica y sus
lugares sagrados: la Plaza Roja, el Mausoleo de Lenin y la
necr�polis junto a la muralla del Kremlin.

Nuestra posici�n

El movimiento comunista en el territorio de la Uni�n
Sovi�tica se coordina hoy d�a por la Uni�n de Partidos
Comunistas (UPC-PCUS), que a�na a 17 partidos de las
antiguas rep�blicas de la Uni�n RSS.

Nuestra lucha se desarrolla en tres direcciones: La primera
es el desarrollo y fortalecimiento del movimiento de
protesta en defensa de los trabajadores. La segunda, la
celebraci�n de un refer�ndum popular por la variaci�n del
curso de la pol�tica estatal y el apoyo al programa de
salida de la crisis, propuesto por los comunistas. La
tercera, la imbricaci�n de los partidos comunistas en la
sociedad a trav�s de las campa�as electorales. Concedemos
especial importancia a las elecciones legislativas del 2007
y las presidenciales del 2008 en Rusia, a las
parlamentarias del 2006 en Ucrania, y al apoyo total al
curso del presidente de Bielorrusia, A. Lukashenko, en las
pr�ximas elecciones presidenciales en este pa�s.

El PCFR es un hueso atravesado en la garganta de la
reacci�n rusa y mundial. En los �ltimos 3 a�os se han
producido 46 operaciones especiales contra nuestro partido.
Pueden conocer los detalles leyendo los materiales del XI
congreso del PCFR celebrado recientemente. Hemos
distribuido entre los asistentes el peri�dico Pravda, con
el informe pol�tico y las resoluciones aprobadas en nuestro
congreso.

Estamos muy satisfechos de haber podido tomar parte en la
multitudinaria manifestaci�n de nuestros camaradas griegos
contra la OTAN y los cr�menes de los "coroneles negros" y
sus amos americanos. Estamos muy agradecidos por esta
oportunidad.

La delegaci�n del PCFR apoya las propuestas de la
Secretaria General del Partido Comunista de Grecia, Aleca
Papariga, expuestas en las 13 tesis, iniciativas, sobre las
acciones conjuntas de los comunistas para lo que resta del
2005 y para el 2006.

Estas propuestas ser�n estudiadas por el Presidium del CC
del PCFR y el Comit� Ejecutivo de la UPC-PCUS.

Convocamos a los participantes del encuentro de Atenas a
respaldar los proyectos de resoluci�n, propuestos por el
PCFR, en defensa de la Plaza Roja, del Mausoleo Lenin, y de
los s�mbolos de la �poca sovi�tica. Pedimos adoptar una
resoluci�n en defensa de nuestra querida Bielorrusia,
contra la que los EE.UU. han desatado una "cruzada".

Nuestra delegaci�n respalda todas las resoluciones en
defensa de los presos pol�ticos all� donde se encuentren.
Esto incluye la campa�a en defensa de los 5 patriotas
cubanos, encarcelados en c�rceles de los EE.UU. Tampoco
olvidamos las acciones en defensa de los estudiantes rusos,
que en protesta simb�lica contra la pol�tica del gobierno,
ocuparon la sala de recepci�n del presidente Putin y del
ministro Zurabov, y fueron acusados de crimen de estado e
intento de toma del poder.

Proponemos adoptar una resoluci�n en apoyo del presidente
de Serbia Slobodan Milosevic, encarcelado en la Haya, as�
como una resoluci�n en apoyo de la lucha de los pueblos de
Oriente Pr�ximo y de los Balcanes, por una vida digna y
libre.

Estamos muy agradecidos a los camaradas griegos por su
propuesta de incluir en el plan de acciones conjuntas, la
campa�a en apoyo de la perspectiva socialista en relaci�n
con la celebraci�n del 90 aniversario de la Gran Revoluci�n
Socialista de Octubre.

La solidaridad es nuestra principal arma. Dese�monos �xitos
mutuos en nuestro trabajo y nuestra lucha.
