Contribuition of the AKEL - Cyprus

Dear comrades,

On behalf of the Central Committee of AKEL, I would like to
thank the Portuguese Communist Party for the invitation and
for taking up the initiative to host this year's
International Meeting of the Communist and Workers'
Parties. Our discussion on the dangers and potentialities
of the international situation is essential, not only for
understanding and exchanging views among our Parties, but
also for discussing possible common practical responses to
the challenges posed to the peoples of the world by the
current imperialist strategies.

The Communist and Worker's Parties need to elaborate
thoroughly on these issues but at the same time we need to
be able to provide our peoples with concrete proposals for
action and resistance. We struggle together with the
working people in each country for enhancing the working
and living conditions for the benefit of the working class
and the lower social strata, but at the same time our
strategic goal and vision is a socialist future.

During the last years we are experiencing the restructuring
process of imperialist forces, as it has been taking place
since the dissolution of the Soviet Union and existing
socialism in Europe. The fundamental political and military
reformations of this process have led to the dominance of
the United States as the sole superpower in the world.
Under these circumstances, there has been increased
imperial aggressiveness, arrogance and cynicism, leading
humanity to new wars, violence and exploitation. This new
era of barbarity, characterises the international situation
today.

When the Cold War ended the world was left to the mercy of
the consequences of American domination. The first example
was the war in the Gulf, through which it was demonstrated
that in the New Order, the USA would not tolerate countries
that opposed to the American hegemony, particularly in
those areas of the world where significant geo-political
interests and access to petrol deposits and energy routes
are at stake. Through the promotion of the US geo-strategic
interests, the "New World Order" serves of course the
interests of the oligarchy and of the monopolies.

The imperialist character of the "New World Order" has been
demonstrated in the most evident way through the NATO raid
against Yugoslavia, the invasion and continuous occupation
of Iraq, the recent Israeli raid against Lebanon and so
many other tragic examples. The overarching principle of
these wars is the enforcement of the "right of the mighty",
ignoring international law and the very value of human
life. The United Nations Organisation is constantly being
undermined in order to render it a mere tool for promoting
and implementing the strategic plans of the US and their
allies.

The general principles of International Law, as these have
been formed and developed since the end of the Second World
War, are disregarded in the most arrogant way, as if
humanity has not suffered enough from imperialist wars. The
"pre-emptive war dogma", which constitutes a declared NATO
policy since 2000, does not of course aim in preventing
human losses or combating terrorism. It is a dogma aiming
in legitimising the illegal and arbitrary wars conducted by
the US and their allies in order to pursue their own
interests. The serious attacks against international
legality, against the independence and sovereignty of
states and against world peace intend to transform the
present character of the international system. The US wants
to be able to conduct its foreign policy without any
restrictions deriving from International Law or from the
will of the peoples actually concerned.

The promotion of "democracy", according to their usual
rhetoric, goes hand in hand with the promotion of free
market, allowing thus the simultaneous promotion of both
political and economic aims. The way the US and their
allies understand and promote democracy, constitute nothing
else but the establishment of governments that will obey to
the American demands. This distorted understanding of
democracy was clearly expressed after the result of the
last legislative elections in Palestine. The democratic
choice of the Palestinians was not accepted by the US and
the EU because the electoral result, which gave victory to
Hamas, did not comply with their own aspirations. Instead
of reflecting on the reasons leading to this electoral
result, their answer was to punish the Palestinian people
for their choice. Restricting aid, stopping cooperation
with the Palestinian government and murdering civilians, as
the Zionists have done once more, two days ago, by killing
eighteen innocent persons, is only leading to further
radicalisation and desperation of the Palestinian people.

Similarly, the so-called democratisation of Iraq through
the American-led war was a tragic failure, resulting in
total chaos throughout the country and leading its people
in civil war. The current situation in Iraq and the
continuous occupation of the country serves the ultimate
interest of the US for weak national sovereignty instead of
a powerful central authority in Iraq. However, the
inability to establish stability in the post-war Iraq and
the resistance of the Iraqi people against foreign
occupation demonstrate the failure of the American
intervention, which instead of promoting peace and
long-term stability as they claimed that it would happen,
generate violence and bloodshed. The illegal and arbitrary
war in Iraq has caused mass reactions by the world peace
movement and also by every progressive person in the
planet.

Similar reaction followed the Israeli war against Lebanon
and Palestine this summer. The criminal policy of Israel,
which resulted in the death of thousands of people and the
destruction of vital infrastructure, was conducted with the
support of the US and the hypocritical "equidistance"
approach of the EU. No viable future for the whole region
can be achieved as long as Israel is allowed to conduct its
aggressive policy. There cannot be peace without justice
and sustainable solution for the Middle East problem.

The peoples of the Middle East have been the victims of
foreign intervention since European colonialism. Today,
they are the victims of mainly American interference.
Threats against Iran and Syria cannot be seen separately
from the wider US strategic planning's, as demonstrated
through the "Greater Middle East Project". This project
describes the increased American interest in the region,
where the control of petrol pipes and energy routes is at
stake.

In our analysis of the international situation one cannot
ignore the direct or indirect influence of what is called
the energy issue. The race for the strategic control of
international energy resources has become a top priority
with serious security implications: developed countries see
themselves more and more externally depended, while China
and India gain more and more access in oil and gas in the
Middle East, Central Asia and Africa. This is seen as a
serious threat by the US and the EU. The race for energy
and the control over natural resources will determine to a
great extend the shaping of the balance of powers in the
world.

However, what worries us the most is the impact of this
race over the peoples of the world. The last period's huge
increase in the oil price, caused by the imperialists, has
already affected negatively the working class and poorest
countries in all over the world.

The control over energy resources constitutes nothing more
but exploitation of the natural resources of poor countries
for the benefit of the rich ones and their multinational
companies. It is not strange that the rich energy resources
of some countries have proved a great misfortune for them,
since the people of these countries not only they do not
benefit from them, but they become victims of exploitation,
for example ethnic conflicts are financed in the effort to
gain control of a country's energy resources.

At this point allow me to say that my country has been and
still is suffering from imperialistic interventions, which
are in many ways connected with the extremely important oil
interests of the USA in the Middle East region. From one
hand, Cyprus geo-strategical position, which derives from
it's neighbouring with the Middle East and from the other
hand, the role given to Turkey by the US as a guard for its
interests in the region amongst with Israel, has lead to
the victimised of Cyprus with the military invasion of
Turkey in 1974 and the continuous occupation of the 36% of
the territory of the island.

Concluding on the energy issue, it is our strong belief
that the utilisation and export of oil can be managed in a
different way, if the aim is to serve the interests of the
people and not of the monopolies. Venezuela's different
policy of selling oil at lower price proves in practise
that there is possibility for a different management of
international oil market.

Dear comrades,

The lowering of the red flag with the hammer and sickle
from the Kremlin has been interpreted by many as signifying
the end of communism. They were in a rush to issue the
death certificate of socialist ideals and the communist
idea. They were in a rush to bury Marx and Lenin in the
scrapheap of history and in the basements of museums. They
talked about the end of history and concluded that
capitalism is the everlasting fate of humanity.

With the break-up of the Soviet Union and the community of
socialist countries in Europe the international progressive
movement received a very powerful blow. The wheel of
history went backwards in time. Capitalism was victorious,
but its victory was short lived. It did not win the war.
The wheel of history however cannot continuously turn back
to the past. It will once again move forward. This is the
general law of human society.

History has begun once again. We would say that it has
begun again to experience birth pangs. The birthing process
will be long and the pain strong and torturous. The pot
once again is beginning to warm up. However in order for
this cauldron to boil, more wood will need to be put into
the fire. For the wheel of history to advance forward
millions of people will need to move into action. This
wheel of history will once again take its path in a
progressive direction. The Left, and especially the Marxist
Left, is called upon to play in the current contemporary
conditions its pioneering and leading role. It is called
upon to organise, inspire and guide the working people in
new struggles. Along and together with the working people
it is called upon to rally the middle strata and the
progressive intelligentsia. It has the duty to rally and
mobilise all those social forces that are situated on the
opposite side of the ruling class and of monopolistic and
multinational capital.

In an age when imperialism harnesses all its
aggressiveness, establishes unholy alliances, wages wars of
invasion, is behaving with utter contempt by flagrantly
violating every principle of law, at a time when
neo-liberalism through the vehicle of the globalisation of
the multi-national companies and the monopolies is sweeping
across every corner of our planet, the democratic,
progressive forces of the world have only one choice before
them:

To continue and even reinforce their class, ideological and
political struggles in their own countries, as the
safeguarding of the rights of the working class, up to a
great extend, is still given in national level. The
examples of this reality are in numerous, in the
international arena.

Thus, it is our duty to provide our people and our
countries with true and realisable alternatives which
improve their every day life and at the same time
constitute a real break with the capitalist system. It is
our duty to seek for cooperation with other political
forces as we have great traditions in the formation of
popular coalitions. On a national level the social and
political balance of powers determines the possibility of
the communist and workers parties to intervene and
determine specific policies for the benefit of the working
people.

As AKEL, our ten years experience of right wing government
in Cyprus has proved our ability to resist and stop the
anti-peoples policies which intended to sell out the
semi-governmental organisations, to minimise the welfare
state and to attack the achievements of the working class.
Now that our Party participates in a governmental coalition
with other political forces, we have achieve better
preconditions for safeguarding and further promoting of the
social achievements of the Cyprus people, even if we are
acting in the hostile, neo-liberal, reactionary environment
of the E.U that certainly generates strict limitations that
we cannot overcome. Nevertheless this reactionary framework
did not stop the immediate rejection by the government of
the proposals included in this weeks IMF report for the
Cyprus Economy, like for example the undermining of the
institution of automatic inflation readjustment

Of course, the specific conditions in each of our countries
are different, so different choices and tactics may be
suitable in each case.

At the same time communist left has to develop and enhance
international solidarity and coordinate their activity.
Through the struggles of the peoples, the coordination of
the struggle and the international unity and solidarity
between these forces, we can constrain and block the
war-mongering plans of imperialism and to repel the
neo-liberal storm.

This solidarity is necessary and must be developed first of
all for reasons of self-defence: in order to finally and
irrevocably stop the implementation of the ideas, measures
and directives which seek to ban and prohibit the Communist
Parties. Measures and directives, that show how much
capitalists still fear the socialist ideals and communist
parties and feel threatened by them.

We need international solidarity to resolutely defend the
democratic gains and the rights of working people and in
order to tackle the criminal "new world order" and
neo-liberalism.

International solidarity is needed to support the
struggling peoples of the heroic Cuba and Palestine, as
well as all the peoples who are fighting for their national
independence and dignity.

International solidarity is needed so that we can support
the peoples of Latin America which at this time, through
their example, are opening up new paths for the
revolutionary perspective.

Dear comrades

The hopeful experience of Latin America by the growing
radicalization of the continent, the up-growing resistance
of the peoples and the working class against imperialism
and war, against neo-liberalism and capitalism, the up
going class struggles with successful results in many cases
around the world goes together with the up growing
contradictions and the deadlocks, that derives from the
very same nature of capitalism.

This is why, regardless the great difficulties we
acknowledge that exists; we are certain that the future of
humanity can not and will not be the capitalistic
barbarity.

We are optimistic that, sooner or later, the peoples and
the working class victory will come with their struggles
and humanity at the end will pave the way of world peace,
democracy, social justice, solidarity and socialism.

Contribution de l'AKEL de Chypre

Chers camarades,

Au nom du CC de AKEL, je voudrais remercier le PC Portugais
pour son invitation et pour avoir pris l'initiative
d'accueillir cette Rencontre annuelle des Partis
Communistes et Ouvriers. Notre discussion sur les dangers
et les potentialit�s de la situation internationale est
essentielle, non seulement pour comprendre et �changer des
points de vue, mais aussi pour discuter de possibilit�s de
r�ponses pratiques communes aux d�fis lanc�s aux peuples du
monde par la strat�gie actuelle de l'imp�rialisme.

Les Partis Communistes et Ouvriers ont besoin de r�fl�chir
soigneusement sur ces questions mais en m�me temps, nous
devons �tre capables de fournir � nos peuples des
propositions concr�tes pour l'action et la r�sistance. Nous
luttons avec les travailleurs de tous les pays pour
am�liorer les conditions de vie et de travail de la classe
ouvri�re et des couches sociales d�favoris�es, mais en m�me
temps notre objectif et notre vision strat�gique reste un
futur socialiste.

Pendant ces derni�res ann�es nous avons v�cu le processus
de restructuration des forces imp�rialistes, tel qu'il a eu
lieu depuis la dissolution de l'URSS et du socialisme
existant en Europe. Les r�formes politiques et militaires
fondamentales de ce processus ont men� � la domination des
USA en tant que seule superpuissance dans le monde. Dans
ces circonstances, il y a eu un accroissement de
l'agressivit� imp�riale, de l'arrogance, du cynisme, menant
l'humanit� � de nouvelles guerres, � la violence et �
l'exploitation. Cette nouvelle �re de barbarie caract�rise
la situation internationale aujourd'hui.

A la fin de la Guerre Froide le monde a �t� laiss� � la
merci des cons�quences de la domination am�ricaine. Le
premier exemple a �t� la guerre du Golfe, � travers
laquelle il a �t� d�montr� que dans le nouvel ordre, les
USA ne tol�reraient pas que des pays s'opposent �
l'h�g�monie am�ricaine, surtout dans ces zones du monde o�
des int�r�ts g�ostrat�giques significatifs et l'acc�s aux
gisements p�troliers et aux routes de l'�nergie sont en
jeu. A travers la promotion des int�r�ts g�ostrat�giques
US, le � Nouvel Ordre Mondial � sert �videmment les
int�r�ts de l'oligarchie et des monopoles.

Le caract�re imp�rialiste du � Nouvel Ordre Mondial � a �t�
d�montr� de la fa�on la plus �vidente � travers le raid de
l'OTAN contre la Yougoslavie, l'invasion et l'occupation
continue de l'Iraq, le r�cent raid isra�lien contre le
Liban et tant d'autres exemples tragiques. Le principe qui
sous-tend toutes ces guerres est le renforcement du � droit
du plus fort �, au m�pris de la loi internationale et de la
valeur m�me de la vie humaine. L'ONU est constamment
sabot�e pour en faire un simple outil pour la promotion et
la mise en uvre des plans strat�giques des USA et de leurs
alli�s.

Les principes g�n�raux de la Loi Internationale, tels
qu'ils ont �t� �labor�s et d�velopp�s depuis la fin de la
2�me guerre mondiale, sont m�pris�s de la fa�on la plus
arrogante, comme si l'humanit� n'avait pas assez souffert
des guerres imp�rialistes. Le � dogme de la guerre
pr�ventive � qui constitue la politique d�clar�e de l'OTAN
depuis 2000, ne vise pas �videmment la pr�vention des
pertes humaines ou la lutte contre le terrorisme. C'est un
dogme qui vise � l�gitimer les guerres ill�gales et
arbitraires conduites par les USA et leurs alli�s dans la
poursuite de leurs int�r�ts. Les attaque s�rieuses contre
la l�galit� internationale, contre l'ind�pendance et la
souverainet� d'�tats et contre la paix mondiale tendent �
transformer le caract�re actuel du syst�me international.
Les USA veulent conduire leur politique �trang�re sans
aucune restriction apport�e par la Loi Internationale ou
par la volont� des peuples r�ellement concern�s.

La promotion de la � d�mocratie �, selon leur rh�torique
habituelle, marche main dans la main avec la promotion du
march� libre, permettant ainsi la promotion simultan�e
d'objectifs politiques et �conomiques. La fa�on dont les
USA et leurs alli�s comprennent et promeuvent la d�mocratie
ne constitue rien d'autre que l'�tablissement de
gouvernements qui ob�iront aux exigences am�ricaines. La
compr�hension d�form�e de la d�mocratie a �t� clairement
exprim�e apr�s les r�sultats des derni�res �lections
l�gislatives en Palestine. Le choix d�mocratique des
Palestiniens n'a pas �t� accept� par les USA et l'UE parce
que les r�sultats qui ont donn� la victoire au Hamas ne
concordaient pas avec leurs propres aspirations. Au lieu de
r�fl�chir sur les raisons qui ont amen� � ce r�sultat, leur
r�ponse a �t� de punir le peuple palestinien pour son
choix. R�duction de l'aide, arr�t de la coop�ration avec le
gouvernement palestinien et meurtres de civils, comme les
sionistes l'ont fait une fois de plus, il y a deux jours,
en tuant 18 innocents, ne m�ne qu'� plus de radicalisation
et de d�sespoir du peuple palestinien.

De m�me, la soi disant d�mocratisation de l'Iraq � travers
la guerre men�e par les Am�ricains a �t� un �chec tragique,
donnant un chaos total dans tout le pays et menant son
peuple � une guerre civile. La situation actuelle en Iraq
et l'occupation continue du pays servent les int�r�ts
ultimes des USA pour une faible souverainet� nationale au
lieu d'une autorit� centrale puissante en Iraq. Cependant,
l'incapacit� � �tablir la stabilit� dans l'Iraq d'apr�s la
guerre et la r�sistance du peuple irakien contre
l'occupation �trang�re d�montre la faillite de
l'intervention am�ricaine, qui, au lieu de promouvoir la
paix et la stabilit� � long terme, comme ils le clamaient,
a g�n�r� la violence et le carnage. La guerre ill�gale et
arbitraire en Iraq a provoqu� des r�actions de masse du
mouvement mondial de la paix et aussi de tous les
progressistes de la plan�te.

Des r�actions similaires ont suivi la guerre isra�lienne
contre le Liban et la Palestine cet �t�. La politique
criminelle d'Isra�l, qui a d�bouch� sur la mort de milliers
de personnes et la destruction d'infrastructures vitales, a
�t� conduite avec le soutien des USA et leur approche
hypocritement � �quidistante �. Aucun futur viable ne
pourra �tre atteint pour toute la r�gion tant qu'Isra�l
sera autoris� � mener sa politique agressive. Il ne peut y
avoir de paix sans justice et une solution r�aliste pour le
probl�me du Moyen Orient.

Les peuples du Moyen Orient ont �t� les victimes
d'interventions �trang�res depuis le colonialisme europ�en.
Aujourd'hui, ils sont les victimes d'ing�rence
principalement am�ricaines. Les menaces contre l'Iran et la
Syrie ne peuvent pas �tre s�par�es des plans strat�giques
plus larges des USA, comme cela a �t� d�montr� � travers le
� Projet du Grand Moyen Orient �. Ce projet d�crit les
int�r�ts am�ricains croissants dans la r�gion, o� le
contr�le des ol�oducs et des routes de l'�nergie sont en
jeu.

Notre analyse de la situation internationale est qu'on ne
peut pas ignorer l'influence directe ou indirecte de ce
qu'on appelle la question de l'�nergie. La course pour le
contr�le strat�gique des ressources internationales
d'�nergie est devenue la priorit� des priorit�s avec de
s�rieuses implications : les pays d�velopp�s se voient de
plus en plus d�pendants de l'ext�rieur, tandis que la Chine
et l'Inde gagnent de plus en plus d'acc�s au p�trole et au
gaz du Moyen Orient, de l'Asie centrale et d'Afrique. Ceci
est per�u comme une menace s�rieuse par le USA et l'UE. La
course pour l'�nergie et le contr�le des ressources
naturelles d�terminera dans une large mesure le rapport des
forces � l'�chelle mondiale.

Cependant, ce qui nous inqui�te le plus, c'est l'impact de
cette couse sur les peuples du monde. L'�norme augmentation
r�cente du prix du p�trole, caus�e par les imp�rialistes, a
d�j� affect� n�gativement la classe ouvri�re et les pays
les plus pauvres dans le monde entier.

Le contr�le sur les ressources �nerg�tiques ne constitue
rien de plus que l'exploitation des ressources naturelles
des pays pauvres au profit des pays riches et de leurs
multinationales. Il n'est pas �trange que la richesse en
ressources �nerg�tiques se soit r�v�l�e un grand malheur
pour certains pays, puisque les peuples de ces pays, non
seulement n'en ont pas b�n�fici�, mais sont devenus
victimes, par exemple de conflits ethniques financ�s pour
prendre le contr�le des ressources �nerg�tiques du pays.

Parvenu � ce point, permettez moi de dire que mon pays a
souffert et continue de souffrir d'interventions
imp�rialistes, qui sont de plusieurs fa�ons connect�es avec
les int�r�ts p�troliers extr�mement importants des USA au
Moyen Orient. D'un c�t�, la position g�ostrat�gique de
Chypre, voisine du Moyen Orient et de l'autre c�t� le r�le
confi� � la Turquie par les USA en tant que gardienne de
leurs int�r�ts dans la r�gion avec Isra�l, a men� � la
victimisation de Chypre avec l'invasion militaire par la
Turquie en 1974 et l'occupation continue de 36% du
territoire de l'�le.

Pour conclure sur la question de l'�nergie, nous croyons
fermement que l'utilisation et l'exportation du p�trole
peuvent �tre g�r�es de fa�on diff�rente, si l'objectif est
de servir les int�r�ts du peuple et non des monopoles. La
politique diff�rente du Venezuela de vente de p�trole � un
prix inf�rieur prouve en pratique qu'il y a une possibilit�
pour une gestion diff�rente du march� international du
p�trole.

Chers camarades,

La disparition du drapeau rouge avec la faucille et le
marteau du Kremlin a �t� interpr�t�e par beaucoup comme
signifiant la fin du communisme. Il y a eu une ru�e pour
d�livrer le certificat de d�c�s des id�aux socialistes et
de l'id�e communiste. Ils se sont press�s d'enterrer Marx
et L�nine dans les gravats de l'histoire et dans les
fondations des mus�es. Ils ont parl� de la fin de
l'histoire et conclu que le capitalisme �tait le destin
�ternel de l'humanit�.

Avec l'effondrement de l'URSS et de la communaut� des pays
socialistes en Europe, le mouvement progressiste
international a re�u un coup terrible. La roue de
l'histoire a tourn� en arri�re. Le capitalisme a �t�
victorieux, mais sa victoire a �t� de courte dur�e. Il n'a
pas gagn� la guerre. La roue de l'histoire ne peut pas
cependant tourner vers l'arri�re continuellement. Elle
repartira vers l'avant. Ceci est une loi g�n�rale de la
soci�t� humaine.

L'histoire recommence. Nous dirions qu'elle a recommenc�
pour conna�tre les douleurs de l'accouchement. La naissance
sera longue, et la douleur violente. La marmite recommence
� chauffer. Cependant pour qu'elle entre en �bullition, il
faudra mettre plus de bois dans le feu. Pou que la roue de
l'histoire avance des millions de personnes devront entrer
en action. Cette roue de l'histoire reprendra son chemin
dans la direction du progr�s. La Gauche et surtout la
Gauche marxiste, est appel�e � jouer dans les conditions
contemporaines son r�le de pionni�re et de dirigeante. Elle
est appel�e � organiser, inspirer et guider le peuple
travailleur dans des luttes nouvelles. Avec le peuple
travailleur, elle est appel�e � rallier les couches
moyennes et l'intelligentsia progressiste. Elle a le devoir
de rallier et de mobiliser toutes ces forces sociales qui
sont situ�es du c�t� oppos� � la classe dominante et au
capital monopoliste multinational.

Dans une �poque o� le capitalisme d�ploie toute son
agressivit�, �tablit des alliances sacril�ges, finance des
guerres d'invasion, se comporte avec un m�pris total en
violant de fa�on flagrante tous les principes et toutes les
lois, en un temps o� le n�olib�ralisme � travers la
globalisation, les compagnies multinationales et les
monopoles fouillent chaque coin de notre plan�te, les
forces progressistes du monde n'ont qu'un choix devant
elles :

Continuer et m�me renforcer leurs luttes politiques,
id�ologiques et de classe dans leurs propres pays, car la
sauvegarde des droits de la classe ouvri�re, dans une large
mesure, est encore � mener au niveau national. Les exemples
de cette r�alit� sont nombreux dans l'ar�ne internationale.

Ainsi, il est de notre devoir de fournir � notre peuple et
� nos pays des alternatives r�alistes qui am�liorent la vie
quotidienne et en m�me temps constituent une v�ritable
rupture avec le syst�me capitaliste. C'est notre devoir de
rechercher la coop�ration avec d'autres forces politiques
car nous avons de grandes traditions dans la formation de
coalitions populaires. Au niveau national le rapport de
forces d�termine la possibilit� pour les partis communistes
et ouvriers d'intervenir et de d�terminer une politique
sp�cifique au profit du peuple travailleur.

En tant qu'AKEL, notre exp�rience de dix ans de
gouvernement de droite � Chypre a prouv� notre capacit� �
r�sister et � arr�ter la politique anti-populaire qui avait
l'intention de vendre les institutions semi
gouvernementales, de diminuer les minima sociaux et
d'attaquer les conqu�tes de la classe ouvri�re. Maintenant
que notre parti participe � une coalition gouvernementale
avec d'autres forces politiques, nous avons de meilleures
pr� conditions pour sauvegarder et m�me promouvoir les
conqu�tes sociales du peuple chypriote, m�me si nous
agissons dans l'environnement hostile, n�olib�ral,
r�actionnaire de l'UE qui g�n�re certainement des
limitation strictes que nous ne pouvons pas d�passer.
N�anmoins, cette structure r�actionnaire n'a pas stopp� le
rejet imm�diat par le gouvernement des propositions
incluses dans le rapport du FMI de cette semaine, comme par
exemple la sape de l'institution de l'�chelle mobile des
salaires et des prix.

Bien sur, les conditions sp�cifiques de chacun de nos pays
sont diff�rentes, et donc chaque cas suppose des choix et
des tactiques diff�rents.

En m�me temps, la gauche communiste doit d�velopper et
renforcer la solidarit� internationale et coordonner ses
activit�s. A travers les luttes de nos peuples, la
coordination de la lutte, l'unit� internationale et la
solidarit� entre ces forces, nous pouvons contenir et
bloquer les plans bellicistes de l'imp�rialisme et
repousser l'orage n�olib�ral.

Cette solidarit� est n�cessaire et doit �tre d�velopp�e
avant tout pour des raisons d'autod�fense : pour arr�ter
enfin et irr�vocablement la mise en uvre des id�es, mesures
et directives qui cherchent � bannir et � interdire les
partis communistes. Mesures et directives qui montrent �
quel point beaucoup de capitalistes ont peur des id�aux
socialistes et des partis communistes et se sentent menac�s
par eux.

Nous avons besoin de solidarit� internationale pour
d�fendre r�solument les avanc�es d�mocratiques et les
droits du peuple travailleur et pour contrer le � nouvel
ordre mondial � criminel et le n�olib�ralisme.

La solidarit� internationale est n�cessaire pour soutenir
les peuples en lutte de Cuba et de Palestine, et tous les
peuples qui luttent pour leur ind�pendance nationale et
leur dignit�.

La solidarit� internationale est n�cessaire pour que nous
puissions soutenir les peuples d'Am�rique latine qui en ce
moment, par leur exemple, ouvrent de nouveaux chemins pour
la perspective r�volutionnaire.

Chers camarades,

L'exp�rience pleine d'espoir de l'Am�rique latine et la
radicalisation croissante du continent, la r�sistance
croissante des peuples et de la classe ouvri�re contre
l'imp�rialisme et la guerre, contre le n�olib�ralisme et le
capitalisme, les luttes de classe croissantes avec des
victoires dans de nombreux cas dans le monde, vont ensemble
avec les contradictions croissantes et les blocages, qui
d�coulent de la nature m�me du capitalisme.

C'est pourquoi, malgr� les grandes difficult�s dont nous
reconnaissons l'existence, nous sommes certains que le
futur de l'humanit� ne peut pas �tre et ne sera pas la
barbarie capitaliste.

Nous sommes optimistes car, t�t ou tard, la victoire des
peuples et de la classe ouvri�re viendra et l'humanit�
finalement construira la paix mondiale, la d�mocratie, la
justice sociale, la solidarit� et le socialisme.
