Contribution of the Iraqi CP

Dear Comrades,

I convey to you the wholehearted greetings of Iraqi
Communists and their best wishes for a successful
International Meeting.

We seize this opportunity to express our gratitude for the
internationalist support and solidarity extended to the
Iraqi people, to our Communist Party and democratic forces
(trade unionists, women and youth organizations..), by many
fraternal parties all over the world. We look forward to
your continued support in the difficult and complex
struggle ahead in Iraq, to end the occupation, restore full
national sovereignty and build a unified democratic and
federal Iraq.

The first topic in the themes chosen for this International
Meeting, "The Dangers and potentialities of the
International Situation", is of special relevance to our
country Iraq, about 3 and a half years after the US-led
invasion, war and occupation, with catastrophic
consequences, first and foremost for our Iraqi people, and
also for peace and stability in the Middle East and the
whole world.

The Iraqi experience, and its eventual outcome, is
therefore of great significance to the to the struggle of
peace-loving and progressive forces all over the world, to
stem the aggressive onslaught of US imperialism.

It will not be possible, in this brief contribution, to go
into detail about the situation in Iraq. But I urge the
comrades to have a look at a brief report on the current
situation, prepared for this International Meeting, based
on an extensive statement issued by our party�s Central
Committee meeting held last September.

I would like, however, to mention few points:

- Our Party openly opposed and rejected the warmongering
and hegemonic policy of the Neo-conservatives in the US,
long before the war on Iraq in 2003. We opposed the war,
invasion and occupation, exposing its imperialist
objectives. This position has been vindicated, thus
enhancing the credibility of our Party in Iraq, among the
people. In the unique and extremely complex situation that
developed after the war, with the collapse of the Iraqi
state, following the collapse of the fascist-type
dictatorship of Saddam Hussein, our Party, along with the
major political forces, resorted to political struggle as
the main form of fighting against the occupation, and for
regaining national sovereignty and independence.

- Let me say few words about the ongoing political
process in Iarq:

- We view this process as a contradictory process.
Different constituent political forces and currents
(Islamic, nationalist both Arab and Kurdish -, democratic
and liberal) have different and conflicting visions and
societal projects and agendas. The occupying powers, the US
and its allies, also have their own, well-known, agenda and
plans, and are still a major player.

- Bur the events and developments in Iraq clearly show
that the internal dynamic, and the internal forces, can
effectively influence the direction, content and pace of
the developments of the political process.

- This influence grows stronger, the more the Iraqi
forces succeed in unifying their ranks and act together on
agreed-upon national objectives.

- National Unity, (which is a recurrent theme also in
Palestine and Lebanon), is therefore indispensable in the
fight to overcome sectarian divisions, that have been
accentuated and manipulated by the US administration:
National Unity, and national consensus, are also
indispensable for the fight to seize back full national
sovereignty, eliminate the legacy of dictatorship end the
occupation, and empower the people to take their destiny
into their hands.

- We conceive the political process as an arena of
struggle, with the aim of bringing it closer to the
national democratic agenda.

- In this process, as always, our Communist Party is
guided by the interests of the Iraqi people, toilers and
workers.

- In parallel with the fight for the big issue, of
ending the occupation, Iraqi Communists are playing a
prominent and a leading role in social struggles, defending
the rights of workers and people.. as recently demonstrated
by the wave of strikes by tens of thousands of teachers,
that swept many provinces all over the country.

- In addition, there is the continuing fight against
privatization of sate enterprises, against neo-liberal
plans and the diktat of the International Monetary Fund
(IMF), and to keep the oil wealth under Iraqi control.

- These social and glass struggles cut across the
ethnic-sectarian divide, and therefore also contribute
significantly to strengthening the Iraqi national identity
and national unity.

Relevant also to the main theme of this International
Meeting , is what has happened over the past few days in
the US. The American people have spoken, and passed their
verdict against the Bush administration. It is (if I may
borrow a geological term !) like a tectonic shift (an
earthquake) in the political landscape of the US, that
could have far-reaching consequences for other parts of the
world. It has provided yet another powerful example on the
impact of peace and mass democratic movements.

Iraq dominated the US Congress elections. So, the question
that arises now is: What will

It remains to be seen how things will develop in the US..
But already Rumsfield is gone, and he may soon be followed
by the US representative in the UN, John Bolton, the
well-known hawkish Neo-con.

One very important aspect, however, is that pressure will
increase for the withdrawal of American troops from Iraq.

A national consensus is emerging in Iraq, among the major
political forces, that there should be a clearly-defined
timetable for a speedy withdrawal of the occupying forces,
linked to rebuilding the Iraqi armed forces. Up to now,
Bush has adamantly refused to be committed to such a
timetable, obviously preferring an open-ended military
presence and occupation.

This crucial issue will come up for review at the UN
Security Council by the end of this year. Such a timetable,
and also seizing back effective control over security
matters in Iraq, is fundamental to restoring full national
sovereignty and speeding up the end of occupation.

Finally, one word about internationalist solidarity. We
call on all fraternal parties to develop more concrete
forms of support and solidarity with the Iraqi people,
Communists and democrats.

This should be coupled with clear and unequivocal
condemnation of all human rights violations in Iraq,
whether committed by the occupation forces, by terrorists
and extremist and reactionary Islamists, or by paramilitary
organizations.

Mass killings of innocent civilians, and the so-called
suicide bombings, targeting mainly workers, the unemployed
and women, in poor districts, have nothing to do with
resisting the occupation. As a matter of fact, they provide
free service to the occupiers and their "divide and rule"
tactic, alienate the people, and stir up sectarian strife.

In conclusion, we salute the advances made by the forces
of the Left in Latin America. They are an inspiration to
progressives all over the world.

We also strongly condemn the Israeli atrocities committed
against the Palestinian people, including the horrific
massacre carried our three days ago in the town of Beit
Hanoon in Gaza.

Solidarity with the Lebanese people and Communist party
against the Israeli aggression ..

Solidarity with the Iranian people and the fraternal Tudeh
party against external interference and for democratic
rights.

And we voice our condemnation of anti-communist measures
and the ban of the Communist Youth Union in the Czeck
republic.

Cher camarades,

Je vous transmets les salutations les plus cordiales des
Communistes irakiens et leurs meilleurs vux pour la
r�ussite de cette rencontre internationale.

Nous saisissons cette opportunit� pour exprimer notre
gratitude pour le soutien international et la solidarit�
�tendue pour le peuple irakien, pour notre Parti Communiste
et les forces d�mocratiques (syndicalistes, organisations
de femmes et de la jeunesse,) par de nombreux partis
fraternels dans le monde entier. Nous esp�rons la
continuit� de votre soutien dans la lutte complexe et
difficile qui nous attend en Iraq, pour en finir avec
l'occupation, restaurer la pleine souverainet� nationale,
et construire un Iraq unifi�, d�mocratique et f�d�ral.

Le premier sujet dans les th�mes choisis pour cette
Rencontre Internationale, � Les dangers et les
potentialit�s de la situation internationale �, est
particuli�rement pertinent pour notre pays, � peu pr�s 3
ans et demi apr�s l'invasion dirig�e par les USA, la guerre
et l'occupation, avec des cons�quences catastrophiques,
d'abord et surtout pour le peuple irakien, et aussi pour la
paix et la stabilit� dans le Moyen Orient et dans le monde.

L'exp�rience irakienne, et son �ventuel r�sultat, sont par
cons�quent d'une grand signification pour la lutte des
forces progressistes et de paix dans le monde, pour
endiguer les attaques de l'imp�rialisme US.

Il ne sera pas possible, dans cette br�ve contribution,
d'entrer dans les d�tails de la situation en Iraq. Mais
j'invite les camarades � jeter un regard sur un bref
rapport sur la situation actuelle, pr�par� pour cette
Rencontre, bas� sur une d�claration compl�te �dit�e �
l'issue d'une r�union du Comit� Central de notre parti qui
s'est tenue en Septembre de cette ann�e.

Je voudrais cependant mentionner quelques points :

- Notre Parti s'est oppos� ouvertement et a rejet� la
politique belliciste et h�g�monique des n�o-conservateurs
US, bien avant la guerre d'Iraq en 2003. Nous nous sommes
oppos�s � la guerre, � l'invasion et � l'occupation, en
exposant leurs objectifs imp�rialistes. Cette opposition a
�t� justifi�e et a renforc� la cr�dibilit� de notre Parti
en Iraq, parmi lez peuple. Dans la situation unique et
extr�mement complexe qui s'est d�velopp�e apr�s la guerre,
avec l'effondrement de l'�tat irakien, apr�s l'effondrement
de la dictature de type fasciste de Saddam Hussein, notre
Parti, avec les autre principales forces politiques, a eu
recours � la lutte politique en tant que forme principale
de combat contre l'occupation, et pour reconqu�rir la
souverainet� nationale et l'ind�pendance.

- Laissez-moi dire quelques mots sur le processus politique
en cours en Iraq :

- Nous voyons ce processus comme un processus
contradictoire. Diff�rentes forces et courants politiques y
participent (islamique, nationalistes, � la fois arabes et
kurdes, d�mocratique et lib�raux) avec des visions, des
projets soci�taux et des calendriers diff�rents et
conflictuels. Les puissances occupantes, US et alli�s, ont
aussi les leurs, qui sont bien connus. Ils constituent un
protagoniste majeur.

- Mais les �v�nements et les d�veloppements en Iraq
montrent clairement que la dynamique interne, et les forces
internes, peuvent effectivement influencer la direction, le
contenu et le d�roulement des d�veloppements du processus
politique.

- Cette influence se renforce, au fur et � mesure que les
forces irakiennes r�ussissent � unifier leurs rangs et �
agir ensemble sur des objectifs nationaux communs.

- L'unit� nationale, (qui est un th�me r�current aussi en
Palestine et au Liban), est par cons�quent indispensable
dans le combat pour vaincre les divisions sectaires, qui
ont �t� accentu�es et manipul�es par l'administration US.
L'unit� nationale, et le consensus national, sont aussi
indispensables pour le combat pour r�cup�rer la pleine
souverainet� nationale, �liminer l'h�ritage de la dictature
et de l'occupation, et donner au peuple le pouvoir de
prendre sa destin�e en mains.

- Nous concevons le processus politique comme un domaine de
lutte, avec l'objectif de le rapprocher de l'agenda
national d�mocratique.

- Dans ce processus, comme toujours, notre Parti Communiste
est guid� par les int�r�ts du peuple irakien travailleur.

- En parall�le avec le combat pour la grande question,
c'est-�-dire la fin de l'occupation, les Communistes
irakiens jouent un r�le dirigeant et de premier plan dans
les luttes sociales, dans la d�fense des droits des
travailleurs et des gens, comme cela a �t� d�montr� dans la
vague de gr�ves de dizaines de milliers d'enseignants qui a
travers� de nombreuses provinces � travers le pays.

- De plus, il y a le combat continuel contre la
privatisation des entreprises d'�tat, contre les plans
n�olib�raux et le diktat du FMI, et pour garder les
richesses p�troli�res sous contr�le irakien.

- Ces luttes sociales et de classe traversent les divisions
ethniques sectaires, et contribuent par cons�quent �
renforcer l'identit� nationale irakienne et l'unit�
nationale.

Notre Rencontre est �galement concern�e � travers son th�me
principal, par ce qui est arriv� ces derniers jours aux
USA. Le peuple am�ricain a parl�, et a �mis son verdict
contre l'administration Bush. C'est l�, si l'on peut dire
un s�isme dans le paysage politique des USA, qui pourrait
avoir des cons�quences importantes pour d'autres parties du
monde. C'est l� un autre exemple puissant de l'impact des
mouvements de paix et d�mocratiques de masse.

L'Iraq a domin� les �lections au Congr�s US. ET la question
qui se pose maintenant est : et apr�s ?

Il reste � observer comment les choses vont se d�velopper
aux USA. Mais d�j�, Rumsfeld est parti, et il pourrait �tre
rapidement suivi par le repr�sentant US � l'ONU, John
Bolton, le faucon n�o-conservateur bien connu.

Un aspect tr�s important, cependant, est que la pression va
augmenter pour le d�part des troupes am�ricaines d'Iraq.

Un consensus national est en train d'�merger en Iraq, parmi
les forces politiques majeurs, qu'il devrait y avoir un
calendrier bien d�fini pour un retrait rapide des forces
d'occupation, li� � la reconstruction des forces arm�es
irakiennes. Jusqu'ici, Bush a refus� obstin�ment de se lier
� un tel calendrier, pr�f�rant de toute �vidence une
pr�sence et une occupation militaires � dur�e ind�termin�e.

La question cruciale reviendra devant le Conseil de
S�curit� de l'ONU vers la fin de l'ann�e. Un tel
calendrier, et aussi, la reprise par les Irakiens du
contr�le effectif sue les questions de s�curit� en Iraq,
est fondamental pour restaurer la pleine souverainet�
nationale et pour acc�l�rer la fin de l'occupation.

Finalement, un mot au sujet de la solidarit�
internationale. Nous appelons tous les partis fr�res �
d�velopper des formes plus concr�tes de solidarit� avec le
peuple irakien, les Communistes et les d�mocrates.

Ceci devrait �tre coupl� avec une condamnation claire et
sans �quivoque de toutes les violations des droits de
l'homme en Iraq, qu'elles soient commises par les forces
d'occupation, les terroristes, les extr�mistes, les
r�actionnaires islamistes, ou le organisations
paramilitaires.

Le massacre en masse de civils innocents, et les attentats
suicides,qui vise d'abord les travailleurs, les ch�meurs et
les femmes, dans les quartiers pauvres,n'ont rien � voir
avec la r�sistance � l'occupation. En r�alit�, ils
fournissent un service gratuit � l'occupant dans sa
tactique � diviser pour r�gner �, pour ali�ner le peuple et
susciter des conflits sectaires.

En conclusion, nous saluons les avanc�es r�alis�es par les
forces de gauche en Am�rique latine. Elles sont une source
d'inspiration pour les progressistes du monde entier.

Nous condamnons avec force les atrocit�s commises par
Isra�l contre le peuple palestinien, y compris l'horrible
massacre commis il y a trois jours dans la ville de Beit
Hanoun.

Solidarit� avec le peuple libanais et son Parti Communiste
contre l'agression isra�lienne.

Solidarit� avec le peuple iranien et le parti fr�re Tudeh
contre les ing�rences ext�rieures et pour les droits
d�mocratiques

Et nous exprimons notre condamnation des mesures
anti-communistes et l'interdiction de l'Union de la
Jeunesse Communiste en R�publique Tch�que.
