17 IMCWP, Contribution of Lebanese CP [En, Ar]

Dear Comrades

In the beginning allow me on behalf of the Lebanese Communist Party (LCP) to thank the comrades of “The Communist Party, Turkey” for organizing the 17^th IMCWP in a very critical situation that the world, in general, and the Middle East in specific, is passing through.

Our region is almost living a third world war, initiated by US imperialism and its allies in the region against our peoples seeking for the liberation of our countries from dependency, underdevelopment and poverty, and aspiring for the emancipation from the reactionary regimes and dictatorships which were created by imperialism, along with the Israeli entity, in order to dominate our region which has very strategic importance, geographically, politically and economically, because this region contains the world’s largest “black gold”, its transportation and distribution points pass through it too.

That is why imperialism, US in specific, decided to use all its weapons to prevent the liberation of our peoples and getting back their wealth to use it for development. That is why the direct military interference took place in Libya, Syria and before and after them in Iraq. Also that is why there was imperialist encouragement for the reactionary Arab political systems to interfere in Bahrain and Yemen.

But the most dangerous are two issues:

The first issue is the contribution of the imperialist forces to the creation and the development of many terrorist groups; those forces which pretend, now, that they are fighting terrorism by what is named “the International Coalition”. These groups, which benefited from the financial support provided by some monarchies and emirates of the Arabian Gulf beside the Turkey system, which the imperialist countries have facilitated for them to bring people, technology and developed weapons, to destroy our countries: killing the children and the elderly people, smashing, destroying homes and towns, dominating the oil fields, in some regions in Iraq and Syria, to sell it to the petroleum multinational companies and benefit from its price in order to promote what these terroristic groups called “their country” which was set up by the displacement of millions of citizens who have been added to other millions of people who have migrated because of the battles. Among them there are more than two millions Syrian refugees, additional 100 thousands Palestinians and 100 thousands Iraqi refugees living now in Lebanon, which is already in crisis because of the continuous Israeli threats and violations, as well as of its openness to the crises in the region, namely the Syrian crisis. This crisis which both parts of the “political class” in Lebanon (March 8^th and March 14^th) participate in it led “ISIS”, “Al Nosra” and other organizations to spread more in Lebanon. This crisis that enforced us to form groups to protect the villages and towns to resist their threats hold as we did before to resist the Israeli aggressions and occupation.

The second issue: the Israeli entity tries to impose a project under the title of “Judaism the State” (make Palestine a pure Jewish state) on the land of whole Palestine, benefiting from the open wars in the Arab region. Killing, enforcing the Palestinians to leave their homes (1948 lands included), building more settlements, refusing “the right to return” according to UN resolution 194, being fully supported by Washington and part of EU all of these actions help it to impose its Project. These anti-human crimes committed by this racist entity exploded, today, new Intifada (new uprising) on the whole land of Palestine. States and organizations started to talk about the rights of the Israeli entity in self – defense to face the Intifada but when the Palestinians try to protect themselves from the Israeli racist crimes and occupation the whole world goes against them.

Dear Comrades,

We, as communist and workers’ parties, are called to have the correct and the courageous position to face from what is going on in this part of the world. The struggle against imperialism and fascism, struggle for liberation which the international working class is fighting, starts from understanding of what is going on in our region and dealing with “The New Middle East” project, on the bases of it is the starting point to get out of the crisis that hits the capitalist centers, to divide again the world, its markets and the authority regions. Capitalism till now can not find the suitable exist for its crisis that is facing since 2008.

Starting from this point and to prevent radical change in the international power balance, including the end of mono polar system which emerged as a result of USSR deconstruction, we see that imperialism, the American one in specific and the EU, is not satisfied with letting the international working class holds the burdens of this crisis and the results of its economic and political policy, putting its hand on the semi collapsed states, but also imperialism is goes to excess in using military force to face the change attempts by building more military bases coalitions, moving the navy in world’s seas and oceans. Also we can see imperialism launches provocative wars, mainly in the region up to Afghanistan and Pakistan, and organizing coup d’état with the support of religious political parties and terroristic ones, without forgetting the conspiracies against the people of Latin America and Africa.

In addition to that the capitalist powers confrontations, with escalated aggressiveness, that are taking place among these powers themselves. By this we mean the confrontations among imperialism – the American on in specific – and their competitors the other capitalist countries which are trying to get into and reserve a place for themselves in a multi-polar world. They are determined confrontations the states of Asia, Latin America and Africa will be their battle fields. Also the energy and natural sources, markets world saves and brains will be struggling issues in it.

What is our role as communist parties in facing this new attack?

The globalized crisis and its results that the capitalist system is living now put us in the front rows of confrontation on the national and international levels. We see that the slogan of getting over capitalism became a must, and this imposes on us and the anti capitalism forces the struggle to build socialist system, which starts from the specifications of the materialistic development of every country, that is why, it is not necessary to be one system or one type.

This requires, from us, enrolment in the political and ideological struggle, even the practical one, to uncover the attempts of capitalism in deforming the human awareness, and to face terrorism and its causes, also to face neo – fascism and anti-communism campaigns.

That is why our party (LCP) suggests that the communist and workers’ parties have to start thing about producing new internationalism to face the globalized capitalism. This requires, from all of us, looking for forming effective left political frames, on regional and international levels, with activating the role of the working class and its trade unions. It also requires developing “IMCWP”, enlarging it and rooting it to form hard core in the confrontations which became determined.

المقدمة أمام اللقاء العالمي الـ 17 للأحزاب الشيوعية والعمالية

"مهام الأحزاب الشيوعية والعمالية

تعزيز نضال الطبقة العاملة ضد الاستغلال الرأسمالي والحروب الامبريالية وضد الفاشية،

من أجل تحرر العمال والشعوب، من أجل الاشتراكية"

الرفيقات والرفاق الأعزّاء،

اسمحوا لي، بداية، أن أشكر الرفاق في "الحزب الشيوعي، تركيا" لتنظيمهم اللقاء السابع عشر العالمي للأحزاب الشيوعية والعمالية، في فترة دقيقة جدا يمر بها العالم عموما، ومنطقة الشرق الأوسط، على وجه الخصوص.

فمنطقتنا تعيش شبه حرب عالمية ثالثة بدأتها الامبريالية الأميركية وحلفاؤها في المنطقة ضد شعوبنا الساعية الى تحرير بلداننا من التبعية للامبريالية ومن التخلف والفقر، والطامحة الى الخلاص من الأنظمة الرجعية والديكتاتورية التي أوجدتها الامبريالية، الى جانب الكيان الاسرائيلي، بهدف السيطرة على منطقتنا ذات الأهمية الاستراتيجية جغرافيا وسياسيا واقتصاديا، كون هذه المنطقة تحتوي على القسم الأكبر من مخزون النفط والغاز في العالم وتمر عبرها طرق نقلهما وتوزيعهما.

لذا، قررت الامبريالية، الأميركية على وجه التحديد، استخدام جميع أسلحتها لمنع شعوبنا من التحرر واستعادة ثرواتها واستخدام تلك الثروات من أجل التنمية. فكان التدخل العسكري الامبريالي المباشر في ليبيا وسوريا، وقبلهما وبعدهما في العراق، وكان التشجيع الامبريالي لتدخل القوى الرجعية العربية في البحرين واليمن .

الا أن الأخطر من كل هذا، مسألتان:

المسألة الأولى هي ما ساهمت فيه الامبريالية من خلق وتطوير العديد من المجموعات الارهابية التي تدّعي، حاليا، محاربتها عبر ما يسمى "الائتلاف الدولي". فتلك المجموعات، التي استفادت من الدعم المادي الذي قدّمته لها بعض ممالك وامارات الخليج العربي الى جانب النظام التركي، والتي سهلت لها الدول الامبريالية استقدام عناصر بشرية وتقنيات وأسلحة متطورة، تعيث فسادا في أوطاننا: تقتل وتهدّم وتستولي على مصادر النفط في بعض مناطق العراق وسوريا لتبيعه الى الشركات البترولية العابرة للقارات ولتستفيد من ثمنه من أجل تعزيز ما تسميه "دولتها" التي أقامتها على حساب تهجير ملايين المواطنين الذين أضيفوا الى ملايين آخرين من الذين هجرتهم المعارك. من بين هؤلاء مليونان سوري ومائة ألف فلسطيني إضافي ومائة ألف عراقي يعيشون اليوم في لبنان، المازوم أصلا بسبب الاعتداءات والخروقات الاسرائيلية المستمرة على ارضه، وكذلك بسبب انفتاحه على أزمات المنطقة، وبالتحديد الأزمة السورية. هذه الأزمة التي يشارك فيها طرفا "الطبقة السياسية" المسيطرة (8 و14 آذار) والتي أدت الى تغلغل تنظيمي "داعش" و"النصرة" وغيرهما داخل مناطقنا وقرانا كلها، وما تبع ذلك من اضطرارنا لتنظيم مجموعات حماية للقرى والبلدات بهدف مقاومتها، تماما كما قاومنا في السابق الاعتداءات الاسرائيلية والاحتلال الاسرائيلي لأرضنا.

ألمسألة الثانية وهي ما يحاول الكيان الاسرائيلي فرضه من مشروع يحمل عنوان "يهودية الدولة" على أرض فلسطين كلها، بالاستفادة من الحروب المفتوحة في المنطقة العربية. فالقتل والتهجير لأبناء الشعب الفلسطيني (بما في ذلك في أراضي 1948)، وبناء المستوطنات، ورفض حق العودة تبعا لما جاء في القرار 194، تلقى الدعم الكامل من قبل واشنطن وكذلك بعض دول الاتحاد الأوروبي. هذه الجرائم ضد الإنسانية، التي فجّرت اليوم انتفاضة جديدة على أرض فلسطين كلها، تقابل عموما بالحديث عن حقوق الكيان الإسرائيلي في الدفاع عن نفسه، بينما تقوم الدنيا ولا تقعد في كل مرّة يحاول فيها الشعب الفلسطيني الدفاع عن نفسه ليس إلا.

الرفيقات والرفاق،

نحن، كأحزاب شيوعية وعمالية، مدعوون لاتخاذ الموقف الصحيح والجريء في مواجهة ما يجري في هذه المنطقة من العالم.

فالنضال ضد الامبريالية والفاشية، والنضال التحرري الذي تخوضه الطبقة العاملة العالمية، يبدأ من خلال فهم ما يجري في منطقتنا والتعاطي مع "مشروع الشرق الأوسط الجديد" على أساس أنه المشروع – الأم ونقطة الانطلاق للخروج من الأزمة التي تتخبط فيها المراكز الرأسمالية وبالتالي لاعادة تقسيم العالم، وأسواقه ومناطق النفوذ فيه. ذلك أن الرأسمالية لم تستطع، حتى الآن، من ايجاد المخارج الثابتة للأزمة التي تعصف بها منذ العام 2008.

من هنا، ومن أجل الحؤول دون أي تغيير جدي في ميزان القوى عالميا، بما في ذلك انهاء النظام العالمي الآحادي القطب الذي نشأ بنتيجة تفكك الاتحاد السوفياتي، نرى أن الامبريالية، الأميركية على وجه التحديد ومعها الاتحاد الأوروبي، لا تكتفي بزيادة حدة الاستثمار، وتحميل الطبقة العاملة العالمية أوزار سياساتها الاقتصادية، ووضع العديد من بلدان العالم على حافة الانهيار؛ بل انها تلجأ على وجه الخصوص الى الافراط في استخدام قوتها العسكرية في مواجهة محاولات التغيير، عبر بناء القواعد والأحلاف، واطلاق الأساطيل في بحار العالم. كما نراها تشن الحروب الاستباقية، خاصة في المشرق والمغرب العربيين، الى جانب تنظيم الانقلابات والاستعانة بالأحزاب السياسية الدينية وبالقوى الارهابية في عالمنا العربي وعلى امتداد الشرق الأوسط والأقصى، وصولا الى أفغانستان وباكستان، دون أن ننسى المؤامرات التي تحاك ضد شعوب اميركا اللاتينية وفي أفريقيا.

ونضيف الى هذه العدوانية المتصاعدة ما يجري من مواجهات على مستوى آخر بين القوى الرأسمالية نفسها. ونعني بها المواجهات بين الامبريالية – الأميركية على وجه التحديد – ومنافسيها من دول رأسمالية أخرى تحاول حجز مكان لها في عالم متعدد الأقطاب. وهي مواجهات حتمية ستكون بلدان اسيا وأفريقيا وأميركا اللاتينية ساحاتها؛ كما ستكون مصادر الطاقة والموارد الطبيعية والأسواق والادخارات العالمية والأدمغة مواضيع الصراع فيها.

ما هو دورنا كأحزاب شيوعية وعمالية في مواجهة تلك الهجمة الجديدة؟

أن انعكاسات الأزمة المعولمة التي يعيشها النظام الرأسمالي تضعنا في طليعة المواجهة على المستويين الوطني والعالمي. ونرى أن شعار تجاوز النظام الرأسمالي أصبح ضرورة ملحة، وهو يفرض علينا وعلى القوى المناهضة للرأسمالية النضال من أجل بناء النظام الاشتراكي، الذي ينطلق من خصوصية التطور المادي في كل بلد من البلدان، ولا يمكن، بالتالي، ان يكون نظاماً واحداً أو نموذجاً واحداً.

وهذا يتطلب منا الانخراط في الصراع السياسي والايديولوجي، وحتى العملي، من أجل فضح محاولات الطغمة المالية العالمية تشويه الوعي البشري ولمواجهة الارهاب ومسبباته وكذلك الفاشية الجديدة وحملات العداء للشيوعية.

من هنا، يطرح حزبنا على الأحزاب الشيوعية والعمالية في العالم بدء التفكير بانتاج أممية جديدة لمواجهة الرأسمالية المعولمة. وهذا يتطلّب منا جميعا البحث في تكوين أطر سياسية يسارية فاعلة، مناطقيا وعلى الصعيد العالمي، مع تفعيل دور الطبقة العاملة ومنظماتها النقابية. كما يتطلب، كذلك، تطوير "اللقاء العالمي للأحزاب الشيوعية والعمّالية" وتوسيعه وتجذيره ليشكل النواة الصلبة في تلك المواجهة التي أصبحت حتمية..
