12th International Meeting of Communists and Workers Parties

3 ^rd to 5 ^th December 2010

Tshwane – South Africa

The undersigned parties, which participated in the 12 ^th International Meeting of Communists and Workers Parties convened in the city of Tshwane – South Africa, from the 3 ^rd to 5 ^th of December 2010, regarding the Cyprus problem and the ongoing negotiations between the leaders of the two communities, declare the following:

1. They consider the continued division of the island as illegal, unacceptable and detrimental to the people of Cyprus as a whole; Greek Cypriots and Turkish Cypriots.

2. They condemn the imperialist conspiracies and interventions that leaded to the invasion and the continuing occupation of 37% of the territories of the Republic of Cyprus for 36 years by Turkey; the Cyprus problem constitutes an international problem of illegal foreign intervention, of violation of core principles of international law, of the UN Charter, of basic principles of European law and of the human rights and civil liberties of its people.

3. Calls for the immediate implementation of the United Nations Security Council resolutions on Cyprus, the termination of the occupation, the end of the settlement of the occupied area and the unacceptable status quo, the withdrawal of all Turkish troops and the reinstitution of human rights for the people of Cyprus in its entirety.

4. They condemn the continuing efforts of Turkey to alter the demographic character of the island, through the influx of settlers from mainland Turkey, and the usurpation of land and properties in the areas which are not under the control of the Republic since the 1974 invasion, in violation of international humanitarian law.

5. They express their solidarity to the Cyprus people and underline that the finding of a peaceful, just and viable solution of the Cyprus problem constitutes an urgent priority for the international community.

6. They welcome and support the ongoing substantive inter-communal negotiations taking place under the auspices of the United Nations aiming to the finding of a mutually acceptable, comprehensive solution based on the agreed framework of bicommunal, bizonal federation with political equality as prescribed by the relevant UN Resolutions. A solution providing for the transformation of Cyprus into a federal state with a single sovereignty, single international personality and single citizenship.

7. They underline, that the solution must adhere to the principles of International and European law, the UN Security Council Resolutions and the High-Level Agreements between the leaders of the two communities of 1977 and 1979. The solution in Cyprus must safeguard the human rights and fundamental freedoms of all citizens, in line with international law, including the right of refugees to return to their homes and properties and the right of the families of missing persons in both communities to be informed of the fate of their loved ones.

8. Underlines that the election of Demetris Christofias to the Presidency of the Republic marked the undertaking of continued initiatives that led to the reopening of direct negotiations between the leaders of the two communities in Cyprus that solely aim at finding a durable, functional and just solution of the Cyprus Problem.

9. They welcome the difficult and constant effort of President Christofias to reach a comprehensive solution, and express their strong support to his recent balanced threefold proposal namely the linking of the property issue with the territorial and settlers issue, the return of the fenced city of Famagusta to its lawful inhabitants and the convention of an International Conference regarding the International aspects of the solution, once the two sides reach a range of agreement on the other issues.

10. Emphasizes the precision of the agreed framework and the need for the parties to remain committed to this framework. Categorically rejects any effort for introduction of suffocating timetables or arbitration. The Cypriot ownership of the process does not result to the exclusion of the responsibility of Turkey as occupying power.

11. Notes that despite statements and other communication maneuvering, Turkish positions remain, in substance, not supportive to the efforts for finding a solution and continue to be based on the philosophy of two states and the upgrading of the illegal regime of the occupied area. A number of proposals submitted to the negotiations do not fall within the agreed framework for a solution of bicommunal, bizonal federation. The International Meeting denounces this stance and condemns it as it constitutes an obstacle to the progress of the efforts for a solution.

12. They call on the international community as a whole, to exercise its influence on Turkey in order to abandon its current policy towards Cyprus and enable the negotiations to proceed constructively, also taking into consideration the proposal of President Christofias. It is urgent that Turkey proceeds immediately in taking concrete steps in order to reach a comprehensive solution as soon as possible.

13. They express their conviction that the two communities can live together as they have done in the past and build a peaceful, common future in a united, bicommunal, bizonal federal Cyprus; constituting a bridge of peace and multiculturalism in the Eastern Mediterranean region and setting a paradigm for the world community as a whole.

Los partidos abajo firmantes, que tomaron parte en el 12º Encuentro Internacional de Partidos Comunistas y Obreros convocado en la ciudad de Tshwane – Sudáfrica, del 3 al 5 de diciembre del 2010, con respecto al problema Chipriota y a las negociaciones que continúan entre los líderes de las dos comunidades, declaran lo Siguiente:

1. Consideramos la continuación de la división de la isla como ilegal, inaceptable y en detrimento del pueblo chipriota como una totalidad, chipriotas griegos y turcos.

2. Condenamos las conspiraciones y las intervenciones imperialistas que llevaron a la invasión y a la ocupación continua de 37% de los territorios de la República de Chipre durante 36 años por Turquía; el problema de Chipre constituye un problema internacional de intervención extranjera ilegal, de infracción de los principios básicos del derecho internacional, de la Carta de la ONU, de los principios básicos de la ley europea y de los derechos humanos y libertades civiles de sus pueblos.

3. Llamamos a una implementación inmediata de las resoluciones del Consejo de Seguridad de las Naciones Unidas sobre Chipre, el fin de la ocupación, el fin de la colonización en el área ocupada y el inaceptable status quo, el retiro de todas las tropas turcas y la reinstauración de los derechos humanos del pueblo de Chipre como una totalidad.

4. Condenamos los continuos esfuerzos de Turquía para alterar el carácter demográfico de la isla mediante el flujo de colonos desde Turquía continental, y la usurpación de tierra y propiedades de las áreas que no están bajo control de la república desde la invasión de 1974, en violación a la ley humanitaria internacional.

5. Expresamos nuestra solidaridad con el pueblo chipriota y resaltamos que la búsqueda de una solución viable, justa y pacífica para el problema chipriota constituye una prioridad para la comunidad internacional.

6. Saludamos y apoyamos las negociaciones sustantivas inter-comunitarias que se llevan a cabo actualmente bajo los auspicios de las Naciones Unidas que apuntan a la búsqueda de una solución integral y mutuamente aceptable basada en el marco de una federación bicomunal acordada y bizonal con igualdad política como se prescribe en las resoluciones pertinentes de la ONU. Una solución que prevé la transformación de Chipre en un estado federal con una soberanía única, personalidad internacional única y ciudadanía única.

7. Subrayamos que la solución debe adherirse a los principios de la ley Internacional y europea, las Resoluciones del Consejo de seguridad de la ONU y los Acuerdos de alto nivel entre los líderes de las dos comunidades de 1977 y 1979. La solución en Chipre debe salvaguardar los derechos humanos y libertades fundamentales de todos los ciudadanos, de acuerdo con el derecho internacional, inclusive el derecho de refugiados para regresar a sus casas y propiedades y el derecho de las familias de desaparecidos en ambas comunidades para ser informados sobre el destino de su seres queridos.

8. Subrayamos que la elección de Demetris Christofias a la Presidencia de la República de Chipre marcó el emprendimiento de iniciativas continuadas que llevaron a la reapertura de negociaciones directas entre los líderes de las dos comunidades en Chipre que apuntan únicamente a encontrar una solución durable, justa y funcional del Problema chipriota.

9. Saludamos el difícil y constante esfuerzo del Presidente Christofias para alcanzar una solución completa, y expresamos nuestro fuerte apoyo a su equilibrada y reciente propuesta triple, concretamente el ligar el asunto de la propiedad con el territorial y de los colonizadores, el regreso de la ciudad cercada de Famagusta a sus habitantes legítimos y la convención de una Conferencia Internacional con respecto a los aspectos Internacionales de la solución, una vez que los dos lados alcancen una gama de acuerdo en los demás asuntos.

10. Enfatizamos la precisión del marco acordado y la necesidad para las partes de mantenerse comprometidos a esta armazón. Rechazamos categóricamente cualquier esfuerzo por la introducción de agendas o arbitrajes sofocantes. La propiedad chipriota del proceso no resulta en la exclusión de la responsabilidad de Turquía como poder ocupante.

11. Hacemos notar que a pesar de declaraciones y otras maniobras de comunicación, las posiciones turcos se mantienen, en sustancia, en no apoyar a los esfuerzos para encontrar una solución y continúan basadas en la filosofía de dos estados y la actualización del régimen ilegal del área ocupada. Varias propuestas que se sometieron a las negociaciones no entran en marco acordado de la solución de una federación bicomunal y bizonal. El Encuentro Internacional denuncia esta postura y la condena como constituyente de un obstáculo al progreso de los esfuerzos para una solución.

12. llamamos a la comunidad internacional como una totalidad, a ejercer su influencia sobre Turquía para que abandone su actual política hacia Chipre y permita que las negociaciones procedan de manera constructiva, también a tomar en consideración la propuesta del Presidente Christofias. Es urgente que Turquía proceda inmediatamente a tomar pasos concretos hacia una solución integral lo más pronto posible.

13. Expresamos nuestra convicción de que las dos comunidades pueden vivir juntas como lo han hecho en el pasado y construir un futuro común y pacífico en un Chipre federal, bicomunal y bizonal; constituyendo un puente de paz y multiculturalismo en la región del Medio Oriente y sentar un paradigma para la comunidad mundial en su conjunto.
