The KKE is in the process of preparing for its 22^nd Congress, due to take place at the end of 2025.

In this context, the Central Committee of the KKE has elaborated and published a series of Resolutions addressing key issues in the activities of the KKE. These resolutions were published in the journal “Communist Review”, a theoretical and political organ of the CC of the KKE, and are currently being discussed throughout the organs and organisations of the Party and KNE. They are listed below in the order in which they were published:

• On the escalation of the imperialist war, the sharpening of the imperialist competition and the preparation of the Party.
• On the course of Party building from the 21^st to the 22^nd Party Congress. Results - conclusions - remarks, as elements that strengthen the preconditions for the Party to become the political guider of the workers’ movement, organizer of the anti-capitalist and anti-monopoly alliance.
• On the course of ideological work from the 21^st to the 22^nd Congress. Results, conclusions and plans to improve the political guidance work.
• On the labour - trade union movement, and questions of ideological and political struggle.

Below, we present an extensive excerpt from the Resolution of the CC of the KKE (December 2024) on imperialist war, imperialist competition and the preparation of the KKE. The extract, which concerns developments in the International Communist Movement against the backdrop of the imperialist war, reads as follows:

The imperialist war in Ukraine has provoked new and has deepened old ideological–political divisions in the ranks of what we call the International Communist Movement (ICM), which, as we have assessed at the 21^st Congress, is in a deep crisis: “A fierce ideological–political struggle is being waged among the ranks of the ICM on a number of issues, such as the analysis–interpretation of contemporary phenomena of capitalism and the international imperialist system”.

Thus, in addition to the debate that has been going on for the past few years on:

- what imperialism is,

- the attitude towards inter-imperialist contradictions,

- the attitude towards social democratic forces and “progressive” governments,

- the character of our times,

- the character and the role of the working class,

- the principles of socialist construction,

the questions of the imperialist war and the attitude of the CPs towards the bourgeoisie of their country and its imperialist alliances have been raised more insistently.

Of course, the above ideological–political questions are also directly related to the debate that has arisen around the issues of war.

This is because the CPs that identified imperialism with the aggressive foreign policy of the USA and some powerful European capitalist states while embellishing the role of other capitalist states, now see in Russia, China and Iran some “anti-imperialist powers” or even an “anti-imperialist axis”. Such forces, which arbitrarily and unscientifically disregard the inter-imperialist contradictions and competition,  which are the root cause of imperialist wars, estimate that sooner or later a “just” and “peaceful” “multi-polar world” will emerge. Some of them support the capitalist EU or capitalist China and Russia as “new poles” and “counterweights” to the USA, more or less identifying their interests with the interests of the working class and the popular strata of their countries.

Two points are of great importance:

α) The character of China. Those CPs that have not come to a conclusion about the capitalist character of China, misinterpret its conflict with the USA for supremacy in the international capitalist system as a “conflict between socialism and capitalism”.

b) Those parties that have not overcome the rationale of stages, i.e. a supposed intermediate stage towards socialism, and see fascism as a “diversion from bourgeois democracy” rather than the child of capitalism, are prone to “anti-fascist” rhetoric, which translates into notions of “anti-fascist fronts” and an “anti-fascist war” utilized by bourgeois forces and governments to promote their anti-people objectives, political alliances and even war. It is crucial that a number of CPs have not studied history and reproduce the notion that has prevailed for many decades in the International Communist Movement that the Second World War was “anti-fascist” and just (not imperialist) on the part of the entire anti-Hitler alliance (and not only on the part of the USSR and the partisan movements).

A few days after the outbreak of the imperialist war in Ukraine, the KKE, together with the Communist Party of Mexico, the Communist Party of the Workers of Spain and the Communist Party of Turkey, took the initiative and adopted an important joint document on the nature and causes of the imperialist war, the orientation of the struggle of the CPs and the attitude towards the bourgeoisie, which was signed by dozens of CPs and Communist Youth Organizations from all over the world, with a positive influence on the general ideological–political struggle.

These questions were also opened up in the contributions of the CPs at the International Meetings of Communist and Workers’ Parties (IMCWPs) held in Cuba (2022) and Izmir (2023) and were expressed in the different resolutions that were tabled.

The situation in the IMCWP is very problematic, as also demonstrated by the veto (…) on an Extraordinary IMCWP in Istanbul in solidarity with the peoples of Palestine and Lebanon, which would be hosted by the Communist Party of Turkey.

At the same time, a number of CPs participating in the IMCWPs (…) are holding the so-called “International Anti-Fascist Forum” (for the second year).

In addition, while the 22^nd IMCWP was taking place in Havana, the “World Anti-Imperialist Platform (WAP)” was founded in Paris, on the initiative of a South Korean party with the participation of parties that also take part in the IMCWPs (...) as well as the ruling party of Venezuela. In the two years of its activity, the WAP has openly and repeatedly attacked our Party with provocative arguments.

Moreover, the President of Venezuela, in the presence of representatives of the CPs of Latin America (...), announced the foundation of the “Anti-Fascist International”.

The imperialist war in Ukraine has affected both the International Communist Review (ICR) and the European Communist Initiative (ECI), which our Party founded together with other CPs.

Therefore, the ICR had to revise its Founding Declaration and tighten the criterion for the attitude of the CPs towards the imperialist war, which was approved by 6 parties (KKE, CP of Mexico, CP of the Workers of Spain, CP of Turkey, Union of Communists of Ukraine and CP of Venezuela) while three parties withdrew (...). Parties that agree with the basic direction of the revised Declaration (Party of Labour of Austria, New CP of the Netherlands, Socialist Movement of Kazakhstan, CP of Sweden) but do not participate in the ICR on a regular basis are also contributing to its efforts.

The European Communist Initiative (ECI), founded in 2013, experienced a crisis when the war broke out in Ukraine, as a group of CPs considered the war  imperialist, another group considered it anti-fascist and a third group sat on the fence. Under these circumstances, our Party, together with the Communist Party of the Workers of Spain and the Communist Party of Turkey, contributed to the foundation of the European Communist Action (ECA), with a new Founding Declaration that also takes into account the questions of the imperialist war. Twelve CPs participate in the ECA, namely the Party of Labour of Austria, the Communist Workers’ Party for Peace and Socialism (Finland), the Communist Revolutionary Party of France, the Communist Party of Greece, the Workers Party of Ireland, the Communist Front (Italy), the New Communist Party of the Netherlands, the Communist Party of the Workers of Spain, the Communist Party of Sweden, the Swiss Communist Party, the Communist Party of Turkey and the Union of Communists of Ukraine.

In this difficult and complex situation, our Party works by supporting the CPs we co-operate with, by spreading its positions on the imperialist war and other important issues, with the aim of opening a meaningful discussion within the CPs and the Communist Youth Organizations.

Speaking of the CPs participating in the European Communist Action and the International Communist Review, and those that support these efforts, we must bear in mind that they have emerged from splits of parties that have been eroded by opportunism and co-opted into the system and the aspirations of capital.

Under conditions of hard ideological–political struggle, cadres or groups of cadres and members that had faith in Marxism–Leninism and communist principles, dissociated themselves, acquired a political guidance and organizational structure, and built party organizations.  With few forces, no infrastructure and no financial means, they tried to lay the foundations for the elaboration of their strategic directions, to formulate political positions, to establish ties with the working class and to work among its ranks and among the youth, especially among the university students.

There is heterogeneity and a different pace in their ideological-political and organizational development, as well as among their members. To one degree or another, most of the parties have taken steps forward, trying to study capitalism in their country and the history of the communist movement, and to draw conclusions. They follow the ideological–political work of the KKE, its struggle in the workers’ and people’s movement and among the youth, and we exchange views. Some parties have elaborated and continue to elaborate their strategy, opposing and overcoming the concept of transitional stages, supporting that our era is an era of transition from capitalism to socialism and that the character of the revolution is socialist. They defend the October Socialist Revolution, the construction of socialism in the USSR and some of them try to study the causes and factors of the overthrows to the best of their ability. Although they are taking small steps, the efforts of these parties are of great importance, because they are communists who have opposed the opportunist erosion, have overcome to one degree or another the erroneous strategic conceptions that have dominated the International Communist Movement for decades, and are trying, together with the KKE, to form stronger revolutionary bases and support the goal of regrouping the communist movement. Today, they are making an important contribution in the fierce struggle that is being waged on the fundamental issues of the imperialist war and on other fronts.

The ideological–political support of these parties is a primary duty and priority of our Party, directed in the following manner:

- Consistent monitoring of their activities, systematic bilateral in-person communication or teleconferences to exchange views and experience.

- Organized discussions on various issues of the ideological–political struggle. We need to be more demanding in organizing ideological support.

- Strengthening the collective preparation for the ECA and ICR meetings and  readiness, which will allow us to answer questions and address concerns, and contribute to the decisive fight against bourgeois and opportunist positions.

- Substantial cooperation in regional meetings and the International Meeting of Communist and Workers’ Parties and joint study of the experience of the ideological–political struggle.

In addition to the parties with which we cooperate closely, there are CPs on all continents with which we maintain good relations. These parties follow the elaborations and evaluate positively the activity of the KKE.

A separate category are the new forces that are trying to build CPs in their countries and to establish links with the KKE (Argentina, Australia, Belgium, Brazil, Germany, USA, Ecuador, Cyprus, Latvia, Moldova, Russia, etc.) Each case must be examined carefully and individually.

The work of our Party over the years has created a positive atmosphere among many communists, youth and workers in Europe and other regions. We have seen this in the support we received in the battle our Party fought with SYRIZA, the approval expressed in the principled stand and initiatives of the KKE in the imperialist war in Ukraine and the Middle East, the positive response to the rise in the elections, but also in the expression of solidarity with the struggles of the All Workers’ Militant Front (PAME), the workers’ and people’s struggles.

We are strengthening our internationalist solidarity and enriching our intervention in this crucial area, not only against imperialist aggression, repression and anti-communism, but with methodical support for initiatives, workers’ and people’s struggles to overcome problems faced by the CPs, trade unions, workers’ and people’s forces.

We safeguard and strengthen the cooperation with the CPs of the ECA and the ICR and formulate a plan for the development of joint action and cooperation with the CPs and communist forces that follow and evaluate positively the action of the KKE and the KNE and are concerned about the situation of the communist movement. A methodical and persistent work with these forces, with the support of the Party Organizations of the KKE abroad, will contribute to the efforts to regroup the communist movement in each country and internationally.

The framework that we formulated at the 21^st Congress remains relevant. We enrich it further and seek joint action and cooperation with the CPs and communist forces that meet the following criteria:

a) Defend Marxism–Leninism and proletarian internationalism, the need to form a communist pole at an international level.

b) Fight against opportunism and reformism, reject the centre–left management, any king of bourgeois management of capitalism, the participation in or support of bourgeois governments and any other variant of the strategy of stages.

c) Defend the scientific laws of socialist revolution and construction, based on which they assess the course of socialist construction and seek to research and to draw lessons from the problems and mistakes, and reject market socialism.

d) Condemn the imperialist war and highlight the responsibilities of the bourgeois classes. Have a clear ideological front against erroneous views about imperialism, especially those that detach military aggression from the economic content of imperialism. They have a front against any imperialist alliance. They refuse to take sides in the imperialist conflict.

e) Establish ties with the working class, are active in the trade union movement and the movement of the popular sections of the middle strata, seeking to integrate the struggle for the rights of the workers and the people into a contemporary revolutionary strategy for workers’ power.

f) Do not detach the anti-war and anti-fascist struggle from the struggle against capitalism, which gives rise to war and fascism. They reject the phony “anti-fascism” and the various “anti-fascist fronts” that bourgeois and opportunist forces utilize to entrap the peoples in their plans.

The Party Organizations of the KKE abroad have contributed to the support and promotion of the KKE’s policy in the countries where they struggle. Today they can assume additional responsibilities, to pursue more substantially the objective of playing a more influential role in the development of the communist movement in each country through their action, in cooperation with the International Relations Section of the CC.

This task presupposes:

- The strengthening of independent ideological–political work and mass action in every country, in every big city, in big factories and enterprises, in education and health institutions, with planning, contact lists, with greater insistence on the local workers, taking into account the problems faced by the workers, the situation experienced by the attack of capital and the policies of the anti-people governments.

- The intensity of the struggle against the bourgeois parties, especially with social democracy, which works methodically to manipulate the workers, controls and has tied the trade union movement in Europe and other regions to the chariot of capital. Against opportunism which is working corrosively, utilizing mutated CPs, the Party of the European Left (EL), the so-called “World Anti-Imperialist Platform” and other political formations.

- Work in the direction of organizing communists and friends of the Party into the trade unions, with independent work and elaborate frameworks of action aimed at the formation of cells and struggle committees, by Greek and local workers. This effort should oppose the leaderships and mechanisms of the employer-led trade unions and social democracy. We must work in coordination with the CPs with which our Party cooperates, aiming to participate in the bodies of the trade union movement.

Империалистическая война и международное коммунистическое движение

Коммунистическая партия Греции готовится к своему 22-му съезду, который состоится в конце 2025 года.

В связи с этим ЦК КПГ разработал и опубликовал ряд Постановлений, касающихся основных вопросов деятельности КПГ. Постановления были опубликованы в журнале «Коммунистики Эпитеориси» - теоретическом и политическом органе ЦК КПГ. Их обсуждение идет во всех органах и парторганизациях КПГ и КМГ. Они  были опубликованы в следующей последовательности:

• Эскалация империалистической войны, обострение империалистических противоречий и подготовка партии.
• Ход партийного строительства с 21-го по 22-й съезд партии. Итоги - выводы - замечания как элементы, усиливающие предпосылки превращения партии в руководителя рабочего движения, организатора антикапиталистического - антимонополистического союза.
• Ход идеологической работы с 21-го по 22-й съезд. Итоги, выводы и планы по совершенствованию руководящей работы.
• О рабочем-профсоюзном движении и вопросах идеологической и политической борьбы.

Ниже приводится обширный отрывок из Постановления ЦК КПГ (декабрь 2024 г.) об империалистической войне, империалистических противоречиях и подготовке КПГ. Он касается событий в международном коммунистическом движении на фоне империалистической войны.

Империалистическая война на Украине вызвала новые и углубила старые идейно-политические разногласия в рядах международного коммунистического движения, которое, как было оценено на 21-м съезде КПГ, переживает глубокий кризис и в его рядах ведется ожесточенная идейно-политическая борьба по ряду вопросов, таких как анализ-интерпретация современных явлений капитализма и международной империалистической системы. И если в предыдущие годы эта борьба велась по вопросам:

• об отношении к империализму

• об отношении к межимпериалистическим противоречиям

• об отношении к социал-демократическим силам и «прогрессивным» правительствам

• о характере нашей эпохи

• о характере и роли рабочего класса

• о принципах социалистического строительства

То сегодня к ним добавились вопросы об империалистической войне и отношении компартий к буржуазии своей страны и ее империалистическим союзам.

Безусловно, прежние идейно-политические вопросы напрямую связаны с развернувшейся борьбой вокруг вопроса о войне.

Так, компартии, ранее отождествлявшие империализм с агрессивной внешней политикой США и некоторых могущественных капиталистических государств Европы, превозносившие роль других капиталистических государств, теперь видят в лице России или Китая, а также Ирана некие «антиимпериалистические силы» или даже «антиимпериалистическую ось». Компартии, рассматривающие межимпериалистические противоречия и антагонизмы, составляющие основную причину империалистических войн, произвольно и ненаучно, рассчитывают на то, что рано или поздно будет создан «справедливый», «миролюбивый» «многополярный мир», а некоторые из них поддерживают капиталистический союз - ЕС или видят в капиталистическом Китае или России «новый полюс» и силу, противостоящую США, отождествляя эти силы в той или иной степени с интересами рабочего класса и народных слоев своих стран.

Важное значение имеют два вопроса:

а) Характер Китая. Компартии, не сделавшие вывода о его капиталистическом характере, рассматривают противостояние  между Китаем и США за первенство в мировой капиталистической системе как борьбу между социализмом и капитализмом.

б) Компартии, которые не преодолели логику стадий к социализму, т.е. логику какого-то промежуточного этапа между капитализмом и социализмом,  а также рассматривают фашизм как «отклонение от буржуазной демократии», а не как продукт капитализма, склонны к «антифашистской» риторике, которая выражается в концепциях «антифашистских фронтов», «антифашистской войны», используемых буржуазными силами и правительствами для продвижения своих антинародных целей, политических союзов и даже военных операций. Здесь критическим моментом является то, что ряд компартий не сделали выводов из истории и воспроизводят господствовавшее в международном коммунистическом движении на протяжении многих десятилетий представление о том, что Вторая мировая война была «антифашистской» и справедливой (а не империалистической) для всего антигитлеровского альянса (а не только для СССР и партизанских движений).

Компартия Греции, Компартия трудящихся Испании, Компартия Мексики и Компартия Турции спустя несколько часов после начала империалистической войны на Украине выступили с инициативой и выпустили важное совместное заявление о характере и причинах империалистической войны, направлении борьбы коммунистических партий и их отношении к буржуазии, которое подписали десятки компартий и коммунистических молодежных организаций со всего мира, что положительно сказалось на общей идейно-политической борьбе.

Эти вопросы также поднимались на Международных встречах коммунистических и рабочих партий (МВКРП), состоявшихся на Кубе (2022 г.) и в Измире (2023 г.), различные позиции компартий отразились на том, что на них были подписаны разные резолюции.

Ситуация с МВКРП весьма проблематичная, о чем свидетельствует вето, наложенное на проведение Международной чрезвычайной встречи солидарности коммунистических и рабочих партий с народами Палестины и Ливана в Стамбуле, которую готова была организовать Коммунистическая партия Турции.

В то же время ряд компартий, участвующих в МВКРП, проводят так называемый Международный антифашистский форум (уже второй раз).

Кроме того, в то время, когда в Гаване проходила 22-я МВКРП, в Париже по инициативе партии Южной Кореи и при участии также партий, участвующих в МВКРП, а также правящей партии Венесуэлы, была создана «Всемирная антиимпериалистическая платформа», которая за два года своей деятельности предприняла открытые и многочисленные нападки на нашу партию, используя провокационные аргументы.

К тому же президент Венесуэлы в присутствии представителей коммунистических партий Латинской Америки объявил о создании «Антифашистского Интернационала».

Империалистическая война на Украине сказалась как на Международном коммунистическом обзоре (МКО), так и на Европейской коммунистической инициативе (ЕКИ), созданных нашей партией совместно с другими компартиями.

Так, МКО пришлось пройти процесс обновления своей Учредительной декларации с учетом позиции компартий к империалистической войне. Шесть компартий (КПГ, Компартия трудящихся Испании, Компартия Мексики, Компартия Турции, Компартия Венесуэлы, Союз коммунистов Украины) одобрили декларацию, а три партии (...) не согласились с ней. Усилия МКО в направлении обновления декларации были поддержаны партиями, которые не являлись ее членами (Партия Труда Австрии, Новая компартия Нидерландов, Социалистическое движение Казахстана, Компартия Швеции).

Европейская коммунистическая инициатива, созданная в 2013 году, оказалась в кризисе  после начала войны на Украине, поскольку одни компартии считали войну империалистической, другие — антифашистской, а третьи не могли занять определенную позицию. В этих условиях наша партия в сотрудничестве с Компартией Турции и Компартией трудящихся Испании внесла вклад в создание Европейского коммунистического действия (ЕКД), приняв новую Учредительную декларацию, в которой также учтены вопросы империалистической войны. В ЕКД участвуют 12 компартий (Партия Труда Австрии, Коммунистическая партия Греции, Партия рабочих Ирландии, Коммунистическая партия трудящихся Испании, Коммунистический фронт Италии, Новая коммунистическая партия Нидерландов, Коммунистическая партия Турции, Союз коммунистов Украины, Коммунистическая рабочая партия Финляндии, Коммунистическая революционная партия Франции,  Коммунистическая партия Швейцарии, Коммунистическая партия Швеции).

В этой сложной ситуации наша партия поддерживает коммунистические партии, с которыми она сотрудничает, распространяет свои позиции относительно империалистической войны и ряда других принципиальных вопросов, открывает существенную дискуссию среди компартий и коммунистических молодежных организаций.

Говоря о компартиях, участвующих в Европейском коммунистическом действии и Международном коммунистическом обзоре, а также о партиях, поддерживающих эти усилия, мы должны иметь в виду, что они возникли в результате расколов в партиях, пораженных оппортунизмом, интегрированных в систему и подчиненных стремлениям капитала. В условиях острой идейно-политической борьбы руководящие кадры или группы кадров и члены партий, преданные марксизму-ленинизму и коммунистическим принципам, определили свою позицию, сформировали руководящую и организационную структуру, создали партийные организации. Не имея достаточных сил, инфраструктуры и финансовых средств, они пытались заложить основы для разработки своих стратегических направлений, сформировать политические позиции, наладить связи с рабочим классом и вести работу в его рядах, в рядах молодежи, в основном среди студентов.

Существует неоднородность, разные скорости их идейно-политического и организационного развития, их потенциала.

В той или иной степени, несмотря на множество слабостей, большинство партий сделали шаг вперед, они пытаются изучать капитализм в своей стране, историю коммунистического движения и делать выводы. Они наблюдают за идейно-политической работой КПГ, за ее борьбой в рабочем и народном движении, в рядах молодежи и обмениваются мнениями. Некоторые партии продолжают глубже разрабатывать свою стратегию, отрицают теорию промежуточных этапов к социализму, утверждая, что наша эпоха является эпохой перехода от капитализма к социализму и революция по своему характеру является социалистической. Они защищают Октябрьскую социалистическую революцию, строительство социализма в СССР, а некоторые из них пытаются в меру своих возможностей изучать причины и факторы контрреволюционных потрясений. Несмотря на небольшие шаги, сделанные ими, огромное значение имеют усилия этих партий, поскольку именно коммунисты выступили против оппортунистического разложения компартий, в той или иной степени преодолели ошибочные стратегические представления, господствовавшие в международном коммунистическом движении на протяжении десятилетий, и вместе с КПГ пытаются заложить более прочные революционные основы для нашей работы, поддержать  реорганизацию коммунистического движения. И сегодня они вносят значительный вклад в острую борьбу как по главному вопросу – отношению к империалистической войне, так и по другим вопросам. (…)

Оказание идеологической и политической поддержки этим партиям является первостепенной задачей и приоритетом нашей партии. Работа должна вестись в следующем направлении:

– Вести постоянный мониторинг их деятельности, поддерживать регулярные двусторонние контакты в очном формате, а когда это невозможно - в форме телеконференции, для обмена мнениями и опытом.

– Проводить организованные дискуссии по различным вопросам идейно-политической борьбы. Нам необходимо с большей требовательностью относится к оказанию идеологической помощи.

– Прилагать коллективные усилия в подготовке заседаний ЕКД и МКО. Готовность к ним позволит нам отвечать на вопросы и размышлять на актуальные темы, а также решительно выступать против буржуазных и оппортунистических позиций.

– Существенное сотрудничество на региональных встречах и на Международной встрече коммунистических и рабочих партий, и совместное изучение опыта идейно-политической борьбы.

Наряду с партиями, с которыми мы тесно сотрудничаем, на всех континентах есть компартии, с которыми мы поддерживаем хорошие отношения, они следят за нашими материалами и положительно оценивают деятельность КПГ.

Отдельную категорию составляют новые партии, стремящиеся построить коммунистическую партию в своих странах и установить связь с КПГ (в Аргентине, Австралии, Бельгии, Бразилии, Германии, США, Эквадоре, Кипре, Латвии, Молдове, России и т. д.). Каждый случай необходимо рассматривать внимательно и отдельно.

Работа нашей партии на протяжении многих лет способствовала позитивному взаимодействию со многими коммунистами, молодыми коммунистами, а также трудящимися в Европе и других регионах. Это проявилось в поддержке  ими борьбы, которую  вела наша партия с СИРИЗА, в одобрении принципиальной позиции КПГ в отношении империалистической войны на Украине и Ближнем Востоке и предпринятых ею инициатив, в позитивном отклике на подъем партии на выборах, а также в выражении солидарности с борьбой ПАМЕ, с рабочей, народной борьбой.

Мы укрепляем нашу интернациональную солидарность и усиливаем нашу борьбу в этом критически важном секторе. Мы не только ведем борьбу против империалистической агрессии, репрессий и антикоммунизма, но и систематически поддерживаем инициативы, рабочую и народную борьбу, борьбу за решение проблем, с которыми сталкиваются компартии, профсоюзы, народные массы.

Мы сохраняем и укрепляем сотрудничество с компартиями, участвующими в ЕКД и МКО, и разрабатываем план развития совместной деятельности и сотрудничества с коммунистическими партиями, а также с коммунистическими организациями, которые позитивно отзываются о деятельности КПГ и КМГ, которых волнует ситуация в коммунистическом движении. Систематическая и настойчивая работа с этими силами при поддержке партийных организаций КПГ за рубежом будет способствовать усилиям по реорганизации коммунистического движения в каждой стране и в мире.

Актуальными остаются рамки, заложенные нами на 21-м съезде. Мы их постоянно обогащаем и стремимся к совместным действиям и сотрудничеству с компартиями и коммунистическими организациями, которые соответствуют следующим критериям:

а) Защищают марксизм-ленинизм и пролетарский интернационализм, необходимость формирования коммунистического полюса в международном масштабе.

б) Борются против оппортунизма, реформизма, отвергают левоцентристское управление, всякого рода буржуазное управление, участие в буржуазных правительствах или их поддержку и любые варианты стратегии стадий к социализму.

в) Защищают закономерности социалистической революции и на их основе судят о ходе социалистического строительства, стремятся проводить исследования, извлекать уроки  из проблем и ошибок, отвергают теорию построения рыночного социализма.

г) Осуждают империалистическую войну, подчёркивают ответственность буржуазии. Держат идеологический фронт против ошибочных представлений об империализме, в частности, представлений о том, что вооруженную военную агрессию можно рассматривать в отрыве от его экономического содержания, держат фронт против любого империалистического союза. Не выбирают сторону в империалистическом конфликте.

д) Развивают связи с рабочим классом, стараются участвовать в профсоюзном движении, в движениях средних народных слоев, стремятся интегрировать повседневную борьбу за права рабочих и народа в современную революционную стратегию за рабочую власть.

е) Не отделяют антивоенную и антифашистскую борьбу от борьбы с капитализмом, который порождает войну и фашизм. Отвергают фальшивый «антифашизм» и различные «антифашистские фронты», используемые буржуазными и оппортунистическими силами для втягивания трудящихся в свои планы.

Партийные организации КПГ за  рубежом внесли большой вклад в поддержку и продвижение политики КПГ в странах, где она ведет борьбу, и сегодня они могут взять на себя дополнительную ответственность за то, чтобы неотъемлемой частью их деятельности стала цель -  оказание влияния на развитие коммунистического движения в каждой стране в сотрудничестве с Международным отделом ЦК КПГ.

Эта задача предполагает:

– Усиление независимой идейно-политической и массовой работы в каждой стране, в каждом крупном городе, на крупных заводах, предприятиях, в образовательных и медицинских учреждениях на основе плана. Проявление большого терпения к местным трудящимся с учетом проблем, с которыми они сталкиваются, положения, в котором они находятся из-за нападок капитала и антинародной политики правительств.

– Усиление борьбы с буржуазными партиями, особенно с социал-демократией, которая методично манипулирует сознанием трудящихся, контролирует и привязывает профсоюзное движение в Европе и других регионах к колеснице капитала с помощью оппортунизма, разъедающего это движение, используя мутировавшие коммунистические партии,  Партию европейских левых (ПЕЛ), так называемую «Всемирную антиимпериалистическую платформу» и другие схемы.

– Проведение работы среди коммунистов и друзей партии в профсоюзах. Работа должна быть независимой и вестись на основе разработанных рамок действий. Ее цель - создание ячеек, комитетов борьбы, в которые будут входить греческие и местные рабочие. Вести борьбу против руководства и аппарата профсоюзов, контролируемых работодателями, аппаратами социал-демократии, работать в координации с компартиями, с которыми сотрудничает наша партия, претендуя на представительство в профсоюзном движении».

La guerra imperialista y el movimiento comunista internacionalismo

El KKE está preparando su 22º Congreso, que tendrá lugar a finales de 2025. En este contexto, el CC del KKE elaboró y publicó una serie de Resoluciones relativas a cuestiones centrales de la acción del KKE. Las Resoluciones se publicaron en la «Revista Comunista» -órgano teórico y político del CC del KKE- y se están debatiendo en todos los órganos y organizaciones del Partido y de la KNE. En el orden en que fueron publicadas, son:

• La escalada de la guerra imperialista, la intensificación de los antagonismos imperialistas y la preparación del Partido.
• El proceso de construcción del partido desde el 21º al 22º Congreso del Partido. Resultados, conclusiones y observaciones, como elementos que refuerzan las condiciones para que el Partido se convierta en líder del movimiento obrero y organizador de la alianza anticapitalista y antimonopolista.
• El curso del trabajo ideológico desde el 21º al 22º Congreso. Resultados, conclusiones y planificación para la mejora del trabajo de orientación política.
• Sobre el movimiento obrero y sindical y las cuestiones de la lucha ideológica y política.

A continuación presentamos un extenso extracto de la Resolución del Comité Central del KKE (diciembre de 2024) sobre la guerra imperialista, las rivalidades imperialistas y la preparación del KKE. El extracto se refiere a los acontecimientos en el Movimiento Comunista Internacional en el contexto de la guerra imperialista y dice lo siguiente:

La guerra imperialista en Ucrania ha provocado nuevas y profundizado viejas divisiones ideológico-políticas en las filas de lo que llamamos el "Movimiento Comunista Internacional", que, como hemos evaluado en el 21º Congreso, se encuentra en una profunda crisis y "en sus filas se libra una intensa lucha ideológico-política sobre una serie de cuestiones, como el análisis- la interpretación de los fenómenos contemporáneos del capitalismo y del sistema imperialista internacional".

Así pues, en la disputa que se ha mantenido durante los últimos años:

- sobre lo que es el imperialismo,

- sobre la actitud ante los conflictos interimperialistas,

- sobre la actitud hacia las fuerzas socialdemócratas y los gobiernos "progresistas",

- por el carácter de nuestra época,

- sobre el carácter y el papel de la clase obrera,

- sobre los principios de la construcción socialista,

- se han añadido, más que antes, las cuestiones de la guerra imperialista y de la actitud de los Partidos Comunistas hacia la burguesía de su país y sus alianzas imperialistas.

Por supuesto, las cuestiones ideológicas y políticas anteriores también están directamente relacionadas con la controversia que ha surgido en torno a las cuestiones de la guerra.

Esto se debe a que los Partidos Comunistas, que antes identificaban el imperialismo con la política exterior agresiva de EE.UU. y algunos poderosos Estados capitalistas de Europa y embellecían el papel de otros Estados capitalistas, ahora ven en Rusia o China e Irán unas "potencias antiimperialistas" o incluso un "eje antiimperialista". Así, tales fuerzas, que ignoran de forma arbitraria y acientífica los antagonismos y las contradicciones interimperialistas que son la causa principal de las guerras imperialistas, estiman que tarde o temprano surgirá un "mundo multipolar""pacífico" y “justo”; algunos de ellos apoyan a la unión capitalista, la UE, o a China o Rusia capitalistas como "nuevos polos" y "rivales" de EEUU, identificándolas más o menos con los intereses de la clase obrera y las capas populares de sus países.

Hay dos cuestiones de gran importancia:

α) El carácter de China. Los Partidos Comunistas que no han llegado a una conclusión sobre su carácter capitalista ven en el conflicto por la primacía en el sistema capitalista mundial con EEUU un conflicto "entre socialismo y capitalismo".

b) Los partidos que no han superado la lógica de las etapas, la interpolación de una etapa antes del socialismo, y que además tratan al fascismo como una "aberración de la democracia burguesa" y no como un derivado del capitalismo, son proclives a una retórica "antifascista" que se traduce en nociones de "frentes antifascistas", de "guerra antifascista", que las fuerzas y los gobiernos burgueses explotan para promover sus objetivos antipopulares, sus alianzas políticas e incluso sus operaciones militares. En este punto es crucial mencionar que varios Partidos Comunistas no han estudiado la Historia y están reproduciendo la noción que ha dominado el Movimiento Comunista Internacional durante muchas décadas, de que la Segunda Guerra Mundial fue una guerra "antifascista" y justa (no imperialista) para toda la alianza anti-hitler (no sólo para la URSS y los movimientos guerrilleros).

El KKE, junto con el Partido Comunista de los Trabajadores de España, el Partido Comunista de México, el Partido Comunista de Turquía,  a unos pocos días después del comienzo de la guerra imperialista en Ucrania, tomaron la iniciativa y se adoptó un importante documento conjunto sobre la naturaleza y las causas de la guerra imperialista, la orientación de la lucha de los Partidos Comunistas y su actitud frente a la burguesía, que fue firmado por decenas de Partidos y Juventudes Comunistas de todo el mundo, con una influencia positiva en la lucha ideológica-política general.

Estas cuestiones también se plantearon en los Encuentros Internacionales de Partidos Comunistas y Obreros (EIPCO) celebrados en Cuba (2022) e Izmir (2023), en las posiciones de los Partidos Comunistas y se expresaron en resoluciones separadas que fueron presentadas.

La situación en los EIPCO es muy problemática, como demuestra el veto (...) a la celebración de un EIPCO extraordinario en Estambul, en solidaridad con los pueblos de Palestina y Líbano, organizado por el Partido Comunista de Turquía.

Mientras que varios Partidos Comunistas que participan en los EIPCO (...) celebran el llamado "Foro Internacional Antifascista" (por segundo año).

Además, mientras se celebraba el 22o EIPCO en La Habana, se formaba en París la "Plataforma Antiimperialista Mundial ", por iniciativa de un partido surcoreano y con la participación de partidos del EIPCO (...), así como el partido gobernante de Venezuela. Dicha plataforma, en los 2 años de su actividad ha realizado abiertos y múltiples ataques con argumentos provocadores contra nuestro Partido.

Además, el Presidente de Venezuela, en presencia de representantes de los Partidos Comunistas de América Latina (...), anunció la fundación de la "Internacional Antifascista".

La guerra imperialista en Ucrania afectó tanto a la Revista Comunista Internacional (RCI) como a la Iniciativa Comunista Europea (ICE) que nuestro Partido había formado junto con otros Partidos Comunistas.

Así, la RCI tuvo que pasar por el proceso de actualización su Declaración Fundacional, reforzando el criterio sobre la actitud del PC hacia la guerra imperialista, que fue aprobada por 6 partidos (KKE, PC de los Trabajadores de España, PC de México, PC de Turquía, PC de Venezuela, UC de Ucrania) y se retiraron 3 partidos (...). Otros partidos que están de acuerdo con la dirección básica de la Declaración actualizada (PT de Austria, NPC de los Países Bajos, MS de Kazajstán, PC de Suecia) sin ser miembros de la RCI, siguen contribuyendo al esfuerzo de la RCI.

La Iniciativa Comunista Europea, fundada en 2013, entró en crisis con el inicio de la guerra en Ucrania, ya que un grupo de Partidos Comunistas consideraba que la guerra era imperialista, otro que era antifascista y un tercero no podía tomar posición. En estas circunstancias, nuestro Partido, en colaboración con el Partido Comunista de Turquía y el Partido Comunista de los Trabajadores de España, contribuyó a la formación de la Acción Comunista Europea, con una nueva Declaración Fundacional, que también incluye las cuestiones de la guerra imperialista y en la que participan 12 Partidos Comunistas (Partido de Trabajo de Austria, Partido Comunista Revolucionario Francés, Partido Comunista de Grecia, Partido Comunista Suizo, Partido de los Trabajadores de Irlanda, Partido Comunista de los Trabajadores de España, Frente Comunista de Italia, Nuevo Partido Comunista de los Países Bajos, Unión de Comunistas de Ucrania, Partido Comunista de Suecia, Partido Comunista de Turquía, Partido Comunista Obrero de Finlandia).

En esta situación difícil y compleja, nuestro Partido trabaja, apoya a los Partidos Comunistas con los que cooperamos, difunde sus posiciones sobre la guerra imperialista y otras cuestiones decisivas para abrir un debate sustancialentre Partidos y Juventudes  Comunistas.

Hablando de los Partidos Comunistas que participan en  la "Acción Comunista Europea" y en la Revista Comunista Internacional, pero también de los que apoyan este esfuerzo, debemos tener en cuenta lo siguiente: Estos partidos proceden de escisiones de partidos erosionados por el oportunismo, asimilados en el sistema y en las aspiraciones del capital.

Cuadros o grupos de cuadros y miembros en condiciones de dura lucha ideológico-política, con fe en el marxismo-leninismo y en los principios comunistas, separaron su postura, adquirieron una estructura dirigente y organizativa, construyeron organizaciones del partido. Con estos recursos intentaron sentar las bases para la elaboración de sus orientaciones estratégicas, formular posiciones políticas, establecer vínculos con la clase obrera y trabajar en sus filas, en las filas de la juventud, especialmente entre los estudiantes, con pocas fuerzas, sin infraestructura ni medios financieros.

Hay heterogeneidad, diferentes niveles en su desarrollo ideológico-político y organizativo y en su potencial. En una u otra medida, la mayoría de los partidos han dado pasos adelante, intentando estudiar el capitalismo en su país, la historia del movimiento comunista, sacar conclusiones. Siguen el trabajo ideológico-político del KKE, su lucha en el movimiento obrero y popular, en la juventud e intercambiamos opiniones. Algunos partidos han elaborado y siguen elaborando más profundamente su estrategia, contrarrestando y superando el concepto de etapas intermedias, argumentando que nuestra época es una época de transición del capitalismo al socialismo y que el carácter de la revolución es socialista. Defienden la Revolución Socialista de Octubre, la construcción del socialismo en la URSS y algunos de ellos intentan estudiar, según sus capacidades, las causas y los factores de los derrocamientos. Aunque sus pasos son pequeños, el esfuerzo de estos partidos es de gran importancia, porque son comunistas que se han opuesto a la erosión oportunista, han superado en uno u otro grado las concepciones estratégicas erróneas que han dominado el Movimiento Comunista Internacional durante décadas y, junto con el KKE, intentan formar bases revolucionarias más fuertes, apoyan el objetivo del reagrupamiento del movimiento comunista y aportan hoy una contribución significativa a la feroz batalla que se libra sobre las cuestiones centrales de la guerra imperialista y en otros frentes.

El apoyo ideológico y político de estos partidos es obligación prioritaria de nuestro Partido y debemos tomar medidas adicionales:

- Seguimiento constante de su acción, comunicación bilateral sistemática cara a cara, pero también teleconferencias cuando esto no sea posible, para el intercambio de opiniones y experiencias.

- Debates organizados sobre diversas cuestiones ideológicas-políticas. De forma más exigente, necesitamos organizar el apoyo ideológico.

- Reforzar el trabajo colectivo en la preparación de las reuniones del ACE y de la RCI y la alerta que nos permita responder a preguntas y preocupaciones y contribuir a confrontar decisivamente tesis burguesas y oportunistas.

- Cooperación sustancial en los encuentros regionales y en el Encuentro Internacional de Partidos Comunistas y Obreros y estudio conjunto de la experiencia de la lucha ideológico-política.

Junto a los partidos con los que cooperamos estrechamente, hay Partidos Comunistas, en todos los continentes, con los que mantenemos buenas relaciones, que siguen los trabajos y aprecian la acción del KKE.

Una categoría aparte son las nuevas fuerzas que surgen buscando construir Partidos Comunistas en sus países y establecer vínculos con el KKE (Argentina, Australia, Bélgica, Brasil, Alemania, EE.UU., Ecuador, Chipre, Letonia, Moldavia, Rusia, etc.). Cada caso debe examinarse individualmente y con atención.

El trabajo de nuestro Partido a lo largo de los años ha creado una atmósfera positiva entre muchos comunistas, jóvenes comunistas y trabajadores en Europa y otras regiones. Lo hemos visto en el apoyo recibido en la batalla que nuestro Partido libró contra SYRIZA, el aprecio expresado en la posición de principios y las iniciativas tomadas por el KKE en la guerra imperialista en Ucrania y Oriente Medio, la respuesta positiva a su ascenso en las elecciones, pero también en la expresión de solidaridad con las luchas del PAME, las luchas obreras y populares.

Reforzamos nuestra solidaridad internacionalista y enriquecemos nuestra intervención en este campo crucial, no sólo contra la agresión imperialista, la represión y el anticomunismo, sino apoyando metódicamente las iniciativas, las luchas populares y obreras, ante los problemas que enfrentan los Partidos Comunistas, los sindicatos, las fuerzas populares y obreras.

Protegemos y reforzamos la cooperación con los Partidos Comunistas de la ACE y la RCI y formulamos un plan para el desarrollo de acción conjunta y cooperación con los Partidos Comunistas, pero también con las fuerzas comunistas que siguen positivamente la acción del KKE y la KNE y se preocupan por la situación en el movimiento comunista. El trabajo metódico y persistente con estas fuerzas con el apoyo de las Organizaciones del KKE en el extranjero contribuirá al esfuerzo de reconstruir el movimiento comunista, en todos los países y a nivel internacional.

l marco que formulamos en el 21º  Congreso sigue actual, lo enriquecemos aún más y buscamos la acción común y la cooperación con los Partidos Comunistas y las fuerzas comunistas que cumplan los siguientes criterios:

α) Defienden el marxismo-leninismo y el internacionalismo proletario, la necesidad de formar un polo comunista a nivel internacional.

b) Se oponen al oportunismo, al reformismo, rechazan la gestión de centro-izquierda, cualquier tipo de gestión burguesa, la participación o el apoyo a los gobiernos burgueses y cualquier variación de la estrategia de las etapas.

c) Defienden las leyes de la revolución socialista. Con ellas juzgan el curso de la construcción socialista, tratan de investigar, extraen lecciones de los problemas y errores, rechazan las posiciones de construir el socialismo del "mercado".

d) Condenan la guerra imperialista, resaltan las responsabilidades de las clases burguesas. Tienen un frente ideológico contra concepciones erróneas del imperialismo, especialmente las que desvían su agresión bélica militar de su contenido económico, tienen frente contra cualquier alianza imperialista. No eligen bando en el conflicto imperialista.

e) Desarrollan vínculos con la clase obrera, tratan de actuar en el movimiento sindical, en los movimientos de los sectores populares de las capas medias, tratan de integrar la lucha cotidiana por los derechos obreros y populares en una estrategia revolucionaria contemporánea por el poder obrero.

f) No desvían la lucha contra la guerra y antifascista de la lucha contra el capitalismo, que da origen a la guerra y al fascismo. Rechazan el falso "antifascismo" y los diversos "frentes antifascistas" que las fuerzas burguesas y oportunistas utilizan para atrapar en sus planes.

Las Organizaciones del KKE en el extranjero han contribuido de forma importante al apoyo y promoción de la política del KKE en los países donde luchan y hoy pueden asumir responsabilidades adicionales, integrar más sustancialmente en su acción el objetivo de influir en el desarrollo del movimiento comunista en cada país, en cooperación con la Sección de Relaciones Internacionales del CC.

Esta tarea requiere:

- El fortalecimiento del trabajo ideológico-político independiente y de la acción de masas en cada país, en cada gran ciudad, en las grandes fábricas, empresas, en los centros de educación y sanidad, con planificación, registro de contactos, con mayor insistencia en los trabajadores locales, teniendo en cuenta los problemas a los que se enfrentan los trabajadores, la situación vivida por el ataque del capital y las políticas de los gobiernos antipopulares.

- La intensificaciónde la lucha contra los partidos burgueses, especialmente con la socialdemocracia, que trabaja metódicamente para manipular a los trabajadores, controla y ha vinculado al movimiento sindical en Europa y en otros lugares al capital. Con el oportunismo trabajando corrosivamente, utilizando Partidos Comunistas mutados, utilizando el Partido de la Izquierda Europea (PIE), la llamada "Plataforma Antiimperialista Mundial" y otros esquemas.

- Es imperativo trabajar para organizar a los comunistas y amigos del Partido en los sindicatos, con un trabajo independiente y marcos de acción elaborados, con el objetivo de formar células, comités de lucha, de trabajadores griegos y locales, en oposición a las direcciones y mecanismos de los sindicatos controlados por la patronal, los mecanismos de la socialdemocracia, para trabajar en coordinación con los Partidos Comunistas con los que coopera nuestro Partido, reclamando representación en el movimiento sindical.”
