Introductory speech of the KKE at the ECA teleconference

“Reject the parties of the EU, capital and ‘green’ exploitation. The hope for saving the environment is red”

Dear comrades,

Thank you for your presence today at the teleconference of the European Communist Action.

The peoples all over the world are facing serious, acute and chronic problems in all spheres of their lives and are confronted with the constant deterioration of the environment and the climate. This has already enormous consequences for humanity and future generations due to the capitalist mode of production, which aims at ensuring maximum profit.

Under the pretext of global warming, the ‘green’ bourgeois strategy has been drawn up with specific anti-popular objectives that reflect the needs and aims of the bourgeois classes, at the expense of the working class and the popular strata, as a way out of the problems of the system, by mobilizing the accumulated stagnant capital at a time when a new capitalist crisis is imminent. This capital is being used for a restructuring of production and this is in fact a plan of the monopolies to integrate new technologies, with the sole criteria being their profits and the intensification of the exploitation of the workers. In the same context, the combination of ‘green’ and digital —in any case anti-popular— objectives of capital is being promoted.

In order to promote this strategy, which is hostile to the people, each imperialist centre is making its own plans in international competition. With a barrage of supposedly green industrial standards legislation, the EU is seeking to put obstacles in the way of its leading competitors, the USA and China, in order not to lose ground to them, at a time when they are sharpening their rivalry for supremacy in the international capitalist system. Each of the imperialist powers develops huge financial packages allocated to the ‘green’ business groups, as in the case of the Recovery Fund in the EU, which are the product of the bleeding dry of the workers.

The occasional compromises achieved through various inter-capitalist agreements, such as the Paris Agreement in 2016 and the joint declarations at the annual COPs like the one in Dubai, confirm the anti-popular strategy jointly promoted by the monopolies, the governments, the lobbies and their NGOs.

The EU and all the governments in European countries abound with claims of a ‘man-made climate crisis’. They blame the people, trough individual responsibility, for climate change. They attempt to turn reality on its head, provocatively presenting the perpetrator of the destruction of the environment, i.e. the capitalist system, as the ‘saviour’.

When it comes to the destruction of the environment and the disastrous intervention in it, no greater example exists than the waging of wars. First of all, the incalculable consequences due to the loss of human lives, the wounded and the uprooted are accompanied by the dramatic consequences for the soil, the flora and fauna, the water, the climate, the natural environment as a whole.

It is hypocritical of those who promote imperialist war plans, finance war and propagate it fervidly to pretend to be ‘protectors of the environment’. The danger of an escalation is obvious and stems from the enormous interests at stake in the struggle for supremacy in the international imperialist system, for the control of markets and spheres of influence between the Euro-Atlantic and the emerging Eurasian camp, i.e. between the USA-EU-NATO and the Russia-China alliance. The genocide of the Palestinian people in Gaza and their barbaric forced displacement as well as the massacre in Ukraine due to the imperialist war between NATO and capitalist Russia are raging. The US and British missile attacks on Yemen, which we once again condemn on this occasion as well, make the situation even more explosive, with the intensification of imperialist competition for the control of the strategically important Red Sea. So do the other atrocities of the US-NATO-EU in Syria, Libya, Afghanistan, etc. all these past decades, from which the monopolies profit, with grave consequences for the peoples and the environment.

The environmental impact of war is such that the restoration of ecosystems requires many decades and often the damage is irreversible both to the atmosphere and the water. All of the above are worse still when imperialists deploy biological and nuclear weapons, as well as the supposedly banned cluster bombs in Gaza and Ukraine. NATO has, after all, adopted the ‘first nuclear strike’ as a part of NATO 2030 strategy, while Russia has made similar changes to its nuclear doctrine.

Of course, the EU and governments, which serve the interests of capital, unscientifically and arbitrarily label nuclear energy, the carcinogenic waste incineration and the transfer of toxic waste to third countries in Africa and Asia as ‘green’, while promoting the so-called due diligence, i.e. a regime where monopoly groups supposedly exercise self-monitoring by preparing bespoke reports that greenwash their actions, while they continue polluting with the sole obligation to record the pollution levels. At the same time, they have set up the cynical emissions trade to continue plundering the environment with dire consequences.

All bourgeois parties, from liberals to social democrats —including the so-called Party of the European Left and the “Left” in the European Parliament (GUE/NGL)—, greens, and far-right parties, have supported, voted for and promoted these EU directions. This has led to the legitimization of the encroachment of ecosystems, areas of outstanding natural beauty and priceless historical and cultural importance in order to install wind turbines. The same applies to the supposedly protected Natura areas, for which the EU and governments have now institutionalized unhindered business activity, tourism and any other exploitation of forests and other valuable ecosystems. At the same time, there is a huge lack of the necessary infrastructure and means for fire, flood and earthquake protection, with tragic results for the people.

Dear comrades,

The implementation of the strategy of the so-called green transition, the liberalization of the energy market, the consolidation of the ‘energy exchange’ and the transformation of energy into a financial product, together with the decrease of real wages and heavy taxation, condemn the peoples to energy poverty and inflation that manifested itself before the war in Ukraine, which further exacerbated it. Moreover, the peoples are paying the price for the sanctions imposed due to the EU strategy of decoupling from cheaper Russian gas and opting for the polluting regasification of very expensive US LNG.

The myth that the increase in the proportion of renewable energy sources in the energy mix of each EU country and the increase in cheap and abundant fuel for electricity generation, such as lignite in Greece, would supposedly lead to cheap energy for the people, has been dispelled by a skyrocketing in prices and ‘green’ charges and fees, which is eating away at the people’s meager wages.

The communists were right to warn that as far as capitalist ownership and the pursuit of profit are involved in energy, the people will pay for it as a very expensive commodity, whether it is electricity, fuel or foodstuffs, on which there is an equally direct impact. This is also the reason why the people end up paying much more expensive electricity, while in the name of individual responsibility they are to blame for supposedly making a bad choice between the providers - vultures of the liberalized energy market. And all this happens at a time when there are many more possibilities for utilizing various forms of energy, when there are many more deposits discovered and exploited by the capitalists, and when pipelines that transfer energy are proliferating using the most up-to-date technological means. We would particularly like to note that old state energy monopolies in each country, which are capitalist enterprises and operate under the collective capitalist, i.e. the bourgeois state, also play a key role in the energy market. In the jungle of the ‘liberalized’ market, each business group operates on the basis of the profit of its shareholders, and competes with other groups, regardless of whether it is 100% owned by the state, or the state’s share has increased or decreased. The re-nationalizations that have taken place recently in Germany, France etc. do not constitute a pro-people policy, but shift the burden of the shareholders’ losses of many billions onto the taxpayers – workers.

The bourgeois state cannot be a pro-people counterweight to the interests of private groups. Thus, the conclusion drawn is that the way out for the people, which the communists should highlight, cannot lie in slogans or calls to return to the capitalist past of an expanded state intervention but to move forward, to the socialization of the means of production. Think about the radical difference it would make for the people if electricity and fuel were not commodities; if their price and the utilization of domestic energy sources were not determined by capitalist profit and competition among business groups, nor by the commitments of the EU and all imperialist alliances.

This can only happen under socialism and social ownership, which can safeguard the welfare of the people. Under workers’ power, which can plan a central, scientific production, on the basis of the needs of the entire society, with an active, substantial role of the workers in the making, implementation and control of decisions. It is the energy planning of socialism that can utilize all domestic energy sources to eliminate energy poverty and unemployment, to ensure the energy sufficiency of each country and to protect the safety of workers, the environment and the health of the people.

In today’s conditions, the European Communist Action can clash with the ‘green’ strategy of the business groups and the EU governments. We demand:

• Disengagement from the imperialist wars, closure of US-NATO bases and facilities. No participation of our countries’ Armed Forces in US-NATO-EU missions.
• Immediate flood, earthquake and fire protection works. Substantial relief and protection of those affected with full state compensation.
• Protection of forests and the water table against privatization and all business activities, as well as the commercialization of water.
• No land use changes and destruction of the natural environment by the installation of onshore or offshore wind turbines and solar panels.
• A ban on the carcinogenic incineration of waste (RDF-SRF) and other dangerous ‘alternative’ fuels such as petcoke.
• No ‘green’ taxes and fees.
• No to the commercialization of coasts and beaches.

In the coming period, the European Communist Action should contribute to highlighting the importance of the above demands, in order for them to support the action of the workers’-people’s movement in response to the organized manipulation operation by social democracy, opportunism, all kinds of NGOs which, with movements like ‘Fridays for Future’, promote brainwashing, especially among the youth, and the bourgeois school claiming that the exploitative capitalist system can become pro-environmental. The ideological struggle is bound to intensify ahead of the European Parliament elections. The ECA parties can be in a better position to struggle by exposing the plans of capital and serving the interests of the people. To strengthen the workers’-people’s struggle on these issues, in a line of confrontation with capital, the EU and their governments, highlighting that only through socialism is it possible to stop the waste of the planet’s resources. Because only socialism serves the interests of the working people and the protection of the environment.

Уважаемые товарищи, благодарим вас за сегодняшнее присутствие на телеконференции Европейского коммунистического действия.

Народы во всем мире сталкиваются с серьезными и острыми хроническими проблемами во всех сферах своей жизни, с постоянным загрязнением окружающей среды и изменением климата, что приводит к огромным последствиям для человечества и будущих поколений, причиной которых является сам капиталистический способ производства, нацеленный на извлечение максимальной прибыли.

Под предлогом глобального потепления для решения проблем капиталистической системы была разработана «зеленая» буржуазная стратегия, имеющая конкретные антинародные цели, отражающие нужды и цели буржуазии, идущие вразрез с интересами рабочего класса и народных слоев, направленная на активизацию застойного накопленного капитала в то время, когда новый капиталистический кризис неизбежен. Этот капитал используются для реструктуризации производства и, по сути, является планом монополий по интеграции новых технологий только для извлечения прибыли и усиления эксплуатации трудящихся. В этом же направлении продвигается сочетание «зеленых» и цифровых, в любом случае, антинародных целей капитала.

Для реализации этой враждебной народу стратегии каждый империалистический центр разрабатывает свой план в рамках международной конкуренции.С помощью так называемого «зеленого» законодательства, касающегося промышленных стандартов, ЕС стремится создать препятствия своим главным конкурентам, США и Китаю, чтобы не уступить своих позиций, в то время как конкуренция между ними за первенство в международной капиталистической системе усиливается. Каждая империалистическая держава разрабатывает план по выделению крупных пакетов финансирования, предназначенных для «зеленых» компаний, предусмотренных Фондом восстановления ЕС, которые являются продуктом обескровливания трудящихся.

Достижение временных компромиссов путем подписания различных межкапиталистических соглашений, таких как Парижское соглашение в 2016 году, а также совместные заявления на ежегодных климатических конференциях, подобных той, что прошла в Дубае, подтверждают антинародную стратегию, совместно продвигаемую монополиями, правительствами, лоббистами и их НПО.

Говоря о «антропогенном климатическом кризисе», ЕС и все правительства стран Европы возлагают индивидуальную ответственность за любые изменения климата на народ. Они пытаются сделать черное белым, демонстративно представляя в качестве «спасителя» капиталистическую систему – разрушителя окружающей среды.Нет более показательного примера загрязнения окружающей среды и преступного вмешательства в нее, чем ведение войн. Войны приводят к неисчислимым бедствиям, гибели и увечьям людей, к  потокам беженцев, наносят серьезный ущерб почве, флоре и фауне, воде, климату, природной среде в целом.

Те, кто продвигает империалистические военные планы, финансирует войну и яростно пропагандирует ее, в то же время притворяются «защитниками окружающей среды». Риск эскалации конфликта очевиден, так как на кон в борьбе за первенство в международной империалистической системе, за контроль над рынками и сферами влияния между евроатлантической осью и формирующейся евразийской осью, между США, ЕС, НАТО и альянсом Россия-Китай, поставлены огромные интересы. Геноцид палестинского народа в секторе Газа, его насильственное выселение, кровавая бойня на Украине в результате развязывания империалистической войны между НАТО и капиталистической Россией, ракетные удары США и Великобритании по Йемену, которые мы и здесь еще раз осуждаем, делают ситуацию все более взрывоопасной, поскольку усиливается империалистическая конкуренция за контроль над стратегически важным Красным морем. А совершенные в последние десятилетия злодеяния США-НАТО-ЕС в Сирии, Ливии, Афганистане и др., на которых наживаются монополии, привели к тяжелым последствиям для народов и окружающей среды.

Урон от войны таков, что на восстановление экосистем потребуются многие десятилетия, и зачастую ущерб, нанесенный атмосфере и воде, является непоправимым. Все вышесказанное усугубляется, когда империалисты применяют биологическое и ядерное оружие, а также запрещенные кассетные бомбы в секторе Газа и на Украине. При этом НАТО принял доктрину о «первом ядерном ударе» как элемента Стратегии НАТО-2030, Россия также внесла аналогичные изменения в свою ядерную доктрину.

Безусловно, ЕС и правительства, служащие интересам капитала, антинаучно и произвольно называют «зелеными» атомную энергию, сжигание отходов, в результате которого в атмосферу выделяются канцерогенные вещества, транспортировку токсичных отходов в третьи страны, Африку и Азию, продвигая при этом так называемое «надлежащее прилежание» т.е. режим, при котором монополистические компании якобы «самоконтролируются», самостоятельно составляют «заказные» отчеты, в которых обеляют свою деятельность, характеризуя ее  как «зеленую» и экологическую, в то время как они загрязняют окружающую среду и единственным их обязательством является регистрация уровня загрязнения. Кроме того, они наладили циничную торговлю выбросами, которые продолжают поступать в окружающую среду, приводя к разрушительным последствиям.

С помощью евросоюзных директив, поддерживаемых, одобряемых и продвигаемых всеми буржуазными партиями: либералами, социал-демократами, зелеными, ультраправыми, в том числе и социал-демократами из партии так называемых европейских левых и группы «Левых», представленной в Европейском парламенте, были легализованы все виды посягательства на экосистему, территории редкой природной красоты и природные объекты, имеющие бесценное историческое, культурное значение, с целью установки ветряных турбин, а беспрепятственная предпринимательская деятельность, использование лесов и других ценных экосистем в туристических и других целях на охраняемых природных территориях (Νatura)  уже закреплена законом, принятым ЕС и правительствами. В то же время наблюдается огромная нехватка необходимой инфраструктуры и противопожарных, противопаводковых, антисейсмических сооружений, что приводит к трагическим последствиям для народов.

Уважаемые товарищи,

Реализация стратегии так называемого «зеленого перехода», либерализация энергетического рынка, создание энергетической биржи и превращение энергии в рыночный продукт наряду со снижением реальной заработной платы и жестоким налогообложением обрекает народы на энергетическую бедность, невыносимую дороговизну, которая была до войны на Украине, а после ее начала неимоверно возросла. Кроме того, народам приходится расплачиваться за санкции, наложенные вследствие проведения евросоюзной стратегии по отказу от более дешевого российского природного газа и выбора загрязняющей регазификации дорогого американского СПГ.

Увеличение доли возобновляемых источников энергии в энергетическом балансе каждой страны-члена ЕС и одновременное введение со стороны ЕС ограничения на дешевое и неисчерпаемое в некоторых странах, таких как Греция, топливо для производства электроэнергии, например, лигнит, не привели к удешевлению электроэнергии, несмотря на культивирование мифа о дешевой энергии, который был  опровергнут  ростом дороговизны и взиманием «зеленых» налогов, из-за которых мизерная зарплата быстро улетучивается.

Подтвердились предупреждения коммунистов о том, что, пока посредником в сфере электроэнергии  будет выступать капиталистическая собственность и погоня за прибылью, народ будет платить за нее как за очень дорогой товар, будь то электричество или топливо, а также продукты питания, рост цен на которые напрямую связан с подорожанием электроэнергии. Это также причина того, почему сегодня, хотя существует гораздо больше возможностей для использования многих видов энергии, открыто множество месторождений, которые эксплуатируются капиталистами, растет число трубопроводов, поставляющих энергоносители  в современных технологических условиях, в конечном итоге народу приходится платить за электроэнергию гораздо больше, и ко всему прочему, на него возлагается индивидуальная ответственность за выбор энергетического поставщика либерализованного рынка, который может быть не в его пользу. Особо хотим отметить, что на этом рынке ведущую роль в каждой стране также играют старые государственные энергетические монополии, являющиеся капиталистическими предприятиями, и они действуют под руководством коллективного капиталиста - буржуазного государства. В рыночных джунглях каждая компания работает ради прибыли своих акционеров, конкурирует с другими компаниями, независимо от того, находится ли она на 100% в собственности государства, независимо от того, увеличится или уменьшится доля участия государства. Любая денационализация, проведенная в последнее время в Германии, Франции и т.д., представляет собой не пронародную политику, а перекладывание многомиллиардных убытков акционеров на трудящихся-налогоплательщиков.

Буржуазное государство не может быть каким-либо пронародным противовесом интересам частных компаний. Итак, можно сделать вывод, что выход из сегодняшней ситуации, на который должны указывать народу коммунисты, находится не в лозунгах- призывах вернуться к капиталистическому прошлому – к идее расширенного государственного вмешательства, а на пути вперед, в обобществлении средств производства.Только представьте, какую радикальную разницу мог бы почувствовать народ, если бы электричество и топливо не были товаром. Если бы цена на них и использование внутренних источников энергии не определялись на основе капиталистической прибыли, конкуренции компаний, обязательств перед ЕС и каким-либо империалистическим альянсом.

А этого можно достичь только при социализме, при общественной собственности, способной обеспечить процветание народа.Только рабочая власть способна централизованно научно планировать производство, исходя из общих потребностей общества, при активной, существенной роли трудящихся в принятии, реализации решений и контроле над их выполнением.Только энергетическое социалистическое планирование может использовать все энергетические ресурсы страны, ликвидировать энергетическую бедность и безработицу, обеспечить энергетическую достаточность каждой страны, обеспечить безопасность труда работников и охрану здоровья населения, защитить окружающую среду.

В сегодняшних условиях Европейское коммунистическое действие может выступить против «зеленой» стратегии предпринимательских групп, правительств стран-членов ЕС и потребовать:

Выхода из империалистических войн, закрытия американо-натовских военных баз. Выступать против участия Вооруженных Сил наших стран в американо-натовских миссиях, а также в миссиях ЕС.

Немедленного создания системы антисейсмической, противопаводковой, противопожарной защиты сооружений, оказания существенной помощи пострадавшим, выплаты 100% компенсации от государства.

Защиты лесов и водоносных горизонтов от приватизации и любой коммерческой деятельности, а также выступать против коммерциализации воды.

Не должно быть никаких изменений в землепользовании, а установка наземных или морских ветрогенераторов и солнечных батарей не должна оказывать разрушающего воздействия на окружающую среду.

Запретить сжигать отходы (RDF-SRF), при горении которых в атмосферу выделяются канцерогенные вещества, и другие опасные «альтернативные» виды топлива, такие как нефтяной кокс.

Никаких «зеленых» налогов и штрафов.

Никакой коммерциализации побережий и пляжей.

Европейское коммунистическое действие в предстоящий период должно приложить усилия по освещению важности вышеуказанных требований, чтобы они охватили деятельность рабочего народного движения в ответ на организованную манипуляцию со стороны социал-демократии и оппортунизма, всех видов НПО, которые в рамках деятельности движения, типа «Пятницы ради будущего», занимаются промыванием мозгов, особенно молодежи, а также организованной идеологической манипуляцией в буржуазной школе, говоря о том, что якобы эксплуататорская капиталистическая система может быть экологичной и дружественной к окружающей среде. Безусловно, идеологическая борьба усилится перед выборами в Европейский парламент. Партии, входящие в ЕКД, могут дать бой с более выгодных позиций, раскрывая планы капитала и служа интересам народа, чтобы усилилась народная борьба за решение этих вопросов по линии столкновения с капиталом, ЕС и правительствами его стран-членов, указывая на то, что только при социализме можно остановить растрату ресурсов планеты. Потому что только социализм служит интересам трудящихся и одновременно охране окружающей среды.

          Cher(e)s camarades, merci de votre participation aujourd'hui à la téléconférence de l'Action Communiste Européenne.

          Les peuples du monde entier sont confrontés, dans tous les sphères de leur vie, à des problèmes graves, aigus et chroniques, ainsi qu'à la dégradation constante de l'environnement et du climat, qui entraîne déjà d'énormes conséquences pour l'humanité et les générations futures, en raison du mode de production capitaliste lui-même, qui repose sur le critère de la recherche du profit maximum.

          Sous le prétexte du réchauffement climatique, la stratégie bourgeoise "verte" a été élaborée avec des objectifs spécifiques antipopulaires qui reflètent les besoins et les objectifs de la bourgeoisie aux dépens de la classe ouvrière et des couches populaires. Cette stratégie constitue une solution aux problèmes du système, en mobilisant le capital accumulé stagnant à un moment où une nouvelle crise capitaliste se profile à l'horizon. Ce capital est utilisé pour une restructuration de la production et il s'agit en fait d'un plan des monopoles pour intégrer les nouvelles technologies, leurs seuls critères étant leurs profits et l'intensification de l'exploitation des travailleurs.  Dans le même contexte, la combinaison des objectifs "verts" et numériques - en tout cas anti-populaires - du capital est encouragée.

          Pour promouvoir cette stratégie hostile aux peuples, chaque centre impérialiste élabore son propre plan dans la concurrence internationale. En adoptant une législation sur les normes industrielles prétendument vertes, l'UE cherche à mettre des bâtons dans les roues de ses principaux concurrents, les États-Unis et la Chine, afin de ne pas perdre de terrain face à eux, à un moment où ils aiguisent leur rivalité pour la suprématie dans le système capitaliste international. Chacune des puissances impérialistes élabore d'énormes paquets financiers destinés aux conglomérats "verts", comme l'UE avec le Fonds de Relance, qui sont le produit de la saignée à blanc des travailleurs.

          Les compromis occasionnels avec divers accords intra-capitalistes comme l'Accord de Paris en 2016 et les déclarations communes lors des COP annuelles comme celle de Dubaï confirment la stratégie antipopulaire promue conjointement par les monopoles, les gouvernements, les lobbies et leurs ONG.

          L'UE et tous les gouvernements des pays européens renchérissent sur les affirmations concernant une "crise climatique causée par l'homme". Ils accusent le peuple, dans le cadre de la responsabilité individuelle, d'être à l'origine du changement climatique. Ils tentent de renverser la réalité, en présentant de manière provocante le responsable de la destruction de l'environnement, à savoir le système capitaliste, comme un "sauveur".

          Il n'y a pas d'exemple plus emblématique de destruction de l'environnement et d'intervention criminelle dans l'environnement que les guerres. Tout d'abord, les conséquences incalculables des pertes de vies humaines, des blessés et des déracinés s'accompagnent de conséquences dramatiques pour le sol, la flore et la faune, l'eau, le climat, l'environnement naturel dans son ensemble.

          Il est hypocrite de la part de ceux qui promeuvent les plans de guerre impérialistes, qui financent la guerre et la propagent furieusement, de prétendre être des "protecteurs de l'environnement". Le danger d'escalade est évident et découle des énormes intérêts en jeu dans la lutte pour la primauté dans le système impérialiste international, pour le contrôle des marchés et des sphères d'influence entre le camp euro-atlantique et le camp eurasiatique en formation, c’est-à-dire entre les États-Unis, l'UE et l'OTAN d’une part et l'alliance Russie-Chine de l’autre part. Le génocide du peuple palestinien à Gaza et son déplacement forcé barbare, ainsi que le massacre en Ukraine à cause de la guerre impérialiste entre l'OTAN et la Russie capitaliste font rage. Les attaques de missiles américains et britanniques sur le Yémen, que nous condamnons une fois de plus à cette occasion, rendent la situation encore plus explosive, avec l'intensification de la concurrence impérialiste pour le contrôle de la mer Rouge, qui revêt une importance stratégique. Il en va de même pour les autres atrocités des États-Unis, de l'OTAN et de l'UE en Syrie, en Libye, en Afghanistan, etc., au cours des dernières décennies, dont les monopoles tirent profit, avec de graves conséquences pour les peuples et l'environnement.

          La catastrophe provoquée par la guerre est tellement grave qu'il faut plusieurs décennies pour restaurer les écosystèmes, alors que les dommages sont souvent irréversibles, tant pour l'atmosphère que pour l'eau. Tout cela s’aggrave quand les impérialistes utilisent des armes biologiques et nucléaires, ainsi que des bombes à fragmentation, par ailleurs interdites, à Gaza et en Ukraine. Après tout, l'OTAN a adopté la "première frappe nucléaire" dans le cadre de la stratégie OTAN 2030, tandis que la Russie a apporté des changements similaires à sa doctrine nucléaire.

          De plus, de manière non scientifique et arbitraire, l'UE et les gouvernements qui servent les intérêts du capital qualifient de "verts" l'énergie nucléaire, l'incinération carcinogène des déchets, le transfert de déchets toxiques vers des pays tiers, vers l'Afrique et l'Asie. En même temps, ils promeuvent la soi-disant "diligence raisonnable", c'est-à-dire une pratique où les groupes monopolistiques sont censés effectuer un autocontrôle en préparant des rapports "sur mesure" qui blanchissent leurs actions, les présentant comme "vertes" et pro-environnementales, alors qu'ils polluent avec la seule obligation d'enregistrer les niveaux de pollution. Parallèlement, ils ont mis en place le commerce cynique des émissions pour continuer à piller l'environnement avec des conséquences néfastes.

          Tous les partis bourgeois, des libéraux aux sociaux-démocrates - y compris le soi-disant Parti de la gauche européenne et le groupe de la "gauche" au Parlement européen (GUE/NGL), les Verts et les partis d'extrême droite, ont légitimé toutes sortes d’empiétements sur les écosystèmes, comme l'installation des éoliennes dans des zones d'une rare beauté naturelle et d'une importance historique et culturelle inestimable.  En outre, l'UE et les gouvernements ont institutionnalisé l'activité commerciale, le tourisme et toute autre exploitation sans entrave des forêts et d'autres écosystèmes précieux, même dans les zones Natura prétendument protégées. En même temps, les infrastructures et les mesures nécessaires à la protection contre les incendies, les inondations et les tremblements de terre font énormément défaut, ce qui a des conséquences tragiques pour les peuples.    

          Cher(e)s camarades,

          La mise en œuvre de la stratégie dite de "transition verte", la libéralisation du marché de l'énergie, la consolidation de la "bourse de l'énergie" et la transformation de l'énergie en produit financier, ainsi que la baisse des salaires réels et la taxation lourde, condamnent les peuples à la pauvreté énergétique et à l'inflation qui s'est manifestée avant la guerre en Ukraine, qui l'a encore exacerbée. En outre, les peuples paient le prix des sanctions imposées en raison de la stratégie de l'UE consistant à se découpler du gaz russe, moins cher, et à opter pour la regazéification polluante du GNL américain qui très coûteux.

          L'augmentation de la part des sources d'énergie renouvelables dans le bouquet énergétique de chaque pays de l'UE et les charges sur le prix du combustible bon marché et abondant pour la production d'électricité tel que le lignite dans certains pays comme la Grèce, ont conduit à l'explosion des prix et des charges "vertes", ce qui rogne les maigres salaires, malgré le mythe qu'ils ont cultivé selon lequel cela conduirait à une énergie bon marché pour le peuple.

            Il s'est avéré que les communistes avaient raison d'avertir que tant que la propriété capitaliste et la recherche du profit seront impliquées dans l'énergie, le peuple la paiera comme une marchandise très chère, qu'il s'agisse d'électricité ou de carburants, tout comme il paie les denrées alimentaires, sur lesquelles il y a un effet tout aussi direct. C'est aussi la raison pour laquelle le peuple finit par payer l'électricité beaucoup plus cher, alors que dans le cadre de la responsabilité individuelle, on lui reproche d'avoir soi-disant fait un mauvais choix entre les fournisseurs - "vautours" du marché libéralisé de l'énergie.  Et tout cela se passe à une époque où les possibilités d'utilisation des différentes formes d'énergie sont plus nombreuses, où les gisements découverts et exploités par les capitalistes se multiplient, et où les pipelines qui transfèrent l'énergie se développent grâce aux moyens technologiques les plus modernes.Nous tenons particulièrement à souligner que sur ce marché, les anciens monopoles d'État de l'énergie de chaque pays, qui sont des entreprises capitalistes et opèrent sous l'égide du capitaliste collectif qu'est l'État bourgeois, jouent également un rôle clé. Dans la jungle du marché "libéralisé", chaque groupe opère pour le profit de ses actionnaires, en concurrence avec d'autres groupes, qu'il soit détenu à 100% par l'État, que la part de l'État soit augmentée ou diminuée. Et toutes les renationalisations qui ont eu lieu récemment en Allemagne, en France, etc. ne constituent pas une politique favorable au peuple, mais elles transfèrent la charge des pertes de plusieurs milliards subies par les actionnaires sur les contribuables, les travailleurs.

            L'État bourgeois ne peut en aucun cas être un contrepoids pro-peuple aux intérêts des groupes privés. La conclusion est donc que l'issue que les communistes doivent montrer au peuple ne réside pas dans des slogans appelant à revenir au passé capitaliste d'une intervention accrue de l'État, mais à aller de l'avant, vers la socialisation des moyens de production. Pensons à la différence radicale que cela ferait pour le peuple si l'électricité et les carburants n'étaient pas des marchandises, si leur prix et l'utilisation des sources d'énergie nationales n'étaient pas fixés par le profit capitaliste et la concurrence entre les groupes commerciaux, ni par les engagements de l'UE et de toutes les alliances impérialistes.

            Cela ne peut se produire que dans le cadre du socialisme et de la propriété sociale, qui peuvent garantir le bien-être du peuple. Dans le cadre du pouvoir ouvrier, qui peut planifier une production centrale et scientifique, sur la base des besoins de l'ensemble de la société, avec un rôle actif et substantiel des travailleurs dans la prise, la mise en œuvre et le contrôle des décisions. C'est la planification énergétique du socialisme qui peut utiliser toutes les sources d'énergie nationales pour éliminer la pauvreté énergétique et le chômage, pour assurer la suffisance énergétique de chaque pays et pour protéger la sécurité des travailleurs, l'environnement et la santé du peuple.

            Dans le contexte actuel, l'Action Communiste Européenne peut entrer en conflit avec la stratégie "verte" des groupes d'entreprises et des gouvernements de l'UE. Nous devons exiger:

• Désengagement des guerres impérialistes, la fermeture des bases et des installations des États-Unis et de l'OTAN. Aucune participation des forces armées de nos pays aux missions de l'OTAN, ainsi qu'à celles de l'UE.

• Réalisation immédiate de travaux de protection contre les inondations, les séismes et les incendies, aide substantielle et protection des personnes touchées avec une compensation à 100% par l'État.
• Protection des forêts et des nappes phréatiques contre la privatisation et toute activité commerciale, ainsi que contre la commercialisation de l'eau.
• Aucun changement d’utilisation des terres et aucune destruction de l'environnement naturel par l'installation d'éoliennes et de panneaux solaires sur terre ou en mer.
• Interdiction de l'incinération cancérigène des déchets ("RDF-SRF") et d'autres combustibles "alternatifs" dangereux tels que le coke de pétrole.
• Pas de taxes et d’amendes "vertes".
• Non à la commercialisation des côtes et des plages.

            Lors de la période à venir, l'Action Communiste Européenne devrait souligner l'importance des revendications ci-dessus, afin de soutenir l'action du mouvement ouvrier et populaire en réponse à l'opération de manipulation organisée par la social-démocratie, l'opportunisme, toutes sortes d'ONG qui, avec des mouvements comme "les vendredis pour le futur", encouragent le lavage de cerveau, en particulier parmi les jeunes, et par l'école bourgeoise qui prétend que le système capitaliste d'exploitation peut devenir pro-environnemental.La lutte idéologique va certainement s'intensifier en vue des élections du Parlement européen. Les partis de l'ACE peuvent être en meilleure position pour lutter en démasquant les plans du capital et en servant les intérêts du peuple;pour renforcer la lutte des travailleurs et des peuples sur ces questions, dans une ligne de confrontation avec le capital, l'UE et leurs gouvernements, en soulignant que seul le socialisme permet de mettre fin au gaspillage des ressources de la planète. Car seul le socialisme sert les intérêts des travailleurs et la protection de l'environnement.
