Strengthening the rallying of the youth around the KKE

On Saturday 28 September, the European Communist Action (ECA) held a teleconference on “The work of the ECA parties within the youth”, with the aim of exchanging experienceson the crucial task of acting among the youth and rallying them around the CPs in the struggle for socialism. Kostas Papadakis, a member of the CC of the KKE and MEP,  made a contribution on behalf of the KKE.

Dear comrades,

Warm greetings from Athens to all the ECA parties participating in this important teleconference. We especially want to thank the comrades of the Communist Party of the Workers of Spain for organizing and preparing this teleconference.

Together we have initiated a new effort within the framework of the European Communist Action. We are aware of the difficulties in the crucial field of the work among the youth. Commitment to the goal, concrete measures and great perseverance are needed so that all parties can make substantial steps forward in the coming period.

From this point of view, it is useful to share experiences and that is what we will try to do, in short, with our contribution today.

For the KKE, action and intervention in the young age groups as well as the support and political guidance of the Communist Youth of Greece (KNE) are fundamental tasks. The vanguard intervention of the communists has left an indelible mark on all the struggles of the youth in our country for more than a century. The valuable experience that the KKE has accumulated allows it to intervene in the youth today, drawing on certain important conclusions.

The starting point of our understanding is the fact that the youth is not a separate class or stratum. Therefore, the youth movement, the school students’ movement, the university students’ movement, etc., cannot put forward an independent political proposal, i.e. there cannot be a youth movement with its own separate goal to seize power, with its own separate programme of power. The possibilities of the youth are mainly determined by the class they come from, the development of the class structure and the development of the class struggle in each respective country.

Of course, it is clear that the vast majority of young people in Greece come from or belong to the working class, as well as to the other popular strata of small producers and the self-employed in the cities and the countryside. Thus, the overwhelming majority of the youth has an objective interest in joining the cause of the working class and the people, their struggles and demands, in giving an anti-capitalist and anti-monopoly orientation to their struggles and, of course, in joining forces politically with the KKE.

The prism through which we approach the position of the youth in the overall class structure of society should not lead us to overlook certain common characteristics that derive from youth, such as volatility and mobility, instability and fluidity, certain psychological characteristics and concerns based on their little social and political experience as well as on their lifestyle, combined with the elaborated specific attack of bourgeois ideology, reformism and opportunism, the rise of anti-communism, xenophobia, racism, and imperialist policies for the division of markets and spheres of influence. In this regard, we believe that both the KKE and KNE have to do a significant work in popularizing and specifying their ideological and political intervention among the younger generation and in elaborating corresponding demands in the youth movement.

At the same time, we have to take into account that there are also differentiations by age group and position in the educational levels, which later on appear in the process of finding work and integrating into production.

Our Party takes into account the developments in the working conditions of the youth, in their life as a whole, because they have brought about such changes that increase the responsibility of the Party to develop ideological-political and organizational ties with the younger generations. For example, even after the age of 30 years, people retain certain characteristics and lifestyles because they find it difficult to find work, remain unemployed for long periods of time, and are financially supported by their parents. Moreover, the age of young couples who take on the obligations and responsibilities of raising and educating children has increased. A significant proportion of young people work in flexible employment relationships and change jobs frequently. As a result, they have not developed ties with any particular sector and are unaware of the need for trade union organization.

Dear comrades,

The crucial point, as we have already mentioned, is that the specific characteristics of the youth alone cannot bring positive results for the youth and the society, unless they are linked to the struggle in an anti-monopoly and anti-capitalist direction, the struggle to resolve the problem of power in favour of the working class and its allies, unless they are linked to the struggle to abolish the exploitation of man by man.

On this basis, it is necessary and imperative that our Party has a firm and concrete plan and objectives that contribute to the development of the political consciousness of the young people, to a correct orientation of the struggle.

The KKE does not consider that KNE has the exclusive responsibility to work within the youth and its movements, simply and only under the ideological-political guidance of the Party. The Party has a direct responsibility to address and develop ties with the youth, a fact which derives from its character, programme and strategy. This is a priority task today, as it is an integral part of the regroupment of the labour movement, of the Social Alliance, of bringing new blood from the working class and the poor popular strata into the Party’s ranks and cadres.

Our party has many years of historical experience and has arrived at the following basic elements, which also define the relationship between the KKE and KNE: The Communist Youth of Greece is the revolutionary youth organization of the KKE. It is formed on the side of the Party with a distinct organizational structure. From the Central Council to the Base Organizations, it is guided ideologically, politically and organizationally by the respective organs of the Party. It does not develop its own political programme; its programme is the programme of the KKE.

KNE, as the revolutionary communist youth of the KKE, stands by the Party across the whole range of its activities, its struggles, its general political action, its political confrontations. It makes serious efforts to specify the strategy of the Party in areas with many young workers and students. It actively participates, under the responsibility and with the support of the Party, in the discussion of its resolutions and documents, and contributes to the enrichment of its political and mass action.

An important tool in its action is its journal, “Odigitis”, as an ideological–political enlightening organ, which also contributes to the organization of the struggles of the youth. Furthermore, this year the Festival of KNE - “Odigitis” celebrated its 50^th anniversary. The multifaceted events of the Festival, which took place under the slogan “We are writing history, we are changing the world, our future is socialism”, highlighted its long historical journey as the largest political-cultural event of the youth in the country, as well as the strengthening of the rallying of even more young people around the revolutionary policy of the KKE.

Today, a generation of cadres of KNE has emerged. Their maturation will help them to test their abilities in more complex tasks whenthey are fully assigned to the Party. It is a generation educated with militancy, as it has relatively improved its political education and experience of major confrontations. A significant number of Party members who have been promoted in the organs of KNE have been fully assigned to the Party, thus, renewing and improving the age composition of the organs. The promotion of new cadres from KNE into the Party and the ranks of the movement is an unceasing process of crucial importance for the continuity of the Party.

For several years, the KKE has been trying to do serious work concerning the ideological and political guidance of the organs of KNE by the CC and the Regional Committees, while the cooperation between the Party Base Organizations (PBOs) – Base Organizations (BOs) is closer than ever. This important ideological–political support concerns the specialization of the Party’s strategy in the issues of demands and frameworks of action, but also in the forms and ways of organizing and rallying the youth, in the tactics of developing the struggles. At the same time, the rich intra-organizational discussion, which fights against a sterile list of tasks, and the development of a general orientation for education in the ranks of KNE, reinforces the crucial task of the best possible assimilation of its members and cadres, their resistance to the bourgeois ideology and the pressures of the transitional phases, the goal of becoming worthy members and cadres of the Party.

At the same time, our Party assumes the responsibility to intervene in the younger age groups, through  “The Red Hot-air Balloon” journal,  which is addressed to children aged 9 to 13, i.e. the age when they start developing a perception of the world and society. Groups of children are formed around the journal and carry out activities adapted for children, against the decay with which the system bombards the consciousness of children, trying to graft militant values and ideals on them, in order to lay a more solid foundation in the education of young communists.

In conclusion,

The action of the KKE and KNE is developed on the basis that we have briefly described, with the aim of cementing the ties with the youth, strengthening the struggles in schools, universities, vocational training and in the sectors with may young workers (e.g. tourism), and developing the organization with many new members of KNE and the KKE in these crucial areas.

Усиление сплочения молодежи вокруг Компартии Греции

В субботу, 28 сентября, Европейское коммунистическое действие (ЕКД) провело телеконференцию на тему «Работа партий, входящих в ЕКД, с молодежью», с целью обмена опытом работы с молодежью и сплочения ее вокруг компартий в борьбе за социализм.  От имени КПГ на телеконференции выступил Костас Пападакис, член ЦК КПГ, депутат Европейского парламента.

Уважаемые товарищи,

Мы шлем горячий привет из Афин всем партиям, входящим в ЕКД и участвующим в этой значимой телеконференции. Хотим выразить особую благодарность товарищам из Компартии трудящихся Испании за организацию и подготовку телеконференции.

Мы вместе выступили с новой инициативой в рамках Европейского коммунистического действия, нам известны трудности в важной сфере работы с молодежью, и это требует приверженности цели, принятия конкретных мер и большой настойчивости, чтобы все партии могли сделать существенные шаги в следующий период.

И с этой точки зрения обмен опытом является полезным для наших партий.

Основными задачами КПГ являются работа с молодежью, а также поддержка Коммунистической молодёжи Греции (КМГ) и руководство над ней. Передовая деятельность коммунистов наложила неизгладимый отпечаток на борьбу молодёжи в нашей стране, которая ведётся на протяжении более чем столетия. Ценный опыт, накопленный КПГ, позволяет ей сегодня вести работу с молодёжью и делать некоторые важные выводы.

Отправной точкой нашей концепции является тот факт, что молодежь не является отдельным классом или прослойкой. Следовательно, молодежное, студенческое движение, движение школьников и т.д. не может выступать с самостоятельным политическим предложением, то есть не может быть молодежного движения, имеющего свою отдельную цель  - завоевание власти, отдельную программу о власти. Возможности молодежи предопределяются главным образом классом, выходцем из которого она является, эволюцией классовой структуры и развитием классовой борьбы в конкретной стране.

Безусловно, подавляющее большинство молодых людей в Греции происходят из рабочего класса или принадлежат к нему, а также к другим народным слоям населения  - слоям мелких производителей и торговцев в городах и селах. Поэтому подавляющее большинство молодежи объективно заинтересовано примкнуть к делу рабочего класса и народа, к их борьбе и требованиям, придать своей борьбе антикапиталистический, антимонополистический характер и, конечно же, примкнуть к КПГ.

Рассматривая процесс включения молодежи в общую классовую структуру общества, мы не должны упускать из виду некоторые особенности молодежного возраста: переходность положения и мобильность, неустойчивость и изменчивость, определённые психологические качества, поиск своего места в жизни, основанный на небольшом общественно-политическом опыте, но и на образе жизни, в сочетании со специально отработанными нападками со стороны буржуазной идеологии, реформизма и оппортунизма, с усилением антикоммунизма, ксенофобии, расизма, империалистической политики по разделу рынков и сфер влияния. Исходя из этого, мы считаем, что КПГ и КМГ должны проделать важную работу по популяризации и специализации своей идеологической и политической деятельности среди молодого поколения, по разработке соответствующих требований в молодёжном движении.

При этом надо принимать во внимание имеющиеся различия по возрастным группам и место в системе образования, которые затем проявляются в процессе поиска и включения в производство.

Наша партия учитывает изменения условий труда молодежи, в целом ее жизни, претерпевшей столько изменений, которые повышают ответственность партии за развитие идейно-политических и организационных связей с молодыми людьми юношеского и более младшего возраста. Например, даже молодые люди старше 30 лет сохраняют определённые черты и образ жизни, свойственный молодежи, поскольку затрудняются найти работу, в течение длительного времени  остаются безработными, в результате им приходится жить с родителями. Соответственно, сдвинулись возрастные рамки для создания семьи и взятия на себя обязанностей и ответственности за воспитание детей. Значительная часть молодёжи работает в условиях временной и неполной занятости, часто меняя место работы, поэтому у неё не возникает привязки к конкретному предприятию, и  она не осознает необходимости профсоюзной организации.

Уважаемые товарищи,

Существенная проблема, как мы уже говорили выше, заключается в том, что особенности молодёжи сами по себе не принесут самой молодёжи и обществу положительных результатов, если они не будут связаны с антимонополистической, антикапиталистической борьбой, с борьбой за решение вопроса о власти на благо рабочего класса и его союзников, с борьбой за отмену эксплуатации человека человеком.

Исходя из этого, нашей партии настоятельно необходимо иметь надежный, четкий план и цели, способствующие росту политического сознания молодежи, формированию правильной направленности борьбы.

КПГ не считает, что КМГ несет исключительную ответственность за влияние на молодежь и ее движение  просто и только потому, что действует под идейно-политическим руководством партии. Партия по своему характеру, своей программе и стратегии несёт прямую ответственность за работу с молодёжью и развитие связей с ней. Эта задача сегодня выходит на передний план, так как является неотъемлемым элементом реорганизации рабочего движения, социального союза, обновления рядов и кадров партии молодыми людьми из рабочего класса, бедных народных слоёв.

Наша партия имеет многолетний исторический опыт, и она сделала основные выводы, определяющие связь между КПГ и КМГ. Коммунистическая молодежь Греции – это революционная молодёжная организация КПГ. Она создаётся при партии, имеет чёткую организационную структуру. Находится под идейно- политическим и организационным руководством соответствующих органов партии, начиная от ее Центрального Совета и до уровня ее первичных организаций. Она не разрабатывает своей собственной политической программы, ее программой является программа КПГ. КМГ как революционная коммунистическая молодежь КПГ идет рядом с партией, поддерживает ее во всем: в борьбе, в политической деятельности, в политической конфронтации, прилагает серьёзные усилия по разъяснению стратегии партии в местах концентрации рабочей и  студенческой молодежи.

При содействии партии и под ее контролем она активно участвует в обсуждении партийных решений и документов, вносит вклад в улучшение политической и массовой деятельности партии.

Важным инструментом ее деятельности является газета «Одигитис», выполняющая роль идейного и политического просветителя, внёсшая вклад в организацию молодёжной борьбы. В этом году фестивалю КМГ-Одигитис исполнилось 50 лет. Мероприятия, наполненные глубоким содержанием, осветившие длинный исторический путь  фестиваля как крупнейшего культурно-политического события молодёжи страны, прошедшего  под девизом «Пишем историю, меняем мир, наше будущее – социализм», показали усиление сплочения все большего числа молодых людей вокруг радикального курса КПГ.

Сегодня появилось поколение руководящих кадров КМГ, взросление которых помогает им пройти испытание в выполнении сложных обязанностей при вступлении в партию. Это поколение решительных и образованных людей, так как они лучше подкованы в политическом плане и у них за спиной большой опыт борьбы.  Значительное число руководящих кадров КМГ перешли в партию, обновили и улучшили возрастной состав органов партии. Выдвижение новых кадров, перемещение их из КМГ в партию и в ряды рабочего движения - это постоянный, продолжительный и важный процесс, обеспечивающий преемственность партии.

Отделы ЦК КПГ, региональные комитеты в течение многих лет проводят серьёзную работу по идейно-политическому руководству органами КМГ, при этом сотрудничество партийных первичных организаций с соответствующими первичными организациями КМГ становится все теснее. Эта важная идеологическая и политическая помощь касается разъяснения стратегии партии по вопросам выдвижения требований, рамок деятельности, а также специализации форм и способов организации и объединения молодёжи,  тактики развития борьбы. Но в то же время насыщенные внутриорганизационные дискуссии,  а не сухой список задач, а также рост образовательного уровня членов КМГ, помогают решить  важные задачи  - усилить закалку ее членов и руководящих деятелей, дать опор буржуазной идеологии и давлению сторонников концепции о переходных стадиях к социализму, а также достичь цели  - стать достойными членами и руководящими кадрами партии.

В то же время наша партия берет на себя ответственность за работу  с детьми младшего школьного возраста, издавая журнал под названием «Красный аэростат», предназначенный для детей от 9 до 13 лет, то есть для детей такого возраста, когда формируются первые представления о мире и обществе. В рамках этого журнала  с детьми проводятся адаптированные мероприятия, с учетом обработки сознания молодежи со стороны гнилой системы. Его цель - показать ценности и идеалы, к которым необходимо стремиться, заложить более прочный фундамент для воспитания молодых коммунистов.

Итак, мы кратко описали, в каком направлении развивается деятельность КПГ и КМГ. Ее целью является укрепление связей с молодежью, усиление борьбы в школах, университетах, профессионально-технических училищах и сферах, где занята молодежь (например, в сфере туризма и др.), организационное укрепление, благодаря вступлению новых членов в ряды КМГ и КПГ на этих важнейших участках.

Tema: El trabajo de los partidos de la ACE en la juventud

Estimados camaradas:

Un cordial saludo desde Atenas a todos los partidos de la ACE que participan en esta teleconferencia importante. Agradecemos particularmente a los camaradas del Partido Comunista de los Trabajadores de España la organización y preparación de la teleconferencia.

Hemos empezado juntos un nuevo esfuerzo en el marco de la Acción Comunista Europea siendo conscientes de las dificultades en el trabajo fundamental en los jóvenes. Debemos estar comprometidos con el objetivo, tomar medidas concretas y mostrar gran persistencia para que todos los partidos den pasos sustanciales en el período próximo.

De este punto de vista es útil intercambiar experiencias y esto intentaremos hacerlo brevemente con nuestra intervención hoy.

Para el KKE, la acción y la intervención en los grupos de edades jóvenes, así como el apoyo y la orientación de la KNE, son tareas principales. Todas las luchas de los jóvenes en nuestro país, desde hace más de un siglo, han dejado un huella imborrable en la intervención pionera de los comunistas. La valiosa experiencia que ha acumulado el KKE le permite intervenir en la juventud hoy teniendo como legado ciertas conclusiones cruciales.

El punto de partida de nuestra percepción es el hecho de que la juventud no constituye una clase o estrato separado. Por tanto, el movimiento de los jóvenes, los estudiantes secundarios y universitarios etc., no pueden plantear una propuesta política independiente, es decir no puede existir un movimiento de jóvenes con su propio, separado, objetivo de poder, con un programa de poder separado. Las posibilidades de los jóvenes están predeterminadas principalmente por la clase de la que proceden y por el desarrollo de la estructura de clases y del desarrollo de la lucha de clases en su país.

Por supuesto, está claro que la inmensa mayoría de los jóvenes de Grecia procede o pertenece a la clase obrera así como a las demás capas populares de los pequeños productores y comerciantes en las ciudades y en los pueblos. Por tanto, objetivamente el interés de la inmensa mayoría de los jóvenes tiene interés en unirse a la causa de la clase obrera y del pueblo, a sus luchas y sus reivindicaciones, en dar una orientación anticapitalista-antimonopolista a sus luchas y por supuesto alinearse políticamente con el KKE.

El prisma a través del cual debemos abordar la integración de la juventud en la estructura de clases general de la sociedad no debe llevarnos a pasar por alto algunas características que tienen que ver con su edad joven como son: la transitoriedad y la movilidad, la inestabilidad y la fluidez, ciertas características en la psicología, en búsquedas, basadas en la poca experiencia social y política pero también en el estilo de vida, combinada con el elaborado ataque especial de la ideología burguesa, el reformismo y el oportunismo, el auge del anticomunismo, la xenofobia, el racismo, la política imperialista de reparto de mercados y esferas de influencia. Sobre esta base, consideramos que tanto al KKE como a la KNE se les exige hacer un trabajo importante de popularización y especialización de su intervención ideológica y política en la nueva generación, elaborando las demandas correspondientes en el movimiento juvenil.

Al mismo tiempo hay que tener en cuenta que hay diferenciaciones por grupos de edad y posición en los grados de educación, que a continuación aparecen en el proceso de búsqueda e integración en la producción.

Nuestro partido tiene en cuenta los desarrollos en las condiciones de trabajo de los jóvenes, de su vida en general, ya que han provocado tales y tantos cambios que aumentan la responsabilidad del Partido de desarrollar vínculos ideológicos, políticos y organizativos con los grupos de edades más jóvenes. Por ejemplo, personas incluso de más de 30 años, tienen determinadas características y un estilo de vida ya que les resulta difícil encontrar trabajo, permanecen en paro durante largos períodos de tiempo, por lo que cuentan con el apoyo de sus padres. Respectivamente, se han aumentado los límites de edad de las parejas jóvenes que asumen responsabilidades de crianza y educación de sus hijos. Una parte significativa de los jóvenes trabaja con relaciones de trabajo flexibles, cambia muchas veces de trabajo por lo que no logra construir lazos con un sector   y no se da cuenta de la necesidad de la organización sindical.

Estimados camaradas:

La cuestión más esencial como ya hemos mencionado es que las características particulares de los jóvenes no pueden por si solas generar resultados positivos para la propia juventud y la sociedad si no están vinculadas con la lucha en dirección antimonopolista y anticapitalista, con la lucha por resolver el problema del poder a favor de la clase obrera y de sus aliados, si no están vinculadas con la lucha por la abolición de la explotación del hombre por el hombre.

En esta base es necesario e imperativo que nuestro Partido tenga un plan estructurado y firme y objetivos que contribuyan al desarrollo de la conciencia política de los jóvenes, a la adquisición de una orientación de lucha correcta.

El KKE no considera que la KNE tenga la responsabilidad exclusiva de actuar en la juventud y sus movimientos, simplemente bajo la dirección ideológica y política del Partido. El propio Partido, por su carácter, su Programa y su estrategia tiene la responsabilidad directa de dirigirse y desarrollar lazos con la juventud. Esta tarea está hoy en primer plano puesto que se trata de un elemento integral del reagrupamiento del movimiento obrero, de la Alianza Social, del rejuvenecimiento de las filas del partido con militantes y cuadros provenientes de la clase obrera y las capas populares pobres.

Nuestro partido tiene una larga experiencia histórica y ha concluido a estos elementos claves que definen también la relación entre el KKE y la KNE. La Juventud Comunista de Grecia es la organización juvenil revolucionaria del KKE. Se forma junto al Partido con una estructura organizativa distintiva. Está guiada ideológica, política y organizativamente desde el Consejo Central hasta la organización de base por los órganos correspondientes del Partido. No elabora un programa político; propio su programa es el programa del KKE.

La KNE como organización juvenil comunista revolucionaria del KKE está junto al Partido en todas sus actividades, luchas, en su acción política general, en las confrontaciones políticas; hace un serio esfuerzo por especificar la estrategia del Partido en espacios donde se reúnen los jóvenes trabajadores y estudiantes. Participa activamente, con la responsabilidad y asistencia del Partido en la discusión de sus resoluciones y documentos, y contribuye al enriquecimiento de su acción política y de masas.

Una herramienta importante en su actividad es su revista, Odigitis, que es un agitador ideológico y político con contribución también a la organización de las luchas de los jóvenes. Además, este año el Festival de la KNE y del Odigitis ha cumplido 50 años. En sus eventos multiformes se ha destacado su largo recorrido histórico como el mayor evento político-cultural de la juventud en el país con la consigna “Escribimos historia, cambiamos el mundo. Nuestro futuro es el socialismo”, y el fortalecimiento de la alineación de aún más jóvenes con la política subversiva del KKE.

Hoy ha surgido una generación de cuadros de la KNE cuya maduración contribuye al objetivo de pasar exclusivamente al trabajo del Partido y asumir tareas más complejas. Es una generación educada en las luchas, con una formación política y una experiencia mejorada por su participación en grandes luchas. Un número significativo de miembros del Partido que habían surgido en los órganos de la KNE, han pasado al Partido y renovado y rejuvenecido la composición de edades de los órganos. El promoción de nuevos cuadros de la KNE al Partido y en las filas del movimiento es un proceso permanente, constante y de importancia crucial para la continuidad del Partido.

El KKE desde hace muchos años se está esforzando hacer un trabajo serio a nivel de Comité Central y Comités Regionales en la orientación ideológica y política de los órganos de la KNE, mientras que la cooperación entre la Organización de Base del Partido y de la Organización de Base de la KNE está mejor que nunca.

Esta importante contribución ideológico-política tiene que ver con la especialización de la estrategia del Partido en cuestiones de demandas, de marcos de acción, así como de especialización de formas y modos de organización y de agrupación de los jóvenes, la táctica en el desarrollo de luchas. Al mismo tiempo, el rico debate dentro de la organización que combatirá la mera referencia a tareas y el desarrollo en general de una corriente de formación en las filas de la KNE fortalece la tarea crucial de la mejor asimilación posible de sus miembros y cuadros, de su resistencia a la ideología burguesa y las presiones de las etapas de transición, el logro del objetivo de convertirse en miembros y cuadros dignos del Partido.

Al mismo tiempo, nuestro Partido asume la tarea de intervenir en los grupos de edades más jóvenes, a través de la revista que publica y se llama “el Globo aerostático rojo”, que está dirigida a niños de 9 a 13 años, es decir a la edad en la que se forma la primera percepción del mundo y de la sociedad. En torno a la revista se forman grupos de niños que toman parte en actividades adaptadas contra la podredumbre con la que el sistema impregna la conciencia de los jóvenes, con el objetivo a resaltar valores e ideales de lucha paraponerbases más sólidas en la formación de los jóvenes comunistas.

En conclusión, en la base que hemos descrito brevemente, se desarrolla la acción del KKE y de la KNE con el fin de fortalecer los vínculos con los jóvenes, las luchas en las escuelas, las universidades, la educación técnica y los sectores en los que se concentran los jóvenes (p.ej turismo, etc), el desarrollo organizativo con muchos nuevos miembros de la KNE y del KKE en estos sectores cruciales.

Consolidationdu ralliement de la jeunesse au KKE

Le samedi 28 septembre 2024, l'Action Communiste Européenne (ACE) a organisé une téléconférence intitulée "Le travail des partis del’ACE au sein de la jeunesse", en vue d’échanger nos expériencesconcernant la tâche cruciale de l'action au sein de la jeunesse et de son ralliement autour des Partis Communistesdans la lutte pour le socialisme. Kostas Papadakis, membre du CC du KKE et Député européen du parti, est intervenu au nom du KKE.

Cher(e)s camarades,

Nous adressons nos chaleureuses salutations depuis Athènes à tous les partis de l’ACE qui participent à cette importante téléconférence. Nous remercions tout particulièrement les camarades du PC des Travailleurs d'Espagne pour l'organisation et la préparation de la téléconférence.

Le travail parmi les jeunes est un nouvel effort que nous avons entrepris ensemble dans le cadre de l'Action Communiste Européenne, tout en étant conscients des difficultés qui se posent dans ce domaine crucial. Un engagement dans cet objectif, des mesures concrètes et une grande persévérance sont nécessaires, afin que toutes les parties puissent faire des pas considérables dans la période à venir.

De ce point de vue, il est utile de partager notre expérience et c'est justement ce que nous essaierons de faire avec notre intervention d'aujourd'hui.

Pour le KKE, l'action et l'intervention parmi les jeunes ainsi que le soutien et l’orientation de la KNE sont des tâches centrales. Toutes les luttes de la jeunesse menées dans notre pays depuis plus d'un siècle sont marquées de manière indélébile par l'intervention pionnière des communistes. L'expérience précieuse que le KKE a accumulée lui permet d'intervenir aujourd'hui au sein de la jeunesse, utilisant certaines enseignements utiles.

Le point de départ de notre conception est le fait que la jeunesse ne constitue pas une classe ou une couche en soi. Par conséquent, le mouvement de la jeunesse, le mouvement des élèves, le mouvement des étudiants, etc. ne peuvent pas présenter une proposition politique indépendante, c'est-à-dire qu'il ne peut pas y avoir de mouvement de la jeunesse avec un objectif de pouvoir distinct, avec un programme de pouvoir distinct. Les perspectives des jeunes sont déterminées en premier lieu par la classe dont ils sont issus, par l’évolution de la structure de classe et par le développement de la lutte des classes dans le pays concerné.

Il est évident que la grande majorité des jeunes en Grèce sont issus ou appartiennent à la classe ouvrière, ainsi qu'à d'autres couches populaires de petits producteurs et commerçants urbains et ruraux. Ainsi, l'écrasante majorité de la jeunesse a un intérêt objectif à se rallier à la cause de la classe ouvrière et du peuple, à leurs luttes et à leurs revendications, à donner une orientation anticapitaliste et antimonopoliste à leurs luttes et, bien sûr, à se ranger politiquement aux côtés du KKE.

Le prisme à travers lequel nous abordons la position des jeunes dans la structure de classe globale de la société ne doit pas nous faire oublier certaines caractéristiques communes qui découlent de leur jeunesse, telles que la transitivité, la mobilité, l'instabilité, la fluidité, certaines caractéristiques psychologiqueset préoccupations, qui sont liées à leur expérience sociale et politique limitée, mais aussi à leur mode de vie, combinées à l'attaque spécifique et élaborée de l'idéologie bourgeoise, le réformisme et l'opportunisme, la montée de l'anticommunisme, de la xénophobie, du racisme, des politiques impérialistes pour la répartition des marchés et des sphères d'influence.  Nous pensons donc que le KKE et la KNE doivent s'efforcer de rendre leur intervention idéologique et politique accessible et spécifique à la nouvelle génération, en développant des demandes correspondantes au sein du mouvement de la jeunesse.

Parallèlement, nous devons tenir compte du fait qu'il existe également des différenciations entre la jeunesse, en fonction de la tranche d'âge et du niveau d'enseignement. Des différenciations apparaissent également dans le processus de recherche d'emploi et d’intégration dans la production.

Notre parti prend en considération l'évolution des conditions de travail des jeunes, ainsi que de leur vie dans son ensemble, où de nombreux changements ont eu lieu,  augmentant la responsabilité assumé par le KKE en termes de développement de liens idéologiques, politiques et organisationnels avec les générations de plus en plus jeunes. Par exemple, les personnes âgées de plus de 30 ans conservent certaines des caractéristiques et des modes de vie des personnes plus jeunes, car elles ont du mal à trouver du travail, elles restent au chômage pendant de longues périodes et sont donc soutenues par leurs parents. De même, les jeunes couples qui assument des obligations et des responsabilités liées à l'éducation des enfants sont plus âgés. Une proportion importante de jeunes travaillent avec des conditions de travail flexibles et changent souvent d'emploi, ce qui fait qu'ils n'ont pas de liens avec un secteur spécifique et ne sont pas conscients de la nécessité de l’organisation syndicale.

Cher(e)s camarades,

La question essentielle, comme nous l'avons déjà mentionné, est que les caractéristiques spécifiques de la jeunesse ne peuvent à elles seules générer des résultats positifs pour la jeunesse et la société si elles ne sont pas liées à la lutte dans une direction anti-monopole -  anti-capitaliste; à la lutte pour résoudre le problème du pouvoir au profit de la classe ouvrière et de ses alliés; à la lutte pour l'abolition de l'exploitation de l'homme par l'homme.

Dans ce contexte, il est nécessaire et impératif que notre parti dispose d'un plan cohérent et solide et d'objectifs qui contribuent au développement de la conscience politique des jeunes, à la conquête d'une orientation correcte de lutte.

Le KKE ne considère pas que la KNE a la responsabilité exclusive d'intervenir au sein de la jeunesse et ses mouvements, sous la direction idéologique - politique du Parti. Le Parti lui-même, de par son caractère, son programme et sa stratégie, a la responsabilité directe d'aborder et de développer des liens avec la jeunesse. Cette tâche est aujourd'hui au premier plan, car elle fait partie intégrante du regroupement du mouvement ouvrier, de l'Alliance sociale, du renouvellement des rangs et des cadres du Parti avec du sang neuf provenant de la classe ouvrière, des couches populaires pauvres.

Notre parti a utilisé sa longue expérience historique pour définir les éléments de base qui déterminent également les relations entre le KKE et la KNE. La Jeunesse communiste de Grèce est l'organisation révolutionnaire de la jeunesse du KKE. Elle est formée aux côtés du parti et possède une structure organisationnelle distincte. Elle est guidée idéologiquement, politiquement et organisationnellement, du Conseil Central aux cellules de base,  par les organes respectifs du Parti. Elle ne développe pas son propre programme politique, mais son programme est celui du KKE.

En tant que jeunesse communiste révolutionnaire du KKE, la KNE se tient aux côtés du Parti face aux confrontations politiques, soutenant toutes ses activités, ses luttes, dson action politique générale. La KNE s'efforce de spécifier la stratégie du Parti dans les domaines où se concentre la jeunesse ouvrière et étudiante. Elle participe activement, sous la responsabilité et avec l'assistance du Parti, à la discussion de ses décisions et documents, elle contribue à l'enrichissement de son action politique et de masse.

Un outil important de son action est son journal, l’Odigitis, qui constitue un moyen d’instruction idéologique et politique et contribue à l'organisation des luttes de la jeunesse. Cette année, le Festival de la KNE et de l’Ogiditis a célébré son 50ème anniversaire. Ses  événements multiformes, qui ont mis en lumière son long parcours historique en tant que plus grand événement politique et culturel de la jeunesse dans la Grèce, avec le slogan:"Nous écrivons l'histoire, nous changeons le monde, notre avenir est le socialisme", ont contribué à la consolidationdu ralliement d'un nombre encore plus important de jeunes à la politique révolutionnaire du KKE.

Aujourd'hui, une génération de cadres de la KNE, s'étant faits valoir au sein de la Jeunesse Communiste, ont ainsi acquis une maturité qui leur permet de faire face à des tâches plus complexes lorsqu'ils adhèrent par la suite au parti.  Il s'agit d'une génération instruite d’une manière militante, avec une éducation politique meilleure et une expérience des grandes confrontations. Un grand nombre de membres du parti qui ont été formés dans les organes de la KNΕ puis recrutés par le parti ont renouvelé et amélioré la composition par âge des organes de ce dernier. L'intégration des cadres de la KNE dans le parti et dans les rangs du mouvement est un processus continu d'une importance cruciale pour la continuité du KKE.

Le KKE s'efforce depuis plusieurs années de contribuer de manière décisive de la part du CC et des Comités Régionaux à l'orientation idéologique et politique des organes de la KNE, tandis que la coopération entre les cellules de base du Parti et celles de la KNE est plus étroite que jamais. Cette importante assistance idéologique et politique concerne la spécification de la stratégie du Parti en matière de revendications et de cadres d'action; la spécification des formes et des moyens d'organiser et de rallier la jeunesse;  la tactique de développement des luttes. En même temps, la riche discussion intra-organisationnelle  -et non un agenda stérile des activités- ainsi que le développement d'un courant éducatif global dans les rangs de la KNE facilitentla meilleure assimilation possible de ses membres et cadres, leur résistance à l'idéologie bourgeoise et aux pressions des étapes transitoires ainsi que la conquête de l'objectif de devenir des membres et cadres dignes du Parti. Cette assimilation constitue donc une tâche primordiale.

En même temps, notre Parti assume la responsabilité d'intervenir auprès des plus jeunes par le biais de la revue "LaMontgolfière rouge", qui s'adresse aux enfants de 9 à 13 ans, c’est-à-dire à l’âge où ils commencent à développer une perception du monde et de la société. Les groupes d'enfants de "la Montgolfière rouge" participentaux activités qui développent une résistance contre la pourriture dont le système bombarde les consciences des jeunes. Cet effortcherche à cultiver des valeurs et des idéaux militants, à poser des bases plus solides dans l'éducation des jeunes communistes.

En partant de ces idées, que nous avons brièvement décrites, le KKE et  la KNE mènent leur action, visant à renforcer leurs liens avec la jeunesse, à intensifier les luttes dans les écoles, les universités, les centres de formation professionnelle et les secteurs d’activité où travaillent le plusde jeunes (par exemple, le tourisme, etc.), ainsi qu’à contribuer au développement organisationnelle avec de nombreux nouveaux membres du KKE et de la KNE dans ces domaines cruciaux.

تعزيز التفاف الشباب حول الحزب الشيوعي اليوناني

أقامت أحزاب النشاط الشيوعي الأوروبي، يوم السبت 28\9، مؤتمراً عن بُعد بعنوان "عمل أحزاب النشاط الشيوعي الأوروبي في صفوف الشباب"، بغرض تبادل الخبرة في مهمة العمل الحاسمة بين الشباب وحشدهم حول الأحزاب الشيوعية في النضال من أجل الاشتراكية. قام كوستاس باباذاكيس، عضو الحزب الشيوعي اليوناني وعضو البرلمان الأوروبي، بمداخلة نيابة عن الحزب الشيوعي اليوناني.

الرفاق الأعزاء،

نوجه تحياتنا الحارة من أثينا لجميع أحزاب النشاط الشيوعي اﻷوروبي المشاركة في هذا المؤتمر الهام المنعقد عن بُعد. ونشكر بنحو خاص الرفاق في الحزب الشيوعي لعمال إسبانيا على تنظيم المؤتمر والإعداد له.

لقد بدأنا معاًُ محاولة جديدة في إطار النشاط الشيوعي الأوروبي، ونعلم الصعوبات في المجال المصيري للعمل في صفوف الشباب الذي يتطلب الالتزام بالهدف، واتخاذ تدابير ملموسة مع صبر كبير حتى تتمكن جميع الأحزاب من إحصاء خطوات جوهرية في الفترة القادمة.

ومن هذه الزاوية فإن تبادل الخبرات مفيد وهذا ما سنحاول القيام به بنحو مختصر بمداخلتنا اليوم.

إن العمل والتدخل في الأعمار الصغيرة، بالنسبة للحزب الشيوعي اليوناني بالإضافة إلى دعم و إرشاد الشبيبة الشيوعية اليونانية، هي مهام مركزية. إن كل نضالات الشباب في بلادنا، منذ أكثر من قرن، تحمل العلامة التي لا تمحى لتدخل الشيوعيين الطليعي. إن الخبرة القيمة التي جمعها الحزب الشيوعي اليوناني تسمح له اليوم بالتدخل في صفوف الشباب بعد أن امتلك بعض الاستنتاجات الحاسمة باعتبارها مرجعية.

إن نقطة البداية لرؤيتنا هي واقعة عدم تشكيل الشباب طبقة أو شريحة اجتماعية منفصلة. و بالتالي، لا يمكن لحركة الشباب، و التلاميذ و الطلاب، وما شاكلها، أن تطرح اقتراحاً سياسياً مستقلاً، أي أن من غير الممكن وجود حركة شبابية لها هدفها المنفصل للسلطة، مع برنامج منفصل للسلطة. إن إمكانيات الشباب تتحدد بنحو مُسبق و أساسي من ماهية الطبقة التي يتحدر أصلهم منها، ومن تطور البنية الطبقية وتطور الصراع الطبقي في البلد المعني.

من المؤكد أنه من الواضح أن أصول الغالبية العظمى من الشباب في اليونان تتحدر من الطبقة العاملة أو تنتمي إليها، حالها حال الشرائح الشعبية الأخرى من صغار المنتجين والتجار في المدن والأرياف. و على هذا النحو، فإن للغالبية العظمى من الشباب مصلحة موضوعية في الاصطفاف مع قضية الطبقة العاملة والشعب، ونضالاتهم ومطالباتهم، وإعطاء توجه مناهض للرأسمالية و الاحتكار لنضالاتهم وبالطبع للاصطفاف سياسيا مع الحزب الشيوعي اليوناني.

و لا ينبغي أن تقودنا الرؤية التي نقارب إدراج الشباب في البنية الطبقية الإجمالية للمجتمع، إلى إغفال بعض الخصائص المشتركة التي تنبع من صغر سنهم، مثل: التنقُّل والحراك، وعدم الاستقرار والميوعة، وبعض الخصائص في النفسية، و عمليات البحث القائمة على الخبرة الاجتماعية والسياسية الصغيرة ولكن أيضاً على أسلوب الحياة، في ترابط مع الهجمة المعالجة الخاصة التي تتعرض لها من الأيديولوجيا البرجوازية والإصلاحية والانتهازية، و طفرة العداء للشيوعية، و رهاب الأجانب، والعنصرية، والسياسة الإمبريالية من أجل اقتسام الأسواق ومناطق النفوذ. و على هذا الأساس، نقدر أن من المطلوب بذات القدر من الحزب الشيوعي اليوناني والشبيبة الشيوعية اليونانية القيام بعمل مهم في تفصيل وتخصيص تدخلهما الأيديولوجي والسياسي في الجيل الجديد، ومعالجة المطالب المقابلة لذلك في حركة الشباب.

وفي الوقت نفسه، يجب أن نأخذ في الاعتبار وجود اختلافات حسب الفئة العمرية والمرتبة في مستويات التعليم، والتي تظهر بعد ذلك في عملية البحث عن عمل والاندماج في الإنتاج.

إن حزبنا يأخذ بعين الاعتبار تطورات ظروف عمل الشباب و إجمالاً في حياتهم، حيث أحدثت الكثير من التغييرات المماثلة التي تزيد من مسؤولية الحزب في تطوير الروابط الأيديولوجية والسياسية والتنظيمية مع جيل الشباب و الأعمار اﻷصغر. على سبيل المثال، يحتفظ حتى الذين تزيد أعمارهم عن 30 عاماً بخصائص وأنماط حياة معينة، حيث يجدون صعوبة في العثور على عمل، و يبقون عاطلين عن العمل لفترات طويلة من الزمن، ونتيجة لذلك يتم إعالتهم من قبل والديهم. و في المقابل، ارتفعت الحدود العمرية للأزواج الشباب الممتلكين لالتزامات ومسؤوليات تربية الأطفال وتعليمهم. حيث يعمل جزء كبير من الشباب وفق علاقات عمل مرنة، ويغير وظائفه عدة مرات، مما ينتج عدم اكتسابهم روابط مع قطاع معين و عدم إدراكهم الحاجة إلى التنظيم النقابي.

الرفاق الأعزاء،

إن المسألة الأكثر جوهرية، كما ذكرنا أعلاه، هي أن الخصائص المميزة للشباب لا يمكن أن تلد بحد ذاتها نتائج إيجابية للشباب أنفسهم وللمجتمع، إذا لم ترتبط بالنضال في اتجاه مناهض للاحتكار و للرأسمالية و مع النضال من أجل حل مشكلة السلطة لصالح الطبقة العاملة وحلفائها، إن لم ترتبط بالنضال من أجل إلغاء استغلال الإنسان للإنسان.

وعلى هذا الأساس، من الضروري والملحّ امتلاك حزبنا لخطة وأهداف متماسكة و ثابتة، تساهم في تنمية الوعي السياسي لدى الشباب، واكتساب توجه صحيح للنضال.

ولا يعتبر الحزب الشيوعي اليوناني أن للشبيبة الشيوعية اليونانية المسؤولية الحصرية الوحيدة عن النشاط ضمن الشباب وحركتهم، ببساطة وفقط تحت الارشاد الأيديولوجي والسياسي للحزب.

إن الحزب نفسه، و من طابعه وبرنامجه واستراتيجيته، يتحمل مسؤولية مباشرة في التوجه نحو الشباب وتطوير روابطه معهم. إن هذه المهمة متواجدة اليوم في الخط اﻷول، لكونها تشكِّلُ عنصراً لا يتجزأ من إعادة تنظيم الحركة العمالية، والتحالف الاجتماعي، وتجديد صفوف الحزب وكوادره بدماء جديدة من الطبقة العاملة، والشرائح الشعبية الفقيرة.

يمتلك حزبنا خبرة تاريخية مديدة اﻷعوام وقد تمكن من الوصول إلى هذه العناصر الأساسية التي تحدد العلاقة بين الحزب الشيوعي اليوناني والشبيبة الشيوعية اليونانية. إن الشبيبة الشيوعية اليونانية هي منظمة الشباب الثوري للحزب الشيوعي اليوناني. و هي قائمة بتشكيلها إلى جانب الحزب ببنية تنظيمية متميزة. يتم إرشادها أيديولوجياً وسياسياً وتنظيمياً اعتباراً من مجلسها المركزي و حتى منظماتها القاعدية، من قبل هيئات الحزب المقابلة. وهي لا تعالج برنامجها السياسي الخاص، بل إن برنامجها هو برنامج الحزب الشيوعي اليوناني.

إن الشبيبة الشيوعية اليونانية، باعتبارها شبيبة شيوعية ثورية للحزب الشيوعي اليوناني، تقف إلى جانب الحزب في جميع النشاطات ضمن النضالات، وفي العمل السياسي الأشمل، وفي المواجهات السياسية، وتبذل محاولة جادة لتفصيل استراتيجية الحزب في الأماكن التي يتواجد بِها الشباب، كشباب عمالي أو طلابي. و تشارك بفعالية، بمسؤولية من الحزب ومساعدته، في مناقشة قراراته ووثائقه، و تُساهم في إثراء نشاطِه السياسي والجماهيري.

و من الأدوات المهمة في نشاطها هي مجلتها "أوذيغيتيس"  باعتبارها منيراً سياسياً أيديولوجياً ذي إسهامٍ في تنظيم نضالات الشباب. في الوقت نفسه، يُكمل مهرجان الشبيبة الشيوعية اليونانية و  مجلتها "أوذيغيتيس"هذا العام 50 عاما من حياته.

و هو الذي أبرزَ في فعالياته الغنية رحلته التاريخية الطويلة، باعتباره أكبر حدث سياسي ثقافي للشباب في البلاد تحت شعار "نُسطِّرُ التاريخ، و نغير العالم، إن  الاشتراكية مستقبلنا"، حيث سُجِّلَ تعزيز أكبر لالتفاف الشباب حول السياسة الحزب الشيوعي اليوناني الانقلابية.

هذا و ارتقى اليوم جيل من كوادر الشبيبة الشيوعية اليونانية، الذي ساعد نضوجه في تحقيق هدف اختباره في مهام أكثر تعقيدا عند الانتقال إلى الحزب. إنه جيل مُربى بنحو كفاحي، حيث حسَّن نسبياً تثقيفه السياسي وخبرته من مواجهات كبرى. وقد انتقل عدد كبير من أعضاء الحزب الذين ارتقوا في هيئات الشبيبة الشيوعية اليونانية، إلى الحزب مما أنتج  تجديد وتحسين التركيبة العمرية للهيئات. إن ترقية كوادر جديدة من الشبيبة الشيوعية الجديدة إلى الحزب وإلى خطوط الحركة هي عملية دائمة و متواصلة وحاسمة من أجل استمرارية الحزب.

ويحاول الحزب الشيوعي اليوناني منذ عدة سنوات القيام بعمل جاد من جانب لجنته المركزية و هيئات المنظمات المنطقية في مجال الإرشاد الأيديولوجي والسياسي لهيئات الشبيبة الشيوعية اليونانية، في حين أن التعاون بين المنظمات القاعدية الحزبية و نظيراتها الشبيبية أصبح أوثق من أي وقت مضى. حيث تتعلق هذه المساعدة الأيديولوجية والسياسية المهمة بالمساعدة في تفصيل استراتيجية الحزب في موضوع المطالب وأطر النشاط، ولكن أيضاً في تفصيل أشكال وطرق تنظيم و حشد الشباب، و في التطوير المنتظم للنضالات. لكنها تتعلق في الوقت نفسه، بالنقاش الحزبي الداخلي الغني الذي سيكافح أجندة الواجبات الجافة مع تنمية شاملة لتيار تثقيفي في صفوف الشبيبة الشيوعية اليونانية مما يُعزز المهمة الحاسمة المتمثلة في أفضل استيعاب ممكن لأعضائها و كوادرها، و صمودهم أمام الأيديولوجيا البرجوازية وضغوط المراحل الانتقالية، وتحقيق هدف أن يصبحوا أعضاء و كوادر جديرين بالحزب.

و بالتوازي، يتولى حزبنا مسؤولية التدخل في الأعمار الصغيرة، من خلال المجلة التي ينشرها تحت اسم "المنطاد الأحمر"، الموجهة نحو الأطفال الذين تتراوح أعمارهم بين 9 إلى 13 سنة، أي السن الذي تُصاغ بها فيه الرؤى اﻷولية بشأن العالم والمجتمع. و حول المجلة، يتم تشكيل مجموعات من الأطفال الذين يقومون بأنشطة مُكيَّفة خصيصاً ضد العفن الذي يقصف به النظام الضمائر الشابة، في سعي إلى إبراز القيم و المثُل العليا الكفاحية، و إلى وضع أسس أكثر صلابة في تربية الشيوعيين الشباب.

ختاماً،

على هذا الأساس الذي وصَّفناه بإيجاز، يتطوَّرُ نشاطُ الحزب الشيوعي اليوناني والشبيبة الشيوعية اليونانية بهدف تعزيز الروابط مع الشباب وتعزيز النضالات في المدارس والجامعات و مؤسسات التدريب المهني والمجالات الاقتصادية التي تجمع الشباب (كمجال السياحة وغيرها)، و التنمية التنظيمية مع انضمام العديد من الأعضاء الجدد في الشبيبة الشيوعية اليونانية والحزب الشيوعي اليوناني في هذه المجالات الحاسمة.
