  1. Good morning, comrades. Please receive the fraternal and solidarity greetings of all the membership and leadership of the Communist Party of Venezuela and the communist youth, with all our militant commitment in the anti-imperialist struggle for national liberation and for socialism-communism.

 

  1. Please also receive a warm greeting and gratitude to our sister Communist and Workers' Parties of the world, for your participation in this 90th anniversary event of the founding of the PCV; and equally, for your militant solidarity, manifestation and consequential example of proletarian internationalism with which you have always accompanied the struggles of the Venezuelan working class and the working people of the city and the countryside in defence of the sovereignty, independence and self-determination of the Bolivarian nation, as well as with the struggles of the PCV and JCV.

 

  1. The Communist Party of Venezuela (PCV) is the Party of the hammer and sickle and the five-pointed red star, as well as being the Party of the red rooster as we are popularly known in our country. It is the Party that, with the spread of Marxism in Venezuela, was created by Pio Tamayo; it is the Party of José Aquino Torres (Tirso, political secretary of the first communist branch); the Party of Gustavo Machado, Olga Luzardo, Jesús Faría, Jesús Martínez Pozo, Jorge Saldivia Gil, Fernando Key Sánchez, Manuel Taborda, Max García, Gabriel Bracho, Eduardo Gallegos Mancera, Pedro Ortega Díaz, Alberto Lovera, Argimiro Gabaldón, Livia Gouvernier, Donato Carmona, Raquel Reyes, Cruz Villegas, Hemmy Croes, Eumelia Hernández, José "Cheché" Cortéz, Alonso Ojeda Olaech, Nicomedes Abreu, Natalio Castillo, Carmen Conzoño, Jerónimo Carrera, María del Mar Alvarez de Lovera, Belén San Juan, Luís Fajardo, Carmen Rojas... the Party of so many other comrades whose memory we encapsulate in these few names. It is this heroic, combative Party, loyal to Marxism-Leninism and the proletariat, which is completing ninety years of unfailing commitment to the struggles and interests of the global working class and the Venezuelan working people of the city and the countryside; ninety years at the service of humanity's supreme heartfelt hope: Communism.

 

  1. We pay a deserved tribute to our founders, those who built the Party, the heroes and heroines and martyrs of the PCV, the JCV and the Venezuelan revolutionary popular movement of all time, who, with their effort contributed to the advancement of the Venezuelan revolutionary process. These are the people who, with their blood and sweat watered and cared for the furrows of the harvest to come, which can only be the rebellion of the people against Capital, the overthrow of the bourgeois regime and the taking of power by the alliance of exploited classes, led as they must be by the working class and its vanguard in order to build socialism-communism. We are proud of our past and our fight for the communist future; here the PCV continues and will continue.

 

  1. From its birth to the present, the PCV has merged into the cultural historical crucible of the struggle and resistance of our own existence as a Venezuelan people and nation. It has opened up the thinking of our liberators, in particular the emancipatory and Latin American-Caribbean ideas of the liberator Simon Bolivar. This is always done through dialogue, coming together and connection with the universal movement of the scientific revolutionary and committed currents, which carry the interests of the just causes of peoples, such as Marxism-Leninism.

 

  1. This is where we come from, where we are going, and where we are currently passing through. We are aware of our historical responsibility, we are firm in our principles, values and objectives, which are held by communist organisations within capitalist societies, as the the flag bearers in the field of practice; we are consequential in defending the interests of the working class and the Venezuelan nation.

 

  1. March 05, 1931, was the founding of the PCV, and was a first peak of a process that had already been traversing the pathways of the Venezuelan homeland and the Latin American-Caribbean and continental movement; a process which rested on the shoulders and struggles of the national and international proletariat. Present in the proletarian consciousness was a luminous beacon, and a certain hope of emancipation resulting from the Great Socialist Revolution of October of the workers, peasants and soldiers, who, under the masterful leadership of the Bolshevik Party with Vladimir Ilich Lenin at the helm, built the Union of Soviet Socialist Republics (USSR).

 

  1. Comrade Fernando Key Sánchez, scholar of the founding history of the PCV, explains it in these terms: "In the 1920s, in the glare of the Great Socialist Revolution of October that overthrew feudal-imperialist Tsarism to establish a government of workers, peasants and soldiers; with the closer to home impact of the Mexican Agrarian-Anti-Imperialist Revolution; and within the framework of the capitalist development and oil exploitation by the Yankee and English that was imposed on Venezuela, three revolutionary currents began to be formed, and when they converged, they would generate the Communist Party of Venezuela in 1931."

 

  1. Comrade Key Sanchez specifies these elements as: "(1) the growth of the working and popular classes and their day to day struggles, including strikes, both in the central region of the country as well as in oil areas; (2) the affiliation of a significant number of exiled Venezuelan anti-government activists to Marxism-Leninism; and 3) radicalised groups of students in 1928-29, who became communist sympathisers in the vaults of Puerto Cabello prisons, as well as intellectuals from Zulia and other regions that followed the same path."

 

  1. That March 05, 1931 was a beautiful day because of the new and transcendent ideas which the Venezuelan working class was giving birth to. Likewise, because of the clear consciousness that was born in the dungeons of the Castle of Puerto Cabello since 1928 when the precursor of communist ideas in Venezuela, Pio Tamayo, was imprisoned there. In these dungeons, hundreds of young students paid for their rebellion against the oil tyranny of Juan Vicente Gómez, and acquired the class consciousness as well as the callous hands sported by craftsmen, shoemakers, railroad workers and cigaretteers, bakers, carpenters and barbers, who all looked at the Bolshevik Revolution from a distance as a target for the labour struggles of the future. Their support for the construction of the PCV was given shape by the backing of the Communist International and its Caribbean Bureau, with the presence of militant Venezuelans in the communist parties of France and the United States, who were assigned the mission of contributing to the creation of the PCV. A beautiful day, full of consciousness, decisions, courage and a sense of historical misson.

 

  1. In this period, which began in 1928 with the protests for students’ week, in reference to the young people imprisoned alongside Pio Tamayo, Comrade Eduardo Gallegos Mancera says that: "There, in the Ergastulums and forced labour camps(...), [ideas] germinated in the minds of those who, although still teenagers (...), came to understand the class character of the Gomez dictatorship and the urgent need to merge the fight against it with the uncompromising fight for real democracy, against the exploitation of workers, against imperialist domination and, ultimately, for the establishment of socialism."

 

  1. On that day, March 05, 1931, the first branch of the Communist Party of Venezuela was formed, appointing the shoe worker Tomás Aquino Torres as its political secretary. Torres was a member of the PCV until his last days when he was over 100 years old. Honour and glory to the enduring memory of Comrade Thomas Aquino Torres.

 

  1. The PCV is built on a process of cellular creation and not a national event. In the midst of the fiercest dictatorship of Juan Vicente Gómez, which acted in the service of US oil monopolies, a Constitution was passed after the student and popular struggles of 1928 which expressly prohibited the spreading of communist and anarchist ideas in its article 32(6). Such actions were punishable with imprisonment, forced labour, confinement in inhospitable areas, exile, torture and murder. Underground work was, for many years and at various times in our history, the form of existence, from which the Venezuelan communist organisation executed its actions.

 

  1. The date we celebrate today had its action centred in the capital of the Republic, in Caracas, and was accompanied by the Caribbean Bureau of the Communist International. Contemporary to it, although without reaching the forms of Leninist organisation or party structures, similar processes were developed in Zulia, Táchira and other regions of the country. In the first case, we see the influence of Marxist propaganda and literature sent from Mexico and the United States, including "El Machete", the newspaper of the Communist Party of Mexico. In the second, that of the activity and incidence of the Communist Party of Colombia.

 

  1. By the way, the "Manifesto of the Communist Party to the Working People of Venezuela", dated May 1, 1931 and signed and distributed in our country by the Provisional Central Committee, was printed in Colombia through the collaboration and support of the beloved sister Colombian Communist Party, under the direction of the Caribbean Bureau.

 

  1. This short account aims to show that the process of the construction the Communist Party of Venezuela draws on the development of class struggle at the national level and the broader solidarity of the communist movement grouped in the Third International, the Communist International, which, at its VII Congress in the evening session of August 20, 1935, approved an "Agreement on the Admission of New Parties to the Communist International". This agreement, in its literal "a", stated: "a) Accept the Communist Parties of Indochina, the Philippines, Peru, Colombia, Costa Rica, Puerto Rico and Venezuela as Sections of the Communist International."

 

  1. From the primeval times of its founding to the present day, the Communist Party of Venezuela has gone through nine decades of relentless combat in defence of its existence as a detachment of the Venezuelan proletariat, against the oligarchy and imperialism, against opportunism and reformism, for national liberation and socialism-communism. In this period, it was up to us to be founders of the Venezuelan class-conscious and peasant trade union movement; to organise and lead the first major national anti-imperialist demonstration such as the 1936-1937 oil strike; even in full clandestinity, to hold our First National Conference, on 8 August 1937; to decide to "face up" and to promote the ideological reaffirmation and national structuring of the PCV. Equally, it was up to us to lead the workers' and peasant struggles of the forties, boosting the struggles for the rights of working women and youth; and formulating strategies and tactics against the Perez Jimenez dictatorship of the 1950s, until we managed to build the national unity movement of the Patriotic Alliance, which through a civic-military alliance, achieved its overthrow. It was up to us to exercise all forms of struggle, including insurrectional armed struggle confronting the Punto Fijo betrayal of the popular victory of 23 January 1958 in the victorious confrontation with the deviations and deformations of Marxism, both from leftist and right-wing pseudo positions within and outside the party; in the ideological, political and mass resistance to the oligarchic-bourgeois regime established by the Punto Fijo bipartisanship, which was defeated by Chávez's victory in 1998. It was the PCV who was the first political organisation to express its support for Chavez, which it maintained throughout his administrations, despite the frank and honest criticisms that we expressed on a range of opportunities. It was up to us to defend the validity and existence of the Communist Party of Venezuela, in the face of liquidationist currents which, in 2007, sought our dissolution, and which is today coming for us, trying to achieve what they could not in previous times; and which also will not achieve today; for as Comrade Jesus Faría said: "The Communist Party cannot be destroyed by anyone!"

 

  1. We are going through a period of great threats against the peoples and working class of the world. The deepening of the general crisis of the capitalist system in its imperialist phase sharpens the fierce competition between centers of monopolistic Capital. This inter-imperialist and inter-capitalist dispute, exacerbated by the gradual drop in the profit rates and accelerated to the extremity by the terrible Covid-19 pandemic, also intensifies the exploitation of the working class and the masses within the boundaries of national states, and creates the conditions for governments to exercise territorial and social control and impose a so-called "new normality", which is nothing more than that of control of Capital over labour.

 

  1. The deterioration of the economic hegemony of US monopolies is evident in the increasingly aggressive international policy by the US government. This is expressed in the increase in interference, military aggression, and the application of illegal unilateral sanctions in economic, financial and trade areas against countries and peoples, leading to greater tensions and global conflicts, threatening world peace with new wars of aggression, destroying productive forces, and deepening social injustices and inequalities. Imperialist voracity is the cause of the current wars, the destruction of the environment, the forced displacement of millions of people, and the humanitarian crisis that hits attacked peoples. Imperialism, particularly US-European imperialism, remains the main enemy of our peoples and of all humanity.

 

  1. This difficult moment which the pandemic has placed humanity, is being exploited by the upper bourgeoisie and its States to implement authoritarian, anti-popular policies and anti-worker reforms aimed at privatising companies and public services, destroying rights, devaluing wages, de-regulating working conditions, reducing jobs and overexploiting the workforce. These all look to dismantle the resilience and struggle of the labour movement.

 

  1. The global capitalist crisis is once again being unloaded on the shoulders of the world's workers and peoples with all its weight. Monopoly Capital and the bourgeoisie in general seek to sacrifice them in order to preserve their profits. These are times of unity, resistance and struggle of working-classes to overthrow bourgeois rule, conquer power, and open the way to national liberation and socialism-communism.

22. In the Venezuelan case, what is in deep crisis is the model of dependent and rentier capitalist accumulation, exacerbated by imperialist aggression. This is reflected in a 75% reduction in the size of the national economy (GDP) and a 70% drop in international reserves during the period 2014 to 2020.

23. This unprecedented contraction in the economy over the past 7 years corresponds to the abysmal decline in oil revenues as a result, at first, of the decline in international oil prices since 2014 and, subsequently, of the deterioration of the productive capacity of the Venezuelan oil industry. PDVSA's operational collapse is the result of the combined actions of three factors: the existing private forms of oil income appropriation that has led to its decapitalisation; corrupt leadership; and the harmful effects of illegal imperialist sanctions that have been applied against industry since 2017.

  1. For an economy characterised by its mono-export and multi-import status, which receives more than 90% of its foreign exchange income from oil exports, and is dependent on imports for more than 70% of consumer goods, it was inevitable that it would be seriously affected and destabilised by the decline in its main source of income. In 2014, the PCV raised alarms about this course of events and we stressed the relevance of seizing the opportunity of the sharp fall in oil prices and their negative impact on national income to speak clearly to the people and to initiate a massive boost to national productive development, when important international reserves were still available. We weren't listened to. The government publicly guaranteed that the people would not be affected and that no one should be worried, in the words of President Nicolás Maduro. Payment of external debt was given priority: $109.6 billion was paid to creditors between 2013 and 2017. This was admitted by the President of the Republic in his annual presentation to the National Assembly in January 2021.
  2. But the whole truth is not being told when it is said that the cause of the economic crisis and its devastating effects on the working people are the exclusive responsibility of imperialist aggression. This argument is intended to hide the responsibility of private capital and government management in generating the crisis.
  3. The basis of the current crisis is the parasitical form of private appropriation of mining and oil income for the benefit of the reproduction of inefficient non-oil private Capital. It is based on the internal acquisition of income by this national and transnational private capital for further flight abroad. Massive and indiscriminate imports, as well as corruption, is one of their appropriation mechanisms. This vicious cycle prevents the country's revenue stream — via oil or mining income — from remaining within the internal accumulation circuit in order to enhance a national process of sovereign and independent industrialisation and economic development. This specificity of the Venezuelan economic base, far from being transformed during the 20 years of the Bolivarian process, has been deepened. This has come despite the efforts of President Hugo Chávez Frías to fight large landownership and marketing monopolies and promote industrialisation plans that support productive development in the field; policies which were sabotaged by a sector of his own ministerial team and upper political leadership. From there, the continuity and accentuation of the serious problems of dependence, with the agricultural and industrial backwardness that the country suffers from, puts us at full disadvantage to imperialist aggression.
  4. At this point we must stop to pay tribute to the memory of President Hugo Chávez Frías, who died on a day like today, on March 5, 2013. We send this tribute to his family, to the Venezuelan people, the militants of the PSUV, as well as that of the PCV, who recognise in Chávez a leader who was consistent with the struggle for national liberation and the rights of the people. Today is the time to regroup the revolutionary popular forces and the Chavista-based currents; to defend the victories achieved in the management of President Hugo Chavez; to recover the course of Venezuela’s liberating national process; and to open up the real prospect for socialist-communism in our country. Honour and glory to the memory of Commander Hugo Chavez Frias!
  5. Those who reduce everything to the imperialist conspiracy, which does exist and in the PCV we reject and confront, cover up the essentials of the problem: the dependent and rentier nature of the economy; the existing mechanisms of private appropriation of oil-mining income; and the forms of bourgeois management of the state.
  6. The decline in oil revenues, the payment of external debt, the inability to access external financing, and the difficulties generated by criminal imperialist sanctions, all serve as justification for deepening the bourgeois liberal trend of government economic policy. The commitment to revive the economy through policies of economic liberalisation, which favour local and foreign Capital while devaluing the price of the labour force, is taking shape in measures of privatisation of public enterprises, tax breaks and tax burdens on capital, dollarisation of the economy, and easing of industrial relations. The broad guarantees offered by the government to private capital and their profits stand in sharp opposition to and sacrifices the victories achieved by the working class during hard struggles throughout the last twentieth century, and others achieved in the Bolivarian process in the time of Chávez. Anti-worker labour policies are a key component of economic adjustment.
  7. It is in the face of this reality of the crisis of Venezuelan dependent and renter capitalism, which has been sharpened by imperialist aggression and politics at the service of capital which, in our assessment, have been implemented by the government, that the PCV has raised the need for a national debate and a revolutionary way out. In the absence of a response to these approaches, we decided to promote, in conjunction with other social and political sectors with whom we agree on this characterisation, the construction of the Popular Revolutionary Alternative (APR) to raise a program aimed at recovering the course of Venezuela's liberating national process and actually opening up prospects for the construction of socialism in Venezuela.
  8. We insist: in Venezuela, socialism is not in crisis, because there is no socialism; what is in crisis is capitalism. The current capitalist crisis shows that the state's bourgeois management is depleted. Regardless of the bourgeois fraction that reaches the government, the only thing it is able to do is to deepen the economic dependence and the precarious conditions of workers. The conquest of power by the working class and the peasantry is now affirmed as the only true alternative of revolutionary change and transformation in benefits of the Venezuelan people.
  9. Only through a working-class revolution that removes the bourgeoisie from power can the vicious cycle of Venezuela’s capitalist model be definitively broken and can we overcome dependence and rentierism. Having the working class and the working people of the city and the countryside in power is the only guarantee to undertake a process of national development and industrialisation governed by centralised and scientific planning of the economy under the prominence, direction and control of workers, peasants, communards and popular sectors.
  10. Without losing sight of this strategic objective, workers must today join forces with other exploited layers of society, to fight as a class against imperialist aggression and, at the same time, against the precariousness and impoverishment imposed on us by the bourgeois liberal course of the government’s economic and social policy.
  11. We in the Communist Party of Venezuela, as we celebrate the 90th anniversary of our foundation, reiterate our commitment to the effort of revolutionary and anti-imperialist, worker, peasant, communard and popular unity.
  12. We reaffirm our will and decision to strengthen more and more the bonds of friendship, fraternity and solidarity between our communist parties and workers.
  13. Dear comrades, receive a great embrace from the Communist Party of Venezuela and the Communist Youth of Venezuela for all your militancy and leadership.

We must continue fighting for the rights of the working people of the city and the countryside, for the liberated and socialist-communist homelands!

  1. Buen día camaradas. Les traemos el saludo fraterno y solidario de toda la militancia y dirección del Partido Comunista de Venezuela y de la Juventud Comunista, cargado de compromiso militante en la lucha antiimperialista por la liberación nacional y por el socialismo-comunismo.

 

2., Un saludo y abrazo caluroso, pleno de agradecimiento para todos nuestros hermanos Partidos Comunistas y Obreros del mundo, por su participación en este acto del 90 Aniversario de la fundación del PCV y por la solidaridad militante, expresión y práctica consecuente del internacionalismo proletario con que siempre han acompañado las luchas de la clase obrera y el pueblo trabajador venezolano de la ciudad y el campo en defensa de la soberanía, independencia y autodeterminación de la Patria Bolivariana, así como con las luchas del PCV y la JCV.

 

  1. Como se ha dicho a lo largo de este evento, el Partido Comunista de Venezuela (PCV), el Partido de la Hoz y el Martillo y de la Estrella Roja de cinco puntas en nuestro país, el “Partido del Gallo Rojo” como popularmente se nos conoce, el Partido que con la difusión del marxismo en Venezuela contribuyó a crear Pío Tamayo, el Partido de José Aquino Torres (Tirso, secretario político de la primera célula comunista), el Partido de Gustavo Machado, Olga Luzardo, Jesús Faría, Jesús Martínez Pozo, Jorge Saldivia Gil, Fernando Key Sánchez, Manuel Taborda, Max García, Gabriel Bracho, Eduardo Gallegos Mancera, Pedro Ortega Díaz, Alberto Lovera, Argimiro Gabaldón, Livia Gouvernier, Donato Carmona, Raquel Reyes, Cruz Villegas, Hemmy Croes, Eumelia Hernández, José “Cheché” Cortéz, Alonso Ojeda Olaechea, Trino Meleán, Nicomedes Abreu, Natalio Castillo, Carmen Conzoño, Jerónimo Carrera, María del Mar Alvarez de Lovera, Belén San Juan, Luís Fajardo, Carmen Rojas… el Partido de tantas otras y tantos otros miles de camaradas cuya memoria resumimos en los anteriormente nombrados, este Partido heroico, combativo, leal al marxismo-leninismo y al proletariado, está cumpliendo noventa años de inclaudicable consecuencia con las luchas e intereses de la clase obrera mundial y del pueblo trabajador de la ciudad y el campo venezolano; noventa años al servicio de la suprema causa de la humanidad: el Comunismo.

 

  1. Rendimos un sentido y merecido homenaje a nuestras fundadoras y nuestro fundadores, constructores y constructoras, héroes, heroínas y mártires del PCV, la JCV y el movimiento popular revolucionario venezolano de todos los tiempos, quienes con su esfuerzo aportaron al avance del proceso revolucionario venezolano, quienes con su sangre y sus huesos regaron y abonaron los surcos de la cosecha que está por venir, que no puede ser otra que la rebelión de los pueblos contra el capital, el derrocamiento del régimen burgués y la toma del poder por la alianza de clases explotadas dirigida por la clase obrera y su vanguardia para construir el socialismo-comunismo. Orgullosos de nuestro pasado y luchando por el futuro comunista, aquí sigue y seguirá el PCV.

 

  1. Desde su nacimiento hasta nuestros tiempos, el PCV se funde en el crisol histórico cultural de la lucha y resistencia de nuestra propia existencia como pueblo y nación venezolana, abrevando del pensamiento de nuestros libertadores, en particular del ideario emancipatorio y de unidad latinoamericana-caribeña del Libertador Simón Bolívar, siempre en diálogo, encuentro y entronque con el movimiento universal de la corriente revolucionaria científica y consecuente, que expresa los intereses de las causas justas de los pueblos, como lo es el marxismo-leninismo.

 

  1. De ahí venimos, ahí seguimos, ahí andamos: conscientes de nuestra responsabilidad histórica; firmes en los principios, valores y objetivos de los que somos portadores en el terreno de la praxis las organizaciones comunistas en el seno de la sociedad capitalista; consecuentes en la defensa de los intereses de la clase obrera y de la nación venezolana.

 

  1. El 05 de marzo de 1931, fecha de fundación del PCV, es un primer momento cumbre del proceso que ya venía transitando caminos de la patria venezolana, de la patria grande latinoamericana - caribeña y mundial, en los hombros y los combates del proletariado nacional e internacional, que tenía como faro luminoso de las conciencias proletarias y esperanza cierta de emancipación a la Gran Revolución Socialista de Octubre de obreros, campesinos y soldados, que bajo la magistral dirección del Partido Bolchevique con Vladimir Ilich Lenin a la cabeza, construyó la Unión de Repúblicas Socialistas Soviéticas (URSS).

 

  1. El camarada Fernando Key Sánchez, estudioso de la historia fundacional del PCV, nos lo reseña en estos términos: “En la década de los veinte, ante el fulgurante resplandor de la Gran Revolución Socialista de Octubre que derrocó el zarismo feudal-imperialista para establecer un gobierno de obreros, campesinos y soldados; con el cercano impacto de la Revolución Mexicana agraria-antiimperialista; y dentro del marco del desarrollo capitalista que la explotación del petróleo por los truts yanquis e ingleses imponía a Venezuela, comenzaban a perfilarse tres vertientes revolucionarias que al confluir habrían de generar al Partido Comunista de Venezuela en el interior del país en 1931.”

 

  1. El camarada Key Sánchez las precisa: “1) el crecimiento de las clases obrera y populares y de sus luchas reivindicativas, incluidas huelgas, tanto en la región central del país como en las zonas petroleras; 2) la afiliación al marxismo-leninismo de un número importante de exiliados antigomecistas venezolanos; y 3) los grupos radicalizados de los estudiantes de 1928-29 que se hicieron simpatizantes comunistas en las bóvedas del Castillo de Puerto Cabello, así como de intelectuales del Zulia y otras regiones que siguieron camino similar.”

 

  1. Un día: el 05 de marzo de 1931, que desde la distancia, nos lo prefiguramos hermoso por lo de nuevo y trascendente que estaba pariendo la clase obrera venezolana, que estaba naciendo de la clara conciencia que, en las mazmorras del Castillo de Puerto Cabello -mal llamado Libertador, desde 1928 sembraba Pío Tamayo, precursor de las ideas comunistas en Venezuela, en cientos de jóvenes estudiantes que pagaron allí su rebeldía contra la tiranía petrolera de Juan Vicente Gómez, y se juntaron a la conciencia de clase y las manos callosas de artesanos, zapateros, obreros tranviarios y cigarrilleros, panaderos, carpinteros, barberos, que miraban en la lejanía la Revolución Bolchevique como objetivo cierto de las luchas obreras y del futuro porvenir, cuya presencia se hizo concreta con el apoyo recibido de la Internacional Comunista y su Buró del Caribe, con la presencia de venezolanos militantes en los partidos comunistas de Francia y Estados Unidos, quienes traían la misión de contribuir a crear el PCV. Jornada hermosa, cargada de conciencia, decisión, valentía y sentido de la razón histórica.

 

 

  1. Sobre éste período que se inicia en 1928 con las protestas de la semana del estudiante, nos dice el camarada Eduardo Gallegos Mancera al referirse a los jóvenes encarcelados junto a Pío Tamayo: “Allí (…), germinaron en las mentes de quienes, aunque todavía adolescentes (…), llegaron a comprender en ergástulas y campos de trabajo forzado el carácter de clase de la dictadura gomecista y la necesidad imperiosa de entroncar la lucha contra ella con el combate intransigente por la democracia real, contra la explotación de los trabajadores, contra la dominación imperialista y, en última instancia, por la instauración del socialismo.”

 

  1. Ése día, 05 de marzo de 1931 se constituye la primera Célula del Partido Comunista de Venezuela, designando como su secretario político al obrero zapatero Tomás Aquino Torres, quien militó en el PCV hasta el último día de su existencia que alcanzó hasta los 100 años de vida. Honor y gloria a la memoria imperecedera del camarada Tomás Aquino Torres.

 

  1. El PCV se construye a partir de un proceso de creación celular y no de un evento nacional, en medio de la más férrea dictadura de Juan Vicente Gómez, que estaba al servicio de los monopolios petroleros estadounidenses, cuya Constitución aprobada luego de las luchas estudiantiles y populares de 1928, establecía en su articulo 32, inciso 6°, la expresa prohibición de difundir las ideas comunistas y anarquistas, bajo la amenaza de cárcel, trabajo forzado, confinamiento en zonas inhóspitas, extrañamiento del país, tortura y asesinato. La clandestinidad fue durante muchos años y en diversos momentos de nuestra historia, la forma de existencia y desde la cual ejecuta su acción la organización comunista venezolana.

 

  1. La fecha que celebramos tiene su centro de acción en la capital de la república, en Caracas, y contó con el acompañamiento del Buró del Caribe de la Internacional Comunista, pero contemporánea a ella, aunque sin alcanzar las formas de organización leninista ni estructuras de partido, se desarrollaban procesos similares en el Zulia, Táchira y otras regiones del país. En el primero influenciado por la propaganda y literatura marxista enviada de México y Estados Unidos, incluido “El Machete”, periódico del Partido Comunista de México y en el segundo por la actividad e incidencia del Partido Comunista de Colombia.

 

  1. Por cierto, el “Manifiesto del Partido Comunista al Pueblo Trabajador de Venezuela”, con fecha 1° de mayo de 1931 y firmado por el Comité Central Provisorio, que debía distribuirse en nuestro país, fue impreso en Colombia mediante la colaboración y apoyo del querido y hermano Partido Comunista Colombiano, bajo la dirección del Buró del Caribe.

 

  1. Este breve recuento tiene el objetivo de mostrar que en el proceso de su construcción el Partido Comunista de Venezuela se nutre del desarrollo de la lucha de clase a nivel nacional y de la más amplia solidaridad del movimiento comunista agrupado en la III Internacional, la Internacional Comunista, la cual en su VII Congreso, en la sesión de la noche del 20 de agosto de 1935, aprobó un “Acuerdo Sobre la Admisión de Nuevos Partidos en la Internacional Comunista”, que en su literal “a” dice: “a) Aceptar a los Partidos Comunistas de Indochina, Filipinas, Perú, Colombia, Costa Rica, Puerto Rico y Venezuela como Secciones de la Internacional Comunista.”

 

  1. Desde los tiempos primigenios de su fundación hasta la época actual, el Partido Comunista de Venezuela ha recorrido nueve décadas de combate incesante en defensa de su existencia como destacamento del proletariado venezolano, contra la oligarquía y el imperialismo, contra el oportunismo y el reformismo, por la liberación nacional y el socialismo-comunismo. En ese devenir nos ha correspondido ser fundadores del movimiento sindical clasista y campesino venezolano; organizar y dirigir la primera gran manifestación nacional antiimperialista como lo fue la huelga petrolera de 1936-1937; aun en plena clandestinidad realizar nuestra I Conferencia Nacional, el 8 de agosto de 1937, para decidir “Dar la Cara” e impulsar la reafirmación ideológica y estructuración nacional del PCV; protagonizar las jornadas de luchas obreras y campesinas de los años cuarenta; impulsar las luchas por los derechos de la mujer trabajadora y la juventud venezolana; formular la estrategia y táctica frente a la dictadura perezjimenista en los años cincuenta, hasta lograr construir la unidad nacional expresada en la Junta Patriótica, que en alianza cívico-militar, alcanzó su derrocamiento; en el ejercicio de todas las formas de lucha, incluida la lucha armada insurreccional, para enfrentar la traición puntofijista a la victoria popular del 23 de enero de 1958; en el enfrentamiento victorioso a las desviaciones y deformaciones del marxismo, tanto desde posiciones seudo izquierdistas como de derecha en el seno del partido y fuera de él; en la resistencia ideológica, política y de masas frente al régimen oligárquico-burgués instaurado por el bipartidismo puntofijista, que se logra derrotar con la victoria de Chávez en 1998, siendo el PCV la primera organización política partidista que le expresa su apoyo, el cual mantiene durante toda su gestión, pese a las críticas francas y honestas que en diversidad de oportunidades le expresamos; en la defensa de la vigencia y existencia del Partido Comunista de Venezuela, frente a las corrientes liquidacionistas que en 2007 pretendieron su disolución y que hoy vienen por sus fueron intentando lograr lo que no pudieron en tiempos pretéritos. Y que hoy tampoco alcanzarán, porque como dijo el camarada Jesús Faría. “Al Partido Comunista no lo destruye nadie!

 

  1. Transitamos un período de grandes amenazas para los pueblos y la clase trabajadora del mundo. La profundización de la crisis general del sistema capitalista en su fase imperialista, agudiza la feroz competencia entre los capitales monopolistas. Esta disputa inter-imperialista e inter-capitalista, agudizada por la caída tendencial de la tasa de ganancia y acelerada al extremo como resultado de la terrible pandemia del Covid-19, intensifica también la explotación de la clase trabajadora y las masas populares dentro de las fronteras de los estados nacionales y crea las condiciones para que, dado el control territorial y social que ejercen los gobiernos, imponer su llamada “nueva normalidad”, que no es otra que la del capital sobre el trabajo.

 

  1. El deterioro de la hegemonía económica de los monopolios estadounidenses, se evidencia en una política internacional cada vez más agresiva del Gobierno de los EEUU, la cual se expresa en el incremento del injerencismo, las agresiones militares y la aplicación de ilegales sanciones unilaterales en las áreas económicas, financieras y comerciales contra países y pueblos, generando mayores tensiones y conflictos globales, amenazando la paz mundial con nuevas guerras de agresión, destruyendo fuerzas productivas y ahondando las injusticias y desigualdades sociales. La voracidad imperialista es la causa de las actuales guerras, de la destrucción del medioambiente, del desplazamiento forzado de millones de personas, y de la crisis humanitaria que golpea a los pueblos agredidos. El imperialismo, en particular el estadounidense-europeo, sigue siendo el enemigo principal de nuestros pueblos y de toda la humanidad.

 

  1. El difícil momento en que la pandemia ha colocado a la humanidad, es aprovechado por la alta burguesía y sus Estados para aplicar políticas autoritarias, antipopulares y reformas antiobreras, dirigidas a privatizar empresas y servicios públicos, destruir derechos, desvalorizar el salario, des-regular y precarizar las condiciones laborales, reducir empleos y sobreexplotar la fuerza de trabajo, pretendiendo desmontar las capacidades de resistencia y lucha del movimiento obrero.

 

  1. La crisis capitalista mundial es descargada nuevamente, con todo su peso, sobre los hombros de las y los trabajadores y los pueblos del mundo. Los capitales monopolistas y la burguesía en general pretenden sacrificarles con tal de preservar sus ganancias. Son tiempos de unidad, resistencia y lucha de los pueblos liderados por la clase trabajadora para derrocar el dominio burgués, conquistar el poder y abrirle cauce a la liberación nacional y el socialismo-comunismo.

22. En el caso venezolano, lo que está en profunda crisis es el modelo de acumulación capitalista dependiente y rentista ,  agudizado por la agresión imperialista, que se refleja en una reducción del tamaño de la economía nacional (PIB) en un 75% y la mengua de las reservas internacionales en un 70% en el periodo comprendido del 2014 al 2020.

23. Esta contracción sin precedentes de la economía en los últimos 7 años, se corresponde con la caída abismal de los ingresos petroleros como consecuencia, en un primer momento, de la baja de los precios internacionales del petróleo desde 2014 y, posteriormente, por el deterioro de la capacidad productiva de la industria petrolera venezolana. El colapso operativo de PDVSA es resultado de la acción combinada de tres factores: las formas privadas vigentes de apropiación de la renta petrolera que condujeron a su descapitalización, las gestiones corruptas y los efectos nocivos de las ilegales sanciones imperialistas que se aplican contra la industria desde 2017.

  1. Una economía caracterizada por su condición mono exportadora y multi importadora, que percibía más del 90% de sus ingresos en divisa de las exportaciones de petróleo, y dependía de las importaciones en más de un 70%, era inevitable que se viera seriamente afectada y desestabilizada por la caída de su principal fuente de ingresos. El PCV alertó en 2014 el curso de los acontecimientos e insistimos en la pertinencia de aprovechar la oportunidad de la abrupta caída de los precios del petróleo y su impacto negativo en el ingreso nacional, para hablarle claro al pueblo e iniciar un impulso masivo al desarrollo productivo nacional, cuando aún se contaba con importantes reservas internacionales. No fuimos escuchados. El gobierno garantizaba públicamente en palabras del presidente Nicolás Maduro que el pueblo no sería afectado y que nadie se preocupase. Se privilegió el pagó de la deuda externa: 109.619 millones de dólares se canceló a los acreedores entre 2013 y 2017, ambos años inclusive, dicho por el presidente de la República en su presentación de cuentas ante la Asamblea Nacional en enero de 2021.
  2. No se dice toda la verdad, cuando se afirma que la causa de la crisis económica y sus efectos devastadores sobre el pueblo trabajador, son producto exclusivamente de la agresión imperialista. Con este argumento se pretende ocultar la responsabilidad que tienen los capitales privados y la gestión gubernamental en la generación de la crisis.
  3. Las bases de la crisis actual es el resultado de las formas parasitarias de apropiación privada de la renta minero-petrolera en beneficio de la reproducción de los ineficientes capitales privados no petroleros. La misma se fundamenta en la captación interna de la renta por parte de estos capitales privados nacionales y transnacionales para su posterior fuga al exterior, siendo uno de sus mecanismos de apropiación las masivas e indiscriminadas importaciones, así como la corrupción. Este círculo vicioso, impide que el caudal de ingresos que percibe el país vía renta petrolera o minera, permanezca dentro del circuito interno de acumulación a fin de potenciar un proceso nacional de industrialización y desarrollo económico soberano e independiente. Esta especificidad de la base económica venezolana, lejos de ser transformada en 20 años del proceso Bolivariano se profundizó, pese a los esfuerzos del presidente Hugo Chávez Frías de luchar contra el latifundio, los monopolios de la comercialización e impulsar planes de industrialización y desarrollo productivo en el campo, que fueron saboteados por un sectores de su propio equipo ministerial y de la alta dirección política. De allí la continuidad y acentuación de los graves problemas de dependencia y atraso agrícola e industrial que padece el país, que nos encuentra en total desventaja ante la agresión imperialista.
  4. En este punto debemos hacer un alto para rendir homenaje a la memoria del Presidente Hugo Chávez Frías, quien fallece un día como hoy, el 5 de marzo de 2013. Hacemos llegar hasta sus familiares, al pueblo venezolano, a la militancia del PSUV, al igual que a la del PCV, quienes reconocemos en Chávez un liderazgo consecuente con la mucha por la liberación nacional y por los derechos del pueblo. Hoy es tiempo de reagrupar las fuerzas populares revolucionarias y las corrientes de base chavista, para defender las conquistas alcanzadas en la gestión del presidente Hugo Chávez, recuperar el curso del proceso nacional liberador venezolano y abrirle verdadera perspectivas al socialisto-comunisto en nuestro país. ¡Honor y Gloria a la memoria del Comandante Hugo Chávez Frías!
  5. Quienes reducen todo a la conspiración imperialista, la cual sí existe y desde el PCV rechazamos y enfrentamos, encubren lo esencial del problema: el carácter dependiente y rentista de la economía, los mecanismos vigentes de apropiación privada de la renta petrolera-minera y las formas de gestión burguesa del estado.
  6. La merma de los ingresos petroleros, el pago de la deuda externa, la imposibilidad de acceder a endeudamiento externo y las dificultades generadas por las criminales sanciones imperialistas, sirven de justificación para profundizar la tendencia liberal burguesa de la política económica gubernamental. La apuesta por reactivar la economía a través de políticas de liberalización económica, que favorecen al capital local y extranjero, mientras desvaloriza el precio de la fuerza de trabajo, está tomando forma en medidas de privatización de empresa públicas, liberación de cargas tributarias y fiscales al capital, dolarización de la economía y flexibilización de las relaciones laborales. Las amplias garantías que ofrece el gobierno a los capitales privados y sus ganancias, tienen como contra-cara el sacrificio de las conquistas logradas por la clase trabajadora durante duras luchas a lo largo del pasado siglo veinte y otras alcanzadas en el proceso Bolivariano en los tiempos de Chávez. Las políticas laborales anti-obreras son un componente fundamental del ajuste económico.
  7. Es frente a esa realidad de crisis del capitalismo dependiente y rentista venezolano, agudizada por la agresión imperialista y la política al servicio del capital que, según nuestra valoración, se ejecuta desde el gobierno, que el PCV ha planteado la necesidad de un debate nacional y una salida revolucionaria. Ante la ausencia de respuesta a dichos planteamientos decidimos impulsar, en conjunto con otros sectores sociales y políticos con quienes coincidimos en esta caracterización, la construcción de la Alternativa Popular Revolucionaria (APR), que levante un programa dirigido a recuperar el curso del proceso nacional liberador venezolano y que en verdad le abra perspectivas a la construcción del socialismo en Venezuela.
  8. Insistimos: en Venezuela no está en crisis el socialismo, porque no hay socialismo; lo que está en crisis es el capitalismo. La actual crisis capitalista deja en evidencia que la gestión burguesa del estado está agotada. Independientemente de la fracción burguesa que llegue al gobierno, lo único que está a su alcance es profundizar la dependencia económica y las condiciones de precariedad de las y los trabajadores. La conquista del poder por la clase trabajadora y el campesinado se afirma hoy como la única y verdadera alternativa de cambios y transformaciones revolucionarias en beneficios del pueblo venezolano.
  9. Solo mediante una revolución dirigida por la clase trabajadora que desplace del poder a la burguesía, se podrá romper definitivamente con el círculo vicioso del modelo capitalista venezolano superando la dependencia y el rentismo. La clase obrera y el pueblo trabajador de la ciudad y el campo en el poder es la única garantía para emprender un proceso de desarrollo e industrialización nacional regido por una planificación centralizada y científica de la economía bajo el protagonismo, la dirección y control obrero, campesino, comunero y popular.
  10. Sin perder de vista este objetivo estratégico, las y los trabajadores debemos hoy unir fuerzas junto a otras capas explotadas de la sociedad, para luchar como clase contra la agresión imperialista y, a la vez, contra la precariedad y empobrecimiento que nos impone el rumbo liberal burgués de la política económica y social del gobierno.
  11. En este esfuerzo de unidad revolucionaria y antiimperialista, obrera, campesina, comunera y popular, estamos empeñados en el Partido Comunista de Venezuela, cuando celebramos el 90 Aniversario de nuestra fundación.
  12. Reafirmamos nuestra voluntad y decisión de fortalecer cada día más los lazos de amistad, fraternidad y solidaridad entre nuestros partidos comunistas y obreros.
  13. Queridas y queridos camaradas. Un gran abrazo del Partido Comunista de Venezuela y la Juventud Comunista de Venezuela para toda vuestra militancia y dirección.
