PCV: Defending the Constitution and the rule of law is not fascism

 The Communist Party of Venezuela (PCV) denounced this Tuesday that the leadership of the Government and the United Socialist Party of Venezuela (PSUV) is executing «a policy of terror in the popular sectors of the country» that are fed «with psychological and propaganda operations», which aim «not only to neutralize the popular protests but to impose a dangerous matrix of opinion in which defending popular sovereignty is the same as being fascist».

 This was stated by the General Secretary of the PCV, Oscar Figuera, after the denunciations of hundreds of arbitrary detentions that have been registered in the country since last July 28, when the presidential elections were held.

 «Defending the Constitution and the rule of law is not fascism», pointed out Figuera while rejecting the deployment of police and military in poorer sectors «with clear violations of human rights and due process».

 «We have heard reports of temporary forced disappearances; detentions of adolescents; arbitrary and humiliating searches in the streets; illegal searches of homes and theft of belongings; extortions and the actions of para-police groups in complicity with State forces», added the PCV leader.

 Human rights organizations have counted more than 20 murders in the context of the post-electoral protests and have documented more than a thousand arrests. However, Nicolás Maduro himself has referred to a figure of 2000 detained.

 «In addition to this display of violence, there is a campaign of denunciations and ‘snitching’ promoted by high government spokespersons to incriminate neighbors and co-workers in alleged conspiratorial crimes,» added Figuera.

We also have news of dismissals of workers for political reasons after the elections, he detailed.

 The Political Bureau of the PCV also rejected «the unfounded accusations and threats» that the Vice President of the PSUV, Diosdado Cabello, has made against the presidential candidate endorsed by the communists, Enrique Márquez, and the leader Juan Barreto.

 To this open threat is added the recent attempt by political operators of the Government-PSUV to try to present the Secretary General of the PCV, as well as the leftist leader Rafael Uzcátegui, as alleged «promoters of the guarimbas [violent street protests] in Caracas».

 Risk of fratricidal violence

For the PCV «the call made in the last hours to military sectors by [hard right leader] María Corina Machado and [her presidential candidate] Edmundo González Urrutia to take part in this complex situation is irresponsible».

 «These provocations by Machado and González Urrutia, together with the massive repression exercised by the Maduro government, are leading vertiginously to a dangerous scenario of generalized violence», affirmed Figuera.

 «From the PCV, we call on all the genuinely democratic forces, of the left and of the popular camp to conjure the maelstrom of fratricidal violence promoted by the two poles co-responsible for the national catastrophe.»

 «We call for mutual solidarity in the heart of the communities and in the workplaces to prevent the campaign of violence promoted by the two sides of the bourgeoisie from imposing itself,» he added.

 Against imperialist interference

The communist lawmaker also rejected the interference of the United States in the electoral process and recalled that «they are precisely accomplices of the hard conditions faced by the Venezuelan people with the imposition of criminal unilateral coercive measures».

 Figuera warned that Venezuela’s role in a global scenario marked by war and energy crisis cannot be lost sight of.

 «It is commercial interests that move the State Department and so far Nicolás Maduro has acted as a worthy candidate of imperialism; but let nobody believe that González Urrutia would have a sovereign oil policy», he affirmed.

 Open the boxes and count the votes

The PCV reiterated that Nicolás Maduro «intends to be reelected without showing the results of the elections broken down by voting booth».

 Regarding the alleged cyber attack, Figuera criticized that the electoral power has suspended the established telecommunications audit, since «it would have shed light on this matter»; as well as the Phase II verification audit that has not been carried out either.

 «These open violations to the electoral chronogram and to the procedure of law increase the doubts on the bulletins presented by Rector Elvis Amoroso», he said.

 «Even if the cyber attack were true, the legislation establishes the mechanisms to be followed to guarantee transparency in the scrutiny of the results. However, nine days after the elections, these mechanisms begin to lose effectiveness and today it is legitimate to wonder if the chain of custody of the [results] material has not been compromised», added Figuera.

 Maduro uses the Supreme Court to supplant Electoral Council attributions

On July 31, President Nicolás Maduro went to the Supreme Court of Justice (TSJ) for clarification of «everything that needs to be clarified» regarding the elections. The President filed a contentious electoral appeal, the content of which is still unknown to the public opinion.

 «The Electoral Chamber introduces the appeal and a clear maneuver to supplant the powers of the CNE [National Electoral Council] is activated», explained Figuera after recalling that «just as the electoral power is under the control of the PSUV, the same happens with this Chamber whose president is a party member of the Government party».

 «It is evident that the Government-PSUV is trying to legalize the electoral process to prevent audits with citizen participation from being carried out and that is why from the PCV we demand that the electoral boxes be opened, the votes be counted one by one and the results be presented to the country».

PCV: Defender la Constitución y el estado de derecho no es fascismo

Prensa PCV.- El Partido Comunista de Venezuela (PCV) denunció este martes que la cúpula del Gobierno y del Partido Socialista Unido de Venezuela (PSUV) ejecuta «una política de terror en los sectores populares del país» que es alimentada «con operaciones psicológicas y de propaganda», que tienen como objetivo «no solamente neutralizar las protestas populares sino imponer una peligrosa matriz de opinión en la que defender la soberanía popular es lo mismo que ser fascista».

Así lo señaló el Secretario General del PCV, Oscar Figuera, tras las denuncias de centenares de detenciones arbitrarias que se han registrado en el país desde el pasado 28 de julio, cuando se realizaron las elecciones presidenciales.

«Defender la Constitución y el estado de derecho no es fascismo», puntualizó Figuera al rechazar el despliegue policial y militar en sectores populares «con claras violaciones a los derechos humanos y al debido proceso».

«Hemos tenido noticias de desapariciones forzadas temporales; detenciones de adolescentes; requisas arbitrarias y humillantes en las calles; allanamientos ilegales a viviendas y robo de pertenencias; extorsiones y la actuación de grupos parapoliciales en complicidad con fuerzas del Estado», agregó el dirigente del PCV.

Organizaciones de defensa de los derechos humanos han contabilizado más de 20 asesinatos en el contexto de las protestas postelectorales y han documentado más de mil detenciones. No obstante, el propio Nicolás Maduro se ha referido a una cifra de 2000 detenidos.

«Además de este despliegue de violencia, está la campaña de delaciones y ‘sapeo’ que promueven voceros del alto gobierno para que se incriminen a vecinos y a compañeros de trabajo en supuestos delitos conspirativos», añadió Figuera.

«También tenemos noticias de despidos de trabajadores por razones políticas tras las elecciones ", detalló.

El Buró Político del PCV rechazó, además, «las acusaciones infundadas y las amenazas» que el Vicepresidente del PSUV, Diosdado Cabello, ha hecho contra el candidato presidencial respaldado por las y los comunistas, Enrique Márquez y el dirigente Juan Barreto.

A esta amenaza abierta se suma el reciente intento de operadores políticos del Gobierno-PSUV de tratar de presentar al Secretario General del PCV, así como al dirigente de izquierda Rafael Uzcátegui, como supuestos «promotores de las guarimbas en Caracas».

Riesgo de violencia fratricida

Para el PCV «el llamado hecho en las últimas horas a sectores militares por parte de María Corina Machado y Edmundo González Urrutia para que tomen parte en esta compleja situación, es irresponsable».

«Estas provocaciones de Machado y González Urrutia, junto con la represión masiva que ejerce el Gobierno de Maduro, conducen vertiginosamente a un peligroso escenario de violencia generalizada», afirmó Figuera.

«Desde el PCV, convocamos a todas las fuerzas genuinamente democráticas, de izquierda y del campo popular a conjurar la vorágine de violencia fratricida promovida por los dos polos corresponsables de la catástrofe nacional».

«Hacemos un llamado a la solidaridad mutua en el seno de las comunidades y en los centros de trabajo para impedir que la campaña de violencia que promueven los dos bandos de la burguesía, se imponga», agregó.

Contra el injerencismo imperialista

El diputado comunista también rechazó la actuación injerencista de Estados Unidos en el proceso electoral y recordó que «precisamente son cómplices de las duras condiciones que afronta el pueblo venezolano con la imposición de criminales medidas coercitivas unilaterales».

Figuera advirtió que no se puede perder de vista el papel de Venezuela en un escenario mundial marcado por la guerra y la crisis energética.

«Son intereses comerciales los que mueven al Departamento de Estado y hasta ahora Nicolás Maduro ha actuado como un digno candidato del imperialismo; pero que nadie crea que González Urrutia tendría una política petrolera soberana», afirmó.

Abrir las cajas y contar los votos

El PCV reiteró que Nicolás Maduro «pretende reelegirse sin mostrar los resultados de las elecciones discriminados por mesa de votación».

Sobre el supuesto ataque cibernético, Figuera criticó que el poder electoral haya suspendido la auditoría de telecomunicaciones establecida, puesto que «hubiera arrojado luces sobre este asunto»; así como tampoco se ha realizado la auditoría de verificación fase II.

«Estas violaciones abiertas al cronograma electoral y al procedimiento de ley, acrecientan las dudas sobre los boletines presentados por el rector Elvis Amoroso», dijo.

«Aun si fuera cierto el ataque cibernético, la legislación establece los mecanismos a seguir para garantizar la transparencia en el escrutinio de los resultados. No obstante, a nueve días de las elecciones, estos mecanismos comienzan a perder eficacia y hoy es legítimo preguntarse si la cadena de custodia del material no ha sido comprometida», agregó Figuera.

Maduro utiliza al TSJ para suplantar atribuciones del CNE

El 31 de julio, el presidente Nicolás Maduro acudió al Tribunal Supremo de Justicia (TSJ) para que se aclarara «todo lo que haya que aclarar» con respecto a las elecciones. El mandatario introdujo un recurso contencioso electoral, cuyo contenido es aún hoy desconocido para la opinión pública.

«La Sala Electoral admite el recurso y se activa una clara maniobra para suplantar las atribuciones del CNE», explicó Figuera tras recordar que «al igual que el poder electoral está bajo control del PSUV, también ocurre lo mismo con esta sala cuya presidenta es militante del partido de Gobierno».

«Es evidente que el Gobierno-PSUV trata de judicializar el proceso electoral para impedir que las auditorías con participación ciudadana se realicen y es por ello que desde el PCV exigimos que se abran las cajas electorales, se cuenten uno a uno los votos y los resultados sean presentados al país».
