To the Communist and Workers' Parties of the world

Dear Comrades 

From the PoliBureau of the Communist Party of Venezuela (PCV) please receive our fraternal greetings. The purpose of this letter is to update you concerning the worsening of the policy of communicational blockade and censorship against our Party in the framework of the current electoral campaign (Parliamentary elections on December 6, 2020), which represents a flagrant violation of our political rights and Venezuela’s law of electoral processes. 

Communicational censorship from the public and private media against the PCV is not new. For several years now, public media has intensified its policy of censoring and hiding the critical positions of revolutionary political and social organisations, particularly with regard to the PCV and since government policy has become increasingly liberal-reformist in favour of capital. One concrete example of this censorship is the recent absence of journalists at the PCV's weekly press conferences, which were always well attended when the differences with the ruling party were less marked. 

The communicational blockade against the PCV has intensified following our decision to create the Popular Revolutionary Alternative (APR) together with other political and social organisations, which looks to promote the construction of a strategic reference point for struggle that brings together the revolutionary working, campesino and communard currents, along with the diversity of cultural expressions and popular Chavista-based nuclei in the face of the exacerbated crisis of Venezuelan dependent and renter capitalism and imperialist aggression. The APR is a block of revolutionary forces which provides an independent option to those parties which currently embody the implementation of an economic adjustment plan that accelerates the deterioration of the living conditions of the working class of the city and in the countryside and which advances in the dismantling of the social and political conquests of the Bolivarian process led by Hugo Chávez Frías. 

Throughout the development of the electoral campaign, public radio, television and digital media have been responsible for hiding the activities and proposals of the PCV and the APR. Such a policy of censorship has been carried out in open violation of article 81 of the Law on Electoral Processes that obliges public and private media to carry out a complete and balanced coverage of electoral offers. 

However, it is important to note that while the public media system censors the PCV and the APR, it covers all the political campaign events of the parties that make up the government bloc, as well as the parties on the right, granting them participation in interviews and opinion programs. 

Further evidence of this violation of article 81 of the Electoral Processes Law is the development of simultaneously televised debates by all national means of communication involving a spokesperson for each political electoral alliance, except for the representatives of the PCV and the APR who have been deliberately excluded.  

As a result of this situation, the PCV and APR have developed two actions aimed at presenting evidence and denouncing these violations of the law and other rules of election campaigns affecting the political rights of the Venezuelan working class. The first action was a letter to the President of the National Electoral Council (CNE) requesting a meeting to address these unacceptable electoral advantageous views of the ruling party in alliance with the rightwing parties. From that meeting, the electoral body expressed its commitment to intervene in favour of respect for the law and a balance of information during the election campaign; however, it has not developed concrete actions to curb censorship and media blockade against the PCV-APR and curb the advantage of the ruling PSUV and opposition parties. 

The second action developed by the PCV and APR has been public denunciation, as well as street demonstrations, against illegal communication censorship of our electoral proposal. We have held protests outside the facilities of the state's main television channel and in order to request coverage of our activities and spaces in the programs of debate and opinion. The directors of the channel failed to provide responses to our legitimate claims. 

At the same time, our Party has not been able to advertise in public and private television channels and radio stations. The majority of these means of communication do not respond to our request to pay for spaces to transmit our election propaganda, thus violating article 80 of the Law on Electoral Processes which obliges them to disseminate the electoral propaganda of the participating organisations. 

We have no doubt that there is government instruction to public and private media to censor the PCV and not allow the disclosure of our election propaganda. The CNE, in this regard, has not fulfilled its role as referee and the responsible body for enforcing electoral law and regulations.  

The plan to exclude and silence the PCV and APR, while the ruling party and rightwing are handed out spaces in public and private media, highlights the new bourgeois and elite pact underway in Venezuela. Class conciliation fears that the PCV and APR will conquer a parliamentary fraction that counterbalances their plans to make the new National Assembly an instrument at the service of its interspersed and anti-popular economic policy.  

We know that nothing we explain here is new to the Communist and Workers' Parties of the world. These are, in general, the adverse and disadvantageous electoral conditions in which our Parties and the Working Class of all countries are used to when they fight to open up spaces in light of abuses by bourgeois parties. However, it is our duty to convey our concrete experience in order to dismantle the myths created concerned a supposed "advanced, participatory and protagonic democracy" in Venezuela, which is empty of the class struggle.  

For our Party it will be of great help if you can speak out in solidarity with the PCV and the APR in light of the exercise of media censorship of our political-electoral proposals. The momentous solidarity that the Communist parties and workers have strongly expressed with the Bolivarian process can also play an important role in demanding respect and guarantees for the political and electoral rights of Venezuela’s working class of the city and the countryside.   

In this regard, we would like to ask you, if possible, to issue a solidarity statement and publish information around this issue in your press and digital media. From the PCV we will greatly appreciate this gesture of solidarity with our Party and the working people.

Carta a los Partidos Comunistas y Obreros sobre la censura al PCV en campaña electoral

A los Partidos Comunistas y Obreros del mundo

Estimados camaradas: 

Desde el Buró Político del Partido Comunista de Venezuela (PCV) les saludamos fraternalmente. La presente comunicación tiene como finalidad ponerlos al tanto sobre la agudización de la política de bloqueo comunicacional y censura que se viene aplicando contra nuestro Partido en  el marco de la actual campaña electoral (elección Asamblea Nacional el 6 de diciembre 2020), que representa una flagrante violación a nuestros derechos políticos y a la ley de procesos  electorales en Venezuela. 

La  censura comunicacional contra el PCV desde los medios de comunicación públicos y privados no es un hecho nuevo. Desde hace varios años, en la medida que la política gubernamental ha venido adquiriendo un carácter liberal-reformista en beneficio del capital, el sistema de medios de comunicación públicos ha intensificado su política dirigida a censurar e invisibilizar las posturas críticas de las organizaciones políticas y sociales revolucionarias, en particular en lo que se refiere al PCV. Un reflejo concreto de tal decisión, fue la ausencia en las ruedas de prensa semanales del PCV, a las que asistían sin falta cuando las diferencias eran menos marcadas. 

El cerco comunicacional contra el PCV se intensifica tras nuestra decisión de crear la Alternativa Popular Revolucionaria (APR) en conjunto con otras organizaciones políticas y sociales, con el fin de impulsar la construcción de un referente estratégico de lucha que reagrupe las corrientes revolucionarias obreras, campesinas y comuneras, junto a la diversidad de expresiones culturales y núcleos populares de base chavistas, frente a la agudización de la crisis del capitalismo dependiente y rentista venezolano y la agresión imperialista. Un bloque de fuerzas revolucionarias que de caras a  estas elecciones se posicione como una opción independiente frente a los Partidos que en este momento personifican la instrumentación de un plan de ajuste económico que acelera el deterioro de las condiciones de vida de la clase trabajadora de la ciudad y en campo, avanzando en el desmontaje de las conquistas sociales y políticas del proceso Bolivariano que encabezó Hugo Chávez Frías. 

A lo largo del desarrollo de la campaña electoral, los medios de comunicación radiales, televisivos y digitales públicos se han encargado de invisibilizar las actividades y propuestas del PCV y la APR. Tal política de censura se realiza en abierta violación del artículo 81 de la ley de procesos electorales que obliga a los medios de comunicación públicos y privados a realizar una cobertura informativa completa y balanceada de las ofertas electorales. 

Sin embargo, es importante hacer notar que mientras el sistema público de medios de comunicación censura al PCV y a la APR, brinda cubertura a la totalidad de los actos políticos de campaña de los partidos que integran el polo gubernamental, así como a los partidos de la derecha, a quienes además les concede participación en entrevistas y programas de opinión electoral. 

Una prueba adicional de esta violación del artículo 81 de la ley de procesos electorales es el desarrollo de debates televisados de forma simultánea por todos los medios de comunicación nacional, donde participa un vocero por cada alianza política electoral, excepto los representantes del PCV y la Alternativa Popular Revolucionaria quienes hemos sido excluidos deliberadamente.  

A raíz de esta situación, el PCV y la APR ha desarrollado dos acciones dirigidas a presentar evidencias y a denunciar estas  violaciones de la ley y demás normativas sobre campañas electorales que afecta los derechos políticos de la clase trabajadora venezolana. La primera acción fue una carta dirigida a la Presidenta del Consejo Nacional Electoral (CNE) donde se solicitaba reunión a fin de abordar estos inaceptables ventajismos electorales del Partido de Gobierno en alianza con los Partidos de la derecha. De dicha reunión la máxima instancia electoral manifestó su compromiso de intervenir en favor del respeto de la ley y el equilibrio informativo durante la campaña electoral; sin embargo, no ha desarrollado acciones concretas para frenar la censura y el bloqueo mediático contra el PCV-APR y poner coto al ventajismo del PSUV y Partidos de oposición. 

La segunda acción desarrollada por el PCV y la APR es la denuncia pública, así como manifestaciones de calle contra la ilegal  censura comunicacional a nuestra propuesta electoral. Hemos desarrollado la toma de las instalaciones del principal canal de televisión del estado en protesta y con el fin de solicitar cobertura a nuestras actividades y espacios en los programas de debate y opinión electoral, sin que los directivos de dicho canal den respuestas favorables a nuestros legítimos reclamos. 

Paralelamente, nuestro Partido no ha tenido posibilidad de colocar sus piezas de publicidad en televisoras y emisoras radiales públicas y privadas. La generalidad de estos medios no responden a nuestra solicitud de contratar espacios para transmitir nuestra propaganda electoral, violentando así el artículo 80 de la ley de procesos electorales que obliga a los medios de comunicación a difundir la propaganda electoral de las organizaciones participantes. 

No albergamos la menor duda de que existe una instrucción gubernamental a medios públicos y privados para censurar al PCV y no permitir la divulgación de nuestra propaganda electoral. El CNE, en este aspecto, no ha cumplido su rol como árbitro y por ende como responsable de hacer cumplir la ley y normativas electorales.  

El plan de excluir y silenciar al PCV y a la APR, mientras el Partido de Gobierno y los Partidos de la Derecha se  reparten los espacios en medios públicos y privados, deja en evidencia el nuevo pacto burgués y de elites que está en marcha en Venezuela. La conciliación de clases teme que el PCV y la APR conquisten una fracción parlamentaria que haga contrapeso a sus planes de convertir a la nueva Asamblea Nacional en instrumento al servicio de la política económica entreguista y anti-popular.  

Sabemos que nada de lo que les estamos compartiendo es nuevo para los Partidos Comunistas y Obreros del mundo. Estas son, en general, las adversas y desventajosas condiciones electorales en las que nuestros Partidos y la Clase Obrera de todos los países tiene que luchar para abrirse espacios frente a los abusos de los partidos  burgueses. Sin embargo, es nuestro deber transmitirles nuestra experiencia concreta a  fin de desmontar los mitos creados en torno a una supuesta “democracia avanzada, participativa y protagónica” en Venezuela, vaciada de los contenidos de la lucha de clases.  

Para nuestro Partido será de gran ayuda, que ustedes puedan pronunciarse en solidaridad con el PCV y la Alternativa Popular Revolucionaria ante  el ejercicio de censura en los medios de comunicación a nuestra propuesta político-electoral. La solidaridad trascendental que los Partidos Comunistas y obreros han expresado firmemente al proceso Bolivariano, puede jugar un papel importante también a la hora de exigir el respeto y garantías a los derechos políticos y electorales de la clase trabajadora de la ciudad y el campo de Venezuela.   

En este sentido, queremos solicitarles que, de ser posible para ustedes, puedan emitir un comunicado de solidaridad y publicar información al respecto en su órgano de prensa y medios de comunicación digitales. Desde el PCV agradeceremos enormemente ese gesto solidario con nuestro Partido y el pueblo trabajador.

Письмо коммунистическим и рабочим партиям о цензуре КПВ в предвыборной кампании

Уважаемые товарищи 

Из Политбюро Коммунистической партии Венесуэлы (КПВ) мы  приветствуем вас . Цель настоящего сообщения состоит в том, чтобы информировать вас об усилении политики коммуникационной блокады и цензуры, проводимой в отношении нашей партии в рамках нынешней избирательной кампании (выборы в Национальное собрание 6 декабря 2020 года), которая представляет собой вопиющее нарушение наших политических прав и закона о избирательных процессах в Венесуэле. 

Коммуникационная цензура против КПВ со стороны государственных и частных средств массовой информации не является новым фактом. В течение нескольких лет по мере того, как государственная политика приобретает либерально-реформистский характер в интересах капитала, система государственных средств массовой информации активизировала свою политику, направленную на цензуру и невидимость критических позиций революционных политических и общественных организаций, в частности в отношении КПВ. Конкретным отражением такого решения было отсутствие еженедельных пресс-конференций КПВ, на которых мы присутствовали в обязательном порядке, когда различия были менее заметными. 

Коммуникационное окружение против КПВ усиливается после нашего решения создать Революционную Народную Альтернативу (РНА) совместно с другими политическими и общественными организациями, с тем чтобы содействовать созданию стратегического ориентира в борьбе, объединяющего рабочие, крестьянские и коммунарные революционные течения, наряду с разнообразием форм культурного самовыражения и низовых народных ядер чавистов, в условиях обострения кризиса венесуэльского зависимого и рантистского капитализма и империалистической агрессии. Блок революционных сил, который в преддверии этих выборов позиционирует себя как самостоятельный вариант по отношению к партиям, которые в настоящее время олицетворяют осуществление плана экономической перестройки, который ускоряет ухудшение условий жизни рабочего класса в городе и сельской местности, продвигаясь вперед в демонтаже социальных и политических завоеваний Боливарианского процесса, возглавившего Уго Чавесом. 

На протяжении всей избирательной кампании общественные радиовещательные, телевизионные и цифровые средства массовой информации поручились за невидимость деятельности и предложений КПВ и РНА. Такая политика цензуры осуществляется в явном нарушении статьи 81 Закона о избирательных процессах, которая обязывает государственные и частные средства массовой информации обеспечивать полное и сбалансированное освещение избирательных предложений. 

Вместе с тем важно отметить, что, хотя общественная система средств массовой информации подвергает цензуре КПВ и РНА, она обеспечивает освещение всех политических агитационных мероприятий партий, входящих в правительственный полюс, а также правых партий, которым она также предоставляет возможность участвовать в интервью и программах по изучению мнений избирателей. 

Еще одним доказательством  нарушения статьи 81 Закона о избирательных процессах является проведение одновременных телевизионных дебатов всеми национальными средствами массовой информации, в которых участвует по одному пресс-секретарю от каждого избирательного политического альянса, за исключением представителей КПВ и Революционной Народной Альтернативы, в которых нас  намеренно исключили.  

В связи с этой ситуацией КПВ и РНА предприняли две меры, направленные на представление доказательств и осуждение этих нарушений закона и других правил избирательной кампании, затрагивающих политические права венесуэльского рабочего класса. Первой акцией стало письмо на имя председателя Национального Избирательного Совета (НИС) с просьбой о встрече для рассмотрения этих неприемлемых избирательных преимуществ правящей партии в союзе с правыми партиями. 

На этом заседании Высшая избирательная инстанция заявила о своей приверженности вмешательству в соблюдение закона и информационный баланс в ходе избирательной кампании; однако она не разработала конкретных мер по пресечению цензуры и медийной блокады против КПВ - РНА и пресечению преимуществ Единой Социалистической партии Венесуэлы ЕСПВ и оппозиционных партий. 

Вторая акция, разработанная КПВ и РНА, - это публичное осуждение, а также уличные демонстрации против незаконной коммуникационной цензуры нашего предвыборного предложения. Мы организовали захват помещений главного государственного телеканала в знак протеста и для того, чтобы обеспечить освещение нашей деятельности и пространства в программах дебатов и избирательных мнений, без того, чтобы руководство этого канала дало благоприятные ответы на наши законные претензии. 

Параллельно наша партия не имела возможности размещать свои рекламные фрагменты на государственных и частных телевизионных и радиовещательных станциях. Общность этих средств массовой информации не отвечает на нашу просьбу о найме мест для распространения нашей предвыборной пропаганды, тем самым нарушая статью 80 закона о избирательных процессах, которая обязывает средства массовой информации распространять предвыборную пропаганду участвующих организаций. 

У нас нет ни малейших сомнений в том, что существует правительственная инструкция направленная государственным и частным СМИ, чтобы подвергать цензуре КПВ и не допускать распространения нашей предвыборной пропаганды. НИС, в этом отношении, не выполнил свою роль арбитра и, следовательно, как ответственный за обеспечение соблюдения закона и правил выборов.  

План исключить и заставить замолчать КПВ и РНА, в то время как правящая партия и правые партии разделяют места в государственных и частных средствах массовой информации, свидетельствует о новом буржуазном и элитном пакте, который продолжается в Венесуэле. Классовое примирение опасается, что КПВ и РНА захватят парламентскую фракцию, которая противовесит их планам превратить новое Национальное собрание в инструмент на службе предвыборной и антинародной экономической политики.  

Мы знаем, что ничто из того, что мы разделяем с ними, не является новым для коммунистических и рабочих партий мира. Это, в общем, неблагоприятные и невыгодные условия выборов, в которых нашим партиям и рабочему классу всех стран приходится бороться, чтобы открыть пространство перед злоупотреблениями буржуазных партий. Однако наш долг-передать им наш конкретный опыт, с тем чтобы разобрать мифы, созданные вокруг так называемой “развитой, основанной на участии и ведущей демократии” в Венесуэле, опустошенной содержанием классовой борьбы.  

Для нашей партии будет большой опорой , если вы можете высказаться в знак солидарности с КПВ и Революционной Народной альтернативой  о цензуре в средствах массовой информации наших политических и избирательных предложений. Важная солидарность, которую коммунистические и рабочие партии твердо выразили Боливарианскому процессу, может также сыграть важную роль в требовании уважения и гарантий политических и избирательных прав рабочего класса в городе и сельской местности Венесуэлы.  

В этой связи мы хотели бы попросить вас, если это возможно, опубликовать коммюнике солидарности и опубликовать информацию об этом в вашем органе печати и цифровых средствах массовой информации. От КПВ мы будем очень признательны за этот жест солидарности с нашей партией и трудящимся народом.
