PCV will not participate in regional and legislative elections

Communiqué.- The Political Bureau of the Central Committee of the Communist Party of Venezuela (PCV) informs the Venezuelan working people about the conclusions of the deliberations of the XV Plenum of the Central Committee, held last February 15, whose agenda was the definition of the political-electoral tactics of the Venezuelan communists before the call for regional and legislative elections for next April 27.

In this sense, we wish to transmit to the national public opinion a set of elements that precede this electoral call and without which it is impossible to understand the acute political and social crisis prevailing in the country today:

1. The inauguration of Nicolás Maduro last January 10 is the culminating point of a conspiracy of Public Powers, controlled by the leadership of the United Socialist Party of Venezuela (PSUV), against the legitimate aspirations for change of the Venezuelan people; who reject his anti-worker, anti-popular and profoundly anti-democratic administration. In an illegal and unconstitutional manner, Maduro assumed a de facto Government without the National Electoral Council (CNE) presenting the results of the presidential elections of July 28, disaggregated by polling station, as established by law.
2. After having lost popular support, the corrupt leadership that today controls the state apparatus has unleashed a repression unprecedented in recent history against the popular sectors, the result of which has been the arbitrary detention of hundreds of workers and youths -many of them kidnapped at the doors of their homes or workplaces- who today are victims of violations to their most elementary rights.
3. The policy of terror imposed by the PSUV to consolidate its electoral farce has also been based on the persecution and criminalization of those political and social sectors that fight for the recovery of the democratic rights of the Venezuelan people. Such has been the case of the Popular Democratic Front (FDP) -of which the PCV is a member-: currently, one of its main figures, former presidential candidate Enrique Márquez remains kidnapped and incommunicado without any legal explanation. Furthermore, leaders María Alejandra Díaz and Juan Barreto are besieged by police and para-police groups, and at the same time -together with the Secretary General of the PCV, Oscar Figuera- they are being linked to extreme right wing factors through crude propaganda operations, orchestrated by the instruments of manipulation of the Government-PSUV.
4. The anti-communist campaign of the PSUV leadership had its most important milestone with the judicial assault against the PCV and the handing over of its electoral ticket to a handful of mercenaries at the service of Nicolás Maduro. With this – emulating Betancourism – not only has the Venezuelan left been deprived of taking part in electoral processes, but the pact that the bourgeois elites of the Government maintain with the most reactionary sectors of the opposition to sustain the false polarization that has led the country to this catastrophic crossroads has been proven.

In this context in which the Constitution of the Bolivarian Republic of Venezuela has been abrogated; of absence of guarantees and electoral transparency; of conditioning and arbitrary norms to hinder political participation; and of the rise of authoritarianism and repression, the XV Plenum of the Central Committee of the Communist Party of Venezuela, making use of its independence as a party of the working class and the working people of the city and the countryside, has resolved not to participate in the elections for Governorships, Legislative Councils and the National Assembly scheduled for April 27.

The PCV ratifies its call to the revolutionary, popular and genuinely democratic forces, independently of the tactics adopted in this electoral situation, to unite in a broad alliance to fight for the recovery of the political, economic and social rights that have been taken away, as well as to confront the solutions of external meddling with which a sector of the pro-imperialist right wing is trying to make the country believe that it will solve this acute crisis of legitimacy.

We Venezuelan communists hold high the demands made after the coup against the popular will of July 28: The country must know the electoral results as established by law. We demand independence of the electoral referee; restitution of the electoral tickets to the legitimate leaderships of the political parties; full freedom for political prisoners; restitution of democratic guarantees and respect for popular sovereignty.

PCV no participará en elecciones regionales y legislativas

Comunicado.- El Buró Político del Comité Central del Partido Comunista de Venezuela (PCV) informa al pueblo trabajador venezolano sobre las conclusiones de las deliberaciones del XV Pleno del Comité Central, celebrado el pasado 15 de febrero; cuyo orden del día fue la definición de la táctica político-electoral de las y los comunistas venezolanos ante la convocatoria a elecciones regionales y legislativas para el próximo 27 de abril.

En tal sentido, queremos trasmitir a la opinión pública nacional un conjunto de elementos que anteceden a esta convocatoria electoral y sin los cuales no se puede comprender la aguda crisis política y social que impera hoy en el país:

1. La toma de posesión de Nicolás Maduro el pasado 10 de enero, es el punto culminante de una conspiración de los Poderes Públicos, controlados por la cúpula del Partido Socialista Unido de Venezuela (PSUV), contra las legítimas aspiraciones de cambio del pueblo venezolano; que rechaza su gestión antiobrera, antipopular y profundamente antidemocrática. De manera ilegal e inconstitucional, Maduro asumió un Gobierno de facto sin que el Consejo Nacional Electoral (CNE) presentara los resultados de las elecciones presidenciales del 28 de julio, desagregados por mesa de votación, tal y como establecen las leyes.
2. Tras haber perdido el respaldo popular, la cúpula corrupta que hoy controla el aparato estatal ha desatado una represión sin precedentes en la historia reciente contra los sectores populares, cuyo saldo ha sido la detención arbitraria de cientos de trabajadores y jóvenes -muchos de ellos secuestrados en las puertas de sus hogares o de sus centros de trabajo- que hoy son víctimas de violaciones a sus derechos más elementales.
3. La política de terror que ha impuesto el PSUV para consolidar su farsa electoral también se ha sustentado en la persecución y criminalización de aquellos sectores políticos y sociales que luchamos por la recuperación de los derechos democráticos conculcados al pueblo venezolano. Tal ha sido el caso del Frente Democrático Popular (FDP) -del cual forma parte el PCV-: Actualmente, una de sus principales figuras, el excandidato presidencial Enrique Márquez permanece secuestrado e incomunicado sin explicación jurídica alguna. Además, los dirigentes María Alejandra Díaz y Juan Barreto son asediados por grupos policiales y parapoliciales a la vez que -junto al Secretario General del PCV, Oscar Figuera- se les intenta vincular con factores de extrema derecha a través de burdas operaciones de propaganda, orquestadas por los instrumentos de manipulación del Gobierno-PSUV.
4. La campaña anticomunista de la cúpula del PSUV tuvo su hito más importante con el asalto judicial contra el PCV y la entrega de su tarjeta electoral a un puñado de mercenarios al servicio de Nicolás Maduro. Con ello – emulando al betancourismo- no solo se ha privado a la izquierda venezolana de concurrir a procesos electorales, sino que se ha comprobado el pacto que las élites burguesas del Gobierno mantienen con los sectores más reaccionarios de la oposición para sostener la falsa polarización que ha conducido al país hasta esta catastrófica encrucijada.

En este contexto en el que la Constitución de la República Bolivariana de Venezuela ha sido derogada; de ausencia de garantías y de transparencia electoral; de condicionamientos y normas arbitrarias para obstaculizar la participación política; y de auge del autoritarismo y de la represión, el XV Pleno del Comité Central del Partido Comunista de Venezuela, haciendo uso de su independencia como partido de la clase obrera y del pueblo trabajador de la ciudad y el campo, ha resuelto no participar en las elecciones a Gobernaciones, Consejos Legislativos y Asamblea Nacional previstas para el 27 de abril.

El PCV ratifica su llamado a las fuerzas revolucionarias, populares y genuinamente democráticas, independientemente de la táctica adoptada en esta coyuntura electoral, a unirnos en una amplia alianza para luchar por la recuperación de los derechos políticos, económicos y sociales que han sido arrebatados, así como para hacer frente a las salidas injerencistas con las que un sector de la derecha proimperialista intenta hacerle creer al país que solucionará esta aguda crisis de legitimidad.

Las y los comunistas venezolanos mantenemos en alto las demandas hechas tras el golpe a la voluntad popular del 28 de julio: El país debe conocer los resultados electorales tal y como establece la ley. Demandamos independencia del árbitro electoral; restitución de las tarjetas electorales a las legítimas direcciones de los partidos políticos; libertad plena para los presos políticos; restitución de las garantías democráticas y respeto a la soberanía popular.
