Pronouncement of the VII plenary session of the Central Committee of the PCV in view of the consultative referendum on the esequibo territory

The Communist Party of Venezuela (PCV), as a revolutionary party of the working class, acting with total independence from the factors of capital and the bourgeois state, guided by the principles of Marxism-Leninism, anti-colonialism, anti-imperialism and proletarian internationalism, in safeguarding the peace and sovereignty of the peoples and inspired by the emancipatory, Latin Americanist and unifying ideals of the liberator Simón Bolívar, addresses the working class of the city and the countryside and, in general, the Venezuelan people, to state our position before the call made by the National Government for a Consultative Referendum on the Essequibo territory this December 3, 2023: 

1. We ratify our historical position in favor of a peaceful and negotiated solution to the border dispute between the Bolivarian Republic of Venezuela and the Cooperative Republic of Guyana; without interference from monopolies and foreign powers, for the good of our peoples and not of local and foreign oligarchies; respecting the sovereign rights of both countries and under the principles of mutual cooperation, unity and solidarity between peoples.

2. Recognizing the fairness of Venezuela’s historical claim against the dispossession executed by the British Empire at the end of the 19th century, we reject the path to escalate diplomatic, political and military tensions assumed by the bourgeois governments of both nations and promoted by the oil companies after the discovery of large oil and gas deposits in the disputed area, particularly by ExxonMobil, whose direct action in the conflict coincides with the appointment of its CEO, Rex Tillerson, as US Secretary of State in 2017. The transnational oil companies that benefit from the concessions illegally granted by the government of Guyana play a decisive role in the actions aimed at radicalizing the bi-national conflict in search of a quick decision which looks after their interests, while opening the way to the possibility of a clash between neighboring peoples, with unpredictable consequences.

3. We call on the working people of Venezuela and Guyana to remain alert and to strongly condemn, on both sides of the border, these maneuvers that only favor capital and the local bourgeoisies. Likewise, we call on both peoples to reject any pretension to install military enclaves of the United States or any other foreign power in the Essequibo strip, which would be a threat to peace in the region and an aggression against the sovereignty of the two nations.

4. The government of President Nicolás Maduro, in its desperation caused by a growing popular rejection of its neoliberal administration and in order to overlook the just demands made daily by the Venezuelan workers, has resorted to the old strategy of the bourgeoisie on the issue of the Essequibo: to try to instill ultra-patriotic and chauvinist feelings in a good part of the population through a millionaire advertising campaign. We denounce that this strategy adopted by the Government, with which it intends to deceive, manipulate and dominate the Venezuelan people, making them believe that there is no more important problem to solve in our country, has only electoral, opportunist and reactionary purposes; there could even be a scenario in which -as a result of the escalation of tensions-, the government of President Nicolás Maduro imposes a state of emergency to justify the suspension of the presidential elections scheduled for next year. We warn that the consequences of such a policy could be a strategic defeat of the legitimate aspirations of Venezuela over the Essequibo territory and an advance in the positioning of transnational capital and the interests of the imperialist powers in the region.

5. For the PCV, a government that restricts and violates the labor, human, social and political rights of the Venezuelan working class; that prosecutes and bans parties, as it did recently against the Communist Party of Venezuela; that applies a policy of confiscation of the constitutional rights of the working people and restriction of democratic freedoms, with the criminal freezing of salaries and pensions, the dismantling of collective bargaining agreements, restrictions to trade union freedom, the imprisonment and prosecution of workers who fight or who denounce corruption, the deterioration of public education and health, or the extreme precariousness of essential public services such as electricity, water and domestic gas, has no moral or political authority to call for a false "national unity in defense of the homeland".

6. The PCV calls on the people of Venezuela to reflect, with critical thinking and class consciousness, on what position to take before the Consultative Referendum called by the Government on the issue of the Essequibo, without getting carried away by the noisy campaign with which it intends to portray the anti-worker, anti-popular and anti-democratic government of Maduro as "the most patriotic", when in reality it is willing to hand over everything to transnational companies in order to hold on to power, such are the cases of the oil companies Chevron, Repsol and ENI; the concessions in the Orinoco Mining Arc and the Special Economic Zones, in which large extensions of the national territory are offered to foreign companies.

7. The PCV also denounces the mechanisms of coercion and undue pressures that are being exerted by those in power to force people to participate in this referendum, which is not binding and therefore does not resolve the dispute with Guyana. Threats of unjustified sackings or suspension of social benefits (including the withdrawal of the CLAP food bag) and the practices of harassment and persecution under the accusation of "betrayal of the homeland", which both workers of the public administration and inhabitants of popular sectors receive, are unacceptable. In this regard, we must be clear that participation in any popular consultation is a right and not an obligation. To participate or not to participate, to vote yes or no, is a free and voluntary decision of each Venezuelan and must be respected; we demand a stop to the abusive governmental authoritarianism.

8. We warn the Venezuelan people that those who today speak of the defense of the country against the advance of ExxonMobil in the Essequibo strip are the same ones who a few days ago signed a secret agreement with the U.S. government to allow the handing over of the Venezuelan oil and gas industry to the same U.S. companies that operate illegally in the Essequibo. The Venezuelan working class must preserve its independence from the ruling classes, act according to its own interests and not allow itself to be used by the bosses' elites, the bourgeoisie and their politicians in the government and the opposition who, as it is, have never previously been interested in the Essequibo strip because national oil income has been enough for them to accumulate their capital and realise their own gross enrichment.

The PCV will do everything in its power to unite the working class and other exploited sectors of Venezuela and Guyana, with the aim of achieving a common strategy for the benefit of the peoples and against the desires of the monopolies and the warmongering adventures of the bourgeois governments both here and there; objectives that will be fully conquered when the working classes and the peoples of Venezuela and Guyana assume power and initiate processes to construct societies without exploitation and social oppression.

Pronunciamiento del VII Pleno del Comité Central del PCV ante el referendo consultivo sobre el territorio Esequibo

El Partido Comunista de Venezuela (PCV), como partido revolucionario de la clase obrera, actuando con total independencia con respecto a los factores del capital y el Estado burgués, orientado por los principios del marxismo-leninismo, el anticolonialismo, el antiimperialismo y el internacionalismo proletario, en resguardo de la paz y la soberanía de los pueblos e inspirado en el ideal emancipador, latinoamericanista y unificador del libertador Simón Bolívar, se dirige a la clase trabajadora de la ciudad y el campo y, en general, al pueblo venezolano, para exponer nuestra posición ante la convocatoria hecha por el Gobierno Nacional a Referendo Consultivo sobre el territorio Esequibo: 

1.Ratificamos nuestra posición histórica en favor de una solución pacífica y negociada del diferendo fronterizo entre la República Bolivariana de Venezuela y la República Cooperativa de Guyana; sin injerencia de los monopolios y potencias extranjeras, para el bien de nuestros pueblos y no de las oligarquías criollas y foráneas; respetando los derechos soberanos de ambos países y bajo los principios de cooperación mutua, unidad y solidaridad entre los pueblos. 

2. Reconociendo la justeza del reclamo histórico de Venezuela contra el despojo ejecutado por el imperio británico a finales del siglo XIX, rechazamos el camino del escalamiento de las tensiones diplomáticas, políticas y militares asumido por los gobiernos burgueses de ambas naciones y promovido por las compañías petroleras tras el descubrimiento de grandes yacimientos de petróleo y gas en la zona en disputa, particularmente, por la ExxonMobil, cuya actuación directa en el conflicto coincide con el nombramiento de su Director Ejecutivo, Rex Tillerson, como Secretario de Estado de EEUU en 2017. Las trasnacionales petroleras que se benefician de las concesiones otorgadas ilegalmente por el gobierno de Guyana, cumplen un papel determinante en las acciones dirigidas a radicalizar el conflicto binacional en búsqueda de una decisión rápida que asegure sus intereses, mientras abren paso a la posibilidad de un choque entre pueblos vecinos, con consecuencias impredecibles. 

3. Llamamos al pueblo trabajador de Venezuela y Guyana a permanecer alertas y condenar enérgicamente, de cada lado de la frontera, estas maniobras que solo favorecen al capital y a las burguesías locales. Igualmente, llamamos a ambos pueblos a rechazar cualquier pretensión de instalar enclaves militares de Estados Unidos o de cualquier otra potencia extranjera en el Esequibo, lo que sería una amenaza a la paz en la región y una agresión a la soberanía de las dos naciones. 

4. El Gobierno del presidente Nicolás Maduro, en su desespero por el creciente rechazo popular a su gestión neoliberal y para desentenderse de las justas demandas que realizan a diario las y los trabajadores venezolanos, ha recurrido a la vieja estrategia de la burguesía sobre el tema del Esequibo: intentar insuflar sentimientos patrioteros y chovinistas a buena parte de la población a través de una millonaria campaña publicitaria. Denunciamos que esa estrategia adoptada por el Gobierno, con la que se pretende engañar, manipular y dominar al pueblo venezolano, haciendo creer que en nuestro país no hay problema más importante que resolver, tiene únicamente finalidades electoreras, oportunistas y reaccionarias; incluso, pudiera darse un escenario en el que -como resultado del escalamiento de tensiones-, el gobierno del presidente Nicolás Maduro imponga un estado de excepción con el que justifique la suspensión de las elecciones presidenciales previstas para el próximo año. Alertamos sobre las consecuencias que esa política puede tener, en una derrota estratégica de las legítimas aspiraciones de Venezuela sobre el territorio Esequibo y un avance en el posicionamiento de los capitales transnacionales y los intereses de las potencias imperialistas en la región. 

5.Para el PCV no tiene autoridad moral ni política para llamar a una falsa “unidad nacional en defensa de la patria”, un Gobierno que coarta y violenta los derechos laborales, humanos, sociales y políticos de la clase trabajadora venezolana; que judicializa y proscribe a partidos, como lo hizo recientemente contra el Partido Comunista de Venezuela; que aplica una política de confiscación de los derechos constitucionales del pueblo trabajador y de restricción de las libertades democráticas, con el criminal congelamiento de salarios y pensiones, el desmontaje de las convenciones colectivas, las restricciones a la libertad sindical, el encarcelamiento y judicialización de trabajadores que luchan o que denuncian a corruptos, las desmejoras de la educación y la salud públicas, la extrema precarización de servicios públicos esenciales como electricidad, agua y gas doméstico. 

6. El PCV llama al pueblo de Venezuela a reflexionar, con pensamiento crítico y conciencia de clase, sobre qué posición tomar ante el Referéndum Consultivo convocado por el Gobierno sobre el tema del Esequibo, sin dejarse llevar por la ruidosa campaña con la que pretenden mostrar al gobierno antiobrero, antipopular y antidemocrático de Maduro como “el más patriota”, cuando en realidad está dispuesto a entregarle todo a las empresas transnacionales con tal de sostenerse en el poder, tales son los casos de las petroleras Chevron, Repsol y ENI; las concesiones en el Arco Minero del Orinoco y las Zonas Económicas Especiales, en las que ofrecen grandes extensiones del territorio nacional a empresas extranjeras. 

7. El PCV también denuncia los mecanismos de coerción y las presiones indebidas que se están ejerciendo desde el poder para obligar a las y los ciudadanos a participar en este referendo que no tiene carácter vinculante y por tanto no resuelve el diferendo con Guyana. Son inaceptables las amenazas de despido injustificado o suspensión de beneficios sociales (incluso el retiro de la bolsa de productos alimenticios) y las prácticas de acoso y persecución bajo la acusación de «traición a la patria», que están recibiendo tanto trabajadores de la Administración Pública, como habitantes de sectores populares. Al respecto, debemos tener claro que la participación en cualquier consulta popular es un derecho y no una obligación. Participar o no participar, votar sí o no, es una decisión libre y voluntaria de cada venezolano y venezolana y debe ser respetada; exigimos un alto al abusivo autoritarismo gubernamental. 

8. Advertimos al pueblo venezolano que quienes hoy hablan de la defensa del país frente al avance de la ExxonMobil en territorio Esequibo, son los mismos que hace pocos días firmaron un acuerdo secreto con el gobierno de Estados Unidos para permitir la entrega de la industria petrolera y gasífera venezolana a las mismas empresas estadounidenses que operan ilegalmente en el territorio Esequibo. La clase trabajadora venezolana debe preservar su independencia frente a las clases dominantes, actuar en función de sus propios intereses y no dejarse utilizar por las élites patronales, los burgueses y sus políticos en el Gobierno y la oposición que, por cierto, nunca les ha interesado el Esequibo, porque les ha bastado la renta petrolera nacional para la acumulación de capitales y su grosero enriquecimiento particular. El PCV hará todo lo que esté en sus manos para unir a la clase trabajadora y demás sectores explotados de Venezuela y Guyana, con la finalidad de lograr una estrategia común en beneficio de los pueblos y contra las apetencias de los monopolios y las aventuras belicistas de los gobiernos burgueses de aquí y de allá; objetivos que serán conquistados plenamente cuando las clases obreras y los pueblos de Venezuela y Guyana asuman el poder e inicien procesos de construcción de sociedades sin explotación ni opresión social.
