Intervention of the Communist Party of Venezuela (PCV)

Dear Comrades

A revolutionary greeting from the Communist Party of Venezuela to all the parties present, and a special thank you to the Communist Parties of Greece and Turkey for organizing this virtual session of the International Meeting of Communist and Workers' Parties.

The pandemic has certainly not allowed us to hold the 22nd edition of the IMCWP in person but the complex developments of the global class struggle obliges us to meet virtually to share analysis, experiences and agendas of struggle, in order to articulate strategies and actions aimed at the offensive of global monopoly capital against the rights of the workers.

From the PCV we are convinced that in the face of imperialism's strategy of world domination, we must strengthen the capacity for united and articulated worker action across the world and through their vanguard Parties. We believe that IMCWP plays a key role in this necessary process of uniting the struggles of the workers of the world. 

First of all, we want to express our solidarity with the people and the Communist Party of Cuba in the face of new imperialist onslaughts. We raise our voice for the end of the criminal blockade and for an end to the permanent siege against the Cuban people. Likewise, we want to convey our message of solidarity and affection to the Palestinian people. The communists of Venezuela accompany them in their just demand for the end of the Israeli occupation, the return of the refugees to their lands and the liberation of the fighters for the noble cause of the Palestinian people. Among them, from the PCV we continue to demand the freedom and repatriation of the Venezuelan fighter for the Palestinian cause, comrade Ilich Ramirez Sanchez, prisoner of Zionism and French imperialism.

The international situation is marked by the advance of a profound crisis of the world capitalist system, where the pandemic has acted as a catalyzing agent. The capitalist governments, as always, are rushing to inject colossal financial resources to save private capital, loading the terrible consequences of the crisis onto the shoulders of workers. The workers of the world pay the bill for the economic debacle caused by the capitalists through the growth of unemployment, precariousness, workplace flexibility, falling wages, cuts in public spending and rising prices of basic services.

At the level of world relations, the crisis increases tensions between nations, local and regional armed conflicts, militarism, interference and imperialist aggressions against the peoples. U.S. imperialism and its NATO partners are increasing the deployment of their military forces, aiming fundamentally at China and Russia in the fierce dispute for global hegemony.

U.S. imperialism has achieved important strategic and tactical advances by recomposing part of the correlation of forces in favor of its policies in Latin America and the Caribbean, weakening the advance of progressive reforms, maintaining its military bases in several countries of the region and promoting the incorporation of Colombia into NATO.

In the case of the reality of the class struggle in Venezuela, we must say that the government of Nicolas Maduro has made a complete rightward turn in its policies. The government and the right wing opposition have agreed on an economic adjustment program of neo-liberal character, which includes: freezing wages, labor flexibility, shift from contractual wages to precarious bonus schemes, re-privatization of nationalized or public companies, reduction of capital’s tax burden, dollarization of the economy, and a return of the policy of opening and surrender of the oil sector to national and foreign private capital.

The government is currently leading an offensive to unconstitutionally promote a package of laws and reforms aimed at attracting capital by offering anti-worker and anti-national safeguards, such is the case of the Special Economic Zones bill and the reform of the hydrocarbons law.

The pact established at the negotiating table between the government and the representatives of the monopolistic and pro-imperialist bourgeoisie is rapidly advancing in the reversion of the political and social conquests achieved by the Venezuelan people within the framework of the Bolivarian process led by President Hugo Chávez. Meanwhile, the working class and the Venezuelan people in general are the ones who are paying the consequences of the crisis and imperialism’s unilateral and illegal coercive measures.

The liberal turn of the Venezuelan government is also shown in the growth of the state’s repressive action against worker and peasant struggles that resist the application of the economic adjustments. The popular, peasant and workers' struggles are being criminalized and prosecuted, to the point that illegal detentions of workers and peasants are increasing.

Today, the Communist Party of Venezuela demands the immediate release of 19 workers who are unjustly and illegally detained in Venezuelan jails, as well as the end of the legal persecution suffered by more than 150 workers throughout the country for simply fighting for their demands or for denouncing the corruption of managers in public enterprises.

We would very much appreciate it if the Communist and Workers Parties of the world could join this campaign of proletarian solidarity to demand the freedom of imprisoned workers and for the cessation of the persecution of workers' and peasants' struggles in Venezuela.

Faced with this bourgeois pact, the Communist Party of Venezuela (PCV) has been promoting a reorganization of revolutionary political and social forces. The Popular Revolutionary Alternative (APR) is an expression of this effort to build a reference point for the regroupment of the workers' and peasants' forces which has the aim of organizing the popular offensive against the liberal adjustment and accumulating forces in the direction of conquering a revolutionary solution to the crisis.

The government and reactionary forces seek to prevent the working people from building an alternative to the agenda of the bourgeois pact, hence the censorship that they zealously apply against the PCV lawmaker and in the recent regional elections, in which they arbitrarily used their institutional power to restrict the democratic and electoral rights of the working class and popular sectors.

A few days ago, during the process of registration of candidacies for the gubernatorial elections in the State of Barinas, they once again attacked the rights of the PCV, by disqualifying our candidate once the nomination process was closed. Now they deny us the right we have to make substitutions in order to formalize our participation, which shows that the purpose of this illegal maneuver is to disqualify the PCV electorally. We believe that the international communist movement must pronounce itself on these dangerous events in Venezuela that point to an escalation of the anti-communist attacks.

Finally, we want to thank the Communist and Workers Parties of the world for their consistent solidarity with the Venezuelan people and their firm struggle against the imperialist aggressions against our country. Likewise, we deeply value the expressions of proletarian solidarity both with our Party and the struggles of the working class against the neoliberal offensive of the government's pact with the pro-imperialist right-wing.

Estimadas y Estimados Camaradas

Un saludo revolucionario del Partido Comunista de Venezuela a todos los partidos presentes, en especial un agradecimiento a los Partidos Comunistas de Grecia y Turquía por la organización de este encuentro virtual del Encuentro Internacional de Partidos Comunistas y Obreros.

La situación de la pandemia ciertamente no nos ha permitido realizar la 22 edición presencial del EIPCO, sin embargo los complejos desarrollos de la lucha de clase a escala mundial  nos obliga a encontrarnos de forma virtual para compartir análisis, experiencias y agendas de lucha, en aras de articular estrategias y acciones frente a la ofensiva del capital monopolista global contra los derechos de los trabajadores.

Desde el PCV estamos convencidos, que frente a la estrategia de dominación mundial del imperialismo, debemos fortalecer  la capacidad de acción unida y articulada de los trabajadores del mundo y sus Partidos de vanguardia. Creemos que el EIPCO juega un papel clave en este proceso necesario de unir las luchas de los trabajadores del mundo. 

Antes de todo, queremos expresar nuestra solidaridad con el pueblo y el Partido Comunista de Cuba frente a las nuevas arremetidas imperialistas. Alzamos nuestra voz por el fin  del criminal bloqueo y para que cese el asedio permanente contra el pueblo cubano. Así mismo, queremos transmitir nuestro mensaje de solidaridad y afecto al pueblo Palestino. Las y los comunistas de Venezuela les acompañamos en su justo reclamo por el fin de la ocupación israelí, el retorno de los refugiados a sus tierras y la liberación de los luchadores por la noble causa del pueblo palestino. Entre ellos, desde el PCV seguimos reclamando la libertad y repatriación del luchador venezolano por la causa Palestina, el camarada Ilich Ramírez Sánchez, prisionero del sionismo y el imperialismo francés.

La situación internacional está marcada por el avance de una profunda crisis del sistema capitalista mundial, donde la pandemia ha fungido de agente catalizador. Los gobiernos capitalistas, como siempre, se apresuran a inyectar colosales recursos financieros para salvar a los capitales privados, cargando sobre los hombros de los trabajadores las terribles consecuencias de la crisis. Con el crecimiento del  desempleo, la precariedad, la flexibilización laboral, caída de los salarios, recorte del gasto público y subida de los precios servicios básicos, es como los obreros del mundo pagan la factura de la debacle económica provocada por los capitalistas.

En el plano de las relaciones mundiales, la crisis acrecienta las tensiones entre las naciones, los conflictos armados locales y regionales, el militarismo, la injerencia y las agresiones imperialistas contra los pueblos. El imperialismo norteamericano y sus socios de  la OTAN, incrementa el despliegue de sus fuerzas militares apuntando fundamentalmente a China y Rusia en la feroz disputa por la hegemonía global.

El imperialismo estadounidense ha logrado importantes avances estratégicos y tácticos al recomponer parte de la correlación de fuerzas a favor de sus políticas en América Latina y El Caribe, debilitado el avance de las reformas progresistas, manteniendo sus bases militares en varios países de la región y promoviendo la incorporación de Colombia a la OTAN.

En el caso de la realidad de las lucha de clases en Venezuela, debemos decir que el gobierno de Nicolas Maduro ha dado un completo giro a la derecha en sus políticas. El gobierno y la oposición de derecha se han puesto de acuerdo para la ejecución de un programa de ajuste económico de contenido neoliberal, que incluye: política de congelamiento de los salarios, retorno de la flexibilización laboral, bonificación del ingreso de los trabajadores, reprivatización de las empresas nacionalizadas y privatización de las empresas públicas, reducción de las cargas impositivas al capital, dolarización de la economía, retorno de las políticas de apertura y entrega del sector petrolero al capital privado, nacional y extranjero.

El gobierno en estos momentos lidera una ofensiva para impulsar de manera inconstitucional un paquete de leyes y reformas que persiguen atraer capitales mediante el ofrecimiento de garantías antiobreras y anti-nacionales, tal es el caso del proyecto de ley de Zonas Económicas Especiales y la reforma de la ley de hidrocarburos.

Mientras el pacto establecido en la mesa de negociaciones, entre el gobierno y los representantes de la burguesía monopólica y pro imperialista avanza aceleradamente en la reversión de las conquistas políticas y sociales logradas por el pueblo venezolano en el marco del proceso Bolivariano liderado por el presidente Hugo Chávez, la  clase trabajadora y el pueblo venezolano en general, son quienes están pagando las consecuencias de la crisis y las medidas coercitivas unilaterales e ilegales del imperialismo.

El giro liberal del Gobierno en Venezuela, se evidencia también en el crecimiento de la acción represiva del estado frente a las luchas obreras y campesinas que resisten la aplicación del ajuste económico. Las luchas populares, campesinas, de trabajadores y trabajadoras están siendo criminalizadas y judicializadas, al punto que crecen las detenciones ilegales de trabajadores y luchadores campesinos.

Hoy el Partido Comunista de Venezuela demanda la libertad inmediata de  19  trabajadores que se encuentran injusta e ilegalmente detenidos en cárceles venezolanas, así como por el cese de la persecución judicial que han sufrido más de 150 trabajadores en todo el país, por simplemente luchar por sus reivindicaciones o por denunciar la corrupción de gerentes en empresas públicas.

Apreciaríamos  mucho, si los Partidos Comunistas y Obreros del mundo pueden sumarse a esta campaña de solidaridad proletaria, para demandar  la libertad de las y los trabajadores injustamente detenidos y para que cesen en Venezuela la judicialización de las luchas obreras y campesinas.

Frente al pacto burgués, el Partido Comunista de Venezuela (PCV) viene impulsando un proceso de reorganización de las fuerzas políticas y sociales revolucionarias. La Alternativa Popular Revolucionaria es una expresión de este esfuerzo por construir un polo para el reagrupamiento de las fuerzas obreras, campesinas, comuneras y populares, con el fin de organizar la ofensiva popular contra el ajuste liberal y acumular fuerzas en la dirección de conquistar una salida revolucionaria a la crisis.

Desde el Gobierno y la reacción buscan impedir que el pueblo trabajador construya una alternativa a la agenda del pacto burgués, de allí la censura que celosamente aplican contra el diputado del PCV en el parlamento, y por eso en las recientes elecciones regionales, emplearon de forma arbitraria su poder institucional para  restringir derechos democráticos y electorales a la clase trabajadora y a los sectores populares.

Hace pocos días, durante el proceso de inscripción de candidaturas para las elecciones de gobernador en el Estado Barinas, volvieron a arremeter contra los derechos del PCV, al inhabilitar a nuestro candidato una vez cerrado el proceso de postulaciones. Ahora nos niegan el derecho que tenemos a realizar sustituciones para poder formalizar nuestra participación, lo que demuestra que el fin de está maniobra ilegal es inhabilitar electoralmente al PCV. Creemos que el movimiento comunista internacional debe pronunciarse sobre estos peligrosos acontecimientos en Venezuela que apuntan a un escalamiento de los ataques anticomunistas.

Finalmente, queremos agradecer a los Partidos Comunistas y Obreros del mundo por su siempre consecuente solidaridad con el pueblo venezolano y su firme lucha contra las agresiones imperialistas contra nuestro país.  Así mismo, valoramos profundamente las muestras de solidaridad proletaria con nuestro Partido y las luchas que adelanta la clase trabajadora contra la ofensiva neoliberal del pacto del gobierno con los sectores de derecha pro-imperialista.
