Information on the 25^th Party Congress of the German Communist Party

From March 17 to 19, 2023, the 25^th Party Congress of the DKP took place in Gotha. About 175 delegates from almost all basic and district organizations of the party participated. The party congress received 50 greetings from sister parties as well as greetings from Germany, including from the Socialist German Workers’ Youth, the peace movement, and the East German Trustees of Associations.

The chairman of the DKP, Patrik Köbele, dealt in his speech with the analysis of imperialism, the changes in the international relations of forces and the aspirations of German imperialism, as well as with the tasks of the DKP in the social struggles and the peace movement. On the second day, the delegates dealt with an exchange of experiences about the work of the DKP in the fields of workplaces and trade unions, local affairs, and peace policy. In many contributions, delegates from basic and district organizations reported on concrete struggles in health care, public service, and postal services, as well as in local politics. During the exchange of experiences on peace policy, among other things, the difficulties of achieving a clear anti-NATO course in the peace movement were reported. It became clear in the debate that it is the task of communists to counter the attempts to split the peace movement. After the three blocks for the exchange of experiences, the delegates decided with a large majority on the motion “Heating, Bread, and Peace – Work in the class – Get into the factories and trade unions – Get into the neighborhoods – Get out on the streets!”, which had previously been concretized by many amendments from the party groups.

On the third day of the Party Congress, the delegates discussed the motion submitted by the Central Committee, “The People’s Republic of China, its struggle to build up a modern socialist country, and the change in the international balance of power”. There had also been numerous amendments to this from basic organizations. After a long and sometimes controversial discussion on the character and role of the People’s Republic of China, the motion, with the inclusion of many proposed amendments, was adopted by about 80 percent of the delegates as an intermediate stage of the discussion. The new central committee was assigned to develop and implement a conception for the further discussion about China, but also about the DKP’s conceptions of socialism.

In addition, the delegates decided on two appeals "Peace with China – Stop the hostilities against the PR of China – Prevent the next big war!" and “12 points in the class struggle – Winning the future! Never again war! 12 points for peace” in support of China’s initiatives for peace in Ukraine – and beyond.

The only international guest to speak at the Party Congress was the ambassador of the Republic of Cuba, Juana Martínez González. She brought the solidarity greetings of the comrades from Cuba and thanked for the solidarity of the German communists. The delegates not only passed a motion of solidarity with socialist Cuba, but also adopted a concrete project to collect 25,000 euros for the digitization of the Rosa Luxemburgo Clinic in Cárdenas.

С 17 по 19 марта 2023 года в городе Гота состоялся 25-й партийный съезд ГКП. В нем приняли участие около 175 делегатов почти из всех первичных и районных организаций партии. В адрес партийного съезда поступило 50 приветствий от братских партий, а также приветствия из Германии, в том числе от Социалистической немецкой рабочей молодежи, движения за мир и Восточногерманского совета объединений.

Во второй день делегаты обменялись опытом работы ГКП в предприятиях и профсоюзов, в коммунальной политике и в движении за мир. Во многих выступлениях делегаты от первичных и районных организаций рассказали о конкретной борьбе в областях здравоохранения, государственной службы и почтовых служб, а также в коммунальной политике. В ходе обмена опытом по вопросам борьбы за мир, среди прочего, сообщалось о трудностях в достижении четкой анти-НАТОвской позиции в движении за мир. В ходе дискуссии стало ясно, что задача коммунистов - противостоять попыткам расколоть движение за мир. После трех блоков обмены опытом делегаты подавляющим большинством голосов приняли предложение «Тепло, хлеб и мир! Работать в классе — идти на заводы и в профсоюзы — идти в кварталы — выходить на улицы!», которое ранее было конкретизировано многочисленными поправками первичных организаций.

На третий день съезда партии делегаты обсудили представленное Центральным комитетом партии предложение «Китайская Народная Республика, ее борьба за построение современной социалистической страны и изменение международных отношений сил». Также к этому предложению были внесены многочисленные поправки от первичных организаций. После длительной и отчасти спорной дискуссии о характере и роли КНР, предложение было принято в качестве промежуточного этапа обсуждения примерно 80 процентами делегатов, включая многие предложенные поправки. Новому руководству партии было поручено разработать и реализовать концепцию дальнейшей дискуссии не только о Китае, но и о концепции социализма ГКП.

Кроме того, делегаты приняли решение о двух декларациях «Мир с Китаем - прекратить военные действия против КНР - предотвратить следующую большую войну!» и «12 пунктов в классовой борьбе - завоевать будущее! Никогда больше войны! 12 пунктов за мир» в поддержку инициатив Китая по установлению мира в Украине - и за ее пределами.

Единственным международным гостем, выступившим на съезде партии, была посол Республики Куба Хуана Мартинес Гонсалес. Она передала приветствие солидарности от товарищей с Кубы и поблагодарила за солидарность немецких коммунистов. Делегаты приняли не только предложение о солидарности с социалистической Кубой, но и конкретный проект по сбору 25 000 евро для обеспечения цифровыми технологиями клиники Розы Люксембург в Карденасе.

Acerca del 25º Congreso del Partido Comunista Alemán

Del 17 al 19 de marzo de 2023 se celebró en Gotha el 25º Congreso del Partido Comunista Alemán (DKP). Participaron unos 175 delegados de casi todas las organizaciones de base y de distrito del partido. El Congreso del Partido recibió 50 saludos de partidos hermanos, así como saludos desde Alemania, entre otros, de las Juventud Obrera Socialista Alemana (SDAJ), del movimiento por la paz y del Patronato de Asociaciones de Alemania Oriental.

En su discurso, el presidente del DKP, Patrik Köbele, abordó el análisis del imperialismo, los cambios en las relaciones de fuerza internacionales y las aspiraciones del imperialismo alemán, así como las tareas del DKP en las luchas sociales y el movimiento por la paz. El segundo día, los delegados intercambiaron experiencias sobre el trabajo del DKP en los ámbitos de la política en lugares de trabajo y el sindicato, la política comunal y la política de paz. En muchas intervenciones, los delegados de las organizaciones de base y de distrito informaron sobre luchas concretas en el sector sanitario, en el servicio público y en Correos, así como en la política local. Durante el intercambio de experiencias sobre política de paz se informó, entre otras cosas, de las dificultades para lograr un rumbo claro contra la OTAN en el movimiento por la paz. En el debate quedó claro que es tarea de los comunistas contrarrestar los intentos de dividir el movimiento de paz. Después de los tres bloques para el intercambio de experiencias, los delegados aprobaron por amplia mayoría la moción "Calefacción, Pan y Paz – Actuar en la clase - En las fábricas y sindicatos - En los barrios - ¡A la calle!", que había sido concretada previamente con muchas enmiendas de los grupos del partido.

El tercer día del Congreso del Partido, los delegados debatieron la moción presentada por el Comité Ejecutivo del Partido sobre "La República Popular China, su lucha por construir un país socialista moderno y por un cambio en el equilibrio internacional de poder". También en este caso hubo numerosas enmiendas de las organizaciones de base. Tras un largo y en parte controvertido debate sobre el carácter y el papel de la RPC, la moción fue aprobada como fase intermedia de la discusión por cerca del 80% de los delegados, incluyendo numerosas enmiendas propuestas. Se encargó a la nueva ejecutiva del partido que desarrollara y aplicara un concepto para seguir debatiendo sobre China, pero también sobre el concepto de socialismo del DKP.

Además, los delegados decidieron dos llamamientos: "Paz con China - Detener las hostilidades contra la RP China - ¡Evitar la próxima gran guerra!" y "12 puntos en la lucha de clases - ¡Ganar el futuro! ¡Nunca más guerra! 12 puntos por la paz" en apoyo de las iniciativas chinas por la paz en Ucrania - y más allá.

La única invitada internacional que intervino en el Congreso del Partido fue la embajadora de la República de Cuba, Juana Martínez González. Llevó los saludos solidarios de los camaradas de Cuba y agradeció la solidaridad de los comunistas alemanes. Los delegados no sólo aprobaron una moción de solidaridad con Cuba socialista, sino también un proyecto concreto para recaudar 25.000 euros para la digitalización de la clínica Rosa Luxemburgo de Cárdenas.

Vom 17. bis 19. März 2023 fand der 25. Parteitag der DKP in Gotha statt. Etwa 175 Delegierte aus fast allen Grund- und Bezirksorganisationen der Partei nahmen daran teil. Den Parteitag erreichten 50 Grußworte von Bruderparteien sowie Grußworte aus Deutschland, u.a. von der Sozialistischen Deutschen Arbeiterjugend, der Friedensbewegung und vom Ostdeutschen Kuratorium der Verbände

Der Vorsitzende der DKP, Patrik Köbele, befasste sich in seinem Referat mit der Imperialismusanalyse, den Veränderungen der internationalen Kräfteverhältnisse und den Bestrebungen des deutschen Imperialismus sowie mit den Aufgaben der DKP in den sozialen Kämpfen und der Friedensbewegung. Am zweiten Tag befassten sich die Delegierten mit einem Erfahrungsaustausch über die Arbeit der DKP in den Bereichen Betrieb und Gewerkschaft, Kommunalpolitik und Friedenspolitik. In vielen Beiträgen berichteten Delegierte aus Grund- und Bezirksorganisationen über konkrete Kämpfe im Gesundheitswesen, im Öffentlichen Dienst und bei der Post sowie in der Kommunalpolitik. Beim Erfahrungsaustausch zu Friedenspolitik wurde unter anderem von den Schwierigkeiten berichtet, in der Friedensbewegung einen klaren Anti-NATO-Kurs zu erreichen. Deutlich wurde in der Debatte, dass es Aufgabe von Kommunistinnen und Kommunisten ist, den Spaltungsversuchen gegen die Friedensbewegung entgegenzutreten. Im Anschluss an die drei Blöcke zum Erfahrungsaustausch beschlossen die Delegierten mit großer Mehrheit den Antrag „Heizung, Brot und Frieden – in der Klassen wirken – Rein in die Betriebe und Gewerkschaft – Rein in die Viertel – Raus auf die Straße!“, der zuvor durch viele Änderungsanträge aus den Parteigruppen konkretisiert worden war.

Am dritten Tag des Parteitags diskutierten die Delegierten über den vom Parteivorstand vorgelegten Antrag „Die VR China, ihr Kampf um den Aufbau eines modernen sozialistischen Landes und die Veränderung der internationalen Kräfteverhältnisse“. Auch dazu hatte es zahlreiche Änderungsanträge aus Grundorganisationen gegeben. Nach einer langen und teilweise kontroversen Diskussion über den Charakter und die Rolle der VR China wurde der Antrag unter Einbeziehung vieler Änderungsvorschläge von ca. 80 Prozent der Delegierten als Zwischenstand der Diskussion beschlossen. Der neue Parteivorstand wurde beauftragt, eine Konzeption zur weiteren Diskussion um China, aber auch um die Sozialismusvorstellungen der DKP, zu entwickeln und umzusetzen.

Zusätzlich beschlossen die Delegierten zwei Aufrufe „Frieden mit China – Stoppt die Anfeindungen gegen die VR China – den nächsten großen Krieg verhindern!“ und „12 Punkte im Klassenkampf – Die Zukunft gewinnen! Nie wieder Krieg! 12 Punkte für den Frieden“ zur Unterstützung der Initiativen Chinas für Frieden in der Ukraine – und darüber hinaus.

Als einziger internationaler Gast sprach auf dem Parteitag die Botschafterin der Republik Kuba Juana Martínez González. Sie überbrachte die solidarischen Grüße der Genossinnen und Genossen aus Kuba und dankte für die Solidarität der deutschen Kommunistinnen und Kommunisten. Die Delegierten beschlossen nicht nur einen Antrag zur Solidarität mit dem sozialistischen Kuba, sondern auch ein konkretes Projekt zur Sammlung von 25.000 Euro für die Digitalisierung der Klinik Rosa Luxemburgo in Cárdenas.
