Syrian CP, Communiqué of the Meeting of the Central Committee of the Syrian Communist Party

The Central Committee of the Syrian Communist Party held its regular meeting on 20 July 2019, chaired by its Secretary General, comrade Ammar Bagdash. 

Examining the global political landscape, the Committee noted increased tensions stemming from the intensification of the contradictions of contemporary capitalism in the temporary absence of a global socialist system. A key manifestation has been the escalation in the economic confrontation between the People’s Republic of China and the United States of America. The world’s two major economic forces have been using numerous tools in their stand-off, including high tariffication on some imports and banning of others, hindrance of investment, and mutual attempts at ousting the opponent from emergent markets. US imperialism also continues its endeavours to encircle China with a ring of hostile military coalitions formed by its ally and vassal states in South and Southeast Asia as well as Australia. China has been resisting these expansionary efforts effectively, managing to make significant breakthroughs in the cordon. 

Furthermore, US imperialism has recently intensified its aggressive measures against Iran in collaboration with a number of its European allies, especially the United Kingdom, as well as Zionist Israel. Following up on its exit from the so-called “Nuclear Agreement”, the US has imposed a series of unfair sanctions against Iran. In tandem, military provocations have been carried out against the anti-colonial republic by the US and UK imperialism, including piracy operations such as the detention of an Iranian oil tanker in Gibraltar. 

This aggressive imperialistic policy can only be described as playing with fire that could ignite a devastating, catastrophic war. The Central Committee of the Syrian Communist Party denounces the reckless policies of Zionism and imperialism towards Iran, expressing its solidarity with the Iranian people in their defense of the sovereignty of their own state in the face of colonial extortion and conspiracies. 

The Committee also pays a solidary tribute to the Bolivarian Republic of Venezuela and its friendly people as they fend off the vicious attack carried out by US imperialism and its NATO allies, while also relentlessly struggling against agents of imperialism at the domestic level. 

The relations between Russia, on the one hand, and the USA and its NATO allies on the other, continues to go through ebb and flow. While contradictions persist in certain parts of the world such as Eastern Mediterranean and Ukraine - there seems to be no solution for the Crimea issue in the foreseeable future - both parties are indeed making efforts to ease the tensions. One manifestation of this process is the return of Russian representation to the European Parliamentary Assembly, which was frozen for several years due to the events of Ukraine. Furthermore, a meeting between Russian national security officials and US counterparts was held in occupied Jerusalem, attended by Prime Minister of Zionist Israel Benjamin Netanyahu. After that, the Russian and US presidents met on the sidelines of the G20 Summit in Japan, with both confirming after the meeting their intentions to improve binary relations and find solutions to problematic issues. Yet amongst all these appearances, Western sanctions against Russia persist, which is due to objective reasons constituted by the intensification in the economic conflict and therefore political interests. While NATO obviously wants Russia’s support in the confrontations with both China and Iran, Russia taking such a stance remains a far-fetched prospect in the foreseeable future, as it would equate to the Russian state surrendering its positions and relinquishing what it has gained over the past two decades. 

This phase of contradictions and the form it takes is characterized by extreme nationalism replacing globalised liberalism in numerous countries. In the USA, the hostile rhetoric intensifies not only against immigrants - especially those of certain religious beliefs - but also against US nationals from Latin and Black backgrounds. The US junta currently raises a banner of isolationism, which is organically bound up with the US tendency to intervene in the affairs of states which refuse to succumb to its hegemony. At the same time, the US continues to offer limitless support to international Zionism, deciding to recognize Jerusalem and Golan Heights as the capital and part of Zionist Israel, respectively, in direct contraventions to relevant UN and Security Council resolutions. 

Manifestations of nationalism can also increasingly be observed in Russia, with the Tsarist Period hailed as a model to be restored, and the role of the Church in social life emphasized. 

Similarly, European elections have demonstrated the growing strength of political currents with extreme nationalistic ideologies in countries such as France, Italy and Hungary among others. Interestingly, the elections have also showed the diminishing influence of social democratic parties with cosmopolitan orientation such as in Italy and Greece. Leftist parties that collaborate in one way or another with social democrats have also suffered significant losses in the elections.

One of the positive trends observed in European elections has been Marxist-Leninist parties with obvious class identity maintaining strong positions, with the most shining example being the results achieved by the Communist Party of Greece in European elections and then in the local early parliamentary elections. 

Meanwhile, pressure on workers’ rights continues to intensify in the states of imperialist centers, with one of the most recent steps being the overhaul of the pension system in France, which has led to a great reduction in the gains achieved by French workers over their long history of struggle. 

A deep analysis of current international developments reveals a great similarity to the conditions before World War I in terms of the aggravation of all imperialistic capitalistic contradictions. The expected global periodic economic crisis will only add to this aggravation and, amidst these critical conditions, the motto of an ‘international front against imperialism’ grows in importance and relevance, as does the struggle of laboring masses and their revolutionary forces to eliminate the capitalist system. 

The Eastern Mediterranean and North Africa is at the very core of this international warfare, which stems from the contradictions of contemporary capitalism. This has been clearly evident in the imperialistic aggression against Iraq in the first decade of this century, and the legendary resistance thereof by Iraqi people. Another manifestation has been the steadfastness of Syria for more than eight years in the face of the vicious attack by imperialism and Zionism, supported by all reactionary and proxy forces and regimes in the region. 

Similarly, the escalating confrontation between Iran on the one hand and imperialistic forces and their affiliated regimes on the other importantly highlights the contribution of national liberation movement in our region to the general struggle of free people around the world against imperialism and its agents. 

The Central Committee also supports the ongoing uprising in Sudan against the obscurantist rule of the Muslim Brotherhood, which has been in power for decades supported by a gruesome machinery of repression. The Committee pays a tribute of comradely solidarity to the Sudanese Communist Party, which is playing a leading role in the mass movement of Sudanese people, struggling tenaciously for democracy and progress. 

In Algeria, the mass mobilizations continue to expand against the junta of bureaucratic bourgeoisie and parasitic bourgeoisie, whose rule has exhausted the Algerian people, affecting all aspects of life - political, social, and economic. 

Yemen continues to see repeated setbacks inflicted on aggression forces, led by Saudi Arabia, at the hands of freedom-craving Yemeni people. These setbacks have led some allies of Saudi Arabia to withdraw from the reckless war against Yemen. 

The Central Committee views with satisfaction the mass protests against the Manama conference, which promoted the so-called “Deal of the century” - a US project that aims to dissolve the Palestinean cause definitely in favor of global Zionism. The protests against this conspiratorial project have not been limited to the Palestinean masses; they have been widespread in the Arab world. This honorable patriotic stance is in complete contradiction with those of the vassal and proxy Arab regimes, whether they were kingdoms like Saudi Arabia, Morocco, and Jordan or autocratic republics like Egypt. 

The reactionary, pro-colonial role of the Egyptian regime is evident across the Arab world, in Sudan, Yemen, and Libya. It should be noted that the military escalations which Libya is currently witnessing are a reflection of the disputes among imperialist centers and their respective vassal regimes for the sharing of this rich country’s wealth, with the victim being the Libyan people who, at the beginning of the century, used to enjoy the highest standard of living in Africa. 

It is obvious that, despite setbacks and difficulties, the national liberation movement in our region carries out a great mission facing colonialism and its vassals, the most dangerous among which are currently Zionist Israel and Turkey, the poisonous claw of NATO in our region. The Turkish threat grows ever more serious, driven by the blatant expansionary tendencies of the Muslim Brotherhood-affiliated regime. 

This aggressive, expansionary role of Turkey is particularly evident in Syria, where foreign occupation and division projects - regardless of their designation - constitute the most urgent threats. Along the course of the Syrian crisis, significant parts of home soil has fallen under foreign occupation or power, first and foremost US and Turkish ones. Encouraged by the silence, or even the blessing, of numerous international parties, Turkey continues to enforce its administration and regulations over occupied areas. This indicates the intentions of Turkish authorities to keep these areas under occupation in the long term, where native Syrians are already subject to various forms of violence and discrimination. Furthermore, Turkish authorities clearly support the rebel armed organizations, the vast majority of which have a terrorist, obscurantist ideology. This is particularly the case in Idlib, which is now being treated as a Turkish protectorate. Thus, the fierce battles our armed forces are currently fighting against rebel organizations in central and northern west Syria are effectively also battles against the foreign occupation. 

It is critical to demonstrate utmost vigilance and to fight colonial plans that aim to create a so-called ‘safe zone’ in northeastern Syria. Such plans only aim to ground the occupation of the area by NATO forces. In this regard, the Central Committee stresses that the approach adopted by the so-called ‘Syrian Democratic Forces’ is one that is detrimental to the interests of the Syrian people in general and inhabitants of Al-Jazira area in particular. The Central Committee pays a tribute to all the patriots in areas under temporary colonial occupation, highly appreciating their steadfastness and unwavering commitment to their homeland. 

The Central Committee also emphasizes the need to resolutely confront the colonial conspiracies which aim to defeat the Syrian patriotic approach through suspicious deals in the form of ‘peaceful concurrence’, which are merely a bid from hostile circles to gain through politics what they have failed to through military action. All free patriots of our homeland, i.e. the wide Syrian masses, are uncompromisingly committed to the patriotic constants. Patriotic sentiment that refuses colonial dictations has always been at the very core of the identity of our Syrian people. 

Examining the socioeconomic situation, the Central Committee noted the continuously declining standard of living of laboring masses, especially paid workers. Economic siege and multi-faceted sanctions against Syria by imperialistic countries and their vassals have undoubtedly contributed hugely to this process. However, the policies and socioeconomic measures adopted by the government have also largely played a negative role. One key aspect has been the monetary and pricing policies. Frequent depreciation of the Syrian pound has led to successive, increasing waves of inflation, while it has been obvious that monetary policies have served the interests of a minority of monopolists, brokers, and currency speculators at the expense of laborers and productive sectors in the country. Furthermore, the recent decision to increase the prices of gas and certain types of fuels has intensified inflation, thus further reducing the purchasing power of the majority of the population. In tandem, enormous wealth is being accumulated by the parasitic bourgeoisie and war profiteers in particular. In short, society is becoming ever more polarized on a class basis. 

Although the country saw an excellent agricultural season this year, farmers still had to face numerous difficulties in marketing their products for many reasons that are related to the performance of governmental bodies, including wrongdoing such as racketeering. Merchants exploited this by buying agricultural products at remarkably lower prices than governmental ones, offering a blatant example of the interconnection between the respective interests of parasitic and bureaucratic bourgeoisies at the expense of actual producers. 

Industrial production is also facing numerous difficulties due to the high increase in input prices; local market shrinkage which, in turn, is a result of the decline in purchasing power; and poor export prospects under the sanctions. 

The Central Committee believes that the reconstruction process should be centered round key productive sectors, namely manufacturing and agricultural rather than service-based luxury projects, which, day after day, prove to be a failure. This requires a radical paradigm shift into providing adequate support to main productive sectors and satisfying the interests of producers. 

The Central Committee stressed that, if preserved, developed and empowered both in productive and basic service (infrastructure and domestic and external trade) fields, the public sector could play a key role in the reconstruction process. The Committee also reiterated the Syrian communists’ firm opposition to subjecting public sector establishments to communion with foreign capital, which is effectively but an equivocal attempt at privatization. The Committee added that, should the door be open in current circumstances to a number of foreign investments from friendly states, these investments should be limited to creating new productive projects rather than handover of already functioning facilities. Generally, the respective experiences of the so-called peripheral countries prove that bringing foreign investments into vital segments of the economy is a curse, not a blessing. This is particularly the case when these investments are based on the BOT model, which depletes the country’s wealth. 

The Central Committee also stressed the importance of the struggle to satisfy public demands, even on the smallest of scales. In this context, the Committee examined the results of the petition calling for wages increase and indexation, a process which should be covered through actual sources of income, i.e. the implementation of a fair taxation system and closing the leaking holes of parasitic profit. The Committee also praised the efforts of party organizations and comrades who took part in this important demand-related endeavor.

 

The Central Committee emphasized that struggle in the socioeconomic field to defend and advance national production as well as elevate the living standard of the masses is organically connected to the national struggle that aims to:

    1- Defend national independence

    2- Defend complete national sovereignty

    3- The absolute and complete unity of home soil 

 

The Committee also examined a report it had received on work among female audiences, stressing the importance of developing the methods used to reach this section, especially working women who have played an increasingly significant role in the country’s life. Stressing the importance of achieving complete gender equality in applicable legislations, the Committee added that actual equality can only be achieved under a system of social justice, that is, a socialist society. 

The Committee also recommended the party bodies across the scale to provide the necessary attention and complete support to the activities of the Syrian Women’s League for the Protection of Motherhood and Childhood, a time-honored organization which has, along its history, made a significant contribution to the cause of raising awareness among women. The League has always voiced Women’s issues and struggled against all reactionary currents, whether extreme feminism or absolute obscurantism which seeks to hinder any sort of progression. The Committee also believed it important to establish extensive links with patriotic women forums from across the spectrum, which helps strengthen national unity in general. 

Examining the status of party publication, especially the distribution of its official media voice, ‘Sawt Al-Shaab’ (The People’s Voice) newspaper, the Central Committee praised the efforts of party bodies in this key aspect of party activity. The Committee also emphasized the need to get the laboring workers’ concerns across through the newspaper. 

The Committee also touched upon certain aspects of trade union activity, emphasizing the need to pay adequate attention to it. 

The Committee concluded by examining the Party’s international activity and the events held in commemoration of the 100th anniversary of the establishment of the Communist International, a key signification of which is the close interconnection between national and international struggles.

بلاغ عن اجتماع اللجنة المركزية للحزب الشيوعي السوري

 

عقدت اللجنة المركزية للحزب الشيوعي السوري اجتماعها الدوري برئاسة أمينها العام الرفيق عمار بكداش وذلك يوم 20 تموز 2019.

ولدى بحثها الوضع السياسي رأت اللجنة المركزية أن الوضع العالمي يزداد احتداماً، نتيجة لزيادة وتعمق تناقضات الرأسمالية المعاصرة، في ظل الغياب المؤقت للمنظومة الاشتراكية العالمية. ومن أهم المحاور الأساسية لذلك الاحتدام، زيادة وتيرة المواجهة بين القوتين الاقتصاديتين الأكبر في العالم حالياً وهما الولايات المتحدة الأميركية وجمهورية الصين الشعبية. حيث ازدادت وتيرة المواجهة الاقتصادية بينهما والتي اتخذت أشكالاً متعددة في مجال فرض الرسوم العالية على المستوردات ومنع بعضها وإعاقة التوظيفات والاستثمارات، ومحاولات إزاحة الخصم من الأسواق الواعدة. كما أنه يستمر توجه الإمبريالية الأميركية في إحاطة الصين بقوس من الأحلاف العسكرية المقامة بين الولايات المتحدة ودول حليفة وتابعة لها في شرق آسيا وجنوب شرقها وأستراليا. وتقاوم الصين بنجاعة هذا التوجه التوسعي للإمبريالية الأميركية، محرزة خروقات مهمة للطوق الذي يجري السعي لإقامته حولها.

كما أنه وخلال الفترة الأخيرة يزداد توجه الإمبريالية الأميركية بالتعاون مع بعض حلفائها الأوروبيين وبشكل خاص بريطانيا، ومع إسرائيل الصهيونية، في القيام بإجراءات عدوانية ضد إيران. فبعد خروج الولايات المتحدة الأميركية مما سمّي بـ«الاتفاق النووي» مع إيران، طُبقت سلسلة من العقوبات الجائرة على إيران، كما تقوم الإمبريالية الأميركية والبريطانية باستفزازات عسكرية باتجاه هذا البلد المناهض للاستعمار، بما فيها عمليات القرصنة، كما حصل ذلك في جبل طارق لناقلة النفط الإيرانية. إن هذه السياسة الإمبريالية العدوانية لا يمكن وصفها إلا باللعب بالنار والرقص على شفير هاوية حرب مدمرة وكارثية. وتشجب اللجنة المركزية للحزب الشيوعي السوري السياسة العدوانية الرعناء للإمبريالية والصهيونية باتجاه إيران، وتعلن عن تضامنها مع الشعب الإيراني في دفاعه عن سيادة بلده في وجه التآمر والابتزاز الاستعماريين.

كما توجه اللجنة المركزية تحية تضامن لفنزويلا البوليفارية ولشعبها الصديق في تصديها للهجمة الشرسة من قبل الإمبريالية الأميركية وحلفائها في الناتو، وفي المواجهة اللاهوادة فيها مع عملاء الإمبريالية في الداخل.

وتشهد العلاقات بين روسيا من جهة والولايات المتحدة الأميركية وحلفائها في حلف الشمال الأطلسي من جهة أخرى مدّاً وجزراً. فإلى جانب بقاء التناقضات فيما بينهم في بقاع معينة من العالم وأبرزها شرق المتوسط وأوكرانيا ومسألة القرم التي لا حل لها في المدى المنظور، هناك محاولات تبذل من قبل الطرفين لتليين الجو. ومن مظاهر هذه العملية عودة التمثيل الروسي إلى الجمعية البرلمانية الأوروبية والذي كان مجمداً ولعدة سنوات بسبب أحداث أوكرانيا. وكذلك اللقاء الذي جرى بين المسؤولين عن الأمن القومي في روسيا والولايات المتحدة والذي جرى في القدس المحتلة وبحضور رئيس وزراء إسرائيل الصهيونية. وبعد ذلك وفي إطار اجتماع (مجموعة العشرين) الذي انعقد في اليابان، جرى لقاء بين الرئيسين الروسي والأميركي واللذين صرحا عقب ذلك اللقاء عن نيتهما في تحسين العلاقة بين البلدين وإيجاد حلول للقضايا الشائكة. ولكن ومع كل هذه المظاهر ما زالت العقوبات الغربية على روسيا مستمرة. وهناك أسباب موضوعية لذلك والتي تتجلى في زيادة تضارب المصالح الاقتصادية وبالتالي السياسية. ومن الواضح أن حلف شمال الأطلسي يريد من روسيا مؤازرته في المواجهة مع الصين وإيران. ولكن هذا الشيء بعيد المنال في الأمد المنظور، لأن ذلك سيعني التسليم الكامل للمواقع، وفقدان ما كسبته السلطة الروسية على مدى العقدين المنصرمين.

إن هذه المرحلة من التناقضات والشكل الذي تتخذه، تتسم بحلول إيديولوجية التعصب القومي مكان إيديولوجية الليبرالية المعولمة في العديد من الدول. ففي الولايات المتحدة الأميركية تزداد حدة اللهجة ليس فقط ضد المهاجرين وخاصة من أتباع ديانة معينة، بل وضد المواطنين الأمريكان من المكونات اللاتينية والزنجية. والطغمة الحاكمة في أميركا ترفع حالياً شعار الانعزالية، المترابط بشكل عضوي مع النزعة التدخلية في شؤون الدول غير السائرة في الركب الأميركي. وفي الوقت نفسه هناك دعم مطلق للصهيونية العالمية والذي تجلى بالقرارات المتخذة بالاعتراف بالقدس عاصمة لإسرائيل الصهيونية والاعتراف الأميركي بضم الجولان السوري من قبل الكيان الصهيوني بمخالفة صريحة لقرارات هيئة الأمم المتحدة ومجلس الأمن.

كما أنه تُشاهد في روسيا مظاهر زيادة التوجه القومي، والتغني بفترة القيصرية وجعلها نموذجاً يحتذى به، إلى جانب التركيز على دور الكنيسة في حياة المجتمع.

كما أن الانتخابات الأوروبية دلت بوضوح على زيادة قوة التيارات السياسية ذات التوجه القومي المتشدد كما هو الحال في فرنسا وإيطاليا والمجر وغيرها. وجدير ذكره أن هذه الانتخابات بينت أيضاً التقلص الكبير في نفوذ الأحزاب الاشتراكية الديموقراطية ذات الأرضية الكوسموبوليتية عموماً كما هو الحال في إيطاليا واليونان. كما أن الأحزاب اليسارية المتعاونة بهذا الشكل أو ذاك مع الاشتراكيين الديموقراطيين منيت بخسائر ملحوظة في هذه الانتخابات.

وفي ضوء هذه الانتخابات هناك بعض المظاهر الإيجابية المتجلية في الحفاظ على مواقع ثابتة وقوية من قبل الأحزاب الماركسية اللينينية ذات التوجه الطبقي الواضح، وأسطع مثال على ذلك النتائج التي أحرزها الحزب الشيوعي اليوناني في الانتخابات الأوروبية ومن ثم في الانتخابات التشريعية المبكرة في اليونان.

ويزداد باستمرار الضغط على حقوق الكادحين في دول المراكز الإمبريالية. وكان من آخر الخطوات  في هذا المجال، تعديل النظام التقاعدي في فرنسا، الذي قلص بشكل كبير المكتسبات التي حققها النضال الطويل للكادحين في ذلك البلد.

إن التحليل المعمق لتطورات الأوضاع في العالم يبين أنها تشبه إلى حد كبير الأوضاع التي عاشها العالم ما قبل نشوب الحرب العالمية الأولى، من حيث تفاقم جميع تناقضات الرأسمالية الإمبريالية، وأن قدوم الأزمة الاقتصادية الدورية العالمية المنتظرة سيزيد هذه التناقضات حدة. وفي هذه الظروف الخطرة تزداد أهمية وراهنية شعار «الجبهة العالمية المناهضة للإمبريالية»، وكذلك تزداد أهمية نضال الجماهير الكادحة وقواها الثورية من أجل القضاء على النظام الرأسمالي.

وتقع منطقة شرق المتوسط وشمال أفريقيا في خضم الصراع العالمي الناتج عن تناقضات الرأسمالية المعاصرة. وهذا ما دل عليه بجلاء العدوان الإمبريالي على العراق في العقد الأول من هذا القرن والتصدي الأسطوري للشعب العراقي لهذا العدوان. وهذا ما يدل عليه أيضاً صمود سوريا لأكثر من ثماني سنوات في وجه الهجمة الشرسة المشنة عليها من قبل الإمبريالية والصهيونية وبإسهام من قبل جميع الأنظمة والقوى الرجعية والعميلة في المنطقة.

وكذلك هناك دلالات مهمة للمواجهة المتصاعدة بين إيران والقوى الإمبريالية والأنظمة الموالية لها في المنطقة. لقد أسهمت حركة التحرر الوطني في منطقتنا وتسهم بشكل كبير في النضال العام لأحرار العام ضد الإمبريالية وأتباعها.

وأبدت اللجنة المركزية تأييدها للحركة الجماهيرية المستمرة في السودان ضد حكم الأخوان الظلامي الذي ساد عقوداً مستنداً لآلة القمع الوحشي، وتوجه اللجنة المركزية تحية التضامن الرفاقي للحزب الشيوعي السوداني الذي يقوم بدور بارز في الحركة الجماهيرية للشعب السوداني مناضلاً بثبات من أجل الديموقراطية والتقدم.

وفي الجزائر ما زالت تتوسع التحركات الشعبية ضد طغمة البورجوازية البيروقراطية والبورجوازية الطفيلية التي أنهك حكمها الشعب الجزائري وألحق ضرراً بجميع جوانب الحياة ــ السياسية والاجتماعية والاقتصادية.

ويشهد اليمن نكسات متكررة لقوات العدوان بقيادة السعودية، والتي يلحقها الشعب اليمني التواق للحرية. هذه النكسات والهزائم التي أدت إلى انسحاب بعض حلفاء السعودية من الحملة الرعناء على اليمن.

كما استعرضت اللجنة المركزية بارتياح الاحتجاجات الكبيرة التي قوبل بها مؤتمر المنامة المروج لما سمّي «بصفقة القرن»، هذا المشروع الأميركي الذي يرمي إلى التصفية النهائية للقضية الفلسطينية لصالح الصهيونية العالمية. وقد شملت الحركة الاحتجاجية على هذا المشروع التآمري، ليس فقط جماهير الشعب الفلسطيني، بل وأيضاً أوساطاً واسعة في دنيا العرب. إن هذا الموقف الوطني المشرّف للأحرار يقع في تناقض تناحري مع مواقف الأنظمة العربية التابعة والعميلة مهما كان شكلها ممالك مثل السعودية والمغرب والأردن وغيرها وغيرها أو جمهوريات أوتوقراطية كما هو حال مصر.

والدور الرجعي والموالي للاستعمار لحكام مصر يبدو واضحاً على الساحة العربية إن كان في السودان أو اليمن أو ليبيا. وجدير ذكره أن ما تشهده ليبيا من تصاعد المواجهات العسكرية فيها، هو انعكاس للخلافات ما بين المراكز الإمبريالية والأنظمة التابعة لها على تقاسم ثروة هذا البلد الغني، والضحية هو الشعب الليبي، الذي كان يتمتع في بداية هذا القرن بأعلى مستوى معيشة بين الشعوب الأفريقية.

ومن الواضح أنه، وبالرغم من النكسات والمصاعب، تقوم حركة التحرر الوطني في منطقتنا بمهمة كبيرة في مواجهة الاستعمار وأعوانه وأخطر هؤلاء الأعوان في المرحلة الحالية ــ إسرائيل الصهيونية وتركيا ذلك الظفر السام لحلف الشمال الأطلسي في منطقتنا، والتي يزداد دورها خطورةً نظراً للتوجهات التوسعية السافرة للسلطة الأخونجية في تلك الدولة.

ويظهر هذا الدور العدواني التوسعي الخطير لتركيا بشكل خاص في سوريا. فأخطر ما تواجهه سوريا في المرحلة الحالية هو الاحتلال الأجنبي ومشاريع التقسيم بجميع مسمياتها. فهناك مناطق مهمة من أرض الوطن، وقعت خلال الأزمة السورية، تحت الاحتلال والنفوذ الأجنبي وبالدرجة الأولى الأميركي والتركي. وتقوم تركيا، بمباركة أو صمت من قبل العديد من الأطراف الدولية، بتطبيق إدارتها وإحلال قوانينها في المناطق المحتلة. وهذا يدل على أن السلطات التركية متوجهة إلى احتلال طويل الأمد للمناطق السورية. كما أن السكان الأصليين، السوريين، في تلك المناطق يتعرضون إلى شتى أشكال التمييز والعنف. كما أن السلطات التركية تدعم بشكل واضح التنظيمات المسلحة للمتمردين، وغالبيتها الساحقة ذات طابع ظلامي إرهابي، في الشمال الغربي السوري، وخاصة في إدلب، والتي تُعامَل حالياً معاملة محمية تركية. وبالتالي فإن المعارك الضارية التي تخوضها قواتنا المسلحة ضد تنظيمات المتمردين في أواسط وشمال غربي سوريا هي في الوقت نفسه عملياً معارك ضد الاحتلال الأجنبي.

ومن المهم إبداء اليقظة القصوى ومجابهة الخطط الاستعمارية في إنشاء ما يسمى بـ «المنطقة الآمنة» في شمال شرق سوريا، هذه الخطط التي تهدف إلى تكريس احتلال تلك المنطقة من قبل قوات حلف شمال الأطلسي. وفي هذه الصدد تؤكد اللجنة المركزية أن النهج المتبع من قبل ما يسمى بـ «قوات سوريا الديموقراطية»، هو نهج ضار بمصالح الشعب السوري بشكل عام بما فيها مصالح سكان الجزيرة السورية. وتتوجه اللجنة المركزية بالتحية إلى جميع الوطنيين في المناطق الواقعة تحت الاحتلال الاستعماري المؤقت، مقدرةً عالي التقدير صمودهم وتعلقهم الثابت بوطنهم.

وأكدت اللجنة المركزية على ضرورة التصدي الصارم للمؤامرات التي تحيكها الأوساط الاستعمارية والهادفة لإسقاط النهج الوطني السوري من خلال الصفقات المشبوهة التي تأخذ شكل «التوافقات السلمية» والهادفة للنيل سياسياً على ما عجزت أن تناله القوى المعادية لوطننا حرباً. فكل الوطنيين الأحرار في وطننا أي الجماهير الواسعة للشعب السوري متمسكة بالثوابت الوطنية رافضة المساومة عليها. إن الشعور الوطني العالي الرافض للإملاءات الاستعمارية هو حجر الأساس في تكوين شعبنا السوري.

ولدى بحثها للوضع الاقتصادي ــ الاجتماعي رأت اللجنة المركزية أنه يستمر انخفاض المستوى المعيشي للجماهير الكادحة وخاصة للعاملين بأجر. ولاشك أن الحصار الاقتصادي ومنظومة العقوبات متعددة الأوجه المطبقة ضد سوريا من قبل الدول الإمبريالية وأتباعها تلعب دوراً أساسياً في هذه العملية. ولكن السياسات والإجراءات الاقتصادية الاجتماعية المتبعة من قبل الحكومة يلعب جزء كبير منها أيضاً دوراً سلبياً بما يخص الوضع الاقتصادي والحياة المعيشية. وأبرز هذه التوجهات السلبية متعلق بالسياسة النقدية والسياسة التسعيرية. فالانخفاض المتواتر لسعر الليرة السورية أدى إلى موجة غلاء جديدة ومتصاعدة باستمرار. ومن الواضع أن الإجراءات التي اتخذت في المجال النقدي صبت في مصلحة حفنة صغيرة من التجار المحتكرين والسماسرة والمضاربين بالعملة على حساب قوت الكادحين والفروع الإنتاجية في الاقتصاد. كما أن رفع أسعار بعض المحروقات والغاز مؤخراً أدى ويؤدي إلى رفع وتيرة التضخم في البلاد وبالتالي في انخفاض القدرة الشرائية لدى أغلبية سكان البلاد. وهذا يجري بالتوازي مع تراكم ثروات هائلة في يد البورجوازية الطفيلية وأثرياء الحرب بشكل خاص. أي أن عملية الاستقطاب الطبقي تزداد عمقاً في المجتمع.

وبالرغم من الموسم الزراعي المتميز هذا العام إلا أن المزارعين لاقوا صعوبات جمة في تسويق إنتاجهم لأسباب عديدة في عمل الجهاز الحكومي متعلق جزء منها بالخوة والأتاوة. وقد استفاد التجار من هذا الوضع بشرائهم منتجات الفلاحين بأسعار أقل بشكل ملحوظ من أسعار الشراء الحكومية. وهو مثال فاقع لترابط مصالح البورجوازية الطفيلية والبورجوازية البيروقراطية على حساب الإنتاج والمنتجين.

كما يواجه الإنتاج الصناعي مصاعب جمة بسبب الارتفاع الكبير لأسعار مستلزمات الإنتاج وتقلص السوق الداخلية بسبب انخفاض القدرة الشرائية للناس، المترافق مع ضيق إمكانيات التصدير في ظل العقوبات المطبقة.

وترى اللجنة المركزية أن عملية الإعمار يجب أن تركز على الفروع الإنتاجية الأساسية ــ الصناعة والزراعة وليس على المشاريع الخدمية الكمالية وذات الطابع الفاره، والتي تثبت فشلها يوماً بعد يوم. وهذا الشيء يتطلب انعطافاً جذرياً في المجال الاقتصادي ــ الاجتماعي يرتكز على تقديم الدعم اللازم للفروع الإنتاجية الأساسية، وفي تلبية مصالح المنتجين.

وتؤكد اللجنة المركزية أن القطاع العام (قطاع الدولة) يمكن أن يلعب دوراً رئيسياً في عملية الإعمار، من خلال الحفاظ عليه وتطويره وتمكينه إن كان في المجالات الإنتاجية بالدرجة الأولى والخدمية الأساسية (البناء التحتي، التجارتين الداخلية والخارجية). وتؤكد اللجنة المركزية عن المعارضة الثابتة للشيوعيين السوريين لإخضاع مؤسسات القطاع العام للتشاركية (والتي هي عملياً خصخصة مواربة) مع الرأسمال الأجنبي. وترى أنه إذا كان ممكناً في الظروف الحالية فتح بعض مجالات للاستثمارات الأجنبية من قبل الدول الصديقة، فإن هذه الاستثمارات يجب أن تُحصر في إقامة مشاريع إنتاجية جديدة وليس في إعطاء منشآت قائمة ومشادة لهذا الاستثمار. لأنه في هذه الحالة سيعني جلب الاستثمار «تشاركياً» بيع منشآت قائمة للأجنبي وليس تكوين قدرات إنتاجية جديدة. وبشكل عام تؤكد تجارب دول الأطراف أن جلب الاستثمارات الأجنبية إلى مفاصل حيوية في الاقتصاد هو نقمة وليس نعمة. خاصة إذا كانت هذه الاستثمارات قائمة على نظام /BOT/ والذي يشكل استنزافاً لثروات البلاد.

وأكدت اللجنة المركزية على أهمية النضال المطلبي، حتى في أبسط أشكاله، في سبيل تلبية المطالب الشعبية. وفي هذا السياق استعرضت اللجنة المركزية نتائج حملة التواقيع على العريضة المطلبية المطالبة برفع الأجور وربطها بالأسعار وتغطية هذه العملية من مصادر فعلية من خلال تطبيق نظام ضريبي عادل وسد منافذ الربح الطفيلي. وأثنت على المنظمات الحزبية والرفاق الذين ساهموا بنشاط في هذا العمل المطلبي الهام.

وتؤكد اللجنة المركزية على أن النضال في المجال الاقتصادي ــ الاجتماعي في سبيل الدفاع عن الإنتاج الوطني وتطويره ورفع المستوى المعيشي لجماهير الشعب، يتضافر عضوياً مع النضال الوطني العام في سبيل:

1 ــ الدفاع عن الاستقلال الوطني.

2 ــ الدفاع عن السيادة الوطنية الكاملة.

3 ــ النضال المستمر اللا هوادة فيه في سبيل وحدة التراب الوطني.

كما بحثت اللجنة المركزية تقريراً مقدماً لها حول العمل بين جماهير النساء. وأكدت على أهمية تطوير الأساليب والسبل للوصول إلى أوسع الجماهير النسائية وخاصة إلى النساء الكادحات في ضوء ازدياد دور النساء العاملات في حياة البلاد ضمن الظروف الحالية. كما أكدت على ضرورة العمل المستمر لتحقيق المساواة الكاملة  بين المرأة والرجل في التشريعات النافذة. مع التأكيد على أن المساواة الفعلية الكاملة ستتحقق في مجتمع العدالة الاجتماعية ــ المجتمع الاشتراكي.

كما أوصت اللجنة المركزية الهيئات الحزبية على كل المستويات بإيلاء الاهتمام اللازم والدعم الكامل لنشاط رابطة النساء السوريات لحماية الأمومة والطفولة، هذه المنظمة النسائية التقدمية العريقة، التي ساهمت إسهاماً ملحوظاً على مدى تاريخها في قضية توعية جماهير النساء وعكس همومها ومقارعة التيارات الرجعية الشتى إن كانت ذات النزعة النسوية الصرفة وصولاً إلى الظلامية المعادية لكل تقدم. كما رأت اللجنة المركزية أنه من الهام أيضاً إقامة صلات واسعة مع المنتديات النسائية الوطنية على شتى مشاربها وذلك يسهم في وحدة الصف الوطني بشكل عام.

واستعرضت اللجنة المركزية واقع النشر الحزبي، وخاصة توزيع «صوت الشعب» لسان حالها، وأثنت على دور المنظمات الحزبية المبرزة في هذا المجال الأساسي للنشاط الحزبي. كما أكدت على ضرورة إيصال مطالب الكادحين وهمومهم إلى صفحات الجريدة.

كما تطرقت اللجنة المركزية إلى بعض أوجه النشاط النقابي إن كان في مجال النقابات العمالية أو النقابات المهنية مؤكدة على ضرورة الاهتمام اللازم بهذا العمل.

كما استعرضت اللجنة المركزية النشاط الأممي للحزب، وكذلك الأنشطة المرتبطة مع الذكرى المئوية لتأسيس الأممية الشيوعية. ومن دلالاتها الأساسية الترابط الوثيق بين النضال الوطني والنضال الأممي.

وبهذا أنهت اللجنة المركزية أعمال اجتماعها الدوري.
