The class criterion and the workers’-people’s struggle against the plans of the bourgeois classes [En, Ru, Es, Ar, Fr, Sq]

The SYRIZA-ANEL government has frequently and justly been accused of being two-faced, of adventurism, ofdemagogy, of consciously deceiving the people. However, in one thing it has demonstrated stability and consistency: in the promotion of the interests of the Greek monopolies. This is the conclusion that can be drawn from the raft of anti-people measures that was recently passed in Parliament by the government bloc, including amongst other things:

A major reduction in pensions and the increase of the taxation of workers’-people’s families, privatizations, the abolition of the Sunday holiday, freeing up of mass dismissals for the big capitalist businesses, legislation of new obstacles for strikes, the consolidation of all the anti-workers laws concerning collective labour agreements that have been passed since 2011, and the creation of new obstacles for the signing of collective labour agreements, reduction of taxation for big businesses and other measures to support capital.

The political line being implemented against the working class, the popular strata also manifests itself in the foreign policy of the SYRIZA-ANEL government, with its basic line being the geostrategic enhancement of the role of the Greek bourgeois class, the promotion of the interests and profits of the major monopoly groups.

On this class basis, the SYRIZA-ANEL government works in the direction of transforming Greece into an energy and transit hub in the framework of the strengthening of the economic-commercial relations between China and the EU.

This was the purpose of the recent trip of the Prime minister, A. Tsipras, to China and his participation in the «Belt and Road Forum for International Cooperation» (14-15 May), a summit which aimed to advance the strategic interests of Chinese monopolies in Asia, Europe and further afield.

It should be noted that a section of the contemporary “Silk Road” are the existing Chinese investments in Greece, such as the investment of the multinational “Cosco” in the port of Piraeus, as well as other future plans of China for Greece, which are in harmony with the plans of the Greek bourgeois class to transform Greece into a hub for the transport of commodities and energy. Of course all these “ambitions” of the domestic bourgeoisie not only have nothing to do with the interests of the workers, but also entangle the Greek people in very serious dangers, as they are connected with the competition of the monopoly groups and the inter-imperialist antagonisms.

At the meeting, Alexis Tsipras presented specific proposals for Greece’s participation in this plan, to the benefit of sections of domestic capital which will do business with Chinese companies in the sectors of transport, telecommunications and energy…

In conclusion, we should stress that the efforts of the Greek bourgeois class, of the bourgeois classes in other countries and their political representatives, the liberal and social-democratic parties, for capitalist growth is based on a continuously escalating offensive against the workers’-people’s rights and an intensification of the inter-imperialist contradictions.

In these conditions, the response of the working class must be decisive:

To examine the developments on the basis of class criteria, fighting against the plans of the bourgeois class, to struggle independently and in alliance with the popular strata for goals that satisfy the workers’-people’s needs and to build a social alliance in a direction that strengthens the antimonopoly-anticapitalist struggle for workers’ power, the construction of a society that does not have profit as its criterion but the satisfaction of the expanding social needs, the socialist society.

Классовый критерий и рабочая, народная борьба против планов буржуазии

Правительство СИРИЗА-АНЭЛ часто и справедливо обвиняют в политической диглоссии, авантюризме, демагогии, в сознательном обмане народа. Однако оно остается неизменным и последовательным в одном: в продвижении интересов греческих монополий. Этот вывод исходит из пакета антинародных мер, принятого недавно в парламенте правительственным блоком, который включает в себя, среди прочего:

Резкое сокращение пенсий и повышение налогов, которыми облагаются рабочие, народные семьи, приватизацию, отмену воскресного выходного дня, проведение в полной мере массовых коллективных увольнений на крупных капиталистических предприятиях, принятие законов, создающих новые барьеры для проведения забастовки, ужесточение всех антирабочих законов о ведении коллективных переговоров, которые были приняты после 2011 года, создание новых препятствий для заключения коллективных договоров, снижение налогообложения крупных предприятий и другие меры поддержки капитала.

Политика, которая проводится в ущерб интересам рабочего класса, народных слоев, отражается во внешней политике правительства СИРИЗА-АНЭЛ, основной линией которой является повышение геостратегической роли греческого буржуазного класса, продвижение интересов и увеличение прибыли крупных финансово- монополистических групп.

На этой классовой основе правительство СИРИЗА-AНЭЛ трудится в направлении превращения Греции в энергетический и транзитный хаб в рамках укрепления экономических и торговых отношений между Китаем и ЕС.

С этой целью премьер-министр А. Ципрас недавно посетил Китай и принял участие в саммите «Один пояс – один путь» (14-15 мая), который проводился в целях продвижения стратегических интересов китайских монополий в Азии, Европе и в целом в мире.

Необходимо отметить, что часть современного «Шелкового пути» составляют существующие китайские инвестиции в Грецию, как например, инвестиции многонациональной корпорации «Cosco» в порт Пирей, а также планы Китая на будущее относительно Греции, которые стыкуются с планами греческой буржуазии превратить Грецию в энергетический и транзитный хаб. Безусловно, все эти амбиции местной буржуазии не только не имеет ничего общего с интересами трудящихся, но, напротив, несут для греческого народа очень серьезные риски, так как они связаны с антагонизмом монополистических групп, с межимпериалистическими противоречиями.

На встрече Алексис Ципрас представил конкретные предложения по участию Греции в этом проекте, приносящем пользу частям местного капитала, которые будут делать бизнес с китайскими корпорациями в области транспорта, энергетики и телекоммуникаций…

В заключение следует отметить, что усилия, которые предпринимают греческий буржуазный класс, буржуазный класс других стран и его политические представители, либеральные и социал-демократические партии, выступающие за капиталистический путь развития, опираются на постоянно усиливающиеся нападки на рабочие, народные права и обостряющиеся межимпериалистические протиоречия.

В этих условиях ответ рабочего класса должен быть решительным:

Надо рассматривать события с классовой точки зрения, бороться против планов буржуазии, отстаивать самостоятельно и в союзе с другими народными слоями цели борьбы за удовлетворение потребностей народа и построение социального союза, направленность которого будет способствовать усилению антимонополистической антикапиталистической борьбы за рабочую власть, строительство общества, имеющего критерий не прибыль, а удовлетворение расширенных общественных потребностей, за строительство социалистического общества.

El criterio de clase y la lucha obrera y popular contra los planes de las clases burguesas

El gobierno de SYRIZA-ANEL ha sido acusado frecuente y justamente por tener dos caras, por actuar de manera aventurera, demagógica, conscientemente engañosa ante el pueblo. Pero, en una cosa se ha demostrado firme y consecuente: en la promoción de los intereses de los monopolios griegos. Esta conclusión se puede sacar del paquete de medidas antipopulares que fue aprobado recientemente en el Parlamento por el bloque gubernamental que incluye entre otras cosas:

Grandes reducciones de las pensiones y aumento de la tributación de las familias obreras y populares, privatizaciones, abolición del domingo como día festivo, liberación de los despidos colectivos masivos para las grandes empresas capitalistas, legislación de nuevos obstáculos en la proclamación de huelgas, consolidación de todas las leyes antiobreras respecto las negociaciones colectivas aprobadas después de 2011 y creación de nuevos obstáculos para la firma de convenios colectivos de trabajo, reducción de los impuestos para las grandes empresas y otras medidas de apoyo al capital.

La política aplicada contra la clase obrera y las capas populares se manifiesta también en la política exterior del gobierno de SYRIZA-ANEL teniendo como línea básica el fortalecimiento geoestratégico del papel de la burguesía griega, la promoción de los intereses y de las ganancias de los grandes grupos económicos monopolistas.

Sobre esta base clasista, el gobierno de SYRIZA-ANEL trabaja en la dirección de convertir Grecia en un centro de energía y de transporte en el marco del fortalecimiento de las relaciones económicas y comerciales entre China y la UE.

Este fue el propósito del viaje reciente del primer ministro, Alexis Tsipras, a China y su participación en el “Foro de la Franja y la Ruta para la Cooperación Internacional” (14-15 de mayo), una cumbre para la promoción de los intereses estratégicos de los monopolios chinos en Asia, Europa y en otros lugares.

Cabe destacar que una parte de la “Ruta de la Seda” contemporánea son las inversiones chinas existentes en Grecia, como es la inversión de “Cosco” en el puerto de El Pireo así como los futuros planes de China para Grecia que están en armonía con los planes de la burguesía griega para la transformación de Grecia en un centro de transporte de mercancías y de energía. Por supuesto, todas estas “ambiciones” de la burguesía doméstica no tienen nada que ver con los intereses de los trabajadores puesto que enredan al pueblo griego en peligros muy graves, ya que están relacionados con los antagonismos de los grupos monopolistas, los antagonismos interimperialistas.

En el encuentro, Alexis Tsipras presentó propuestas específicas para la participación de Grecia en este plan, a favor de sectores del capital nacional que entrarán en negocios con los grupos empresariales chinos en los sectores de transporte, de energía, de telecomunicaciones...

En conclusión, cabe destacar que los esfuerzos llevados a cabo por la burguesía griega, por las clases burguesas de otros países y por sus representantes políticos, los partidos liberales y socialdemócratas, para el crecimiento capitalista, se basan en una ofensiva cada vez más intensa contra los derechos obreros y populares, y en la intensificación de las contradicciones interimperialistas.

En estas condiciones la respuesta de la clase obrera debe ser decisiva:

Hay que examinar los acontecimientos con criterio clasista, combatir los planes de la burguesía, luchar de manera independiente y en alianza con las capas populares para alcanzar objetivos que van a satisfacer las necesidades obreras y populares y construir una alianza social que fortalecerá la lucha antimonopolista-anticapitalista por el poder obrero, por la construcción de la sociedad que no tendrá como criterio la ganancia sino la amplia satisfacción de las necesidades sociales, la sociedad socialista.

من أجل معيار طبقي و صراع شعبي في مواجهة مخططات الطبقات البرجوازية

كثيرا ما اتُهمت حكومة حزبي سيريزا و اليونانيين المستقلين و عن حق بازدواجية لسانها كما و بالمغامرة و ممارسة ديماغوجيتها و خداعها الواعي بحق الشعب. و مع ذلك، فإن هذه الحكومة قد أثبتت وفائها و ثباتها تجاه أمر واحد: و هو الترويج لمصالح الاحتكارات اليونانية. حيث يرشح هذا الاستنتاج من رزمة التدابير المناهضة للشعب التي أقرَّت مؤخرا في البرلمان من قبل كتلة الحكومة، وهي التي تتضمن في جملة أمور:

تخفيضات كبيرة على المعاشات التقاعدية، زيادة الضرائب المفروضة على الأسر العمالية الشعبية، عمليات خصخصة، إلغاء عطلة يوم الأحد، تحرير عملية التسريح الجماعي في الشركات الرأسمالية الكبيرة، و تشريع عقبات جديدة أمام إعلان الإضراب، تكريس جميع قوانين المناهضة للعمال و تلك المتعلقة بالمفاوضة الجماعية التي أقرت منذ عام 2011، و فرض عقبات جديدة أمام إبرام الاتفاقات الجماعية و تخفيض الضرائب المفروضة على كبرى الشركات الرأسمالية، و غيرها من تدابير دعم رأس المال.

حيث تتجلى السياسة التي تطبقها ضد الطبقة العاملة حكومة حزبي سيريزا و اليونانيين المستقلين، أيضاً على مستوى سياستها الخارجية عبر توجه خطها الأساسي نحو ترقية موقع دور الطبقة البرجوازية اليونانية و تعزيز مصالح وأرباح المجموعات الاقتصادية الاحتكارية الكبرى.

و فوق هذا الأساس الطبقي، تعمل حكومة حزبي سيريزا و اليونانيين المستقلين في اتجاه تحويل اليونان إلى "عقدة" في مجال الطاقة والنقل في إطار تعزيز العلاقات الاقتصادية - التجارية بين الصين والاتحاد الأوروبي.

حيث كان هذا هو غرض زيارة رئيس الوزراء ألِكسيس تسيبراس مؤخرا، إلى الصين و مشاركته في " منتدى حزام واحد- طريق واحد، للتعاون الدولي" (في الفترة 14-15 أيار/مايو) من أجل الترويج للمصالح الاستراتيجية للاحتكارات الصينية في آسيا و أوروبا و على نطاق أوسع.

و من المذكور أن جزءاً من "طريق الحرير" الحديث، يتمثل في الاستثمارات الصينية في اليونان، كما هي شركة "كوسكو" المتعددة الجنسيات في ميناء بيرياس، فضلا عن مخططات الصين المستقبلية في اليونان و التي تأتي لتتكامل مع مخططات الطبقة البرجوازية اليونانية لتحويل اليونان إلى عقدة شحن بضائع و طاقة. و بالتاكيد، فإن كل "طموحات" الطبقة البرجوازية المحلية، هذه، لا تمت بصلة لمصالح العمال، بل تورط الشعب اليوناني في مخاطر جسيمة جدا، ما دامت مرتبطة بمزاحمات المجموعات الاحتكارية، والمزاحمات الإمبريالية البينية.

هذا و كان ألكسيس تسيبراس قد قدَّم مقترحات محددة عن مشاركة اليونان في هذا المشروع لصالح قطاعات من رأس المال المحلي التي ستتعاون مع المجموعات الصينية في مجالات النقل والطاقة والاتصالات...

إن الخلاصة تقول بأن المحاولات المسجلة و المبذولة من قبل الطبقة البرجوازية اليونانية، و الطبقات البرجوازية في البلدان الأخرى وممثليها السياسيين والأحزاب الليبرالية و الاشتراكية الديمقراطية من أجل التنمية الرأسمالية، تقف فوق أرضية تصعيد هجمتها المستمرة و المتصاعدة ضد الحقوق العمالية الشعبية و احتدام التناقضات الإمبريالية البينية.

حيث لا بد أن يكون حاسمٌ هو رد الطبقة العاملة في ظل هذه الظروف:

أي أن عليها دراسة التطورات عبر معيار طبقي مع الكفاح ضد مخططات الطبقة البرجوازية، و طرح أهداف صراع على نحو مستقل كما و ضمن تحالف مع الشرائح الشعبية، من أجل تلبية الحاجات العمالية الشعبية وبناء التحالف الاجتماعي في اتجاه يعزز النضال ضد الاحتكارات و الرأسمالية من أجل سلطة العمال، وبناء مجتمع لا يقوم فوق معيار الربح، بل فوق معيار تلبية الحاجات الاجتماعية الموسعة، أي المجتمع الاشتراكي.

Le critère de classe et la lutte ouvrière-populaire sont nécessaires contre les plans des classes bourgeoises

Le gouvernement de SYRIZA-ANEL a été souvent accusé, à juste titre, de double langage, d'aventurisme, de démagogie, de tromperie consciente du peuple. Il a fait preuve quand même de stabilité et de cohérence par rapport à une chose: la promotion des intérêts des monopoles grecs. Cette conclusion résulte de l'ensemble des mesures antipopulaires adoptées récemment au Parlement par les partis gouvernementaux, comprenant, entre autres:

La forte baisse des pensions et l'augmentation de la fiscalité des familles ouvrières-populaires, des privatisations, l’abolition du repos dominical, la libéralisation des licenciements collectifs massifs pour les grandes entreprises capitalistes, la législation de nouveaux obstacles à la grève, la consolidation de toutes les lois anti-ouvrières sur les négociations collectives qui ont été adoptées depuis 2011 et la mise en place de nouveaux obstacles à la conclusion des conventions collectives, ainsi que des allègements fiscaux des grandes entreprises et d'autres mesures de soutien du capital.

La politique mise en œuvre contre la classe ouvrière et les couches populaires se manifeste aussi au niveau de la politique étrangère du gouvernement de SYRIZA-ANEL, ayant pour ligne principale le renforcement du rôle de la bourgeoisie grecque sur le plan géostratégique, la promotion des intérêts et des profits des grands groupes monopoles.

Sur cette base de classe, le gouvernement SYRIZA-ANEL travaille dans la direction de transformer la Grèce en un centre commercial- de transit, dans le cadre du renforcement des relations économiques - commerciales entre la Chine et l'UE.

Tel était l'objet du récent voyage du Premier ministre, A. Tsipras, en Chine et de sa participation au Sommet «Belt and Road Forum for International Cooperation» (14-15 mai) concernant la promotion des intérêts stratégiques des monopoles chinois en Asie, en Europe et plus généralement.

Il faut noter que les investissements chinois en Grèce, comme celui du groupe multinational «Cosco» au port du Pirée, ainsi que les plans futurs de la Chine pour la Grèce qui sont en accord avec les plans de la bourgeoisie grecque pour transformer la Grèce en un centre d’énergie et de transport de marchandises, font partie de la « route de la soie » moderne. Bien sûr, toutes ces « aspirations » de la bourgeoisie grecque non seulement n’ont rien à voir avec les intérêts des travailleurs, mais elles entraînent des risques très graves pour le peuple grec, car elles sont liées aux antagonismes des groupes monopoles, aux antagonismes inter-impérialistes.

Lors de la réunion, Alexis Tsipras a présenté des propositions concrètes en ce qui concerne la participation de la Grèce à ce projet, au profit des sections du capital national qui coopéreront avec les groupes chinois dans les domaines du transport, de l'énergie et des télécommunications ...

En conclusion, il faut noter que les efforts pour le développement capitaliste déployés par la classe bourgeoise grecque, les classes bourgeoises d'autres pays et leurs représentants politiques, les partis libérales et sociaux-démocrates, reposent sur une offensive qui s’intensifie constamment contre les droits ouvriers-populaires, sur l'intensification des contradictions inter-impérialistes.

Dans ces conditions, la classe ouvrière doit répondre fermement; elle doit examiner avec un critère de classe les développements et lutter contre les plans de la bourgeoisie, réclamer de manière indépendante et en alliance avec les couches populaires des objectifs de lutte visant à satisfaire les besoins ouvriers-populaires et construire l'alliance sociale dans une direction qui renforce la lutte anticapitaliste anti-monopole pour le pouvoir ouvrier, la construction de la société qui n’est pas basée sur le profit mais sur la satisfaction des besoins croissants sociaux, pour la société socialiste.

Me kriter klasor dhe luftë punëtore, popullore kundër planeve të klasave borgjeze

Qeveria e SYRIZA-ANEL shpesh herë është akuzuar me të drejtë për dygjuhësi, aventurizëm, demagogji, për mashtrim të vetëdijshëm ndaj popullit. Por, në një gjë ajo ka treguar qëndrueshmëri dhe këmbëngulje: në avancimin e interesave të monopoleve greke. Ky konkluzion del nga paketa e masave antipopullore të miratuara së fundi në Parlamentin Grek nga Blloku qeveritar, në të cilin përfshihen, ndër të tjera:

Shkurtime të mëdha në pensione dhe rritje të taksimit për familjet punëtore - popullore, privatizime, heqjen e të Dielës si ditë pushimi, lejimin e përjashtimeve masive të punëtorëve në ndërmarrjet e mëdha kapitaliste, legalizon pengesa të reja në mënyrë që të pengojë shpalljet e grevave, vendosjen-konsolidimin e të gjitha ligjeve antipunëtore për negociatat kolektive mes sindikatave dhe punëdhënësve që ishin miratuar që nga viti 2011 dhe krijon pengesa të reja për firmosjen e marrëveshjeve kolektive, shkurtim të taksimit për ndërmarrjet e mëdha dhe masa të tjera mbështetëse për kapitalin.

Politika që zbaton kundër klasës punëtore dhe shtresave popullore shfaqet edhe në politikën e jashtme të qeverisë SYRIZA-ANEL e bazuar në linjën për ngritjen e rolit Gjeostrategjike të klasës borgjeze greke, për të avancuar interesat dhe fitimet e grupeve të mëdha financiare monopoliste.

Në këtë bazë klasore, qeveria e SYRIZA-ANEL po punon në drejtim që të bëhet Greqia një nyje energjike dhe shpërndarëse në kuadër të forcimit të marrëdhënieve ekonomike - tregtare mes Kinës dhe BE-së.

Ky ishte qëllimi i udhëtimit të fundi të Kryeministrit A. Cipra në Kinë, dhe në pjesëmarrjen e tij në Samitin «Belt and Road Forum for Internacional Cooperation» më (14-15 Maj) për avancimin e interesave strategjike të monopoleve kineze në Azi, Europë dhe më gjerë.

Duhet shënuar se pjesë të rrugës moderne të quajtur "Rruga e Mëndafshit" përbëjnë edhe investimet ekzistuese kineze në Greqi, si ajo e kompanisë shumëkombëshe "Cosco" në portin e Pireut, diçka që vjen dhe përputhet me planet e klasës borgjeze greke që do të transformojë Greqinë në një qendër të transportit të mallrave dhe të energjisë. Natyrisht që të gjitha këto "aspirata" të klasës borgjeze vendase jo vetëm që nuk kanë asnjë lidhje me interesat e punëtorëve, por dhe e përfshijnë popullin grek në rreziqe shumë serioze, sepse ndërlidhen me antagonizmat e grupeve monopoliste, me antagonizmat ndër-imperialiste.

Në takime, Aleksi Cipra paraqiti propozime konkrete për pjesëmarrjen e Greqisë në këtë projekt, në favor të pjesëve të kapitalit të brendshëm që synon të bëjnë biznes me grupet kineze, në fushën e transporti, energjisë dhe të telekomunikacionit ...

Si konkluzion duhet të shënojmë se përpjekjet e bëra nga klasa borgjeze greke, nga klasat borgjeze në shtetet e tjera dhe përfaqësuesit e tyre politikë, liberale dhe socialdemokrate për zhvillimin kapitalist, ecën mbi terrenin e një ofensive të vazhdueshëm dhe të shkallëzuar kundër të drejtave punëtore, popullore dhe të acarimit të kontradiktave ndër-imperialiste.

Në këto kushte përgjigjja e klasës punëtore duhet të jetë me vendosmëri:

Të shqyrtojë zhvillimet me kriter klasor duke kundërluftuar planet e klasës borgjeze, të synojë në mënyrë të pavarur dhe në aleancë me shtresat popullore kërkesa për plotësimin e nevojave punëtore - popullore dhe të ndërtohet aleanca sociale me drejtim forcimin e luftës antikapitaliste - antimonopoliste për pushtetin punëtor, për ndërtimin e shoqërisë që nuk ka kriter fitimin por përmbushjen e nevojave të zgjeruara sociale, shoqërinë socialiste.
